house leaders, house republican leaders decide this would be the first response to the shooting? >> a couple reasons. umber one it's very bipartisan leaders. it's very noncontroversial. it does not wade very far in the gun control debate t has no gun control measures. it would create a $50 million a year grant program designed to educate students, teachers, faculty members how you spot and report warning signs of gun violence. it also would create a system where they could anonymously report the tips. host: the bill is called the stop school violence act. , nsored by rutherford normejiffle sheriff. at that-t comes under suspension. you write about the debate and what the congressmen would like to do saying he is pressing house appropriators to include funding for the school safety program in an upcoming government spending bill.

why is he doing that? what's the likelihood that it will be included? >> the reason why he's doing this is because this bill only authorizes the funding. that means appropriators still have to dole out the actual funding to create this program in a separate funding bill. the best opportunity to do that would be in the omnibus spending wisconsin we're expecting to be released as soon as maybe late this week or early next week. there is not a whole lot of time to get it attached. he said heed talked to the leader of the subcommittee in charge, john culberson of texas, about this idea. we're not sure if there will be enough time. host: there's a companion measure in the senate being promoted by senators hatch and rubio. any chance that will see floor debate in the senate? >> there is a companion measure in the senate which is also attracted a lot of bipartisan support. but even the fix nics bill, also bipartisan and background checks, has struggled to get across the finish line on the

senate side. mitch mcconnell said today, look, i have intense interest in getting this passed but he isn't sure what the best path forward s it's still moving in the senate side. we have to wait and see what they do. host: on that fix nics bill, the majority whip, jorn cornyn of texas, it's his bill, sponsored with chris murphy. he tweeted today he now has 16 senate sponsors on that bill. tell us more about what their bill would do. >> it would actuallyle correct to the current system t wouldn't expand background checks, but it would encourage more reporting by the states to the back grond system for gun purchases. it would not go as far as universal background checks. that's something else you have been hearing in the last couple weeks. the democrats are supportive of. the fix nics bill is more narrow, more modest, 69 co-sponsors in the senate now, which can overcome a filibuster, and backed by the n.r.a. which is why a lot of people think if this bill can't get over the

finish line, nothing can. host: what do you take from members, both in the house and senate, on what the house proposed in terms of school safety, gun proposals from last week. do they see those measures, those proposals from the white house as a starting point for negotiations? what are you hearing? >> sure. it is a starting point. of the same note a lot of these ideas like arming teachers, training them to use firearms and weapons, while it is supported by republicans, it's still a really controversial idea. unless the president puts a ton of his political capital behind this idea, uses his bully pulpit push for this. it will be an uphill batting. the other issue the white house called for is strengthening background checks. maybe that puts heat on them. we'll have to see. host: we have been speaking with melanie, her reporting at the hill.com. thanks so much for the update. >> we're expected the house to
