are saying we should not happen -- we should not let that happen. focus on let's domestic programs, nondefense -- health, education, all good things. but that amendment only got a handful of votes in committee and did not pass. why is the house democratic leadership choosing this path, taking the pass legislation instead of the more traditional taking up a budget resolution for 2020? the budget resolution turned up to be something too difficult to unite the caucus around. basically said, look, this is your duty by law to pass a budget. why is it you're not able to do that? and the reason is when they are ,alking about adding revenues

the truck tax cuts, and more controversial issues with the caucus, whether it is the green all,eal or medicare for these issues that are percolating to the left, but do not quite have the approval of the entire democratic caucus, those are issues that made it much more difficult to agree on a budget. agree on alet's just path. they are having trouble. they are thinking of it in the greater context of we have to go into negotiations with republicans about how much we are going to spend. we need a deal not just among house democrats, but with republicans in the senate and ultimately the white house about how spending is going to go forward. it gives democrats a sense to save these are our values, this is what we think the money should be spent on, but also it's an opening bid in negotiations with republicans. the housere goes to

floor, it goes to the house rules committee. what will lead to aquatic leadership due to appease some of the members, those who -- what will democratic leadership due to a piece some of the members, those who voted against it? guest: there is the talk of allowing them to offer amendments, allowing progresses amendments, saying that this spending should be boosted and i understand from the progressive caucus that their cochair is working on some sort of amendment to offer. that might just also be a way to allow them to save face, to say, we tried we could not get it done. but the budget committee chairman says he is not wedded to the numbers in the deal. if they find a way to adjust them a little that will bring everyone in the democratic caucus on board, he's open to that. lis is the budget
