up this spending package called a minibus. are taking up fund the military, energy programs and water projects, the legislative ranch itself, and veterans programs. that are four bills popular among republicans. this should be a partisan exercise. it is not expected to get a lot of democratic support if any. there should be a pretty partyline vote. there will be a lot of amendments. i think it will go late in to the night, several nights this week, so we have a busy week ahead of us in appropriations. >> one of the things you talk about is the lack of support from democrats. talk about the border wall and how it factors in. ryan: that is a big part of it. i think this would have been a fairly partisan package regardless of the wall because the spending bills are written to spending levels that democrats do not really agree

with. at the border wall is probably the most controversial part of this, and the package includes $1.6 billion to begin construction of this border wall on the u.s.-mexico border, obviously one of president trump's signature campaign promises. republicans are hoping to move the ball forward on this issue, give the white house a homelative victory, and go for the august recess with something they can tout to their constituents. it will be problematic. a lot of democrats will make hay over the wall funding, and some republicans may be uncomfortable with supporting a package that has this wall funding in it. there are some republicans that represent order districts that have voiced concern about the wall. they are concerned about some of the environmental aspects of it, and how it would impact property rights in their district.

representative will heard of texas comes to mind, who has said that the wall is one of the least efficient ways to secure the border. it will be a tricky vote for some republicans who did not support the wall but the -- but do support the overall funding package. >> when it comes to issues of military, one of the aspects or containments of this with anation bill deals authorization for the use of military force. can you talk about how this would address that, and some of the resistance, particularly from barbara lee from california? this included a provision that would essentially repealed the authorization or the wars -- , and thatrs provision, which was adopted by the committee on a partisan basis, was stripped out of the bill by republican leaders. this bill that had bipartisan support will not go to the floor for a vote.

representative lee and others who supported it were outraged that they took this provision out. it will not be in the package, and we will see what happens with that debate going forward. >> tell us why it is important to know that barbara lee was at the forefront of this. ryan: she has worked on this for many years. she has worked on this year after year, and it was a bit of surprise that it was adopt it. a lot of republicans on the committee supported it, and a lot of people did not see that coming. congresswoman lee was a bit taken aback that it was adopted in the first place. all the more reason for them to be upset that it was taken out. >> tell us why this process normally minibus -- appropriation bills are discussed and voted on. why this process versus the way congress normally deals with these issues? ryan: this year they are very

behind schedule. part of it is because there is a new administration. it takes a while to get the full cabinet implemented and the budget written. they also had to finish carryover work from last year. they are behind schedule, playing catch-up. there is no time for regular order process, where they bring these bills to the floor one by one. there were 12 bills. they were hoping to do all 12 of them at this week. there was not enough support among house republicans to do this, so they decided to do these for bills instead -- four bills instead. somepackage does fund republican priorities, such as the border security funding and defense spending. >> ryan mccrimmon covers appropriations issues.
