tv   Senate Health Care Proposals  CSPAN  September 23, 2017 4:40pm-4:54pm EDT

1:40 pm
should we allow a republican bill that tries to take us back? i say we don't go back. we must go forward and we must fight every day until we have justice in this country for all. quite the senate finance committee will hold a hearing monday on the latest republican health care plan, the cast to grant proposal we heard about in the rally. we will have that lot, monday afternoon. on the plane, senate republican leaders were joined by senators graham and cassidy after the republicans weekly party lunches. quest good afternoon everyone, i think you to know that we have spent much time talking about graham cassidy with lots of
1:41 pm
interest in the bill that senator cassidy and senator graham have been working on. have added guys. >> i have never felt better about where we are at. meis pretty well clear to where the country is going under obamacare and bernie care. it is going into further bankruptcy, it is more decisions further away from where you live and in 1996 we bought money for welfare reform and it worked like a charm. we put governors in charge of the program and held them accountable. here is the choice for america -- socialism or federalism when it comes to your health care. four states get 40% of the money under obamacare. california, massachusetts and maryland, they represent 20% of the population. her goal is by 26 to make sure that every patient, in every
1:42 pm
state gets the same contribution from the federal government and allows people in your state to make decisions that would have been made in washington. you don't like obamacare -- who do you complain to? you can complain to me but i don't want it. if i can get south carolina in charge of this money that would have been spent in washington by a bureaucrat that is all alighted, i promise every south carolinians the following -- if you don't like your health care, someone will listen to you. this is your governor and state house representative. you can go to the representative who goes to the same hospital you do. you can go to your governor who will listen to you. i am trying to take the money and power in washington and send it back to the patient. if you believe government closer to the people is the best government, why not health care
1:43 pm
and finally, we know how this movie and if we don't change. >> >> >> it has that my life sports to bring health care and coverage to those who do not have it. he has paid over $40,000 in premiums must $5,000 deductibles and more money on top of that. we know that the system is failing.
1:44 pm
he doesn't give its subsidy and cannot afford his insurance coverage. that is not the way it should be. what we attend to do is to take all the dollars here in washington dc and make them jump through a hoop and returned to the states for the states to do best wishes the best for the state. you are going to do great. all of those low income taxes, virginians, missourians, they will have dollars in their state to help them get health insurance that they currently do not have. we do our best to hold you promise. we run through the chip program. i should not complain about the chip program. the chip program is something i bipartisan basis. it has been recognized as an effective way to provide access to quality care.
1:45 pm
we take it through the chip program. continue patient protections. we can provide affordable coverage for those with pre-existing conditions. we preserve mental health parity. at the things that the states have done over the last 10 years. some of those were squashed by obamacare. they're invisible high risk for which obamacare put out of is this lower premiums by 20% and is now seen as the policy to go forward. in indiana, where they pretty funded low income hoosiers to be empowered to purchase their own services -- they found the costs went down and outcomes improved. for 25 years, kerry for those that did not have coverage. it is my goal to continue to bring in coverage.
1:46 pm
i think they do a far better job for this to the status quo. -- any question on the substance. >> udall is any repeal of the plans, however lacks will get the 46-47 republican yeses. that is not that much better. why is that difference in july. >> at the end of the day -- we need 50 boat. if you are a republican, chances are you believe in federalism. if you don't, you're probably not a republican. the last ever to repeal and replace obamacare was better than obamacare but it did not embrace the concept that bill was talking about. i believe that most republicans like the idea of state-controlled health care.
1:47 pm
over 90 dozen businesses will get a notice for the federal government under obamacare. we would like to stop it from happening in the best way to do that is to repeal the employer mandate -- individual mandate nationally. iscome upon an idea that uniquely republican but over time has proved to work in other areas like welfare reform. i would hate to be the democrat that voted against more money for my sake and what power to keep the status quo. if you're a democrat in missouri, you're going to get far more money under this proposal in obamacare and your state would have more money.
1:48 pm
this means you believe that somebody in washington cares more about people in missouri then people in missouri. you believe it is ok to help california -- new york and maryland and massachusetts more than missouri. that is what a democrat would have to face if they voted no. if you are a republican and you vote against that realism, washington knows better. almost every state except the four i have described new very well under this new approach that taking the money out of washington -- i think the idea that is more powerful -- i think the substance is much more fair. we get 50 of the day republican votes. there are going to be a lot of democrats struggling with the no vote. -- thet eight of them
1:49 pm
states do far better than under obamacare. that will be a hard now. >> do you have this monumental bill? >> they all have a score for us. thecoverage that will be cash aspect of it, the financial aspect of it. we will have a chance to look for them. >> you'll understand that we would have to do with this into the 30th. that is the answer. itwill have to deal with because the vehicle expires at the end of the month. if we were going to go forward -- we would have to ask before september 30. we are in the process of discussing all of this --
1:50 pm
everybody knows that the opportunity expires at the end of the month. here is the test for republicans -- if we work as hard to repeal obamacare as they did in the past, mitch mcconnell and the leadership has done everything -- i spoke to paul ryan, the speaker of the house who says i like that you send it to the house. every republican believes that this is a fundamental reason we are in charge. the democrats have lost a lot of seats backing a bad idea and we have been the biggest clinical beneficiary of obamacare and we want to try to make patients the beneficiary of our idea. at the end of the day, what we would try again -- i would argue that we should. i do not want to go back to that iarolina and say
1:51 pm
did everything i could to repeal obamacare and i believe it in my heart. senator mcconnell is doing everything i can. >> this plan has been out there for a couple of months. this is not just a leftist attempt. >> i think you have heard senator graham and senator kassidy cook i think that is an argument we are all comfortable with making. >> how concerned are you about time? >> senator graham, a lot of concerned about how this was
1:52 pm
working, how you are moving through. this is a basis of a rather important vote in july. given this compressed timetable -- >> we have a hearing scheduled monday. we have one vote on the mba, the defense bill. democratse because rejected it. other side thehe process when it invented his them. different opinions about the quality of this bill. at the end of the day, this is the only process left available to stop the march toward socialism. we will have a boat and a debate about whether this is better than the status quo. my friend on the other side are never going to agree to a bipartisan proposal that does anything other than prop up obamacare. i talked to the president five
1:53 pm
times in the last two days -- he is focused like a laser, he is very excited about this state vote.c the democratic party will never give us anything that fundamentally changes obamacare. we have had weeks of talking and the only time you have gotten serious is where they are afraid that my bill may pass. now they are saying what about this and what about that russian mark here is what the speaker of the house told me. i will not bring up a bill or a boat that pops up obamacare because that is not why i came here and that is not what our majority wants to do. the president of the united states is committed to repeal in bill, not propping it up.
