house democrats will come up with how to put this bill on the floor and get things moving. >> can you talk about the expedited process that lawmakers are trying to use? they are trying to bring this up as quickly as possible. what's the time line? how long do they have? and especially now with this delayed rules committee meeting? >> late monday night the rules committee decided to put in what's known as same day authority. which allows consideration of an appropriations measure through thursday of the same day that that measure would be reported from the rules committee, which is, of course, the clearing-house that sets up all floor debate in the house. there is a bit of a tussle to see when and how the house will report out this rule and bill text of a border supplemental. meanwhile, in the senate side, the senate can could move as early as today if they got unanimous consent from all their members to work on a bipartisan border supplemental. that is so the chair and ranking member of the senate

appropriations committee came to agreement on a funding measure. again,er the house package puts more strict controls on customs and border protection, and also requires different types of reporting related to some of these concerns about conditions at the detention facilities. that seems to be the real key push from liberal democrats in the house. that they want to see in addition to what the senate is moving. it's possible that the house could run out of time and the senate could jam with them whatever they can pass out of their chamber. that's something that everyone's looking at today. it's a waiting game to see who prevails here. will the house be able to influence the senate package? or the house have to swallow whatever the senate can pass? >> it sounds like there is a real split between the democrats. in terms of protecting the money, not allocating it to go to enforcing some of the trump administration policies on security, then house democrats met this morning with house speaker pelosi, what was she telling them? >> she was telling them that

they are going to be working to try to add some language to satisfy some of these member concerns about obviously the speaker has told people that they have the legitimate concerns. she's willing to work with them. this has to be viewed in the context of the republican-controlled senate. what can the republican-controlled senate get to the president quickly. both sides know that there is a deadline coming up at the health of july where and human services and borderer protection are reaching the breaking point on what they can spend on programs. even though there are some of these policy concerns, so far summaries of what we have seen that house appropriations chairwoman, nita lowey, of work would propose to change in this house border -- in new york, propose to change in this house border doesn't move money at all. it may end up being something

that happens at the house democratic party level. it's possible the senate could can can heft itself beyond the house and take over what is going to be going to the president at the end of the day. >> the president speaking of which, the white house saying it is promising to veto the house measure. what are you hearing about any support from house republicans? >> house republicans as we reported last week herer at roll call, we reported that house republicans were largely planning to put their weight behind the senate proposal. even though there is that statement of administration policy threatening a veto. there is a a lot of reasons why there is negative response from the white house. at the same time, house republicans would be hard-pressed to disagree with a proposal a negotiated between the senate republican chairman of the appropriations committee from alabama, and between the top kem on the senate appropriations committee from vermont. i think the president would be hard-pressed not to sign
