>> ella nilsen covers congress for gorsuch eight. she joins us to discuss the democrats agenda for the last week. this includes hr 1, what is in this esolution? >> it is a wide-ranging bill dealing with anticorruption, strengthening assets, but also pro-democracy reform. that is a lot of things that deal with voter rights. stuff that deals with partisan gerrymandering in trying to end that. there is also some significant campaign finance reform. so there is a

lot in the bill. it is over 500 pages long. there is a lot. >> what is your take on why they wanted to start with this? they even named it hr one, even though it is not the first thing they are working on. >> i have been covering this for a while and first of all, on the campaign trail, democrats that were more conservative, we have seen on the campaign trail that campaigning on anticorruption is an extremely popular issue. we saw this with bernie sanders and donald trump for the presidential race and again in the midterms in 2018. but i think instead of just messaging on this, the democrats are getting serious and doing something on it. the democrat from maryland has been working on these issues for a while. he is on the democracy reform task

force. he doesn't accept corporate pack money. he has been consulting with a number of democratic colleagues, while the massive package is a bunch of different bills that people have been working on. the democrats just wanted to put this statement out there that they are really serious about bold anticorruption and pro-democracy reforms. this is not just talk and this is a thing they want to get done in the house. >> what are republicans saying about this legislation? are there arguments against it, it seems like a tough one to argue against? >> right. politically it is tough to argue against. right now it is thought that this has a better chance in the democratic-controlled house. mitch mcconnell has already said it is not going to go anywhere in the senate, so it

is unlikely to even be brought to the floor in the cynic. there is a companion bill being drafted. democrats are looking nd saying, okay, if it is your messaging that you are against anticorruption and pro- democracy reform, that is great for us. i think it is also worth pointing out that besides the hr 1 package, they are talking about breaking out pieces of this into smaller bills that could get support from republicans. >> and besides trying to end the shutdown, they are also working on separate egislation. there is a lawsuit over the healthcare law. what is going >> house democrats, this afternoon they filed a motion to intervene in texas versus u.s., i believe i have this right. this is the conservative state attorney general's lawsuit against the affordable

care act, that would strip out the individual mandate and pre- existing conditions. basically house democrats are taking the position saying that normally he u.s. justice department ould be the one to step in and try to defend this federal law, but the trump administration has clashed with them. the house is basically saying if the department of justice isn't going to do anything on this, then they will step in and intervene. >> you mentioned a couple of top priorities for the house democrats. where will they had in the coming years? >> there is a lot that they have on their plate. i would say in the coming weeks, obviously, hr 1, in the rules committee nancy pelosi also announced the creation of a select committee on climate change. so expect committee hearings on climate change and

the environment and we will see if there is tangible legislation that comes out of that. also, one of the things that was mentioned today, there is going to be a universal background check bill introduced next week, so something that deals with gun control as well. a wide range of things that democrats are ooking at. >> thanks so much for your time. >> thanks for having me. north dakota voters elected kelly armstrong. mr. armstrong chaired the north dakota republican party before his run for office and also
