>> thank you, madam speaker, just four months ago i rose to honor denise and i remember her husband, my friend and community leader, frank. frank passed away last saturday. montgomery county will not be the same without his enthusiasm, his service, and his generosity. frank embodied service. as a young man he served in the medical unit. he was an vad voe indicate -- an advocate for foster care. he was a chef and welcomed the community to his famous brunches. people would come from miles around for his legendary blueberry french toast. they were two halves of the same smile. my prayers are with his sons, martin and marshall, his daughter-in-law, annie, his beloved grandson, isiah, and his

gentleman is recognized for one minute. >> i want to recognize captain robinson who was born in roanoke rapids, north carolina. in 1961, he was trained as a helicopter maintenance technician and worked in the united states, south korea and thailand during the vietnam war. in 1965, captain robinson's helicopter was shot down over north vietnam during a rescue mission. he was captured and taken as a prisoner of war. mr. burchett: during his time in cape tift -- captivity, he was in the infamous hanoi hilton. captain robinson spent 2,703 days, making him the longest held enlisted prisoner of war in american history. captain robinson credits faith for his survival during his 7 1/2 years in captivity. faith in himself, faith in his fellow prisoners, faith in his country, and faith in the lord, mr. speaker.

afghanistan and risked his life as a translator for u.s. forces. mrs. kim: he had a pending s.i.p., p-2 application to get to the united states. he had the help of marines who he served with as well as the help of my office. unfortunately, he and his wife were killed during the kabul airport attack fighting to get to safety. there are two infant child survived and they are p-1, p-2 applicants and they need the help of our state department to get to safety. my heart continues to be with his children, the marines he worked with and all those who worked so hard to get him to safety. our mission is not over. we have lives to save. thank you, and i yield back.

historic levels of debt, expands the welfare state to dis incentivize work and destroy our american energy industry. the tax hikes could cost up to four million jobs nationwide and one proposal pushed by the democrats, the elimination of stepped up basis, effectively creates a new and second death tax that would eviscerate over one million jobs and hurt farmers and ranchers across the country. while some of these proposals is not currently in the house bill, we must remain vigilant until these policies are off the table entirely. folks in my district don't want a top down, one-size-fits-all, job-killing agenda that will completely reshape our society. everyday working-class americans are hurting, not the rich. i will oppose any measure that results in higher taxes, lower

recognition? >> i ask unanimous consent to address the house for one minute. revise and extend my remarks. the speaker pro tempore: without objection, the gentlewoman is recognized for one minute. mrs. bice: thank you, mr. speaker. i rise today to address h.r. 5305, the continuing resolution for short-term government funding that passed the house last night, which i voted against. earlier this year house democrats passed their $3.5 trillion partisan budget package. which significantly increased funding for their own spending priorities. however, this bill did not include funding for military, department of homeland security, or grants for law enforcement. now house democrats have introduced their continuing resolution to fund the government and raise the debt ceiling through december of 2022 to allow even more taxpayer dollars to go towards their spending spree. mr. speaker, funding the government should be a bipartisan issue. yet rather than working together, democrats expect republicans to give them a blank

child looked after his four siblings. mr. tiffany: it wasn't long after they left that the didz started -- kits started smelling spoke. they began looking around and noticed that the playpen was on fire. the 13-year-old immediately sprang into action, set getting his four sisters, the youngest of whom was six months, out of the house. of a after he got them to safety and went back into the house to put out the flames with a nearby fire excontinuing extinguisher. smoke surrounded him making it nearly impossible to breath or see the way out. luckily their family dog, mandy, nudged him before guiding him out of the house and back to safety. kelly and jay omar returned to find their house engulfed flames but felt a sigh of relief as they counted each of their children outside and out of harm's way. although they are devastated by what they lost, they remain fortunate for what they still

what we all witnessed in del rio texas was discussing was disgusting not just what yous of the out-of-control c.b.p. -- c.p.b., but it was a blatant betrayal of our human rights value. they have a legal right to seek asylum in our country like all fleeing violence and repression. america is supposed to be a safe haven. instead, black asylum seekers at the border are being met with violence and deportation back to a crisis stricken country. all black haitians deserve to be treated with human dignity and we must do better. our failure to act against federal agencies at least oversight of our black immigrants is going to enable these shameful acts to continue. we must act together to stop it. thank you. i yield. the speaker pro tempore: for what purpose does the gentlewoman from georgia seek recognition? >> i ask unanimous consent to

by fema to the virgin islands, as well as disaster assistance throughout this country. the c.r. also extends the current enhanced rate of federal matching fund for medicaid through december 3 of 2021, averting a sharp decline in the rate of federal medicaid funding for essential health care for the territories and virgin islandsers -- islanders living there. the suspension of the debt limit is also in the continuing resolution, to prevent a default that would trigger an economic catastrophe not here all alone but around the world. this suspension is to help pay for president trump's 2017 tax cuts and the original co-vivid relief bills signed into -- covid relief bills signed into law by president trump. the speaker pro tempore: the gentlewoman's time has expired. ms. plaskett: president trump has no trouble keeping debt, declaring bankruptcy. thank god democrats will be the responsible adults in the room

respect of holding a debate and a vote on deploying them into harm's way. i hope that no one serving in this body would oppose honoring their service and their sacrifice by debating and voting on these life and death matters. we haven't shown that respect, in my view. washington is known for military contractors lobbying for endless wars, and the bloated pentagon budget, while our investment in schools, health care, and jobs at home are neglected. our military footprint extends across dozens of countries far from public scrutiny and accountability. in congress, we find out about drone strikes after they occur in the news. my amendment, which i am honored to be joint by representatives khanna, defazio, schakowsky, talib, levin, cohen and ritchie torres is the fundamental next step towards breaking that cycle. this is a question of war and peace that should be answered with a recorded vote in

syria's oil in an unconstitutional war should just admit that to their constituents. they don't care about the duty of congress, the constitution, or the war powers act. i agree with what president biden said yesterday at the united nations where he called for a new era of relentless diplomacy and that u.s. military power must be our tool of last resort, not our first. and should not be used as an answer to every problem we see around the world. one step in the right direction would be to restore war powers, which is the solution put forth in this amendment. after u.s. troops clashed with armed syrian villages last year, now senior biden advisor brent wrote on twitter last year american soldiers with an ill-defined mission in syria is controlled by russian and syrian regime forces. he said that this is too much to

for example, for service disabled veterans who we always talk about and sometimes do something about, this is an important aspect of this amendment because for service disabled veterans, this increases the contracting goal from 3% to 4% over a year or two for qualified small businesses it increases the royce toricly underutilized business zone contracting goals from 3% to 4% and for qualified women-owned and controlled businesses it increases their contracting goals from 5% to 7% which i think is significant for women-owned businesses and as i said before those veteran, disabled veteran businesses. for small businesses that are owned by socially disadvantaged individuals it increases the contracting goals at 15% and does that over four years incrementally. this is an extremely rare opportunity for us to do something in this particular bill about the people who are

small businesses in a meaning. way. there are many underlying factors affecting the small business goaling numbers that must be addressed first before raising the goals. we need more effective solutions to increasing contracting with small businesses. mr. meuser: it doesn't address the concern of small businesses leaving the contracting place at a fast rate. the goal kbs met by awarding contracts to a small number of -- large contracts to a small number of small businesses. this could be seen as flouting the rule itself. the small business committee has taken several actions over the years towns the problems of agencies overreporting their small business goals. this issue is still a work in progress. some of these dollars purported to have gone to small businesses may have gone to large

businesses. perhaps legally, likely legally, however agencies are permitted to report all dollars as going to small businesses when this may not truly be the case. similarly, issues with double counting of the goals continues to exist. raising the goals won't do enough, won't really doing any, to increase the transparency or accuracy as currently reported. we need to know whether the government is drawly meeting its goals before we can consider raising them. third, it may simply be too premature to raise some of these goal miscolleagues propose to raise. the government has never met its hub zone goal, yet the amendment raises the goal from 3% to 4%. while the previous goals as stated have never been met. similarly work the women-owned small business goal which has been met only a few times in nonconsecutive years, raising that as well is -- doesn't seem

that would have the result we are seeking. lastly, the s.b.a. is undergoing significant changes to its government contracting programs, namely in beginning to fully certify women-owned small bys and service-disabled veteran shawl businesses. as the goaling numbers presumably capture awards made to firms that self-certify as women-owned or service disabled veteran owned. once the s.b.a. began to certify firms and self-certification is no longer an option we should expect to see a correlative dip in these two goals since they'll be less than agencies to choose from. it may be prudent to wait and see where the government stands on these goals once these front end certification programs are in place rather than raising them now. i reserve the balance of my time. the speaker pro tempore: the gentleman from maryland. mr. mfume: i respectfully disagree with the gentleman in his opposition. a couple of things that i think

saudi arabia's brutal yemen war has resulted in the world's largest humanitarian crisis, pushed millions of yemenis to starvation, and decimated yemen's civilian infrastructure. although the frequency and intensity of the saudi military's bombing campaign has decreased as it has engejd in -- engaged in ending the war, unfortunately, strikes resulting in civilian casualties have continued. between january and march of 2021, air strike incidents causing civilian casualties in yemen actually increased as compared to the previous three-month period at the end of 2020. on one such strike on march 7, 2021, saudi aircraft bombed residential areas for the first time in months, leaving four civilians injured. then, later in april -- march

into april, further strikes continued, striking transportation infrastructure, residential areas, and a marketplace, leaving dozens of civilians injured, including two children. the biden administration took the important step earlier this year of suspending deliveries of certain weapons to the saudi military in response to this pattern of actions as well as important -- appointing veteran diplomat tim as special envoy to yemen. however, despite these actions, repeated congressional statements and effort, the saudi air force has continued conducting air strikes in yemen that have resulted in civilian casualty, using u.s. support. and that's why i'm introducing this amendment. with the support of representatives deutch, lieu, and chair schiff and smith to suspend u.s. sustainment and maintenance to saudi air units conducting strikes that result in yemeni civilian casualties.

my amendment also requires the federal set of reporting requirements to congress on the extent and details of saudi offensive air operations and civilian casualties. it also includes exceptions for necessary counterterrorism operations against al qaeda and its affiliates, defense of u.s. personnel and facilities. houthi militants continue to launch drones and ballistic missiles into saudi arabia at civilian areas and infrastructure, including many areas where american civilians live and work. so while we seek to urgently address the tragic toll of civilian casualties borne by yemeni civilians as a result of the saudi military's expansive air campaign, we recognize that saudi arabia does have a right and a need to defend itself, which this amendment provides for. in short, by suspending ongoing

americans live and work. we need to be aware how the rhetoric in america regarding saudi arabia and the yemen war empowers the houthis to engage in further aggression, with the murderous and intentional attacks on saudi citizens using drones and rockets, provided by the terrorist sponsoring regime in iran, which oppresses its citizens and defames the extraordinary heritage of prussia. iran perpetuates the ongoing war on terrorism. it's encouraging in recent weeks the biden administration messaging has strongly focused on the houthis intransigents, calling on the houthis to call for an immediate cease-fire immediately. the president said we would end relevant arms sales. we should wait and see the results of this new policy before adding further legislative restrictions.
