>> alex bolton senior staff writer of the hill joining us. what has kept the debate from moving forward on tuesday? >> republicans and democrats cannot agree on what the first folks are going to be. more specifically, democrats do not want to vote on a proposal sponsored by pat toomey. ,'swould penalize cities sanctuary cities, that do not cooperate with federal law enforcement on immigration law. that is a vote that the democrats do not want to have. it is a vote that republicans have insisted on a couple times already to come to the floor. mitch mcconnell tried to bring it up midday on tuesday and again at the end of the day.

democrats objected both times. instead, the democrats want to vote on a bipartisan plan backed by chris coons and john mccain. it would provide a path to citizenship for the dreamers, the illegal immigrants who came to the country at a young age, in exchange for border security. that would be parceled out over time. the other proposal that the democrats have stressed voting sponsoredlegislation by tom cotton that reflects the president's four-point immigration plan. the democrats would rather vote on the trump immigration proposal rather than the to me century cities proposal. >> both sides have shown their hands on this, in terms of what

the republicans and democrats want. at the end of the week what are you hearing from people off the floor of what they think is accomplished? >> it is hard to say at this point. the two sides are at loggerheads. the key points of president trump's plan, to familythe waiting for relationships get for green cards and to substantially overhaul the diversity visa lottery program, those are not acceptable. that is going beyond the scope of the deferred action for childhood arrivals program. inmp rescinded that september. a give congress in march 5 deadline to do something with it. he said he is willing to entertain reforms that are limited to recipients and the family members of daca recipients. he does not want to go further than that.

if you want to broaden out the reforms, the democrats will want additional concessions. we would need to bring out the 11 million living in the shadows. he wants more people getting the path to citizenship. that is chuck schumer's position. that is unacceptable to republicans are now. where the solids up is hard to say. someone is going to have to back down. mcconnell is daring the democrats to take the republican offer. it is all most of take it or leave it offer at this point. that is what it appears to me. we will see what the democrats do. given how sort the debate is going to be, mcconnell at the size of this is only going to go on through the weekend. they're not going to take it after the president a resource. it is hard to see them arriving at a solution. >> my me ask you about the headline on the senate. pieceadline of your earlier on the senate leaders meeting, you talked about mcconnell.

" senate needs to move on on immigration" what is the timeline for moving ahead on the immigration debate? >> this debate has been delayed as of tuesday evening. the senate is not on the shell of the bill yet. the democrats had not yielded their time. -- the senate will finally be on the bill. can start proposing amendments to that. that means that, unless there is a bipartisan agreement on how to proceed, the votes may be delayed as late as friday. heonnell told reporters that is only going to allocate this week to debate immigration reform. should bee senate able to wrap this up before the presidents' day recess. it starts on saturday.

it goes for a week. when the senate comes back he says we have other things to do. it done now.-- there is already been a delay to this debate. we do not have time set on amendment votes. we do not even a what those amendments are going to be yet. a piececolleagues have that is headlined "house gop leaders will with conservative immigration bill." what do we make of that? >> paul ryan is under pressure to put forward a conservative immigration counteroffer. this is something that goes beyond what the president has proposed. emphasizing to the democrats in the senate that, if managed to pick up
