business programs, the ppe in the idol. we all know that a good amount of the money is going where it shouldn't, to very wealthy companies, to companies that still have a lot of money, the companies that are taking loans, and even not even keeping their employees on. one of the biggest loans went to a large contributor of donald trump. so, we need transparency, and we need transparency in other ways, too. our small business is really getting it? what about in the inner city? are minorities and women-owned businesses getting it? way we can improve these programs is to know what is happening with them. mcconnell said let's wait and see how the programs are working. how are you going to see how the programs are working if they don't reveal where the money is going? if they are not transparent? today moved on the floor

help they will reconsider. i am ready for questions. of small the groups businesses is asking for more help, way more like stability. it's the restaurant and it -- industry. they want flexibility in the terms and a $120 million stabilization fund. the have spoken to lots of restaurant owners in new york. they need the money. a lot of them think the program will not fit. the problem they see is that, they are closed now. when they are allowed to open up, they will have very few customers, yet they will have to have their employees come back. if that is after june 30, will they be allowed to have money? we need to see who is getting it, why they are getting it, and to change the programs.

small businesses would have gotten much less if we had not stood our ground. we are going to have to do that again. each time we have had a bill, leader mcconnell has introduced his own bill with no consultation. the needs of the country forced him to negotiate with us, and we made the bill better. the idea that he said he is going to have to wait and see, people are hurting. people are losing their jobs every day. people are getting coronavirus every day and people are dying every day. we cannot sit here and twiddle our thumbs and weight. there are huge needs, and the failure to act will be far more harmful than acting to solve these problems. speaking of shoots needs,

what is your latest estimate is a should of the deeds for the state and local government? -- needs of the state and local government? >> they need huge amounts of money. if leader mcconnell thinks they can wait, he should talk to work out -- republican governors. as well as democratic ones. officers now, police protect us, firefighters who protect us, through safety workers, bus drivers are being thrown out of work because the localities do not have money. we need flexibility, but we need lots more money. or the whole economy will hurt. a leader mcconnell to understand is, this is not an abstract concept. these are with able who did nothing wrong who lose their jobs. just like people who work for small businesses are losing their jobs. just like people who work in health care are losing their jobs. towould you expect the cares

lines, particularly when they are not really related to the needs of people, particularly when they side with big opposede interests as to mcconnell's redline, it is not productive and it is not going to work. today, josh hawley said we are going to need a big bold number four bill. what forced -- we forced mcconnell last time to do it was the needs of the country. he had his ideological and political predispositions and he was forced to negotiate with us and you must money things we wanted. >> who are you dealing with? >> they have to get their act together. when the president says he wants one thing and mcconnell says he wants another thing and a leader of the senate says we don't want to negotiate, we want to wait and see? tell that to someone who has just lost his job.

wait and see. tell that to a small business where a woman has sweated 20 years and it may be gone. tell that to a family who has someone in a hospital in a rural area who just got hit with covid. >> a lot of the provisions that you and the speaker are pushing for work rejected by republicans in previous negotiations. people, why have we largely gotten many of the things we wanted in these bills over public in existence? people were crying out. people are crying out for certain programs and certain needs. covid three was an initial bill. intended to fix the problems of the existing programs. there are still things that need to be done. i think you will see, we may not get everyone of them, but we will get a large number because the needs of the people and
