a new poll, a telephone poll of swing state voters, automated phone rolling by the public affairs firm, firehouse strategies, along with the data an will the i can team finds trump's base shrinking among likely midterm voters in the key swing states of florida, wisconsin, pennsylvania, and ohio. you can see here, in august, strongly favorable, 28.6%. strongly unfavorable, 43.6%. and according to real clear politics, the most recent job approval poll for the president, from gallup, approve is 37%, disapprove is 55%. rasmussen is coming in at 39% and 59%. while congress' approval rating is 10%, with a disapproval rating of 84%. that's from real clear

talks about deep state operatives. federal employees step up defiance of trump. government employees are growing increasingly willing to criticize or defy the white house and president trump's top appointees. a handful of current and former career staffers in the interior department and the e.p.a. have openly shredded their superiors within the last several weeks, continuing a trend that has developed throughout the government over the course of trump's tenure in the oval office. the growing opposition in the executive branch comes as the white house's legislative agenda has stalled in congress and trump turns to his cabinet agencies to change course in several policy areas. it also is emanating from career staffers or political holdovers whose resistance to trump has at times been rooted in deep opposition to the president's agenda. let's hear from scott, who is a republican in san antonio, texas.

good morning, scott. caller: hey, how's it going? i just want to say a few things about trump. i think he's doing a good job. he's doing the best he can for this country. and i think this thing about -- did you see when he said that the cops need to not be so gentle on the m-13 gang? host: and we're going to be talking about that m-13 issue later in the program, so you ask that question, why do you ask that question? caller: well, because. it's obvious trump was saying h, don't treat them so gently. because they are criminals, and ey're known ms-13 gang members. and policemen were trying, who are allowing us to go home and be safe are forced into a situation where their hands are tied, and they don't know what to do. and anyone who watched him give that speech knows that he

wasn't totally serious. he's just saying treat criminals like the criminals that they are. and everybody knows that. and people need to stop playing games, because it is hurting our country. trump wants to do some good things for us. he's got some good plans. and to say, oh, he wants -- do you think one cop in this country is going to treat criminals incorrectly because of what trump says in that speech? of course not. but they're acting like it's the end of the world because he said that. nd the democrats and those trump never trumpers need to stop playing games and start doing what's best for our country. host: hey, scott, you're the third call this morning, and nobody has brought up healthcare, nobody has brought up tax reform. are those issues important to you? caller: extremely important to me.

i think that the government needs to keep their hands out of healthcare. there are programs in place to help those who need it. it used to be that churches and social organizations would help those who need it, or you would just help your neighbor. the people you know. if they need help, you help them. and to have -- how anyone can believe that the government can run, what is it, 1/6 of our economy correctly when you see their track record, i think it's just insane. and i think it's simply the people who thought for sure that hillary clinton was going to win just cannot get over it. here we are six months into it, and it's starting to affect our

i'm saying by addressing that caller who just said those words to you and hung up the phone. so whoever you are, you need to a little re-education. what i have to say, sir, perhaps it's worth noting, i remember that our president who is the man of the hour always provided by god or however one might want to term a god these days, always provides as he did with f.d.r. in the moment of crisis the perfect person to handle things. i always remember, rather actively, what our president said in his early days when he was being interviewed and asked why he was running and what his motives and so forth. and he was very clear. he said i don't have to do

this. he said if this doesn't work out, or words to that effect, and then he said very definitely, i'll just go home and mind the store. d i think people perhaps could pay attention and remember that statement, because we have a person here who has no political necessities involved with his presidency. he has to answer to no one. and so it's very easy for someone like me, for instance, who questions most anything, to believe what the man tells us when he says that he wants to -- when he tells us what his motives are, and i believe they are altruistic. i think the president is doing an absolutely superior job, if only, if only in his ability to contain -- contain himself

i have not followed jim justice's career, as i had when i was involved fairly personally with governor a bill my faction at least got into committee before it was squashed. but governor caperton was a remarkable person and never, ever stopped being a person per se. i know very little personally about jim justice. but i would say god bless to his desire, to his switching. i do think the political motivation is obvious, at least to me. west virginia has always been, my memory, a democratic oriented state. but i think our governor sees the handwriting on the wall,

and take your calls. that's on the first sunday in october. john's in pennsylvania. john, you're in a swing state. how is the president doing so far? caller: well, i think he's doing a terrible job. and it does not surprise me. i expected this. host: did you vote for him in november? caller: no, i did not. i voted for john kasich in the primary, and then i voted for hillary clinton. i know trump for probably 25 years. i went to atlantic city. and remember, these are the casino owners that are backing trump. every casino owner. there are 525 billionaires in america. not every billionaire is a casino owner. but every major casino owner is a billionaire, and they're the ones -- and this gambling in these casinos no longer even

resembles gambling. it is simply -- these machines have been allowed, they've been allowing these slot machines to pay off exactly who they want to pay off. when trump owned his casinos down there, he was multiple times the person working for trump casinos who won over a million dollars in jackpots down there. and when trump, one of the first advisors that donald trump appointed was carl icahn. carl icahn oins the tropicana casino, but he also owned trump plaza, trump entertainment, and i'm hoping that mueller is investigating every one of these casino operators that had ties with trump, and there are different ones in atlantic city. and what sink very telling is the fact that -- and what i think is very telling is the fact that new jersey governor

chris christie recently said we have to relax the rules and the regulations on the casinos. they're already billionaires, and they are only paying off who they want to pay off, and they have always done that. they have lied and cheated. host: butch is in troy, ohio. butch, another swing state voter. how is the president doing so far? caller: well, he's doing a good job seeing up all these people dead set against him. but yeah, i voted for trump. i don't agree with probably 75% or 80% he's doing, but he's got so many battles ever day he wakes up. and like the caller said a couple of callers ago, he didn't have to do this to go in there and become president. he had enough money. and that just goes to prove, even the rich wanted to get richer. i don't agree with what he's doing. both sides in this country has been taken our money over the years. it's not just a republican thing. it's not just a democratic thing.

they put wall street people in and our health is at risk. it's not just him. it's all the way down the line. but what are we worried about being overseas or more people going to die from hoar health care than they are from terrorists shooting us. and i really believe that bush -caney administration will be happy because they will move up a notch from being the worst administration thanks to trump. and trump's family's 100-year history, not one of them has ever been in the military service. and my point is if he loves america so much, why don't he and, you know ax lot of these other politicians and rejoin the service? but then again, i think in a way, another crash will come. they seem to need a crash every year when the rich get richer.

federal workers retirement system. he's not going to be too popular doing that. immigration. this most recent policy, he's doing a good job. he's trying to. it's just trying to get a check and do something about it. everybody knows we can't handle the numbers. we can't have this open door point of view. we just can't support it. host: your senator, lindsey graham has been pretty critical of the president. what do you think about that? caller: i'm not a lindsey graham fan. but really -- now i will say this. lindsay, of course, is on the senate and arms service lindsay is strong in the military and i appreciate that. but other than that, he is a closet democrat. and he's one of those congressman that has track here and he doesn't have to have obamacare. in 2010 under the legislation,

everybody had to take out an exchange plan. in 2014, the law was changed and they got the government to kick in a portion of their premiums. a lot of people still say i want the same plan that congress has. congress has obamacare. the single most important issue in this country in my view is the economy. and now why? once you get a good strong economy, money starts to flow. revenue starts to flow. it helps the tax base. even poor people and the social programs are supported. and everybody's happy. everybody's working. and the people who are not even working are probably getting some money from the government. that's the biggest single issue. i don't know what we're going to do about the health care issue. host: that's steve in north charleston, south carolina. this is the "washington journal" on c-span. we're on every day from 7:00 to 10:00 a.m. and this morning for our first hour, we're talking to republicans only.

far as the governor is concerned. christie are probably go down as one of the worst governors the state of new jersey has ever had. and i'm very happy that trump didn't take him into his administration because i think, you know, he had more trouble than what he now has with his family members, especially with the kushner family, the father and the son being so involved. host: what do you do in new jersey? caller: i'm a retired school teacher and i drive part time school bus for the morristown area school. it's a prep school in morris town, new jersey, co-ode school. and i do that part time and i am a varsity boys coach at the school. so i'm busy with that.
