forward to help those especially our low-paid contract does. contractors. we know what the consequences of a shutdown are. yesterday we had to build on them to say that the shutdown is 163 republicans voted no. to a resolution that says check downs are wrong. shutdown's are wrong. then there was a federal employee pay raise to make federal pay consistent with federal pay for the military and only 29 voted yes on that. hundred 61 voted no. , shutdowns are wrong.

161 that federal employees should be paid in a fair way with their increase. what is fortunate is that we have a conference committee that is working in i think good spirit. the opening statements yesterday were promising. house and senate democrats and republicans. i take pride in the ability of the appropriation shall -- members to reach consensus without any other interference. they know the impact of investment and many of them have experience in all of this. including one relatively new he's the vice chair of the appropriations

i'm an appropriator. intelligence -- and appropriation. they know their limitations terms of financial resources and they have to choose the best way to use the money for the american people. that's why i have confidence in what they can do. mitch mcconnell indicated he might be open to supporting -- would you support legislation to effectively outlaw government shutdown? but there are so many possibilities on the table that i don't think that should be part of this agreement because there's not a consensus as to what that would the. if there is a consensus maybe it could be. in order to have a bill signed we have to have

assigned conference report next friday. so we only have this week plus one day. with the state of the union in between to get this done in order for them to bring it to the floor and have it on the president's desk. to the extent that we can keep it simple. this is about border security, homeland security and it's about other bills that need to be passed in order to completely open up government. confident about the ability of congress to do the respecting in differences of opinion. that's what negotiation is about. consensus? be a i know at least 30 different versions of this story. you have to have consensus.

something is wrong with this picture. nancy. >> you talked about intelligence. check sumer sent a letter. are you planning to take any further action given the discrepancies between the president and his intelligence advisers? >> what the public saw this week was the fact that the president has not paid attention to the intelligence that has been given to him on many of these subjects. i thought it was courageous that different aspects of our intelligence community spoke truth to the country and to power. their opening statements are usually led by the white house. they made their statements and also they answered the questions.

i'm very proud of adam schiff and members of the intelligence committee as to when they will have that particular presentation made to the house intelligence committee in open forum. activity withome of appropriations committee. i'm not sure about that. but it was stunning. i started in the early 90's as an appropriator and served as ranking member and then ex officio for all of the years i've been leader or speaker of the house. one dismaying factor of it all is the president just doesn't seem to have the attention span for the desire to hear what the intelligence community has been

telling him. so for him to make the statement that he did yesterday is cause for concern. i think that it's important for the republicans in congress to recognize that they have to weigh in with the president to say you can't act without knowledge. is intelligence community there to be protection for the american people. when i started all those years overarchingbout issues. money longer during and how they affected security. that of course the anti-terrorism initiative in the 90's emerged. it is a real protection to us to keep us from having to initiate hostilities for make sure that

it's a place where enhanced fencing would work. let them have that discussion because it's all about cost-benefit analysis. what's the best way and what do you get for your dollar in order to protect the border? and thisalso about will be coming up as he takes some extraordinary action. it's also about the opportunity cost of the money. if the money can be used better for technology then let's see what's the best. and when some of these fences were built, the technology was not what it is today. so you have to look at technology in a new form. say should we all get landslides in our homes should we get smartphones.
