>> good afternoon. i have an announcement for you for hospital funding in the third phase of coronavirus relief. the trumpet ministration will distribute $12 billion to 395 hospitals across the country that have been hardest hit by the covid-19 pandemic. these hospitals have collectively cared for 70% of the 184,000 americans that required hospital inpatient care. $10 billion of the $12 billion will go toward hospitals treating 100 or more covid-19 admissions. hhs is distributive and additional $2 billion to these 300 95 hospitals in proportion to the amount of care they provide to low income and uninsured patients. this is consistent with our effort to ensure americans who need federal government assistance the most receive it. we will be releasing a breakdown of the states receiving this funding and the counties receiving this funding, but new

york, new jersey, and illinois received the most funding by state, while new york, new york, the bronx received the most per county as determined by our metrics. our health care providers, as president trump has repeatedly acknowledged, are our heroes as we work to defeat the invisible enemy. this funding will help defeat the virus. i love what this one provider said -- he said thank you and god for this relief. i have tears in my eyes out of gratitude for these funds. thank you so, so, so much. part of project air bridge have been completed stop they have expedited one million pieces of ppe for our heroes. the third phase of coronavirus relief included $320 billion in additional funding for the paycheck protection program, which as you know provides forgivable loans to small businesses to keep their employees on payroll. this program has been extra nearly successful.

during the first round of ppp loans, 1.6 million loans went to small businesses. of those, one million were given to companies with 10 or fewer employees. so it has gone to small businesses and businesses that need it most. that ppp is not just another government program. this is supporting every day americans who through no fault of their own have found themselves in this predicament. we saw this at the white house on tuesday. on tuesday, president trump welcomed small business owners and employees to the white house. they received ppp loans which help them pay their employees during the pandemic. gideon bowes was one of the businesses welcome to the white house. they employ 100 20 people with intellectual and developmental disabilities. it is a coffee shop not far away from here. they had to temporarily close their doors but they were able to rehire all of their employees and i had the honor of meeting

in wuhan, china, yet his own intelligence agencies say they are still investigating. does the president have information and has he drawn the conclusion that the intelligence community has not yet? ms. mcenany: the president's statement is consistent with the other intelligence assessments. while we continue to have dubious data from china, current assessments indicate president trump's statement is consistent with what analysts believe is where the virus began and i would note the intelligent statement you are pointing to makes two points. one, that this virus originated in china and two, that it began with contact with infected animals or was the result of an accident at a laboratory in wuhan. so i consider that consistent with what the president said, that he has seen intelligence suggesting it could be in a wuhan laboratory. >> he seems to be reading into the idea that this started in a laboratory where the statements we saw from the dni says we are still investigating those two options. is the president in any way

morning about the protests in michigan. he essentially said the governor of michigan should work with the protesters and called them very good people and said they are very angry. some of those protesters included heavily armed protesters, members of a militia group. i wonder if the president was speaking about those specific members when he was talking about very good people? ms. mcenany: what the president was referencing is that generally in this country, you have a first amendment right to protest. i think that is something we all treasure here and we should. you have the right to do that, constitutionally, but you must protest within the bounds of the law. he encourages everyone to protest lawfully and to engage in social distancing guidelines which we think all americans should engage in. >> do you have any response to the people with long guns potentially storming the capital and facing off with police officers and intimidating in some ways -- ms. mcenany: the president says

we must protest lawfully and act within the bounds of the law. someen the president -- -- do youfear understand their reaction? ms. mcenany: jared kushner has first of all been a great job for this administration. what i would say to that is when he talks about a success story, he is talking about the story of this administration, which is the story of mobilization for the american people, the greatest mobilization of american industry since world war ii. we grieve for every american life that has been lost, but we want the american people to be confident in the response of this administration. that is what he was referring to. in the average year, the health care industry uses 25 million n95 masks, and we the liver in this short time 75 million, more than three times what the health care sector uses in a year. it is extraordinary that some in

president trump mentioned the situation in brazil two times this week. of there talks in terms sending assistance to brazil, sending ppe or ventilators and he said that the president had to talk with president bolsonaro. ms. mcenany: the president has said any excess supply, we certainly help other countries, but in terms of a specific announcement regarding brazil, i don't have any announcement for you on that front today. >> welcome. one of the most important parts of your job is to have access to the president. can you give us some indication since you have been press what kind of access to the president do you have to get what he is thinking and relate it to us? ms. mcenany: i'm around the president almost the entire day. i was with him just before i came to speak with you guys stop my staff has a hard time finding me because i'm normally with the

president in the oval office. i'm consistently with him, absorbing his thinking and it is my mission to bring you the mindset of the president so that the president gets fair and accurate reporting and the american people get fair and accurate information. is blocking the world health organization from coming in and investigating how this started. shouldn't it internal -- shouldn't external investigators be allowed into determine how the pandemic started and expedite a way of finding a cure for this thing? secretnany: there is no that china stopped investigators from coming in. it's of paramount importance that we not into china in an expedited fashion and that did not happen. with respect to the world health organization, they have questions of their own to answer. the united states provides about $400 million to $500 million a year compared to china at roughly $40 million a year. but the who clear -- is clearly

as saving lives and you have the world health organization opposing a measure that saved american lives. that is unacceptable, especially at a time when the u.s. was providing $400 million to $500 million >> this time last week, the president was saying he was not happy with georgia's governor for the opening process. there have been some peaks and valleys in new cases, but overall, the trendline is down. do you know what the president is thinking about the georgette reopening? ms. mcenany: the president is resolute in state -- in saying that the state take the lead here. it's the decision of governors to decide what is best for their states. i've talked to experts, i've talked to dr. birx and to dr. fauci and they say this president has always cited on the side of data, which is why he encourages all states to follow the data guidelines to reopening, all states from georgia on down the line, but ultimately, it's the decision of the states.

one note i would make about the president, and times of national emergency, we have a trend in this country where presidents aggregate power at the federal level, but this president has invested in a principal which is federalism and i think that's the right decision. >> has he mentioned how he has felt about governor kemp in the last few days? ms. mcenany: i am not spoken to him about governor kemp in the last few days. >> as the president is looking forward to opening the country, does that mean he will be campaigning in those states that will be reopening? ms. mcenany: i would refer you to the trump campaign on that question. >> you mentioned dr. fauci a minute ago. are we going to have any more press briefings with health experts or has the white house shifted the message to focus more on the economy and less on the public health aspect? ms. mcenany: let me back up and talk to you about how we approach disseminating information. when i talk with my colleague

[indiscernible] to hunt for evidence to support the theory that covid-19 was made in a wuhan laboratory? ms. mcenany: i can ensure you the no one is present -- communication stands. it is in concert with what the president said. i encourage the media to convey the facts to the american people which is we are in line as administration and stand by the intelligence community. that is in concert with what the president said yesterday. that is almost everyone. that is great. >> today former vice president joe biden denied allegations of

sexual misconduct against -- does president trump take him at his word, given he has denied allegations against himself? ms. mcenany: we are pleased the former vice president has gone on the record. we are glad to see he is on the record about this. far more compelling than anything they have with respect to brett kavanaugh. what did he mean by that and compelling? ms. mcenany: that is the president's assessment. it was a grave miscarriage of justice with justice brett kavanaugh. there is no need to bring of the awful and false allegations that were made against justice kavanaugh. that was an embarrassment for the democrat party to have dragged the name of a respectable man through the mud.

[indiscernible] there is word the decision to release michael: from prison -- michael cohen from prison has been reversed. is this intervening? ms. mcenany: no. i'm glad you brought up justice. there is a case of injustice that is yet to be brought up today. i would like to bring it up. that is the case of michael flynn. what we have learned from that should scare every american citizen. the fact you had jim comey admitting december last year that he violated a protocol by directing agents to confront flynn, something he would not have gotten away with under previous administrations. the fbi told flynn he didn't need a lawyer. agents he didn't think he was lying.

and the information we have learned the last months and years culminates in the fact we have a handwritten fbi note that says we need to get flynn to lie and get him fired area there is an unfair target on the back of general michael flynn that should concern every american, anytime there is a partisan pursuit of an individual. those questions are raised with regard to general michael flynn, and honorable man who served his country. >> when the president fired michael flynn, he said he was doing so because he lied to the vice president and the fbi. given all you have said, is it still through the president still believes michael flynn lied to vice president pence and the fbi? ms. mcenany: vice president pence is on the record about this. he is inclined to believe flynn did not --

weeks ago he would support this type of assistance. why are we bailing out airlines and defense contractors but not the states that pay teachers and first responders? ms. mcenany: it is a good time to remind everyone governor cuomo has praised the president's response in this crisis, what the president has achieved is a phenomenal accomplishment. we thank him for those words. fourng for states, phase is something we want to start negotiating on immediately and get to work on. the president has said, i will look to consider helping states who have coronavirus reasons for the financial situation, but he doesn't want this to be an excuse of bad democrat governance that have run the states into a financial predicament. he has mentioned that.
