congress, both sides of the capital, what express their support for whistleblowers who have the courage to come forward and expose wrongdoing. they have the right to remain anonymous. they certainly should not be subject to these kinds of vicious attacks and other words and actions that threaten their safety for doing their patriotic duty. and so we will make every effort to make sure that notwithstanding the president tnd his allies' desire to ou and exact political revenge on this whistleblower that our meetings are never used for that purpose. thank you. questions]houting >> scott wong is a senior staff member. what is the resolution the house will take up this week? >> i think the two aspects. one is reaffirming the impeachment inquiry that has

been going on for the last month is a legitimate inquiry. it has been moving on. the second aspect of this is setting up procedures, rules, really a framework for the next phase of this inquiry, which will be in the public setting. last three,how the four weeks have all been behind closed doors. democrats and republicans taking depositions privately in the secure skiff room. this will start to shift into the public setting and public hearings. so democrats and acp losey want to establish sort of the ground rules for how all of this will unfold. >> what is your sense of the timing of this announcement, taking up this resolution by the rules committee, and then on the house floor thursday? and -- andpublicans the white house had been complaining about process.

there was the appearance this was in some of response of the gop criticism. republicans have been complaining about a secretive process, that the public should be clued in to what was happening in these depositions. however, if you ask nancy pelosi and steny hoyer and the democratic side, they are saying this resolution was needed to lay out these rules for the next phase of this investigation, which will be in the public setting, led by the intelligence committee and its chairman, adam schiff. we have had three committees participating in the closed-door sessions, but it looks like schiff will be taking the lead in the public session. that will allow for nancy pelosi and the democratic leadership to control that environment much more tightly. it means fewer lawmakers will be involved, at least in the

ukraine portion of the impeachment inquiry. and so that will be significant. ally andff is a close trusted ally of nancy pelosi and she is putting it in his hands. by republicanssm by republican leadership in a briefing today, late afternoon statement from the white house press secretary calling the impeachment an illegitimate sham. what might change? what do you think the house rules meeting looks like wednesday? >> i don't think much will change. the white house has been highly critical of the entire process, highly critical of this resolution and the process going forward. the president himself obviously calls this a witchhunt and an illegitimate sham of an investigation. we are seeing similar language from his allies on capitol hill, including mccarthy and steve scalise, who have been referring

to this as a soviet-style interrogation process. i don't expect the criticism to let up. to democrats are pointing certain provisions in the resolution that will allow the president and the way his attorneys defend himself in this process in this public setting. it will be interesting to see how that will take shape >.> the . but while we have been mostly in the dark from a few selective leaks, it will be fascinating when this process heads into the public sphere. one thing i will note is part of the ground rules for each of these public hearings will allow the45 minutes for democratic staff counsel to ask questions of the witness, then 45 minutes uninterrupted for the republican staff counsel to question the witnesses. then after that total 90 minutes, it will shift to the

lawmaker portion. so we will see professionals questioning these witnesses. thatrats want to make sure process allows them to get as many facts out to the public before it shifts into really the political sphere when the lawmakers will be doing their questioning perry >. >> some congressional observers have called the ultimate house vote thursday as a proxy vote for impeachment. do you think this move by democrats will move those house sitters orfence moderate republicans? >> i think there will be a handful who will peel off from and break ranks with nancy pelosi and the leadership. there are about six democrats vulnerable swing district gop seatswho flipped
