the deproge cost of child care. and i understand in the proposed tax bill, there will be a credit , but there was no details on how that would work or what the size would be, so this is a simply deficit-neutral reserve fund to help families to pay for costs of child care and make the credit refundable because otherwise it doesn't mean anything to lower-income americans. and it's not inconsistent with the child tax credit that i understand is part of the tax reform package. i urge this amendment. it is a bipartisan proposal now before the senate and this would simply be a deficit-neutral reserve fund saving a place for this important policy change. thank you. senator enzi: anyone else want to speak in favor?

i'm going to speak in favor. i urge my colleagues to support this amendment. it is within the jurisdiction of the budget process where it's a deficit-neutral reserve fund and does exactly the things that you talked about. there are some things that need to be done in that area, but some of those need to be done by the health education, labor and pension committee and some by the judiciary committee to take care of it all. but this is a good place to put the marker in and i appreciate it. any further comments? we'll lay that aside and vote on t later. ho's next?

senator stabenow: one that i could speak on, if i might. senator enzi: we would alou you to speak on it and not offer it. senator stabenow: in the interest of time and people's schedules -- one -- both of the things that i think are very important. one in tax reform we ought to be closing the loopholes for companies that are actually using what i view as loopholes, manufacturing loopholes that don't make sense, that they should not be doing and consumers don't benefit from these tax policies in terms of lower prices. but i want to speak to the second amendment that i have that i won't be offering and the fact that in the bill, there is

-- in the agriculture function, there is a cut of $21 billion to agriculture, which is separate from the other nutrition items. and i know that we're hearing that there's some flexibility or really won't be a cut. i want to go on record saying it is a cut in the document. and i'm concerned as senator roberts and i go into and senator grassley into the farm bill deliberations next year, the farmers have seen a drop of 50% in prices. they are really having a hard time. and we made cuts in the last farm bill and savings that equal about $100 billion all together over 10 years. but to instruct to do more now would be difficult to address the concerns that our farmers and ranchers have. i want to address it on the

floor but i'm concerned that this not be a requirement to be cutting from the efforts to support our farmers and ranchers. senator enzi: i appreciate that and i have gotten the same essage from senator roberts. next amendment is murray number 5. senator murray: i want to offer amendment number 5. there is a serious crisis in puerto rico and the virgin island and the president's visits to puerto rico minimizing the pain and loss of life is pretty disturbing. i have been in the senate to remember when both sides came together to help our citizens in need. and the citizens of puerto rico and the virgin islands are in

dire need of help right now as are many citizens in texas and florida. this is a straightforward amendment. it sends a strong and clear signal from us that we will stand with and assist puerto rico and the virgin islands as well as texas and florida and the other percent that have been hit by the hurricanes. i was surprised and that the chairman's mark are silent. no mention of puerto rico or hurricane relief or disaster aid and this amendment is offered in i hope goodwill that we can come together and send a strong message from this body that we will be there to help them. senator enzi: thank you for noticing that deficiency and correcting it and i urge my colleagues to support the amendment. anybody else want to speak on hat one?

next one is van hollen number 2. senator van hollen: thank you, mr. chairman. i ask unanimous consent that we add senator harris as a co-sponsor of this amendment. senator enzi: without objection. senator van hollen: we earlier had a discussion about the fact that the -- one of the primary objectives of tax reform was to reduce the tax burden on the middle class. senator harris offered an amendment that would have created a point order against any proposal that increased the tax burden on the middle class. senator kennedy had an amendment that said we'll do you one better and want to reduce taxes on -- it said may. i can assure my colleagues that if you eliminate the deduction for state and local taxes, you

will be increasing taxes on middle-income taxpayers. if you look at i.r.s. data, it shows nearly 40% are tax filers making between $50,000 and 75,000 and 2015 claimed the deduction for state and local taxes. i would like to submit for the record a chart that shows the amount paid and the value of this deduction in all 50 states. and i would just urge my colleagues to support this amendment. if our goal is not to increase the burden on middle-class taxpayers, please vote for this amendment. even if you do the standard deduction that is proposed, if you eliminate the state and local tax deduction, you will be aisinges on the folks. we are told that the best decisions are made at the local

and state level, the closer to the people the decision makers, the better off the country will be. if you eliminate the local and state tax deduction you are taxing jurisdictions. you are doing the opposite, which is leave more decision making to the folks at the local and state level. you are taxing their efforts to help themselves. i want for the remainder of my time yield to snar harris. senator harris: thank you. i'm co-sponsoring this amendment because it will affect the lives of millions of americans not just in california and maryland but around the country, in particular for those folks who live in states and areas where there is a higher than average property tax, the federal and state local tax deduction are soft and allows americans to deduct their state and local tax liability from their federal

income tax liability and eliminating this federal tax deduction clearly hurt the middle part of america and in particular working families. nationwide over 86% of taxpayers make under $200,000 per year. 56% make under $100,000 per year. so these really are working americans and their families and we have to do better for them. california and the rest of the nation stand to lose on the republican tax reform. i thank senator van hollen for is leadership on this. senator enzi: further comments? opposition. senator graham. senator graham: we talked about this, mr. chairman as something we should be looking at as a

nation. if you put a cap of 2% on this deduction, that raises $955 billion. what it will do, is it will put pressure on every governor and every legislative body in a state to reform their tax structure because the federal government is no longer going to allow writing off excessively high taxes at the state level. it will bring a march towards more fiscal responsibility at the state level and the people who get the benefit of this come from affluent areas, wealthier ocations and they itemize. eliminating this deduction would generate a lot of savings to the federal government and would do something that i think needs to be done. it would shed light on parts of the country that seems to have no limit in terms of taxation of

their citizens. and from a south carolina point of view, we're tired of subsidizing states that have anormally high cost of living and tax everything and everybody and we are helping foot the bill. o we'd like to end this. senator enzi: this amendment puts a point of order against something that the finance committee can do. it's not within our jurisdiction but within theirs, so it would not be in order. we'll lay it aside and vote on it, yes. king number 3. senator king. senator king: i hesitate to break my streak of one successful amendment. this is very straightforward. senator toomey yesterday and

today has said this bill is all about tax reform, this ball is all about enabling tax reform to move through the senate. if it's the case and the other thing i have heard over today and yesterday and various reports is distrust of outside groups analyzing the effects of various tax reform proposals. therefore my amendment is asking the congressional budget office and joint committee on taxation to produce effects resulting from major tax reform legislation. i call this the look before you leap amendment. i don't understand anybody in this body that would want to vote on a major piece of tax reform without an objective analysis as to what the impacts are going to be. otherwise we are literally flying blind. and i just, to me, i haven't been here all that long but the ea of doing major tax reform

without joint tax committee and congressional budget office of what the effects are going to be. it doesn't make sense, it's a disservice to ourselves and our ability to serve our public. if i was advocating this tax reform proposal, i would want to be sure i know what the effects are going to be before i voted for it and only find out that i voted for something that was going to be harmful to my constituents. so i think this is a self-preservation amendment, if you will. it makes sense we have this analysis. i don't understand the process where we don't have a clear independent nonpartisan view of what the impacts of these various proposals are going to be. that's what the amendment does. distributional effects of the proposal on income categories done by the congressional budget

harris? senator harris: amendment number 4. senator enzi: so members on both sides could catch airplanes. senator harris: i'll be brief. harris amendment number 4. it would establish a deficit neutral reserve fund. there's a study by the university of oxford from 2013 that shows 47% of the jobs in the united states are at high risk of automation over the next two decades and so this fund would invest in training programs to help employers up skill their workers to fill positiones that need filling and would also invest in apprenticeship to allow workers to retrain on the job so there is no loss of income. i urge my colleagues to support this amendment. clearly there is a moment in time where the workers of america need help transitioning to the economies of the 21st century. senator enzi: thank you for offering that. i'll urge my colleagues to

in tax breaks to the wealthiest people in this country. billionaires and millionaires. it will throw 15 million americans off of the health care they have with $1 trillion cut in medicare. massive cuts in medicare -- cut in medicaid. massive cuts in medicare, childcare, everything that the working people of this country needs. anyone with a human conscience should vote against this terribly destructive budget. senator enzi: i yield my minute to senator toomey. senator toomey: thank you, mr. chairman. contrary to what we heard this afternoon, it is not knowable by anyone alive exactly how the tax reform that eventually follows from this legislation will affect various individuals because it hasn't been written yet. so final rates haven't been established. brackets and income thresholds to which those rates will be applied has not been established. none of the details has been established yet. so it's not possible to say any
