mr. lieu: we have met all three. under president biden's leadership, case rates and hospitalization from so covid-19 are dropping across our country. unemployment rolls have decreased. and since january 20, approximately five million jobs have been created. in addition, democrats delivered a tax cut for families with children. we greatly expanded this tax cut and we sent payments on a recurring monthly basis to american families. by the middle of this month in november, the overall majority of families of children will get another round of payments directly deposited into their bank accounts. the joint economic committee has shown that this creates $19 billion worth of economic activity in the local jurisdictions. when you let american families keep their hard-earned money, it creates economic growth. we are trying to extend this tax cut for working families in the build back better act. i urge republicans to join us.

warrens -- cyber awareness act. these companies are at threat of cybersecurity attacks. for more than 20 years, s.b.a.'s office of the inspector general has listed i.t. security as one of the most serious management and performance challenges facing the agency. during the pandemic, demand for relief programs like p.p.p. and idle have overwhelmed s.b.a.'s i.t. systems. as a result, a glitch in idle application system led to an exposure of personal information of over 8,000 applicants with no public announcement of the data breach until weeks later. the s.b.a.'s cyber awareness act would direct s.b.a. to issue an annual report assessing its cybersecurity infrastructure. the bill would also require the s.b.a. to report cyber threats, breaches, and cyberattacks to the house small business committee and the senate small

floor for a vote today. i rise in strong support of h.r. 3462, the s.b.a. cyber awareness act. this is a bill i had the pleasure to co-lead with my colleague, representative jason crow of colorado, to improve the small business administration's transparency and alert mechanisms when a cyberattack or intrusion takes place. under the legislation, the s.b.a. will be required to conduct an annual assessment of i.t. equipment and cybersecurity capabilities and provide congress with a detailed account of any cybersecurity risk of s.b.a. equipment that was primarily manufactured in the people's republic of china. additionally, under this bill, the legislation directs the s.b.a. administrator to notify congress and small businesses of a cyberattack within 30 days after the s.b.a. decides that was subject to a cyberattack.

loans worth of $22 billion. providing small businesses access to capital that could not be obtained elsewhere. these loans are facilitated by third-party loan agents and they can be attorneys, accountants, others who assist a lender or borrower with their loan. as recently as last year, the s.b.a.'s o.i.g. has issued reports highlighting the need for the s.b.a. to improve its oversight of loan agents. the s.b.a.'s o.i.g. cited 22 cases of loan agent fraud totaling at least $335 million of taxpayer money. this bill addresses bipartisan concerns with third-party loan agents involved in the s.b.a. 7-a loan program by creating a registration system for loan agents that can be used to track and evaluate the performance of loans generated by loan agents. i'd like to thank congressman phillips for helping me in ensuring both congress and the s.b.a. remains good stewards of taxpayer dollars. i look forward to continuing

such time as i may consume and rise in support of h.r. 4531 the 7-a loan agent oversight act. a report was published on the top challenges facing the administration in 2022. in this report the inspector genre ported increased risks by loan agents as one of the top stheshes agency faces. specifically the report outlined $335 million in documented and confirmed loan agent fraud in the program. this is unacceptable, mr. speaker. members of congress must have more visibility into this program. h.r. 4531, the 7-a loan agent oversight act, requires s.b.a. to perform a portfolio risk aseasonal -- risk analysis on loans associated with agents. when this risk analysis is completed, agents will have more visibility into the program. american tax dollars must be

the 7-a loan program is considered the flagship program of the s.b.a. as an important tool for helping small firms gain access to capital. unfortunately the s.b.a.'s office of inspector general highlighted a need for improved oversight of the #-a loan agents due to increased risk of fraud associated with these agents. to ensure that congress can properly address these issues we must have the information necessary to determine how to mitigate these risks. without accurate information we cannot perform the proper oversight needed to safeguard and protect american taxpayer dollars my bill will ensure that congress receives the data it needs to conduct proper oversight of the 746a loan program by requiring the s.b.a. to develop and publish a risk analysis for congress on loan agents within the program. specifically the analysis will examine the number of fraudulent loans that are associated with the loan agents as well as the default rate of the loans associated with these agents. at the end of the day these are government programs that were

senate substitute for our bill, the bipartisan h.r. 164 and it now heads to president biden's desk. it helps right an injustice. historically land has been held in trust for tribes by the federal government as is the case for the seminole tribe of florida. in modern times, it's become a cumbersome process. the bill itself was necessary to allow the seminole tribe to engage in certain land transactions that were interpreted as necessary by a congressional bill by the indian nonintercourse act and so this would allow them to finally engage in those land transactions. it's critical for the seminoles and other tribes to be able to conduct their affairs without having to go to congress every time. comprehensive reform is needed in the future and we appreciate the support in the house today to extend this very good bill to

democrats. given the unprecedented labor shortage, skyrocketing inflation and crisis, small businesses, entrepreneurs and startups alike are forced to bear the brunlt of the failed economic policies. in the midst of this storm, small businesses should be given the tools to recover. but new they're also being threat witness stand major tax increases and more burdensome regulations. since president biden took office we have seen multiple proposals that include increasing taxes on small businesses. make no mistake, tax hike no matter their form and fashion, will negatively impact main street u.s.a. a survey by the small business and entrepreneurship council found a majority of small business owners believe new taxes will hurt their ability to recover from the pandemic. simply puts this unacceptable. while the democrat's social scam reconciliation bill continues to change week after week, proposals would slash the small

business deduction enacted by president trump's tax cuts and jobs act of 2017. according to i.r.s. data, many small business owners claim the deduction on qualified business income in the 2020 tax filing season. this created more than $66 billion in savings for small business owners in 2019. the democrats want to do away with this. other reckless proposals would have nearly double the capital tbains rate from 23% to 39.6%. according to the u.s. census bureau, 2/3 of small business owners plan to sell their businesses. eliminating the long-term rate would have implications for any sale of small business. knowing this information, i must ask. why would the democrats propose such drastic tax increases knowing it will crush american businesses. as the days evolve we'll see the democrats concoct next -- what

will they concoct next to pay for outrageous spending? republicans refuse to stand by and allow them to do this as the expense of small business prosperity and we will continue to monitor very closely. at a time when small businesses are trying to get back on their feet, they're also absorbing the impact of other economic damage. help wanted signs have become a common sight on the doors across the country and store shelves become increasingly bare. it is clear the labor crisis a key contributing factor to the rising cost of goods and empty shelves. for months the biden administration has paid americans to stay home through extended federal benefits inset of incentivizing them to return to work. our country's labor shortage has hindered the ability to get cargo to show, unpack goods and find truck drivers to transport goods throughout the nation. u.s. employers across all industries are struggling to fill more than 10.4 million job

openings. to meet the rising consumer demand. madam speaker, in october, nfib reported 51% of small business owners have unfilled job openings, a 48-year high for the third consecutive month. sadly, the historical average is only 22%. as small business owners are bearing the burden of these extreme challenges due to the democrat's failed economic policy, they're facing regulatory uncertainty. the previous administration would cut red tape for small firms yet we're seeing an increasing regulatory trend for small businesses which would hinder small businesses while they're already done. but know -- we we know regulatory burden deflates small businesses yet this administration continues to plow forward with new restrictions and mandates from the latest climate rules to the overreaching vaccine mandate, small business owners should be given an opportunity to recover

from the pandemic and service customerrers not deal with more bureaucratic red tape from democrats. beyond this, american taxpayer dollars have been wasted and abused throughout the pandemic. according to small business administration's inspector general, $78 billion in economic disaster loans have been fraudulent. this program is a direct loan and grant program that maul businesses apply directly with the s.b.a. for funding. instead of developing serious oversight controls, congressional democrats want to expand the federal government's ability to make additional direct loans through the s.b.a. this is dangerous and puts taxpayer dollars at extreme risk. these proposals are irresponsibly opening the door for enhanced fraud. republican colleagues and i will continue to fight for lower taxes and deregulation on behalf of small businesses across the nation while also safeguarding taxpayer dollars every step of the way. we must legislate responsibly and we will.

increased access to capital but are being forced to hire more compliance officers than loan officers. burdensome overreaching government policies have real impacts on small business owners. and the community who depend on them we do not need the federal government to tell entrepreneurs, people who take risks, how to operate their businesses, but rather should phos aeroproperly regulated economy that creates opportunity for all. main street america is the back bone to our economy and small businesses employee more americans than any other sector there is. hundreds of small businesses in my district in texas and across this country will experience the negative effects of president biden and speaker pelosi's socialist policies. yes, i said socialist policies. as they chart a course to destroy main street, increase taxes and make the people more reliant on the government. i will can't to oppose any efforts to raise taxes or efforts to make it harder for
