a front row seat to democracy. homeland security secretary alejandra may argus testify on the resources needed to secure the u.s.. on c-span online on c-span.org or on our free online video app. and now remarks from president biden on jobs, and deficit reduction. president biden: if you keep me too long they will rush the place. this week my administration released new information that contains that we are on track to

cut the deficit by another $1.5 trillion by the end of this fiscal year. the biggest decline in a single year ever in american history. the biggest decline and on top of what is happening in the 350 billion dropped last year. we also learned that since the first time in since 2016, after the first time this quarter. the bottom-line line, the deficit went up every year under my predecessor and it has gone down both years since i have been here. those are the facts. white is important? ringing down the deficit is one way to bring down inflationary pressures when the consequence

of a war, oil, it is a different war because of ukraine and russia. we reduced admiral borrowing and we help combat inflation. this is good news but it did not happen by itself. the previous administration increase the deficit every year it was in office because of its $2 trillion tax cut. the tax cut that was not paid for. it was not paid for. a tax cut that benefited the biggest corporations 55 of which earned 40 billion dollars in profit and did not pay income taxes. and the wealthiest americans who paid 8% and federal taxes. the previous administration ballooned the deficit it undermined the watchdogs whose job it was to keep the pandemic

relief funds from being wasted. i said they were going to fire the inspected -- inspector general's. in my administration those jobs survived. our inspector general's are going after those whose dole billions -- stole billions. with the american rescue plan and other actions we built the economy from the bottom up. with rescue checks and tax cuts to working families. we put food on the family and a roof over their heads. remember those first year when people were just trying to get a box of food. we got vaccination shots in arms
12:06 pm
that went from 2 million americans vaccinated to 200 million americans vaccinated. millions of americans got signed up under the american care act. as a result, we recovered 6.7 million jobs, the most in the first year of any american president. looking ahead, i plan to reduce the deficit which will reduce inflationary pressure. it is a plan that lets medicare negotiate prices of drugs as they do with the department of veterans affairs. if you can cap the price of insulin at $35, my plan provides

tax credits to utility companies to generate clean energy those companies are required to pass those savings on to families. i've had a dozen of those ceos and they confirmed that those plans will reduce costs to families immediately. tax credits for folks to buy solar panels and more efficient windows and doors for their homes with an estimated savings of $500 per year on average. we can do these things by making sure that no one earning less than 400,000 pay a single penny more in taxes. all we are asking is that the wealthiest americans begin paying their fair share. you have heard me say before, i
12:08 pm
believe you should make as much money as you legally can but just pay your fair share. there is no reason why a billionaire should pay a lower tax rate than a teacher or firefighter that is a sharp contrast in what the republican is saying. senator rick scott of florida who is leading the republican the manga agenda. let me tell you about that agenda, it is extreme. it will raise taxes on 75 million american families over 95% of whom make less than a hundred thousand dollars a year. among the hardest hit are working families. imagine a family of four who
12:09 pm
cannot pay federal taxes because you don't make enough money to pay them. under this new plan, while corporations pay nothing more, the working class folks make -- pay a lot more. the extreme republican agenda calls congress, every five years, the congress would have to vote to reinstate to eliminate social security, medicare and medicaid. social security, seniors have paid into it their whole life and it has to be reauthorized every five years? again, it is hard to make this
12:10 pm
up but it is a maga agenda. just imagine that. it is truly outrageous. i offer a different plan one rooted in decency. billionaires would have to pay a minimum tax and most importantly no one making less than $400,000 would pay a penny more and federal taxes we will protect social security and medicare. let me remind you again, i reduced the federal deficit. all the talk about the deficit from our republican friends, i reduced it by $350 billion in my first year. i am on track to reduce it by another one trillion by the end of the year. i don't want to hear republicans
12:11 pm
talk about deficits in their agenda. i want to hear about fairness. i want to hear about decency. i want to hear about ordinary people. the trickle down economics has failed as income inequity has grown under republicans. the maga republicans. the wealthy always do very well. that is what this is about. everybody doing better. i want you to understand. the first year, 350 billion deficit. this year 1.5 trillion deficit down. >> the sanctions in europe, the
12:12 pm
european union announced oil sanctions against russia what is next for the u.s.? president biden: with regard to the additional sanction, we are always open to additional sanction and i have been in consultation and members of the g7 and what we will do and not do. number two, as i've said when i was getting on the plane to go down to alabama. this is about a lot more than abortion. i have not read the whole opinion at that time. this reminds me on the debate
12:13 pm
with robert bork. if you go back and look on his opening comments, i believe that i have the rights that i have not because the government gave them to me but because i am a child of god, i exist. i delegated by joining this union and the rights i have to the government by the social good. the idea that there is an inherent right that there is no right to privacy, we had a debate about griswold versus connecticut, there was a law that a married couple could not by birth control and that got
12:14 pm
struck down. griswold was thought to be a bad decision. what happens if you have stage change the law saying that children are lgbtq cannot be in classrooms with other children? is that legit the way that the decision is written? what are the next rights that will be attacked? because this maga crowd is the most extreme that has existed in american history? >> alexandra majorkas will testify on homeland security. vice president kamalaar
