the annual defense authorization bill. we are joined by joe gould, "defense news" congressional reporter. tell us about key programs and policies in this annual authorization bill. joe: earlier this month, the house armed services committee marked up its version of the national defense authorization act, which is the annual defense policy bill. this year it hews to the top line of the two-year budget deal, so it is a 716 billion dollars, an increase from 2018, which was $700 billion. there is a number of policy provisions which also layout what sorts of hardware and what kind of numbers would be provided to the military. there is some 77 f-35's in the bill, to virginia-class submarines. there is a 2.6% pay raise, an additional 16,000 troops, and there are policy provisions in there as well. it is supportive of the administration's nuclear posture review. it includes mac thornberry's proposal to cut 25% from certain military support agencies, the so-called fourth estate.

additionally, viewers may have heard of problems with military aviation. well, there is a bipartisan push for a commission that would investigate the causes of military aviation mishaps that we have seen lately. so there is quite a bit in the bill. it is rather large, and ultimately it is going to have to be reconciled with the senate version of the bill. the senate markup is next week. >> and it comes out of the committee, approved by the house armed services committee on this icky -- on a 60-1 vote, with four amendments. one of the authorizations of the use of military force, barbara lee of california proposes eliminating the a umf's, barring force against north korea and slashing funds for overseas contingency operations to $9

billion. why is this authorization of the use of force such an issue with congress? joe: congress has been reticent to deal with the issue of the authorization of the use of force. the countries of still on the post-9/11 a umf's -- aumf's and those i think have been stretched beyond their intent to include the islamic state. and congress is just not gotten around to, or has avoided dealing with a new aumf, although there is a proposal right now in the senate supported by foreign relations committee chair bob coker -- bob corker, and tim kaine is on that committee, and barbara lee has perennial pushed this issue -- has perennially pushed this

issue. there are several amendments dealing with this issue. host: does the house version tackle issues of trump policy on transgender troops or the daca issue? joe: no, but there are some amendments that would take that on. congresswoman jackie speier wants to roll back the administration's ban on transgender troops to the obama era, which was more tolerant of permitting transgender troops. and then on the flip side, you have steve king of iowa who has an amendment that would bar enforcement of the obama-era transgender training. host: how soon, if it is becoming -- if it is coming before the rules committee early in the week, how soon could we

see a floor debate on the defense authorization bill? host: i can't predict that but on monday, mac thornberry the chairman of the committee, and the ranking member, or going to do the rules, and then on tuesday afternoon day are going to -- tuesday afternoon, they are going to start discussion and debate on the hundreds of amendments. last time i checked, it was more than 550. last year there were 400, and 210 made it to the floor. so that is a lot for the committee to tackle, and they have been known to work until 2:00 in the morning. so it could take a while. host: joe gould, is on twitter, and defensenews.com.
