he has left open the possibility of voting on the kavanaugh nomination on monday. coverage on live the c-span networks. >> and appropriations and budget reporter joins us to talk about government spending and the deadline looming at the end of the month. how are things looking for congress to meet this deadline to avoid a federal government shutdown? >> things are looking pretty good right now. they are not going to get the annual spending bill. between nine and five of those bills. he signed the first three into law and then the hhs spending package has passed the senate

and expected to get a house boat before the end of the month. it's only two bills but it is quite a large chunk. worked four bills being out by appropriators that could not get it to the end of the fiscal year. signed aesident just package of bills into law. $147 billion worth. about how thatit works if we don't get all of the spending bills passed. how do they make that deadline? >> there is a provision in the defense that's called a continuing resolution. what that will do for any of the 12 annual bills that won't pass is it will keep those running on autopilot for the current fiscal

year. they will keep with the vast majority of the policy language through december 7, which is the length of that continuing resolution. then lawmakers hope they would have a final resolution by that deadline. then of course the midterm elections are within that window. >> we talk about congress's strategy to avoid a government shutdown. that could be that sticking point is the border wall. tweeted where is the money and border security, and this ridiculous spending bill, and where will it come after the midterm? where is congress on the border wall funding? hishen the president sent

budget request he asked for 1.6 billion in spending. the senate put that full request in the homeland security bill. there is a bit of an intense beating at the white house. a little while ago congressional leaders, including speaker paul ryan and senate majority leader -- as far as we were aware president trump would hold that debate until after the midterms. they would work out their issues then and they wouldn't have a public site before voters head to the polls in november. >> one last issue under consideration with this hurricane funding, what have you heard about the effort,

especially by north and south carolina lawmakers, to get funding for relief and recovery? >> the response of fema and others has been response -- has been different. we also had a lot of wildfires in the west. last year fema disaster relief funds didn't have a lot of money in it. i believe they have 26 billion available now when hurricane harvey struck texas and louisiana in late august. fema does have enough money in its disaster relief fund. right now fema is working along with several other agencies to assess the damage and try to put together what could become some kind of supplemental disaster. we don't know yet if that will be sent to congress or any time
