republicans. here is where things stand in terms of house floor action. in recess buttill now planning to come back in a session at 4:00 p.m. instead of 3:00 p.m. debate and vote will follow on a rule that will allow the house , likelyder a bill considering a resolution on the same day it is offered through monday, january 20 nine, the day before the state of the union address. we show you a short while ago when the house came in the session at noon eastern, they heard from house speaker paul ryan. well, they started everything
3:02 pm
on time. we will show you this a little bit. let's take you live to capitol hill with house republicans. >> this shutdown of the government is completely unnecessary. last night, senate democrats made a decision not to join us in ending the government, in providing support to our military, and reauthorizing the children's health insurance program. they made the choice to shut the government down, to deny our troops their pay and keep health care and important coverage for some of our most vulnerable -- children and pregnant women, 9 million across the country -- from moving forward. it's really disappointing. it's sad. they chose the path of dysfunction, and they are failing our most vulnerable. they do not disagree with
3:03 pm
anything that was put in the continuing resolution, and now, unfortunately, states all across the country face uncertainty. children across the country including in washington state are running out of the funding through the children's health insurance program. today, military academies, active duty and service reserve members and their families face uncertainty while they are on the front lines keeping us safe and secure. americans should have trust and confidence in their representatives to solve problems on behalf of the people, not play games. it is our fundamental constitutional responsibility to fund the government. democrats have put false deadlines and politics in front of doing what is right for the people. unfortunately, we are now engaged in a schumer shutdown. i encourage you to go to schumershutdown.com for more on
3:04 pm
this issue. a number of speakers are speaking out. we begin with representative andy barr from the great state .f kentucky >> thank you to our conference for your leadership. you are absolutely right -- this is a disappointing day for our country. in order to assess how we got here, it is important to review the historic record from the last six months. the house of representatives, house republicans passed all 12 appropriations bills not only on time but ahead of schedule in september. more than five months ago, the business of the house was completed and we fully funded the government. house republicans also reauthorized the children's health insurance program for five years act in november, but senate democrats obstructed both of those pieces of legislation. the chip reauthorization and the fully funding of the government, just as they blocked the house
3:05 pm
past cr earlier this week, which included a six-year extension of the child health insurance program in addition to full funding of our military and other programs. i come from the sixth congressional district of kentucky, and we know that over 9 million american children arend on chip, but there 90,000 children and families in the commonwealth of kentucky that depend on the child health insurance program, so it is extremely important that senate democrats led by minority leader chuck schumer block this noncontroversial legislation solely for the purpose of making unrelated politically motivated devices policy demands. senator schumer, where is your heart. senator schumer, where is your head? it is not only reckless, but it is wrong to jeopardize access to health care for children and need. i call on senate democrats and
3:06 pm
senator schumer in particular. we have done our job. now you do your job. stop this partisan obstruction. and the schumer shutdown. vote with us to reopen the government immediately. pay our troops and help these children in need. thank you. >> good afternoon. thank you, all of you, for being with me. i want to first say that it is unconscionable that there is government funding being held up for an issue that has nothing to do with funding the government. it's an abdication of the basic constitutional duty by the congress to hold this government up for an issue that would be negotiated in good faith, by the way, continuing negotiations are going on in good faith -- by an initiative that has nothing to do with holding the government up. i want to read a quick letter to you. i have been getting messages from folks domestically and abroad. as you know, i represent a district that has more active-duty military veterans than anyone in the nation.
3:07 pm
i am aith great respect, retired air force veteran, civil service employee, and single s.ther of four son i have continued my service to the country as a government employee since my retirement. this shutdown is going to cripple my family. hope, and pray for a swift resolution, i have to work out how i may have to support my family, and i have heard this throughout the day yesterday. with this government shutdown, you heard about chip, 9 million kids in need we are not helping out. 65 thousand of them in virginia. homeland security and cia and other front-line protectors are trying to figure out who they are going to bring in to work on monday and who is essential as opposed to dealing with their mission. most importantly, the military will not be paid, but i want to assure all of you that the military will hold the line,
3:08 pm
that the military will live up to their obligations to protect this nation and continue to be in harm's way, and they will do it even if they are not paid because that is what they believe in, a cause greater than themselves. we owe it to them in congress and in the senate to hold up our end of our constitutional duty for this nation, to fund the us government, make sure there is not a negative cascading readiness effect on our military as they protect us, so i urge my colleagues in the house and senate to make sure that we learned this government, get it going, and i will want to say i am going to dedicate my pay every single day to a veterans charity, and i call on senator schumer and my own senators to do the same and join me. thank you. >> i join my colleagues here in standing firm and opposing this devastating schumer shutdown of the federal government. it is a sad day for our country,
3:09 pm
but, you know, what makes it even sadder is that this was there wasavoidable -- nothing in the house bill that was passed to the senate that senate democrats opposed. funding for our troops, providing essential health insurance for children, and keeping the federal government open. there was nothing in that bill for them to oppose. in ohio, this is going to have devastating effects. wright-patterson air force base, air reserve bases and national guard basis throughout our state -- those people will face a great deal of uncertainty starting today. -- 224,000 ohio on then that depend children's health insurance .rogram
3:10 pm
this is absolutely uncalled for. did not have to happen, and it is a sad day that senate democrats, led by chuck schumer, have decided to take this irresponsible course instead of standing up to their responsibility and doing what they're constitutional mandate is -- what they're constitutional mandate is, which is support and defend the constitution of the united states -- what their constitutional mandate is. i join my colleagues in calling on senate democrats to come back. we are here. we are ready to work. we stand ready to open the government backed up, fund our military and provide health insurance for these kids. i hope you will join us. >> very good. we will take a few questions. >> thank you. democrats have made it clear the issue at hand here is immigration. doingre saying they are this because they want a daca fix that was promised that they
3:11 pm
did not get, and the contingent seems to be between the house and senate. many say republicans in the house would not vote for a bill that republicans in the senate would vote for. what is the middle ground you guys would go to if it came down to an immigration compromise that the where could you meet? where is the point of compromise? >> the firstborn of operation is get the government-funded and stop this shutdown. negotiations were going on. there were negotiations in good faith in the house and senate, the white house over .mmigration, the daca x -- fix there was large support moving forward on that. we need more time, and that should not be used to put the country through this shutdown when the country -- the shutdown is completely unnecessary and hurting people when it does not need to happen. >> today, the first day of the shutdown. a couple hours old. it's clear you guys are trying
3:12 pm
to pin this on democrats. how long can it last, though, before you have to start worrying about the public turning on you and saying that republicans are in charge, why don't they just open the government backed up? -- back up? a senate democrats made choice last night, and i'm hopeful given today that they will reconsider. we are waiting for the senate right now. we are waiting for senate democrats and hoping that either -- even today, they would vote to agree to the continuing resolution so we can go about the important business that the people have given them. >> if the senate does not vote on the measure you already senator graham has introduced or talked about a three-week funding measure, that would obviously have to go to the house.
3:13 pm
for thatt building shorter short-term measure? >> we are open. we put a good-faith effort through the house. we had democrats support on the continuing resolution that passed house. there was democrats support on the continuing resolution in the senate, too, but senator schumer made the decision, and they need to figure out what they can move forward with on the senate. we are waiting for them to take action, pressing upon than the urgency of taking that action very soon. every they that goes by, that means children are not having the certainty that they need through the children's health insurance program, and our troops are left with uncertainty over what the pay is and what the next steps will be for them. >> i would like to add something to this about the children's health insurance program. alabama is going to be one of the hardest hit states. we are in the midst of the biggest flu epidemic we have seen in years, and last night, chuck schumer and the democrats
3:14 pm
put in danger the families of millions of kids who might wind up getting the flu. those parents are to be contacting the senate today that -- demanding that they move forward and allow the government to be funded so we can provide the insurance that is in our bill. thank you. >> last night, senator mccaskill tried to bring up a measure to make sure military personnel are paid. should they try to pass that today in the senate? with the house be open to passing something like that as negotiations continue -- would the house be open to passing something like that? >> there is no reason for us to be putting anybody through anything like this. it is disappointing the senate made the decision that they did. they will pass the continuing resolution we have agreed to. past the house yesterday with a big vote or the day before with
3:15 pm
bipartisan support. and get this to the president's desk so we can move onto to other issues. thank you all. >> cathy mcmorris rodgers is the chair of the republican conference, leading many of her conference members in that briefing with reporters. we are about 45 minutes away from the u.s. house gaveling in to take up a same day rule allowing them to take up the day oning resolution any the same day it is introduced between now and monday the 29th, the day before the scheduled state of the union address, tuesday january 30. a live look at the u.s. capitol is here on c-span.
3:16 pm
we will continue taking your phone calls and reaction to the government shutdown. for federal government employees, the number is 202-748-8923. we will have phones -- we will take your phone calls and commons, bring your life briefings as they happen and also other remarks from leaders as well. the u.s. house, as we mentioned, coming up at 4:00 eastern. the senate is in session. just an update from our capitol hill producer, who retweets joe williams, who says that senator stabenow set a vote on the -- implying democrats are rejecting a vote today. caplanaplan c --raig
3:17 pm
replies -- some clarification on that. democrats line first. we go to chris in el dorado hills, california. to the after listening blame game as to how the government is now shutdown, i think it is rather important that people understand how all of the members voted last night, and as it turned out, there were five republicans that voted no and five democrats that voted yes. -- i willgly enough, just tell you who the republicans were that did vote no. just blake, lindsey graham, mike lee, mitch mcconnell, and rand paul. where is on the democratic side, there were five, specifically including doug jones, the newly elected representative from alabama. it seems to me that with
3:18 pm
everybody pointing fingers at each other, what happened here was a wash. if five republicans had not voted no, this bill would have passed and we would not be having this shutdown. i think we probably should be asking ourselves why is it that five republicans decided to vote no? what was the reason? astead, they stand before -- do the democrats -- stand before the cameras and talk about whose fault it is. i think we need a little more information as to what is actually included in that bill. not that it would have made any difference, the reason senator mcconnell most likely voted against it is that is a procedural move in the senate. it allows the majority leader, senator mcconnell, to bring up that vote again. i don't know for certain, but i think it is likely he switched his boat at the end, but your
3:19 pm
point is well taken and we appreciate the input -- i think it is likely he switched his vote again. but your point is well taken. let's go to our federal employee line in atlanta, georgia. hi, i'm calling from georgia. folk in thed of the house and senate treating federal workers like we are pawns or some -- type of inanimate objects. we are citizens of the united states. we have mortgages. we have car notes. we have children in college. bills and things to pay, just as everyone else in the united states has. it is truly unfair for them to hold us hostage when it is something that either the republicans or the democrats
3:20 pm
want to accomplish or think they need to accomplish. i think it would be an excellent for them to have their paychecks on hold until they have come to some kind of agreement. i that the agreement would happen quicker if they were put mortgages andheir bills kind of hanging in the balance. tell us about your job, your government work in atlanta. what do you do? caller: i work in contracting and grants management. host: have you been told by your superiors not to report to work on monday? caller: yes. host: appreciate you weighing in. we will also hear from rossville, georgia, next. on the republican line. this is tammy.
3:21 pm
caller: i am a republican, and i feel like the democrats are just doing wrong. i feel like if they want to support the immigrants that still legal this country, then ory should take their money they need to pack up and moved to those countries and support those people. the republicans have done everything they have been told and they was going to do, but i am sick and tired of everybody blaming everybody about "oh, his medical bill." i am a single parent, and i am raising a child. the democrats need to get off their butts and they need to support our military and our children and our family coverage here first.
3:22 pm
if they don't like the way things are run, then you pack up and you move over there into the illegal countries and you support them with your paychecks. let's hear from nuernberg, north carolina. wayne is on our democrats line. your view on the shutdown. i am against the shutdown. i am a republican, but i just they should not be blaming trump. he has done all he can do. i am 70 years old, and i tell you, it happens a lot. they ought to kick chuck schumer just out the door somewhere. i don't think he is a fair guy at all. he just has to have everything he wants his way, and that is all that matters. the five republicans that did
3:23 pm
not vote for -- the democrats, [indiscernible] but the democrats, you know, they stick together. the republicans do not do that. that's why they had five that did not last night. they ought to stand up more for the citizens and not the illegals. there was talking about the soldiers and everything, their pay will be delayed. they will get it, but it will be later than it should be. business doingo that, in my opinion. i think the people of this country should come first. that, wayne.ate let's hear from terry next in woodridge, illinois. independent line. caller: list of all, i would like to say i'm 53, and the last time i voted was for president
3:24 pm
reagan. that was the last time you voted for president, was ronald reagan? yes, and my seven-year-old grandson last year begged me to watch donald trump campaigning. he begged me. powerful businessman, gives great speeches. which i did. that man pulled me right into the tv with him. everything that i've held what our government was doing to us he was saying, so i voted for president trump. felt whating that i our government was doing. i think both houses need to completely overhaul, and if it is possible that the supreme court can order people to go in there and change everything -- not the constitution but the rules, standing on the floor, just on both sides playing, tong to the people, lying
3:25 pm
them, and that is what i've been doing. i had to retire last year at 62 on $400 a month because of that. i have been watching every day. i watch all the channels, and i think to keep the constitution, we must do that, but the media -- there should be some kind of rule that they cannot lie to the public. that needs to change. i watch the white house briefing every single day, and those media people are disgusting. is the health the president had. they cared about all kinds of crazy stuff. then there came this wonderful .uy that gave his service they are calling him names. my father served in the military in the army for 42 years. 18 children. 14 brothers, i had. seven of my brothers died in vietnam.
3:26 pm
and they cannot respect the office no matter who is in their? that is so pitiful. i am not going to give my comment about the immigrants ,hat tear, ok -- that's here ok? because that is not important. but what was in that bill last night, there wasn't nothing in there that would hurt any color of people that's in this country. would not have hurt anybody, but yet, the democrat had to do that. it does not matter if they like the president, if they don't like his personality, don't like his policy. proof on tv. the stock market, the jobs, the companies that coming back. give the man a chance. everybody has a different personality. host: before i let you go, just to be clear, you said seven of your brothers served or died in vietnam that the they served in the
3:27 pm
military in the army, they died in vietnam. only one came home. i had eight brothers that served in vietnam, and only one came home. host: thanks for being part of the conversation this afternoon. and about half an hour, a little bit more than that, the u.s. house coming in at 4:00 eastern. there will be debate and a vote on a same day rule setting the table, if you will, for the house to take up a continuing resolution any time between now a sameday, january 29, day rule. the house came in earlier at noon eastern and the one and only speaker at that early session was the speaker, paul ryan.
