how is he received in his first hearings on the hill? >> he was received well. this was his first time doing this as acting director of the office of management and budget. it got a little contentious at times. there were times when he was interrupted repeatedly by lawmakers who were trying to make points. one of the interesting things that he said is, in terms of reducing the deficit, the big is theof rising deficits entitlement spending, the mandatory spending, that's the biggest part of the federal budget. ,he other part of the budget discretionary spending, which covers the fence and all the cabinet agencies. that spending has not been going up. and has actually been going down. the interesting thing that russ vote said, we are concentrating
