spending caps? >> it's going to be interesting, the house is divided among democrats. democrats passed out of committee cap legislation that on $17ncrease spending billion for defense, including $4 billion on nondefense. that's to make sure that the existing budget caps that are in law for next year don't go into place which would lower spending medically. if they pass that, just barely in committees, and are hoping to take it to the floor next week, there's no guarantee they will do that. the reason being is that there is division among the democratic caucus among progressives and moderates about where exactly that money should go and how it should spent. particularly whether or not the spending should continue to go up. vote came out of committee 19-17, 3 progressive

democrats voting against it. the headline on the hill piece on that about the liberal groups, why did they oppose that measure? >> the big reason was defense spending. they are saying defense spending went up dramatically last year, we don't think spending should continue to go up. this cap legislation would add another $17 billion to defense spending, taking it up to six under 64 billion. they are saying they don't think that should happen. saymendment was offered to let's squeeze defense spending levels and focus our efforts on domestic programs and health education. those things. that amendment only got a handful of votes in the committee and did not pass. >> and wise democratic leadership choosing this path? taking up the cap legislation

inside of the taking up of the budget resolution for 2020? >> it's ashley the result of the same thing, with all the issues they are having with spending to unite theudget rigel luciant caucus around. at the committee hearing this week they said look, this is your duty to pass a budget. why is that you are not able to do it? they are talking about more revenues, tax increases and tax cuts and then more comfort the green issues as new deal, medicare for all, then't really have and approval of the entire democratic caucus. more difficult to agree on a budget. let's just focus on the facts best tax.
