place over the last week. so, secretary ross. secretary ross: thank you, mr. president. we believe we are relatively close to a pretty comprehensive resolution with the south korean government. it would encompass, if it goes through, both of the 232's and broader trade issues. we hope by sometime next week to be able to have a real announcement. president trump: thank you, very much, wilbur. i appreciate it. the last time we negotiated something like this, and it has always been a problem for our country -- they create a series of documents that nobody was able to read. it was just done. who can read that quickly?

it takes a long time to read it. for the last eight years deep defense cuts have undermined our national security. if you look at what is taken out , it has heard our readiness as a military unit. it put america at really great risk. my highest duty tiis to keep america safe. nothing more important. reverses thisll dangerous defense. as crazy at his and difficult as it has been, as much opposition to the military as we have had from the democrats, and it has been tremendous. i tried to explain to them, that the military is for republicans and democrats and everybody else -- it is for everybody. what we have tremendous opposition to creating really what will be by far the strongest military we have ever had. we've had that from the

democrats. so, if we take something for the military, they want something for, in many cases, for things that are a wasted sum of money. it's not right. it's very bad for our country. we are looking to do funding for our final five in certain areas. as you know, we have gotten almost 100% of our land back from isis. we have troop increases necessary to do what we need to do and very importantly, a pay increase for our troops and this will be the largest pay increase for our incredible people in over a decade. it increases total defense from $60 billion last year and increases the funding for ships, tanks, and sub marines. we have submarines being filled

the likes of which there is nothing being built a anywhere around the world. one of the things you saw two days ago with saudi arabia and other countries. saudi arabia is purchasing hundreds of billions of dollars of our equipment and we are getting fast approvals. as a matter of national security i have signed this omnibus budget bill. there are a lot of things i'm unhappy about in this bill. there are a lot of things we should not have had in this bill. that we were in a sense force, if we want to build our military, that we had to have. i say to congress, i will never sign another bill like this again. i'm not going to do it again. nobody read it. it is only hours old. some people don't even know what it is -- $1.3 trillion, the second-largest ever.

president obama signed one that was actually larger. which i am sure he was not too happy with either. this case, it became so big because we need to take care of our military. and because the democrats who do not believe in that added things that they wanted in order to get their votes. we have got to get rid of the filibuster rule. we have got to get rid of the filibuster rule. and go to 51 votes in the senate. if we are going to have really sustained, continued success. ca recipients have been treated extremely badly by the democrats. we wanted to include daca in this bill, 800,000 people and it could be more. inwanted to include daca

this bill. the democrats would not do it. they would not do it. to prevent the omnibus situation ever happening again, i am calling on congress to give me a line-item veto for all government spending bills in the senate must end. they must end the filibuster rule to get down to work. we have got to get a lot of great legislation approved and without the filibuster rule, it will happen just like magic. i want to address the situation of national security. i call that border defense and i call it i illegal immigration. it is all of those things, but national defense is a very important couple words because by having a strong border system , including a wall, we are in a

position, militarily that is very advantageous. and before i get off of that subject, i would like to ask secretary mattis to talk about what we have accomplished in terms of the military because there has never been anything like we have been able to do. our military is very depleted, but it is rapidly getting better and in a short time it will be stronger than it has ever been. so, i would like to ask a secretary mattis to say a few words, please. secretary mattis: thank you, mr. president and ladies and gentlemen. 1790, in george washington's first annual address to congress, he said to be prepared for war is one of the most effective means in preserving the peace. as the president noted, today we received the largest military budget in history, reversing many years of decline and

unpredictable funding. and together, we are going to make our military stronger than ever. are humbled and grateful to the american people for the sacrifices on behalf of this funding. it is our responsibility in this military to spend every dollar wisely to keep the trust and the confidence of the american people and the congress. thank you. >> thank you very much. thank you very much, general. the border we have worked very hard on. really, by anyf standard, a lot, but not by this standard, but we are going to make it go a long way. we've a lot of money coming to the border and it will be coming time andriod of refunded the initial down payment and refunded the initial down payment of $1.6 billion.

we will be starting work on monday on not only some new wall, not enough, but we're working on that very quickly. but also fixing existing walls and existing acceptable fences. there are some areas you have got to be able to see through to the other side to be able to see what is coming. in in many cases, it is not a pretty picture. when you look. but you have got to be able to see it. we have $1.6 billion for the wall that will start immediately. this is a short-term funding, but it is immediate and it starts immediately and i like to ask secretary nielsen to say a few words about what we have done in terms of homeland security, and what the bill does for homeland security. thank you. secretary nielsen: good afternoon. we at the department of homeland security worked very closely

with the department of defense and we support this omnibus. as the president has stated, under his leadership he has delivered for the american people and this is a down payment on a border wall system and a 10% increase for customs enforcement and it will improve our aviation security with a badly needed upgrade and look forward to working with congress on additional means that we have. it is say however, that unfortunate that congress chose not to listen to the men and women of dhs and those on the front lines. they told us how to build the wall and they will continue to work with us tim and truly wall is where we needed, how we need it, as the president described, and to make sure it serves the american people and security of this nation. we will work with congress to close the dangerous loopholes the president mentioned many times and to continue to increase our overall security. and finally, we think those in congress is support the department of homeland security. i will continue to make myself available to them and i look forward to working with them,

but we must fund the department and given the tools and resources and needs to execute the mission the american people have asked us to do. thank you. you,dent trump: thank secretary. elements in the bill that we wanted. them,o look at a few of we are providing $654.6 billion in total in discretionary funding for defense -- it is a record for defense, all records for defense. there will be nobody that says our military is going to be depleted, like they have been daying over the last long perio of time. frankly beyond president obama. that will not be happening. we are spending a lot of money on nuclear, our nuclear systems. and in some cases,

brand-new, whether it is submarines, nuclear submarines and others. will have by far, the most powerful nuclear force on earth and it will be absolutely imperfect shape and condition and hopefully, praise be to god we don't ever have to use it. but there will be nobody buddy that is even close. this will give a substantial outside to people, even of the military. but military related. some of the many things that we -- buying in the military we of $23.8 billion to procure 34 navy ships. our navy is at about the lowest point in terms of ships. the lowest point it has been in

over 100 years. and we are adding a significant number of extremely advanced vessels. f-35 billion for 90 aircraft, the most sophisticated aircraft in the world. jet fighters. are hard to find. they are hard to see and therefore, they are hard to beat. it is very hard to beat a plane when you can't see it. it is the most advanced in the world. 90 f-35llion for aircraft, 15 casey 46 tank or aircraft. he think aircraft is very important based on everything. it allows our planes to travel anywhere in the world without landing. 24 fa-18 superr

patrol agents and ice agents. they are working long hours under tremendously dangerous conditions. we are adding large numbers of immigration judges. judges.lity not only are we adding them in the district court level and the federal court level of court of appeals we are adding immigration judges at a very high level. so, while we are very disappointed in the 1.3 trillion dollars -- nobody more disappointed than me because the number is so large. start coming out. we had no choice but to fund our military. because we have to have by far the strongest military in the world. and this will be by far the

strongest military we have ever had. so, when you look at all of these pages, a lot of that is devoted -- a lot -- to the military. i just want to thank members of so hard --r working while we can be disappointed in some ways, we have got to also know that there are a lot of of strings pulling everybody in different directions. senators, the republican congressman and congresswoman have been steadfast on their fight for the border. and steadfast for their fight on the military. millionlso spending $6 on, as you know, various forms of drug control, helping people -- helping the did people that are addicted.

it is a terrible problem, but this will be a record. we will be suing certain drug companies for what they have done with the opioids. and we will be bringing the suits at a federal level. the level of drugs that are being put out there and the power of this addiction is hard to believe. people go to the hospital for a period of a week and they come out and are drug addicts. there has got to be a better way. our way down in the orders of the opioids. it is a great thing. we are also looking for, in our research funds, a medicine that can stop the pain without the addiction. so that people are not going to become addicted to these incredible drugs. that is part of what we will have a. we will have $6 billion in having to do with opioids and other problems in this country and in fact, the world is having with drugs.

so, we are extremely proud of what we have been able to do. when it comes to our military. our military will be far superior than to any military anywhere in the world. it is very important for us. you see the players out there, what we are dealing with. we are very happy with what has happened with opioids. we are very happy with what has happened with certain elements of the border. not happy with $1.6 million, but it does start the wall and we will make that $1.6 million go very very far. and it's going to go very far. i can tell you this. i say this to daca recipients. the republicans are with you. they want to get your situation taken care of. the democrats fought us.

they fought every single inch of the way. they did not want daca in this bill. and as you know, daca is also tied to the wall, the major funding, the $25 billion for the wall and other things. i think that will becoming a up very soon. but i do want the hispanic community to know and daca recipients to know that republicans are much more on your side than the democrats, who are using you for their own purposes with that being said, i want to for being here. we are very proud of many of the items we were able to get and we are very disappointed that in order to fund the military, we had to give up things where we consider, in many cases, them to be bad or a waste of money. but that is the way unfortunately, the system works.

but we have a great country. we are going to hvave the greatest military we ever had. lots of good things are happening. the trade situation we will be talking about next week -- we have many trade deals, not only the deal being made on south korea, which looks like it is close to being finalized, but many other countries are now negotiating fair trade deals with us, so we'll be rolling them out as you see them part of the reason we are able to do that is the fact that we tariffs on steel and aluminum. showed how unfair these trade deals, which have been in existence for many years, how unfair they have been. it will be great for our country and frankly, it will be great for other countries and it will be fair and it will be reciprocal. thank you all very much. how aboutsident,

the veto threat if you don't sign the bill? it will berump: here in about 20 minutes. i looked very seriously at the veto. -- because of the incredible gains we have been able to make for the military, that overrode any of our thinking. what about the impacts on the stock markets? up.he stock market is way when i came into the office, it it was from a different planet. it's a way up. china is going to treat is fairly. for many years, they had free reign. they don't anymore. we have great relationships with china. last year, we lost $550 billion on trade with china. we can't let that happen. thank you all very much.

thank you very much. >> during an interview on fox news sunday, steven mnuchin was asked about the president's threat to veto the budget and whether congressional republicans bore some of the blame for the omni miss spending bill. any by person support in the senate to get the bill passed. even though the republicans controlled the senate, they couldn't pass this along. it was a difficult decision for the president. his main priority was to get money for the military. given everything that is going on in the world, that is absolutely critical. the democrats held us up. original budget was we would keep everything else balanced,
