i mean only because -- sen. portman: telling the state of ohio -- >> the federal government -- sen. portman: there is federal money provided for that. in this case, what they're saying to the state of ohio and your state of florida, we will take it away from the democracy effect, which is right now in ohio, the state legislature makes that decision. he wants to take it away and make it a federal responsibility. through some kind of commission. even provisional voting. he says that if you get a provisional vote outside of the precinct, you have to include it. that's a state rule, some states allow it, some don't. the bottom line is we should make it easier to vote in this country and hard to cheat.

i am proud of our ohio election system. i think they do a very good job on a bipartisan approach because we have democrats and republicans on every election board in every county. why take that away from the state of ohio? that is the concern about what joe is trying to do, i appreciate him trying to find middle ground and who knows, maybe something can be done. >> you look at the effort to stop these cyber attacks, you mention we have pretty good ability to tell who did them. the president has asked companies. is there a weight in which intelligence now has to go on the offense or go on the offense even more than it has in this area? if the u.s. is on the offense, does that mean we are entering the age of greater volatility? rep. schiff: we do have to go more on offense. that means when we identify cyber groups working in conjunction with foreign states, we treat them as an arm of the state. that we use cyber capabilities to destroy or disrupt the infrastructure they are using for whatever funds they are accumulating for these attacks. does that yield to greater

instability? very possibly. because we would be taking action against more parties. this has been happening for years and years. what we have been doing thus far has not worked. one of the hospitals in my district was ransomware attacked years ago. it was a pretty paltry amount they were required to pay. since then, the amounts of gone up. the sophistication has increased. they are outsourcing some of the technology. and unless we get more serious about our defense, which has to be number one, also our offense, we will see more of this. >> what is the answer? why have you not sanctioned russia for poisoning alexei navalny? are more sanctions coming? mr. sullivan: first, i think it is important for your viewers to understand that we have sanctioned russia for the
