correspondent said this bill would inclues the recollection flilt on retirement savings plans. how would it do that? >> it has been a long time coming and congress hasn't delved into pension law and when chairman kneel took the gavel, he made it clear that retirement savings is going to be a priority. in the last congress, he and then chairman brady passed something out that had some of these components in it, but that bill was tied to some of the permanence of president trump's tax cuts and another bill, so it didn't have legs in the senate. so it died last session. this year, chairman neal brought this up and this bill basically

doesn't have components like refund checks for people or anything like that. what it does, it makes it easier for employers to offer retirement plans, incentivizes the creation of new retirement plans and workers have access to additional it has elements that this makes the process easier for employers to administer, create and provide these plans for a wider. >> the bill is called the secure act, your headline. it failed through the house committee. should we look for similar bipartisan support on the house floor when it comes to debate? >> it hit a bit of a bump when

it was brought up in rules. chairman neal broke the news to the rules members that the bill was being modifified and rehoffg some language that would have benefited people who are home schooled. that is the 529 plans which are education savings accounts. i informed the members there were resistance in his caucus that that was being removed and adding new provisions to fix something from the 2017 x bill so-calledit so -- the city tes and beneficiaries of unearned income, fallen warriors or other payments were paying a had higher tax, where they

been previously paying at 12% to 15% of what their parents had earned. >> a headline at ploom berg reflects the changes. house democrats retooool retirement bundle ahead of the vote. why were those provisions taken out of the bill and were republicans surprised by that? >> it sounded like the republicans -- i don't know how surprised they were. again in rules, several members, including representative cole and representative woodall were asking neal, outside groups lobbying for this? why wasn't this done in committee. neal told them that he wasn't sold on these changes and left them in to get the broader bill out. the bill came out of ways and

means in early april. and he started getting pushback from members saying this isn't going to fly with us and he said i don't want to doom the entire bill, so he pulled it out. and representative cole on rules committee tried to get him to change his mind and said, you know what? we suspect this will fly on the floor, because there is a lot of other good stuff on it. >> on the broader issue of retirement savings, you wrote that the secure act could be a number of legislation that ways and means brings to the house floor. what else should we look for? >> even as this bill was clearing the committee back in april, he neal and brady were collaborating on a second retirement bill that his staff indicated that would most likely

pick up where this leads off. chairman neal has introduced gislation to ao-enroll employees. if your company doesn't offer anything as soon as you get in there, you automatically get a the option r.a. and is having to opt out and get people involved. if you don't do anything, you are already in n there versus someone saying i don't want to save for the future. that, in theory, is going to be the starting line for his next bill. and in rules, he said something about having three or four more substantive proposals that he would like to move within this congress. what thoser we are not sure yet,
