donald trump holds a rally in orlando, florida. listen live on the free c-span radio app. host: leo shane is deputy editor for the military times. he joins us for a look at the difference spending and policy bills in congress. as the senate plans to take up its defense policy bill next week, what are some of the key priorities included either defense chair? leo: this is an expensive bill. the authorization bill is hundreds of different policy priorities. the big one for troops is the pay raise of 3%. there are quite a few issues dealing with military housing. a lot of folks have been following that issue. a lot of problems have surfaced because of reuters reporting as of substandard issues at the housing, repairs that were undone, mold and things like

that. this will put $300 million towards that problem. a lot more planes, a lot more ships. this has a top line of $750 billion of spending, which is the largest ever seen, and what the white house wants, but it is more than congressional democrats have been looking for. the house armed services committee has marked up one $17 billion less. they were looking at an appropriations bill that was $17 billion less. that is going to be a key point of friction as these bills move forward. host: as the senate version hits the floor, who should we be launching in terms of republican and democratic senators? leo: senator in half will layout is priorities -- inhofe will lay out his priorities.

this did pass a committee with bipartisan support. jack reed has made arguments about why this is good. in light of what we have seen on loweruse side in terms of spending, the lower targets for defense spending, it will be interesting to who on the democratic side steps forward and argues this may be an excessive bill. maybe the house side is more in favor of it. it is always a tricky balance. you don't want to be seen as someone who is opposing key money and priorities for the troops. at the same token, it is a lot of money. you have to to find a way to balance those priorities. host: the senate working on the policy side of things. the house working on the spending side. as the house takes up its measure, the natural defense authorization act, it did not go

committee as it did in the senate. the house side close to a party line vote and a nearly 21 hour session. you have mentioned some of the differences. what are some of the differences you can think of between the house and senate versions? leo: a lot of what we saw in the 21 hour debate were the kind of things we are going to see when the house and senate versions come together. a largely over low yield tactical nukes, whether the arsenal should move in. andts over border security whether that money can be used to pay for the border wall. fights over guantanamo bay, whether that facility should be used in that way. , this isid in the past something even with the policy differences, manages to get out of committee with a close to bipartisan vote, if not unanimous. this year, very party line. only two republicans voted for

it. 21 hours is a long time to be debating. lots of this agreements and heated discussions about what comes next. host: how do these two bills come together as they tried to set the scene for the summer. in terms of getting the funding to mention the priorities, not just of congress, but the white house? leo: that is the billion dollar question. there is such a difference right now. thisouse is also debating appropriations bill, almost $1 trillion in spending. it has $733 billion for defense. there are questions about how many democrats will see that as too much. a lot of republicans see that as too little. the white house said not only do they think it should be $750 billion in spending, but the way
