my comment on this whole situation is that donald trump will not release his tax deal so we can see how much he is paying to china. he supports a communist country but will not show a dollar to america. i think this will going to benefit him and all of the republican congressmen and senators great, because we do not know, he will not release his tax returns. host: we go to john mcardle. guest: we have spent so much time focusing on the past weeks who would not be supporting the tax reform legislation, so now that we have had a vote yesterday in both the house and senate, let's take a look and focus on that. in the senate, the vote was 51-48, a partyline vote. the one senator not voting yesterday was john mccain of

little of either as companies, large, big, powerful companies are already initiating stock than hiring more workers and raising wages. is that what you intended? give them more money so they can buy back more stock, increasing the wealth of a corporate ceo and the wealth of the wealthy, spending billions of dollars overseas to overseas investors? that is what is happening already, corporation after with thisn has said new money, we will do even more stock buybacks. ultimately, the american people will learn that republicans have oncedered their so-called in a generation opportunity on corporate welfare and taxes for the rich, financed by tax

water for them every day, i do not know what they would do. song always the same old about the party of the rich, party of the corporations, but they are the party that wants to put government controls in all aspect of your life. that is not cheap. that is what obamacare was all about. so the government knows best, that will be the new democratic party line. host: alaska, independent line, dave. caller: hi. there are quite a few things i would like to talk about. i would like to start out with conflicts of interest with our senators that are very wealthy and voting on these tax reforms. one of our senators in alaska has a family business worth $5 billion. he stands to make at least $1 billion, or his family does, over the next 10 years. where are the checks and balances on that?
7:39 am
and i will tell you another thing -- the republican tax gotrm -- when george bush in office, i paid $19,000 in taxes the first year he was in office. i got back $20,000. how does that work? this is a similar type of scam. i have called and called and called to our senators asking one question -- tell me one time in our nation's history when trickle-down, whatever you want , supply side, whatever, which has been tried 1930's,890's, 1920's, it was tried in reagan's time, when rogers named it trickle-down, but it became common in reagan's term -- it has never worked without causing a deficit. to ask you about another element of the tax

reform plan, this idea of opening up the arctic national wildlife refuge. what you think about it, considering it is in your state? caller: i live right near there. of alaska, andop that is a mixed bag. some people here are for it and some are against it. i am kind of for it, but it is not going to make much of a dent in our national debt. it should not be in the tax reform, neither should the savings account for the fetuses and this thing with daca. -- the a ca. it should be about tax relief for middle-class and small businesses, not giant corporation. host: mike, south carolina, democrat line. caller: we always hear about our corporate income tax rate is the highest in the world, but of the 500 largest businesses, about
7:41 am
80% do not pay that rate anyway. they pay far less. to include far less than the 21% . so i do not know how that benefits anybody other than as an advertisement that hey, now our corporate rate is 21%. that will generate absolutely nothing, and companies are not going to make investments like they are talking about. they are going to increase, buyback stock, as schumer said, or increase executive compensation. host: but what convinces you love that? i know that chuck schumer said that, but what convinces you that it will be true? caller: because they have stockpiles of cash now. they have not made investments in plant equipment or anything like it, and the additional write-offs are not going to do it. the only thing that will do it
7:42 am
is significantly increased demand, and by giving money and giving more to the upper portions, the upper tax brackets, they will make investments. it will not increase demand, and demand is what increases companies to put more money into assets and into workers. host: on twitter, eric says trickle-down economics has never worked, it doesn't work. james says when it comes to the minority leader chuck schumer, you think chuck would vote for a bill that would mean the end of a republican majority. you can reach us on twitter at http://twitter.com/cspanwj. oregon, kathleen, republican line. caller: i have been living on social security for the last two years. and medicareaid

7:44 am
on the plus side, all of that growth is going to be sucked up by the top 10% of the 1%. the corporations or not to hear -- are not here to give anyone a break. if there is more money on the table, they will take more money. that is not a partisan issue, that is anyone who has been living with their eyes open. when you go to your grocery store or no to receive services, nothing has gone down at all. theill continue to raise matter how great the economy is. it will not be a sharing economy. it will continue to look to the bottom for wages to give people to perform the task of services they need. host: the wall street journal offers some tax scenarios -- this is based off the university of pennsylvania's been warden model when it looks at the current tax break. when it comes to high tax states, those married with two
7:45 am
children who live in california make $60,000 in wages that are taxed upon. the current tax liability is $2800. on,r this plan being voted $900. if you are married with two children in the district of columbia and make 300,000 in wages, the difference, a drop of $9,100. with noou are single children in new york, 300,000 in wages, difference for you is a $150 increase. it is those high tax states that became part of the debate when it came to the deductibility of state and local taxes, which is part of the problem. the senate was voting last night to approve the house -- you can more today on it. stay close to c-span for all of those developments. south carolina, democrat line. hello there.

washington journal. returning to the discussion about the potential government spending deal and the shutdown that would not happen -- that would happen if there was not a deal by friday at midnight, there have been a lot of questions in recent weeks as to if there will be an immigration deal that will impact the so-called dreamers. reporting from the washington post on that issue, democrats are backing away from a pledge to force a vote this month over the fate of thousands of undocumented immigrants brought to this country as children, probably of hurting threat of a government shutdown at a critical moment in spending negotiations with that deadline at midnight on friday. dozens of democrats have about to withhold support if republicans refused to hold a the on the measure known as dreamers. a group of vulnerable democratic senators are facing reelection in conservative states next year and are not willing to go that far, which means the party is unlikely to muster the votes to block the spending bill. a tweet that got a lot of attention yesterday was from jeff flake, right around

lunchtime yesterday. daca will bipartisan be on the senate floor in january." this noting that flake as part of a bipartisan group of senators that are looking to tie the bill to border security. mitch mcconnell said he did not have any scheduling announcements yet for january. there are plenty of democrats who want a fixed now, what -- a fixed now, one of them is elizabeth warren from massachusetts. i am ready to vote on a clean dream act now, and so are many of my colleagues on both sides of the aisle. a majority of americans support the bipartisan bill, so what the heck are you waiting for, senate majority leader? let's do this right now. host: washington, d.c.,

republican line. caller: thank you for taking my call. i would like to speak to some of the framers ideas about democracy and capitalism. thomas jefferson wrote that you cannot have a democracy and capitalism, that they would unduly influence each other. i think this bill is a great example of that happening, where corporations are influencing the government and the government in turn is proffering off the work of their own legislation through the corporate interest they hold. is a better way, if it sounds like you do not approve the way the republicans are going with this? caller: i think there needs to be a way to take away the corporate influence. i think the campaign-finance way tois a really big even the playing field, but there is too much big money influencing both parties. i think the republicans and the
7:50 am
democrats both have a lot of but the way that corporations are able to influence the government is really wrong. history of at the corporations going back to the banning of corporations during the industrial revolution in england, and the ways in which the robber barons and corporations have evolved over time, you can really look at how corporations have no soul to damn and nobody to incarcerate. it is in entity that exists like a person with all the legal rights. host: ok, ok we get your point. independent line, hi. caller: the deficit is going to grow, and it is going to grow more than $1 trillion. if you have trump is in there as

president right now, i think you will eventually get impeached. he has so much experience in bankruptcy, and china is not they what they would say would do, so you have trump in there and he has so much experience in bankruptcy, why doesn't he let the u.s. fall bankruptcy-- file and stiff everybody the way he stiffed people when he was a billionaire and declared bankruptcy and sought bankruptcy fraud. the rich are going to get richer and the poor will get poorer. i worked for pepsico, a division of frito-lay, and they -- all they will tell us is this will maximize the stockholders' wealth. the percentage coming down on their taxes will go back to the stockholders. willatch and see, they split their stocks every time they get chance for the upper

pedro? host: fine, thank you. caller: the vote is very disappointing. you have the republicans saying they had a solution for a problem that is not exist. they told everybody that we will go after entitlements now, that is our plan. i have been watching this show several times. he acknowledged that it never trickles down. tax cuts the they did said it would grow the economy. the economy did not grow, we were in a major recession. cuts --t reagan's tax there was a major recession in reagan's term in office, and you had to raise taxes after those tax cuts. his successor said he would not bush lookedxes, but

their family, they are people that get in boats and try to come to america and risk their lives to have that opportunity to do more with their lives. these people think government is the answer and they are crazy. donald trump will stimulate this thismy so anybody in country can get a better job. he will then start cutting the welfare programs and get the productivity and the labor participation rate so high in this country that you will not believe it, and then he will be reelected. so these people who think about government, the rich, and the poor, and they are totally crazy. i am getting the biggest chuckle listening to these people saying oh no, my benefits may be cut. this is a free enterprise system, this is america, go to work. host: so you are convinced that if the republicans passed this grow taxes, that will

go get a job. you can get a job. if you are not working right now, you are not trying. host: charlie, south carolina, giving his thoughts on the republican past tax reform in the senate, the house also passing it initially, now taking another vote today. we have that and other things going on on capitol hill in washington. plenty of news happening today as well. already, a tweet, this clip from good morning america glowing around. around. paul ryan in his election plans in 2018, the speaker saying in his good morning america interview today about his election plans that is something we will discuss down the road win the appropriate time -- when the appropriate time comes, the we referring to he t and his wife.

this in the headlines, paul ryan seeing his wild washington journey come to an end. for thise was made moment, referring to tax reform, but now on the verge of achieving his long-sought legislative dream, he has his eye on the exits. another politico story, a follow-up on the paul ryan story last week, press secretary sarah huckabee sanders told reporters that trump had a spoken -- had spoken to ryan within hours of that political report, quoting her as saying the president did speak to the speaker not too long ago, and made sure the speaker knew very clearly and in no uncertain terms that if that news was true, he was very unhappy with it. the speaker assured the president that those were not accurate reports and they look forward to working together for a long time to come. so something to watch in the coming days and weeks. host: if you are watching this program regularly, you will know

mcconnell promised moderate republican senator susan collins of maine that he would prop up president obama'signature health law so long as she backs tax reform but speaker ryan's more conservative comments is flatly rejecting the idea and urging the wisconsin republican to stand firm against his senate counterpart. the disagreement could make for the tword dynamic here most powerful man in congress worked side-by-side for months on the rewrite of the tax code but just as they are about to achieve the goal, they should be squaring off over whether to fund obamacare subsidies. we will see the debate play out in the coming days. speaking of senator susan collins, a story from bloomberg toking about her reaction the coverage of her vote and where she will be on tax reform, this is from bloomberg, susan collins yesterday ripping the news coverage of her decision to vote for the republican tax ill as unbelievably sexist.

what they are telling us is the following. we have tax simplification. what happened to the postcard? carry around a billboard for tax simplification to figure out what is in it. they keep talking about phase in and phase out. we will be passed out by the time they get done with this. it is more complexity. wait until people have a chance in the next few weeks to sort what is in the bill but here is something you might give thought $60 a year.will get the second quintile, 300 and $80 per year. the top 1% will get $51,000 per year and a tub 0.1% will get $193,000 per year all in the name of middle-class tax relief. proceed to the holiday, they are telling us this is the christmas present. and you know what they're doing with it? it will be christmas hangover

the second point, the fact that this will help low income people with a tax plan, the doubling of the standard deduction will help one is -- one of two ways. a bigger tax return or take additional allowances and have less taxes taken out of your paycheck. it will help some people. if you take a look at virginia politics, stemming back at the november elections, the house delicates, republicans were in power since 2000 and that has changed. it is 50-50. that is because of a recount that took lace yesterday. it was between the democrats and republican david were -- competing for the seat. in a recount, wins by one vote. it brings the house of delegates to a 50-50 power between democrats and republicans and they will have to figure out how to do power-sharing in the days going forward.

of the money that they look for. bill, for anyone making $75,000 or less, will cause their taxes to go up. and the republicans, the temerity of the republicans claiming that this trickle down fairy dust that they have been ,outing for more than 30 years that has never materialized for any american, all the people calling in and talking about how the economy is just going to boom and everything is going to singeat and the birds will and the clouds will open up and it will just be wonderful, they are drinking swamp water. the trump administration just
8:43 am
gave their billion dollar donors a wonderful christmas. because they are the only ones that actually benefit from this tax scam. host: in michigan, independent line. good morning. caller: good morning. i want to preface my statement by saying i have a degree in economics. i just want to have a little discussion about the money that we are saving. does anyone remember the word block box that al gore used to talk about? taking social security and putting it in a separate account? they say a lot of people don't pay federal taxes, that is true but when they raise the money that you put into your social security account, that is rating your money.
8:44 am
this is the third year that i as a reset event of social security have not gotten a raise. interests, the 2% excuse me, the 2% increase we got, that money went right to paying my medicare. even though i am on social $1200 a year is taken out of my social security to pay for my health benefits. retiree, i still pay for my health benefits. no one talks about the way they take money away from people host: i'd don't mean to interrupt but all of that in light of the current tax reform bill, can you connect this that way? caller: certainly. i am appalled at how ignorant
8:45 am
the american average populace is. they do not know how they manipulate the money. david in new york, republican line. caller: good morning. i definitely feel the stimulus package by lowering taxes will work. i definitely feel that the way that trump is talking about it believect, but i do not the congress people on the democrats side are being honest. i do not believe the corporations are benefiting tremendously. i think it will give them an opportunity to bring cash overseas and higher americans. i think that is a great stimulus for the american people and
8:46 am
having lower taxes and paying into government is a great stimulus for people. they buy goods and that will bring up the demand side. so it will increase the supply side and that is a great stimulus. half -- the democrats are bringing this like it is only a gift for the rich, that is wrong. i wanted to point out this morning that just about 18 hours ago, house republicans were celebrating passing what they thought would be the final tax reform bill. of course they are having to come back and vote again today because some provisions in the bill violated the so-called byrd rule in the senate. here is paul ryan 18 hours ago on his twitter page, just past ,he tax cut and jobs act cutting taxes for middle income families across america. today, the name of the bill will be a little different because the name of the bill is one of those provisions that violated the byrd rule.
8:47 am
as joseph points out from the washington examiner, here is the official name of the bill now, to provide for reconciliation pursuant to title's two and five of the current resolution on the budget for fiscal year 2018. it does not quite roll off the tongue the same way. bernie sanders was one of the members of senate who raised problems with the byrd rule and the parliamentarian eventually agreed with sanders and other democrats. bernie sanders on twitter taking a poll for what republicans should change the name of their tax bill to. here were the choices that 33,000 individuals on twitter voted for. 13% said it should be called a middle-class hike bill, a cash for corporations bill, the winner trillions for billionaires bill, and 11%, the road for medicare cuts bill. that was bernie sanders website -- webpage yesterday afternoon.
8:48 am
baltimore, maryland, democrats line. good morning. caller: i like trillions to billions. i will not believe this is a decent tax bill unless i can see how they are draining the swamp for presidents -- president trump and his cronies. trump's see president tax returns. how can he be under audit so long? how can we assess whether he is in patting his pockets with the for altra billionaires? it does not make sense that we could say this is tax reform when what it really is is a big to theas bonus wealthiest people in america. host: florida, independent line. the next up is carl. just reading something on the web about trickle-down tax cuts don't create jobs. this is from the center for american progress.
8:49 am
it says the state experiences can guide federal policymakers. it says when there was a tax increase, that jobs actually and by 2.5% in california in kansas, when they cut taxes, they are most fell in their face. if people do not pay attention to the reality of history, and they believe what the republicans are saying about what isy trickle-down, the definition for insanity? host: does it explain how chuckled -- how it led to create jobs? caller: private sector job growth has been stronger after tax increases on the rich than after tax cuts. bill clinton, it went 2.5 percent up. during george bush when he lowered the top rate, it went
8:50 am
2.66. after president barack obama raised top rates, it went to 2.5. this is the center for american progress, which is cited with references for any of the public to see. fredericksburg, virginia, republic line -- republican line. caller: it is interesting to hear people call talk about trickle-down economics, but i wonder, do you want the trickle-down of the republicans, or do you want the trip -- trickle up poverty of the democrats? that is what they do. they trickle up poverty. so i cannot see any choice other than the fact that we need more and i'm our pockets sick of them throwing in security.nd social
8:51 am
the democrats have been pulling that for 40 years or longer. they used to have something called the doughnut hole and they used that to beat up republicans forever, no matter that they gave prescription drugs for everybody. there was a doughnut hole, and something from 1917, and brian lamb is to have a lot of people on their talk ,bout how those two groups those people did not get the same social security check as everybody else. and they were talking about how they were going to fix that. they have been pulling that stuff for so long. , ever well, over 65 aware of what is going on, i know the people which we would just go ahead and die. host: ok. one of the pieces they have in the paper takes a look at the

industry and the winners and losers under the tax bill. cite international provision aimed at taxing overseas profits would generally benefit investors that support company saying is on the industrial section, adding that u.s. manufacturers are likely to benefit from the ability to mealy right off the cost of equipment and when it comes to sections of hospitals, him him bullet as they -- the the bill would preserve their actions to tax-exempt bond markets. the repeal the mandate that most people would get health insurance would increase the number of uninsured patients seeking medicare and the lower corporate tax rate would benefit companies like hca health care incorporated. barbara is next in illinois, democrats line.
8:53 am
caller: hello. i just wanted to comment that with everything our government, the currentcaller: hello. administration, president trump is doing and trying to do, he is creating a new class of people. in the middle and lower class, they will turn into peasants. our taxes will be going up to help compensate for the taxes of the big corporations. they don't have to pay. aca?about the medical, the i know people who are on it. god for bid if these people were scully's, theye would not get the great medical bid,he got four, got for if they have with senator mccain has, they would not have the great care that they have. we do not get the great care that they have now.

order to get the tax cut? thank you. back to john. week, we have been monitoring several events around town this morning. cohen, those was gary president trump's director, of his national economic council, is -- he was speaking at an event, predicting market rallies as stocks have not raised in the tax cuts that are coming. at that event, he also talked about the passage of the tax reform plan and what can happen today after that happens. here is gary cohen from earlier this morning. cohen: i think we will have ont and house leaders down the south lawn. better stay nice weather. >> what will the message be?
8:56 am
>> the president will thank them for the hard work and congratulate them for their effort and remind them we have a lot of work to do but it will be a celebratory atmosphere. let's go to tomorrow, austin, texas, and she joins us on our republican line. good morning. caller: good morning. it is sandra. i was a question concerned about with tax cuts. i like it for the middle-class bank and i think -- the middle-class bank -- the middle class and i think we need to lower the corporate tax because that would get more companies to invest more in our infrastructure and also to move them from overseas. my question is, how are we going , most of the service outsource their work .verseas, such as india
8:57 am
maybe also because it is cheaper to hire over there, so will it be cost effective for them in the immediate future within the next year to remove these overseas, outsourcing back to the united states and provide training for american workers and will american workers wind up working for that lower cost? in india areople not really getting paid what a typical american gets paid here. corporations be wanting to come back over to the united states to give us more jobs? about thats thought while they were doing the tax bill and lowering the corporate tax? let's go -- host: let's go to florida to your next.
8:58 am
caller: medicare and social security were both instituted to help from going to poverty and old age. when you go to the parents and grandparents, what this will do to them, you should consider exactly what the republicans did and if it does not get fixed by it couldlection, very will impact social security and medicare. we will be hurting ourselves, those of us over 50 and those of us who have parents who are in their retirement ages, it is really going to destroy their lives, much like it was back in the early 1900's, before the plants were put into effect. that isant to go back, ok. i make a good living but we will have a lot more people in poverty. host: ok.
8:59 am
phil, massachusetts. the house is about to come in. ask your comment. the guy from new york, four of his representatives did not vote for the bill and they are republicans. the lady from virginia, she was talking about outsourcing jobs. .o one is talking about the tax i will explain what that is if you give me a second. when a company or corporation makes money outside the united states, they have to pay america taxes on the money. now they don't have to do it. what they can do now instead of outsourcing the job, they can move the whole corporation, the whole building, out of the and they don't have to pass anything, they doctor pay american -- america anything. all i am saying to you is the floodgate is open and -- is open. host: we believe it there.
9:00 am
