reporter for politico joins us looking at 2020 spending. what's included and what's the price tag of this five bill package? >> in this latest five big package -- five bel package, it's the second minibus or a combination of spending bills. it includes funding for the justice,t of commerce, transportation, agriculture and a host of other agencies and last night we saw house rules committee t up a whopping 290 amendments for debate. democrats have quite a list of amendments to work through. issue is the issue of the 2020 census and the question of citizenship which has been in the courts and elsewhere.

how does the commerce piece of that address the citizenship question? >> house democrats inserted language in the bill that would prevent the trump administration from including a citizenship question. house democrats did allow an amendment to go up for debate last night and the amendment was offered by conservative steve king and he's looking to allow on the 2020n census. democrats are also looking to insert some language that ensures privacy of information. by and large democrats are looking to block language which they say will deter people from answering from the numbers being accurate and ultimately affect federal funding and resources to communities that host a large

number of undocumented immigrants. this you included breakdown. 90 commerce science justice. 35 for the agriculture and fda. 69 interior environment. 34 for the military construction v.a. and 62 for housing and urban development what are some of the key amendments? they affect the department of congress, the census question, the department of justice, the hiring of immigration judges. that is also some language would bar the department of justice from trying to overturn the affordable care act. there are a number of amendments that offer bipartisan some work for guneasing funding violence research. we will be watching a lot of

those. one amendment that i was looking for, democrats were trying to firm language in the bill that would block the 2020 census question. i'm assuming it was taken out because it was seen as duplicative. amendment was adopted that says federal agencies are allowed to hire daca recipients. it's unclear if republicans are going to try to pull the same stunts where they were demanding possibletes so it's this will may be go a little speedier this time but who knows. host: this is the second of the

three spending measures. you tweeted this from the majority leader. the third and final spending package that combines the homeland security and legislative branch 2020 spending. what issues do you see coming up on that bill? a number of contentious issues. we have the stragglers. homeland security. parts of the legislative ranch and financial services bill. the legislative branch -- branch measure was first out of the spending bill package because it language thatde would essentially block a congressional pay raise from taking effect. members of congress would essentially see a $4500 cost of limit -- living adjustment added to their salaries and that measure is politically touchy.

it attracted a lot of pushback and ultimately house democrats decided to take the spending package and deal with it later. we also have the department of homeland security's bill which has been controversial all year and includes a number of provisions that would knock the trump administration's immigration policies while providing humanitarian aid and funding for the department of homeland security. sort of dealing with the stragglers and the problem child. let me ask you one thing briefly. republicans in particular -- you retweeted this from your politico colleague. the appropriations committee has approved a $4.6 billion border supplemental.

how soon will the house get around to something like that? >> it seems like both chambers are looking up to take a package before the fourth of july recess. the committee quickly passed a $4.6 billion bipartisan bill to address president donald trump's 4.5 in dollar funding request the bill is a sort of a compromise. neither side exactly gets what they want. it includes provisions blocking the use of funding for a barrier at the southern border. of whatlls a lot president trump was seeking in humanitarian aid. in the house there have in a lot and lawmakersts for example, the chair of the labor hhs spending education panel has been racing to convince her colleagues that
