scoundrel if you read the right-wing and left-wing blogs, that is not deserved, and a fine group of people as a whole is disrespected in the country. house and senate return for legislative work on monday. the house will take up a joint resolution to terminate the president's national emergency declaration that allows him to build a southern border wall with money that congress intended for other purposes. also, measures to require universal background checks for gun buyers and closing certain loopholes. on the senate floor on monday, it is the annual reading of george washington's farewell address. then, they will continue work on an abortion bill, and later in the week, the nomination of andrew wheeler to head the epa. here is more on the house action on thenned president's emergency declaration. >> joining us, a report on

congress for cq roll call. there is a notion to block president trump' as emergency declaration on the southern u.s. border. what would this do? >> to reallocate the money, this is an interesting instrument to use, not just because of the house, where you can basically pass whatever you wanted if you are in the majority, but because it has expedited consideration in the senate, meaning that mitch mcconnell, the majority leader, cannot necessarily block it from giving up on the floor.

this was referred to committee, but we are not going to have a hearing on this. what is going on there? niels: there is not going to be a hearing on this. nancy pelosi said friday morning that this could be voted on on the house floor on tuesday. as of friday afternoon, it has been posted on a list of bills for potential floor consideration that may be considered pursuant to a rule on the floor of the house next week, so i would anticipate that is going to be on the agenda of the house rules committee, probably monday evening. >> now, you mentioned that this has to be brought up in the senate. what are the votes going to look like, do you think, in the house and the senate?

niels: well, in the house, you're going to see this legislation advance. cosponsors, and the question is whatever republicans want lawmakers once they get back in town, how many will decide to crossover and vote in both the house and the senate. we do expect that in the senate, susan collins, the maine republican, will end up supporting this. house, aage in the republican from michigan, has signed onto the castro resolution already, so there will be some republican support. we will be looking to see if in either chamber we can get anywhere near the two thirds, 67 votes in the senate, two thirds needed to overcome a presidential veto, because president trump has just recently said 100%, he will veto this measure.

>> do you think there is a likelihood this could pass both chambers? is there any kind of posturing or holding a vote just for applicable consideration? niels: this does not seem to be specifically a show vote. some senators in both parties over the emergency declaration and sort of doing an end run, particular around the appropriations committee, but, again, i do not know that we are going to see lawmakers, particularly senators, get anywhere near a two thirds margin that would be needed to overcome a veto. will this develops, we keep following you, your twitter handle, and your reporting at roll call.com. thanks so much. you -- >> thank you.
