-- where: where we -- guest: we stand at this hour is where we have been all morning when it comes to the presidency. joe biden leading the electoral 13 over 238-to hunt president -- 238-213. in the senate, six races yet to be called. we are seeing movement as we wait for the rest of the results in the residential and senate races in the house. right now, here is what the map looks like. you can find the map on our website, c-span.org. emma kratz in the house now with 190 seats, members either reelected or elected for the first time. republicans with 185 seats. democrats started this cycle 230-201 seat majority in the house.

republicans needed 17 seats to take over the house. that was unlikely headed into election day. expectationsefying by perhaps picking up a handful of seats in the house when most of those who were predicting the results said republicans could lose anywhere into the double digits or early 20's amount of seats in the house. kevin mccarthy, the house majority leader, sending this tweet this morning, saying republicans defied the odds and grew the party last night and district across the country. americans rejected socialism and voted for freedom. nancy pelosi, he said, referring to the speaker, you have been put on notice. from the other side of the aisle in the house, this reporting from jake sherman of politico. house democrats are confused. they are angry at the democratic congressional campaign committee, the campaign arm of house democrats. they are unsure where to go next. it is a mix of "what just

happened" and don't blame me. while days are ahead. the lame-duck section -- session of congress is coming up. so our leadership election -- so are the leadership elections. to add insult to injury, the , thewoman of the dccc illinois democrat, is struggling to hang onto her district. speaker pelosi and her leadership team will have a lot to explain in the next few weeks. republicans could have a net gain of 10 seats. cheri bustos ahead in her race, but just about four points in that illinois 17th district. i just want to take you through a few of the races still on the board, races in the house that we are watching. they include michigan's eighth congressional district, covers on alyssa slot, the freshman there, -- the congresswoman hanging on to her seat in the

house. the republican in that race is 47.3 percent. there is still a bit more reporting to be done in michigan's eighth strict. there foring michigan, the all-important state in the presidential race as well. heading to virginia, to the commonwealth, the freshman democrat there behind in her race against a republican challenger, 49.6%-50.4%. there is 100% reporting, but as ballots hasmail-in made the 100% reporting number not exactly complete as we wait to see what happens with other mail-in ballots that may still be coming in. to new york's 11th congressional district, the district where congress and max rose is trying to hold onto his seat -- he might not be doing it.

42.1%. has a republican challenger is 57.9%. there is not much left in that district. some 95% reporting. those are freshman democrats whose races were key races to watch this cycle. knowther race to let you about is in minnesota's seventh congressional district. that is the western seventh congressional district, the district of collin peterson. he is in a district that went in 2016 for president trump by 30 points, and yet he was able to hold onto that seat in 2016. he is not going to be holding onto it this cycle. that race called for his republican challenger in that there.nd the results 54%. after decades in washington, collin peterson finally

defeated. republicans tried many times over decades to try to win that seat. they always thought it was a seat that should be in republican hands. collin peterson defied expectation for a very long time. did not do with this cycle. host: elections being about those who one and those who lost. and gave concession acceptance speeches because of that. a tear from someone expected to be in one of the tough races, senator joni ernst, the republican from iowa, who won last night. here is part of her speech. withernst: i did speak theresa greenfield and i did congratulate her on a hard-fought campaign. i respect anyone who is willing to hold their hat -- throw their hat in the ring for public service. i thanked ms. greenfield for doing that. it sixlet me say we did years ago. we did it again.

third-party support, but the main thing i called about is this. i think there is a story that is being missed in the u.s. senate race in maine. throughout the night, susan collins' lead has been dropping. it got down as low as 50.2, but it has gained in the past hour. if it goes below 50, ranked choice voting kicks in, and the green party candidate there was forced to run as an independent, and there is a second independent. between the two of them, they may have 7% of the vote. as soon as collins goes below 50%, that 7% could be added to the democratic challenger's total, and that would flip that to the democrats and maybe flip the entire senate the democrats. host: so you are supporting others. when it comes to presidential choices, who did you support? caller: i'm a leftist. i'm in the green party. but the greens unfortunately nominated a right-winger this time, a climate science denier

after that point, there were still collections happening, perhaps immediately alongside that moment -- ballot dropbox is being emptied. offices, 21erks' around the city, were being shut down, and ballots dropped off there were secured. the 8:00 p.m. deadline for ballots to be in was strictly enforced. at that point, at the same time, right around 8:00 p.m., there was a press conference happening to talk about ballots that had been in at that point. they noted that there were still additional ballots coming in from those that were submitted. that really underscores why we are talking in rough estimates right now. even once a ballot comes in, as you know, it has to be validated. the signature on the envelope has to be checked with the signature we have on file before it can be processed and prepared for tabulation. for ballots getting in, in

detroit or anywhere else in the state, at 7:45, those will count because they arrived in time, but we are still in the process, and many clerks particularly in detroit are in the process of making sure all the procedures are followed prior to the tabulation. it is a long answer to your question, but i wanted to clarify why we are talking in estimates here, because we are still -- we still have not seen the full numbers of how many came in at the last minute in detroit. youecretary benson, can tell me how many provisional ballots were cast in detroit yesterday? i heard that a number of people who did not get there absentee ballots in the mail showed up to pulling precincts and cast provisional ballots. >> we do not have the exact numbers but i will tell you the procedure. if a voter anywhere in the state had sent in their absentee ballot and showed up at the precinct because it had not been marked received in our tracking

system -- the procedure that was followed was this. the worker would contact the clerk. in detroit, we had a call center set up for this. it would make a call and they would confirm whether or not the ballot was received. if the click on the other end of the phone said, i have the ballot here, it is received, that ballot is what would count. the voter would be told that. if the voter still wanted to have an assurance that they would have a vote in, they had an option at that point to cast a provisional ballot. if they cast a provisional ballot, and if for some reason whatever was on the other end ended up not being a received valid, then that provisional ballot would count. however, the other scenario is if a voter shows up and says i returned my ballot. it is not marked as received, the call is made to the clerk's office, and the clerk's office confirms the ballot has not been received, by whatever point in the day on tuesday, the voter at that point can vote a regular ballot, and at that point it is

marked in our qualified voter file. if an absentee ballot does arrived from that voter -- that ballot arriving, that absentee ballot arriving would be invalidated and spoiled and not counted. that is a bifurcated process. one scenario, you cast a provisional ballot. in another, you cast an actual ballot. only one vote is counted per voter. the details and how either of those scenarios played out in our precincts will be reported out in the days to come. >> i wanted to ask. you mentioned there is about 100,000 votes outstanding. are all of those absentee ballots? were there a few in person ballot still outstanding? how many of those would you say are remaining? >> it is not all. the vast majority are absentee ballots. the ballots voted in person yesterday were reported soon after the polls closed, than those were the first returns you

started to see, alongside absentee ballots in smaller communities that did not have as many to go through. you saw a mixture of votes that you saw in many communities like detroit, with just the in-person vote coming through, if that. now, we are at the point where a lot of the in-person vote has been reported, and the remaining ballots are primarily if not all those voted absentee. remember particularly for folks nationally we have a very decentralized process, particularly when it comes to counting. we have 1520 local election jurisdictions. counting process happens on a local level. we are very mindful of that process. that is another reason why it has always taken several hours, if not days, for results to come through for our state, because that process is continually at the local level and reported up to us at the state. we are always also mindful of

those came from? what the scope of those calls were, and if it might have affected the vote there? ourne, when calls came to voters, they were almost immediately reported out to our attorney general and to our office. our attorney general swiftly went to work to bunking the claims and launching an investigation. we have doubled down our efforts to inform voters about the rights in any community affected. we know robo calls and a number of other efforts were targeting our voters yesterday in an effort to depress turnout and deter people from voting. what i saw yesterday is that they did not work. numerous people voted, record-breaking turnout, income entities across the state. and particularly in the communities that you mentioned. we saw a large number of people vote both during the day and absentee. that is a good thing. it is an encouraging thing. know, thee -- you

goal of misinformation is to cause citizens to lose competent the results of their election and leave their votes don't count and their voices don't matter. we have been working in michigan to make sure if and when this information hit our state and hit our citizens. they knew not to believe it. it is really gratifying. it was great to see. we all worked together as a team to make sure we educated our voters and continue to encourage people to know with confidence that if they showed up to vote, their votes would count, that they would be safe and secure. that is what did happen. that is what did happen for everyone who voted in person yesterday. secretary benson, i was wondering if the department had a breakdown of rejected ballots and the reason for rejection yet.

and if not, when will it be made available? that is something we have looked upon and tracked in many elections this year. as you may know, in past elections, it takes a few days to get those counts. in the past, we have tried to let you know as soon as we could when there have been ballots that otherwise have been rejected. we know oftentimes it happens when the balance -- when the ballot is postmarked prior to election day but arrived after. sometimes it arrives in an envelope with the signature that does not match or is missing. if that happened under state law, we would follow up with the voter and give them an opportunity to confirm their identity and cure their signature. we are still sorting through a lot of those details and a lot of that data. we'll have it in the days ahead. once we have it, we will let you know about it. as you know, those numbers are important to me as well as someone committed to ensuring that every ballot vote happens.
