speed. improving nations' ability to address public health threats out of control is a matter of national security. worked, again,ve in a bipartisan effort to see and the house both approve adopted these amendments to the national defense authorization act. thank you, mr. speaker, and i yield back. the speaker pro tempore: pursuant to clause 12-a of rule 1, the chair declares the house in recess >> the house will come back at 10:00, we'll go once again to them when they do gavel n until that time we'll repeat the question we started the program with this morning about the president saying that he is considering sending federal agents to another major cities. you heard about the events in portland, seattle, and the like
9:33 am
where federal presence exists. chicago possibly coming into the mix as well. we want to ask you if you agree or disagree with this idea of what the president is proposing. 202-748-8,000 if you agree. 202-748-8001 if you disagree. the "chicago tribune" picks up a little bit of what might happen in that sitity saying it's the department of homeland security currently crafting plans to deployed about 150 federal agents to chicago this week, a move that would come amid growing controversy about those federal forces being used in american cities. the homeland security investigations are set to assist other federal law enforcement and chicago police and crime fighting efforts according to sources familiar with the matter, specific plan on what the agents will be doing, hasn't been made public. one city official there saying the city was aware of the plan but no specifics and no immediate comment from the chicago police department. the president yesterday talking
9:34 am
about the use of federal forces in this context, including mentioning chicago. here's a little bit from the white house yesterday. reporter: on portland and other cities experiencing violence, there was a report this morning you are considering sending 175 federal troops to these cities to help local law enforcement. can you fill us in? president trump: we are sending law enforcement. portland was certainly out of control. the democrats, liberal democrats running the place had no idea what they were doing. they were ripping down for 51 days, ripping down that city. destroying the city. looting it. the level of corruption and what was going on there is incredible. and then the governor comes out, we don't need help. how about chicago? i read the numbers where many people killed over the weekend. we are looking at chicago, too. we are looking at new york. look what's going on. all run by democrats.
9:35 am
all run by very liberal democrats. all run by radical left. we can't let this happen to the cities. new york was up 348% the crime wave. the governor has to do something about it. if the governor's not going to do something, we'll do something. but what's happening in new york, a place i love, i love new york. look what's going on over there. the woman who was shot because she said could you please not let off firecrackers and they shot her eight times and she died? that's not our civilization. that's not about us. and then the police are afraid to do anything. i know new york very well. i know the police very well. new york's finest. the fact is they are restricted from doing anything. they can't do anything. i'm going to do something that i can tell you because we are not going to let new york and chicago and philadelphia, detroit, and baltimore a. all of these -- and all of
9:36 am
these--oakland is a mess. we are no going to let this happen. all run by liberal democrats. host: that's the president from yesterday. we'll take your thoughts up until 10:00. you 202-748-8000 if a agree. 202-748-8001. a hue news has a piece, the president describing a new force to protect federal property. personnel are drawn from different federal agencies. state governors are questioning if the federal government has authority to send in troops without permission. it asks the question, can the president deploy troops? it answers, yes. he can under certain circumstances. the federal government has deployed thousands of troops from the national guard or reserve force of the u.s. army to protests on cities and states themselves. but a u.s. law passed in the 19th century lays out the circumstances when the government in washington d.c. can intervene without state
9:37 am
authorization. the insurrection act says the approval of governors isn't required when a president determines a situation in a state makes it impossible to enforce u.s. laws or when citizens' rights are threatened. it was passed in 1807 to call out the militia to protect the hostile incursion of the indyands and extended to allow for the us of -- use of u.s. mulltary to protect civil rights. a hoo news has that piece. starting us off again marla, jonesboro, georgia, disagree line. marla, you are up. go ahead. caller: i disagree with t i think it's going to make the situation worse. it's just adding gasoline to the situation. i don't agree with it. host: do you think that force in these various cities could have handled this on their own? caller: yes, sir. host: why is that? caller: well, i just think that that's their job. they are governors, mayors
9:38 am
there. they need to take control of that situation. the protestors are not armed. he didn't send out any guards or y kind of army or military people when the gentleman in michigan stormed the capitol building with guns. the protestors don't have guns. we don't need that kind of static in our streets. we need to have law enforcement and maybe the national guard handle the situation. and allow them to peacefully protest. host: on our -- also line for disagree. newman lake, washington state, hello. caller: good morning. host: good morning. how are you? caller: fine, thank you. as a white female, as someone who has served the country and disabled, the two not related, born in memphis, tennessee, as a
9:39 am
marine brat, related to meriwether lewis, as soon as i saw what happened in portland, i texted out to all my friends, holy fascism, batman. it scared the bejeebers out of me. and i love my country. i really do. host: in this case, why do you disagree with the move? caller: i just don't understand why he would send border agents in a city. unidentified border agents in camouflage. k.a.k. the camouflage does not camouflage you in a city environment. that alone is laughable. host: ok. hear from some people on social media. this is kim off our facebook page saying when it comes to the move itself she'sdy agrees. america isn't a police state. she adds communicate. derek from facebook says that he agrees, get these idiots off the streets. peaceful protests are ok. what these idiots are doing are
9:40 am
not. richie also off of facebook, he should go through with it until law and order are restored. and phil says, only if the governor asks for help. adding that we are not russia or china yet. if you post on facebook, you can do so at facebook.com/c-span. tweet us @cspanwj. text us at 202-748-8003. we go to california agrees with the move. good morning. caller: hello. host: you're on. caller: yes. i'm going to agree with the decision. just want to give you a background. i came here to visit when i was 6 years old. loif the order and beauty of los angeles. now i'm 80. and i seen a lot of changes. what i think that we need to
9:41 am
really make a drastic move. just because these people are not going to stop. they are hiding under different names. most of them do not love the united states. and they bring their own mentality. i amex can. i never agree with what's going on in mexico. that's why i came here. but i see now it's more complex if we don't see something drastic. host: how do federal troops correct that? how does it fix the situation? caller: they would be fighting the -- it's either them or the -- they are trying to mimic what is not there. never succeed.-- if you know how to deal with negativity energy, it might
9:42 am
work. host: ok. lauren in camden, arkansas, disagree line, good morning. caller: yes. i don't think that need to send the troops. i think our government should be able--governors need to handle the own states. what trump needs to be doing is concentrating on the covid-19 and everything else and stop lying and stop worrying about other people's states. host: when you see what's going on in these states, do you think that the government and local authorities are handling the situation? caller: maybe they could do something different. but it's still up to them. i don't think trump has anything to do with that. host: one of the people that you just said if you were paying attention to the five-minute speeches there was representative earl blumenauer. he represents the city of portland. democrat from the state of oregon. talked about the situation in portland and gave his thoughts on the house floor.
9:43 am
>> portland organize, oregon is not out of control. to be sure some people who have strong feelings. and there are some who have done things that are inappropriate. and unlawful. but that is the challenge of our local officials and our state officials to manage it. not having somebody unwelcomed, uninvited, and unprepared coming in to take this difficult situation and make it worse. i deeply appreciate the congressional leadership, chairman of the armed services adam smith, judiciary committee, gerry nadler, bennie thompson, homeland security. who have decried this activity. it is important that we deal with trump's weaponizing law enforcement for his own agenda, not driven by people's needs but by his poll numbers. and becoming an occupying force in our community and sadly, i think, elsewhere.
9:44 am
we need to move forward with oversight hearings dealing with what they are doing. e want to pursue legislative initiatives, spending limitations, oversight hearings. this needs to be front and center at a time when we have so much to deal with, people cannot ignore what is happening in portland and what may be coming to their city. host: we have about 15 minutes to get your thoughts before the house gavels back in for morning business. you can call us if you agree with these actions 202-748-8000. if you disagree, 202-748-8001. a lot of things happening 24 week on capitol hill, particularly negotiations over the next round of the coronavirus relief. this tweet this morning from nancy pelosi the house speaker saying she'll meet with the treasury secretary, mark meadows, chief of staff, and senate minority leader chuck schumer in her office this afternoon. quote, we will begin our
9:45 am
conversations today. she tells democrats this morning. it is my hope that we can resolve our differences and have a dill by the end of next week. when it comes to that next round the "wall street journal" talks about some of the meetings that took place at the white house over the next round. a story this morning that you can find on page one, during the closed door portion of the meeting, the president called economist art and formal advisor and put him on a speaker phone. according to pearn familiar with the matter. the president asked him on his thoughts on a payroll tax cuts, a proposal economists support but few lawmakers of either party embrace. it would reduce employers' cost to keep workers. many economists argue it's inefficient during the current crisis because millions of people have been steadily employed throughout the pandemic would benefit, too. you could read more of the negotiations taking place. that's the "wall street journal" if you want to catch it there. philip in tulsa, oklahoma, on our agree line. go ahead. caller: yes. thank you for taking my call.
9:46 am
i agree president trump should send them, but he's doing it wrong. the attorney and him should take the states and cities to federal courts and sue them for losing control of the cities and state and get states and cities put under federal jurisdictions and take control away from the governors and the mayors of the state. and the cities. host: lorraine, up next, in upper marlboro, maryland, disagree line. hi. caller: good morning. i disagree because i think president trump is doing this only because of his polls and it's not the way to go about it. if you want to do it and not be worried about being re-elected, fine. but to be doing this to be re-elected is wrong. host: alena, up next in virginia beach on our agree line. caller: good morning.
9:47 am
host: alena, good morning. one more time for alena, hi, there. we'll go to terry in marion, ohio. also on our agree line. terry, go ahead. next up. caller: yes. i agree with president trump. i do believe he needs to go in and step in and clean this up. the governors are aren't doing their job. and this is political. they want president trump to look bad. to look like he's keeping this all not controlling it. they are all out to destroy america. and i'm not against the regular protestors. i'm against the rioters and the -- one of the latest from georgia said there wasn't shooting. there is shooting. there's people dying every day. if people would watch, not watch the mainstream media, watch the real things going on they would
9:48 am
know that this is wrong. this is nothing but evil. host: did you say that this was -- these actions were political moves, then? caller: yes. i believe these are political moves to try to put the democrats in charge and i'm not talking about all democrats, but there are evil ones. evil ones that want to destroy our country and make it all socialism. host: i was just saying that because i didn't know if you agreed with the last caller who said this was a political move by the president. caller: i do not. i was off the tv line. host: you don't agree with that statement, though. caller: no. i don't believe trump's doing this to improve his ratings. i believe he's doing this to try to keep america, america. free. host: ok. terry in ohio calling us and giving her thoughts. a couple of stories about john lewis in the news this morning about, particularly, the hill reporting what the house plans to do to memorialize him.
9:49 am
they had a moment of silence yesterday. a story this morning says the towering figure like lewis would normally receive the honor of lying in state in the capitol rotunda, but it's unclear how many members of the public could pay their respects while the build something still closed to tourists. many lawmakers are pressing for one of congress' rarest honors. if anybody deserves to lie in state here at the capitol, it's john. that was representative grijalva, adding one of his fondest moments in congress was getting arrested with lewis during a protest against the former president obama's immigration policies. also the house majority leader steny hoyer, seconded the idea, saying that lewis certainly should lie in state adding, i think there is a number of other things we ought to do as well without offering specifics. also when if comes to the -- when it comes to the congressional race that representative lewis would have been in this november, a new candidate has emerged from atlanta, the "atlanta journal constitution" reporting this saying just days after his death georgia democrat selected party
9:50 am
chairwoman, williams, a state senator who framed herself as a protege of the civil rights ginalts to take his place on the november ballot. pace.facing an urgent deadline, they met monday on zoom to select williams over four other finalists filtered from dozens of applications. williams is seen as a virtual lock with the atlanta-based district which is so heavily democratic. he first won the seat in 1986. james is in rock falls, illinois, disagree line. go ahead. caller: yeah. i totally disagree with that president. look what happened out west where they sent the soldiers in and had masks on, no idea who they were. this is gestapo action just like world war ii. what is he trying to do? he's trying to take over our states. and who do they mention as governors?
9:51 am
democrat, democrat, democrat, democrat. we got to quit listening to him d these -- host: victoria, texas -- gillmor, texas. agree line, go ahead. caller: i thank you for taking my call. i agree that the president should send in support for the local authorities. as a business owner lots of people's lives are at stake. not only with the covid-19 and everything that's going on, but by having their businesses ooted and destroyed, it's more than just him sending in troops to take over. it's a support move to support the local authorities. because there are still other crimes going on in these cities that are being neglected, too.
9:52 am
if all the focus is on all the rioting and the protesting that's not always peaceful, then i think these troops can go in in a supportive role to help them do that so that they can focus on the communities that they are very familiar with and pport them by handling the crimes or whatever else is going on in their communities because they are familiar with that. but it definitely needs to be a supportive role. host: victoria in gillmor, texas. arthur in long island, new york, also on our agree line. go ahead. caller: hi. how are you. thanks for taking my call. i agree with president trump. he has no option but to respond to this. if he doesn't, he's going to look -- the people that are in charge here have the responsibility to protect people's lives as well as their
9:53 am
property. and if they don't do that, president trump is the only one left that can. so he has no choice but to respond to this. and that's pretty much it. it's all about politics. anything that makes the country look messed up in any way, which is exactly what we are looking at, people will vote democrat to replace the existing establishment. president trump is doing the right thing. i hope he succeeds. host: arthur in long island, new york. bloomberg reminds us that voting in early states starts in a matter of weeks saying voters in the crucial battleground states of michigan, pennsylvania, and north carolina will begin casting ballots in september. giving president trump and joe biden weeks to make their case there is. the first absentee ballots will be sent out in north carolina starting september 4, voters in pennsylvania will be able to request, fill out, and turn in
9:54 am
absentee ballots in person starting september 14. followed by voters in michigan. that on september 19. bloomberg adding that the three could spell trouble for the president who is behind the democratic nominee in nationals polls as well as the most recent polls in all of those three states. from mike, mike is in oak grove, missouri, disagree line. caller: good morning. yep. you know i have a problem, really, with the black lives thing that's going on, but i have an even bigger problem with ump's nazis beating peaceful people. that man that got beat last night, one of trump's nazis beating him with both hands on the baton is ridiculous. the man graduated from the u.s. naval academy, served this country. and then he gets attacked by trump's nazis. i don't know. trump wants to be prudent, this is sure a prudent move.
9:55 am
and i don't think this country should stand for it. and i see they are coming to kansas city, and that is going to be a terrible thing because we have a weak governor here who won't defend us from this. host: from california, john is next on our agree line. caller: good morning. host: good morning. caller: i'll tell you, initially -- i can't stand the b.l.m. anymore, but initially my thoughts were that -- unless it's a federal problem that the feds had no business going in. but what do you do when the local authorities refuse to put down these insurrections? they are not protecting the people. a lot of it you move past just the local coming in and destroying things. what do you do when their federal rights are being
9:56 am
violated? that's what i see what's happening here. every time petroleump makes so much -- so much of this is anti-trump. anti-trump. no matter what he does they are trying to position this thing as just oh, he's supporting his base. that's just not true. look chicago last weekend, 70 people were shot? 10 people were killed every weekend. there are these riots going on, problems, heavy democratic cities. they are losing control there. something has to be done. host: ok. john in california on our agree line. the "washington times" highlights when it comes to vaccines being tested for covid-19, john and dave, pharmaceutical giant astrazeneca monday saying vaccine candidate it developed with oxford university produced vital t cells involving more than 1,000
9:57 am
adults. cheering mr. trump as he takes a firmer hand over the debate over historical symbols. highlights also the fact that briefings when it comes to the coronavirus are resuming. reportedly as of today 5:00 is the expected time. look for more of that at our website at c-span.org. when it comes to the vaccine testing, i don't have time to read t. can you do so at usa's website saying 138,000 americans have signed up to test those possible vaccines. again more of that story at "usa today." another, john in oregon, beaverton, disagree line. hi. caller: hi. i totally disagree. i'm a man and i applaud the mothers and dads who have been showing up trying to dee escalate the issue. but with the feds coming in and they were not invited, i believe that's just a travesty. i'm a man of faith, and we are

all family. and these actions are not what a family would do. thank you. host: just a couple of minutes until the house of representatives gavels back in for business. jackie in san antonio, texas, go ahead. you are on. caller: hi. i am -- i disagree with the whole issue. i feel like you don't need violence to decrease violence. all it does is cause more anger and upsets the nation as a whole. it doesn't take us anywhere. thank you. host: from rochester, minnesota, we'll go to joan. hello. caller: hi. i disagree wholeheartedly with what happened. i remember back in the early 20's that there was a program that showed the same thing happening in the cities, and they were testing people out by sending in troops in a group to see how people would react and
9:59 am
teaching them what to do. this is not something new, but now it's accelerated and it started with g.w. george w. bush starting homeland security and homeland security we don't need, we have national guard and police who help the people of this country. and we do not need a police force in there for the government to quell everything that they don't like. it's dangerous and very ugly. thank you. host: that's joan. i invite you to tune in or stay close to the website today. a lot of activities going on. go to c-span.org follow that. there will be a hearing on the topic of vaccines. can you see that at 10:00 this morning on c-span3. also on c-span3, joe biden, vice president -- former vice president, presidential candidate will make comments this afternoon at about 1:45. and then the topic of confederate statue removal. follow along at
