>> a congressional reporter with ox, a bill that will make changes to campaign finance, voting rights, and ethics rules. why is it a top priority for house democrats? ella: when house democrats ran, messagend running on a of cleaning up corruption was a popular message in some of the districts that democrats were able to flip red to blue. and we have seen in past in 20, bernie sanders and donald trump showed that talking about ending corruption in d.c. was a very popular political message. democrats understand that, but i think that they knew that they had to get serious about trying to make a very bold and concerted effort to actually lay out a plan to specify how they can do this. is sos why hr1

copperheads of and abroad. >> the bill covers a lot of territory, so what should we know about the underlying bill? covers money in politics, ethics -- things like cracking down on lobbying in d.c. and it expands voting rights. this would include a provision for automatic voter registration. it would include things to make it easier for people to vote. the rules committee is where democratic and republican amendments are proposed. tell us what you saw. so i think the biggest ,hange in terms of amendments the bill has always had a pretty createprovision to

public campaign financing. the biggest change we will see from earlier is that it would be funded from taxpayer dollars. of committeeocess hearings and markups, there is a new change that house democrats are looking at creating this new fee on corporate malfeasance or tax fraud. think wells fargo, the big banking scandal, someone like f, the made off -- madof ponzi scheme that ripped off a number of investors. case like is a big that, democrats are looking at applying a fee to whatever settlement comes out of these big court cases. money into ahat fund that would then fund public finance reform.

that is the biggest change coming out of the amendment process. >> we have seen republicans be amendments.bout is there any indication the gop will try that this time around? what are their priorities? >> we have heard that there is a possibility that that could happen. will beknow if the gop a successful this time around just because hr one i think is pretty broadly popular among moderate and the left-wing of the democratic party. candidates,these some of which the gop was kind in peeling off reform. a number of candidates have run taxes in 2018.

they are big supporters of hr one. i think the gop will certainly try to do a motion to recommit. i don't know if they will be able to split democrats this easily this time around. ella: we saw your tweet earlier about the administration, their view. no surprise that the president would not sign the legislation. but it's not even likely to make it that far. tell us the story about what the senate will or won't likely do. i would be shocked if the bill even made it to the floor of the senate. mitch mcconnell has already starts the vehemently, repeatedly made his opposition to hr one known. in thewritten an op-ed washington post, taken to the

senate floor multiple times, characterizing this bill as democrats attempting to shift the country into one-party rule. has a number of issues with the bill, including objecting to public campaign finance reforms. there are a number of things he doesn't like. he is worried about disclosing donors, then it may infringe upon free speech. even though the trump administration said it would veto the bill today, i don't think it is going to make it as far as trumps desk. hr one, ella nilsen is at vox.com. thank you for joining us. ella: thank you for having me. >> the c-span bus recently
