[applause] >> hello, south carolina! it's good to be home. thank god for south carolina. thank y'all so much. let me say to every single grassroots volunteer who makes our nation red to the root, thank you. it's not the elected officials that make south carolina great, it is the people, every single day, who fight -- i like that lady over there

god bless you. hallelujah! [crowd cheering] >> who fight every single day to make sure this entire state has a conservative installation around it, that there is a citadel around this state of conservatism that spreads every single day to the rest of the nation. i am thankful to be a part of the great gop, the great opportunity party. that who we are. i remember back when henry was the chairman of the party, i was trying to get my start and i was still in my 20's, i had an afro back then, i pulled it all out. [laughs] god bless washington. without question, this give me a second chance. one of those beauties of the deep south, is the great revolution that we have seen happen in this state. we are a state where you get a second chance. we are a state where the message of redemption is alive and well. we are that state.

[cheers and applause] many of you know my story so i will not tell you my story i will just give you a little bit. as a guide growing up in a single-parent household, mired in poverty, delusional, angry, didn't think there was a future for a kid like me in a state like this, it was this state and people all across this auditorium that give me a second chance. think about it, i nearly failed out of high school. i failed spanish and english. [laughter] when you fail spanish and english, no one calls you bilingual. kevin, they called me bi-ignant. [laughter] but it was this state and this

party that give me a second chance to rise to a higher potential. it is one of the reasons we believe ephesians 3:20 -- that god is able to do exceedingly, abundantly, above all that we ask or imagine. that is the state of south carolina. [applause] and that is the crowd you are privileged to speak in front of, to all of us. i have known kevin from my first election to congress. and i'll tell you, it was a tough election. there's only one person in washington, d.c., only one member of congress at the time supported me and that was kevin mccarthy. [applause] thank you. and we continue to elect them from the state, amazing congress members. i noticed in the audience today

that arrived in kevin was jeff duncan. god bless jeff duncan. [applause] a stab wart on behalf of the state of carolina. and ralph newman. is ralph here? [applause] god bless you ralph. those two members of congress along with the rest of our republican delegation, the day is coming and the day is coming in november of this year, when we will have a republican speaker of the house. [cheers and applause] i look forward to kevin mccarthy being that speaker. wouldn't it be a wonderful thing, when the president of the united states says that afghanistan was a great withdrawal -- wouldn't it be wonderful to have the republican speaker of the house stand up and say, when we lose 13 american soldiers and leave thousands of americans stranded

behind, that is not a good thing? what it's -- won't quote it to be a wonderful thing when you hear someone from the biden administration say that the southern border is closed? won't it be wonderful to hear a speaker of the house say, we know the southern border is enclosed and frankly, two million crossings are 2 million too many? i want that kind of a speaker. [applause] when the administration says that information is somehow good for the poor -- someone said it, wouldn't it be wonderful to have the speaker of the house along with the republican majority say that 9.1% inflation is a devastating -- is devastating

every day south carolinians, and it is tragic and unnecessary, and that government spending is the problem, not the answer, get out of our way. [applause] well, if you want a speaker who, on the first day that he becomes speaker, we have the majority of the senate, starts legislation that allows for energy to be produced here at home -- [applause] you want to kevin mccarthy. and gentlemen, i present to you -- and so, ladies and gentlemen, i present to you the next speaker of the house of representatives and a man who understands common sense, my friend, kevin mccarthy! [cheers and applause]

rep. mccarthy: thank you very much. 55 years ago you trusted a guy from california to come out here. a guy named ronald reagan. you may not think of california the same today, but when i get an think you will. i got to admit, tim scott has been one of my best friends from my whole time in congress. it is probably the best investment i ever made. you are doing a fabulous job. when you are in congress, tim scott, trey gowdy and john ratcliffe, we would go to dinner like every single month. they would talk about our families, what is happening, we would argue who is more conservative, you vote for this? i thought i would win based upon my votes. but you know what i found out the other day, i thought tim was the most conservative, but i'm going to give it to trey.

because when i look back, i bought every single dinner we have gone on. [laughter] that's pretty good. that's pretty good. to the governor, i think you talk more about california history that california allows today, so thank you. [laughter] [applause] i came to see what a real governor looks like. [cheers] you know, i knew the silver elephant was important. i knew it was powerful. this is more powerful than a could imagine, because it is the first time i have ever seen lindsey graham at 9:27 p.m. and not on the hannity show. [laughter]

[cheers] now, i will tell you, joe wilson, the dean of this delegation, you were really here 55 years ago? i knew it wouldn't be this room because it would probably just one or two tables. he tells the story when he was in the state house, there wasn't very many republicans. you were republican before it was cool. you believed in the philosophy, in the principal, and you have done a tremendous job and you continue to do it. i am honored to be your colleague. [applause] i think nancy pelosi knew this dinner was going to take place, because the dnc attacked me for coming here. jeff duncan and ralph norman and i we got on her own plane

and we came down. we are glad we made it. jeff duncan, this guy has in a leader. when we become energy-independent, when we take the majority, a lot of the reason why is because of the work jeff is going to do in congress. [applause] ralph norman, i don't know if you all know about him, but he has been investing. he has a brilliant mind. he knows how to do things. we just put him on financial services. he knows what a recession is and what creates it. if that is not enough, he is probably one of the smartest guys i know because, look, he married elaine. [applause] russell fry. what a great addition you are going to be. from the very beginning. take your rest now because we are going to work you, the day you get there. [laughter] [applause] good. but i got to thank your

chairman. through, what an amazing job -- drew, what an amazing job. i didn't know they had this many tuxedos in south carolina. that was amazing. [laughter] miss walker, probably the best executive director in all the parties we have. [cheers and applause] i am serious about your governor. to have a $2 billion surplus, you can't send that back if you want. your lieutenant governor, pamela, allen wilson, to the attorney general, your father taught you well. you're doing a great job. proud of you. as i said, 55 years ago i thought the ticket was a little cheaper, the speaker may have been more enthusiastic, but i will tell you a bit about what ronald reagan said and why you should believe in this country. i will tell you how we are going to change it.

the price was different, but the mission was the same -- to unite in republican party around a conservative vision for america. there is only 102 days to go. and i am going to tell you, in those 102 days, i am not going to rest. just in the month of august i will go to 25 states and visit more than 100 candidates and members in that process. because you see, i am from the same state as nancy pelosi. i know how bad she is and i want to end her day. [applause] before i tell you about all of that, i want to tell you a bit about myself, so you understand where i come from. a few of you have to be a bit nervous because i am from california. but i am not from the california you think about. i am not from san francisco. not from los angeles. i am from bakersfield, california, alright? home of merle haggart.

we produce oil and we care for our land. i was born into a family of irish and italians. we had the best fight in the neighborhood. i was the youngest in my family, and i didn't apply myself very well, my folks didn't have wealth. when i got out of high school, they couldn't send me to college. i went to junior college. but they instilled in me a work ethic, so i always had a job. i was with this one guy who owned a store. he had a car dealers license. i said, i will pay you $100 if you can take me to the los angeles car auction. you see, los angeles is 2 hours away. the car dealers bring their trade-ins and have an auction. you have to be a dealer to get in. so i would buy a car and flip it to pay my way through college. i learned later it was illegal, but i didn't know when i was doing it. [laughter]

so we would go to the community college in the weekends. my best friend was at stanford, my other friend was at usc, and down and san diego state. so this week and i was going to go to san diego state to visit my friend. i go to the grocery store, i would cash a check so i would have money for the weekend, and the day before the letterhead started in california, so as i cashed my check, i bought a lottery ticket, and i won. one of the first winners. it wasn't a billion dollar lottery. the most you could win at the time was $5,000. but i want you to take a moment and put yourself in my place, this is a 1985. 20 years old, you just won $5,000 before information back then. that was a lot of money. . it is friday night and you are going to spend the weekend 10 minutes from tijuana. [laughter] so i come back home, give my brother and sister each $100. i take my family to dinner.

my brother orders dessert, just to make the price higher. i take the rest of the money and i put it into one stock, something you will learn about me, am a risk taker. amid 30% of my money in six weeks, because i was ready to take a risk. at the end of the semester i decided i would open a business, because that is about america, right? so i try to buy a franchise but everyone throws me down, because they're only 20 years old. another thing you will learn about me is a never give up. so i built a counter in my dad's garage. and there are three lessons i learned, as a small business owner, be the first to work, the last to leave, and the last to be paid. and it was the most rewarding. i was doing pretty well at this. at the end of two years, i now have enough money to pay my way through school, and i wouldn't even have to work. no one in my family had finished a four year degree. so i sell my business. i go to college. i open up the paper.

it said, "be a summer intern in washington, d.c.? now i don't know" about the congressman so i think he would be lucky to have me, right? i apply and you know what he does question ricky turns me down. but now i am elected to a congressional seat i couldn't even get an internship for. only in america would that happen. [applause] you know what else? only in america could it happen, but only in south africa maybe it could happen -- a young man could struggle, could grow up with one parent, lived with his grandparents for a while. i know a family of democrats that you're in for the idea to be conservative.

that didn't deter tim scott. but had a plan for him. you know what your state has done? there is only one black american elected to congress and the senate, and it is that man right there, tim scott. [cheers and applause] this will be your infomercial. i want you to do something for me, i want you to take your phone out,. i. want you to put in that qr code. let's make tim scott, the best-selling book in the first week and drive the democrats crazy. i promise you, you will love the stories. a redemption story. look. in my office, tim was there. i have a portrait of joseph rainey. you know what else south carolina is famous for? you elected the first black

american to congress in 1870. his name was joseph rainey. 's portrait hangs in my office. . he was a republican. you know how long it took the democrats to federally elect a black american, 60 years later. don't let anybody tell you that this party is not the party to be diverse and represent all of america. [applause] i will tell you about a few other paintings i have in my office. i have a portrait behind my desk of the person who stood and spoke 55 years ago, ronald reagan. i was born into a democrat family, but i was never a democrat. so anybody wants to challenge me on my beliefs, out tell you i am much more conservative than you because i rejected what i have learned, and i chose something different. that happens to be the same as ronald reagan.

you see, ronald reagan's portrait is all in color and he is smiling, but there is something else ronald reagan did that tim scott knows -- if you truly believe, in your philosophy, if you truly believe like your governor that your principles would bring people more freedom, there is no reason to be an angry conservative. be happy. people will wonder what you are drinking and they will want to associate with you, too. [applause] but you know what, i work late at night and at times i will talk to my paintings. i got to meet ronald reagan a few times, but god, i would love to see him again. i would ask him, if you were here tonight, what speech would you give? he would tell you to believe in the exceptionalism of this nation. that america is worth preserving. that is why we are here tonight. why do i believe ronald reagan

would say that? i would say he would say this -- in just 35 words, the declaration of independence describes that america is more than a country, that america is an idea, and it does it in 35 words beautifully, "we hold these truths to be self-evident that all men are created equal, that they are endowed by their creator with certain and is a noble rights. that among these are life, liberty, and the pursuit of happiness." it is an idea that everyone is equal under god, born or unborn as well. [applause] reagan would also tell you this, that peace without freedom is meaningless. it is human nature that we crave

peace, but you could never attain it without having freedom. he did not just understand it, he would breathe it. reagan had a very big dilemma in his second term. he was negotiating with gorbachev in iceland. people would say he is not smart. so let's get the best of him. let's tell him, if he wants to have this negotiation, you can't bring staff, just bring an interpreter. so reagan is sitting directly across from gorbachev and negotiating a nuclear reduction. he is getting almost everything he wants. but then gorbachev asked him this, he asked reagan to end the isti program. but remember this time, it wasn't proven. it was made fun of. it was called "star wars." but today it is what shoots the missiles out of the sky and protects us all. it is the iron dome that sits over israel.

reagan says i will not end it, but i will share it with you so the world will be safe. gorbachev declined. reagan has almost everything he wants, but when he looks at the paper, he realizes, this does nothing for the shipyard workers in poland. it does nothing for those in the gulags. so he got up, took his raincoat, and he walked away. of course, the new york times and los angeles times, of the elite media criticized him. ahead reagan not walked away, the berlin wall and the soviet union would have never collapsed. you know, in modern history, two presidents in america have been given the nobel peace prize. jimmy carter and barack obama. [light laughter] i think they got it wrong. . they got the number right, two

presidents earned it, ronald reagan and donald trump. [cheers and applause] you know, if you study history like your governor, i believe we are living through two times of past history that we haven't lived through before. today, july 20 9, 100 years ago, adolf hitler was introduced as the fuhrer of the national socialist party. we are living in this time period of two different times, one on the world stage in europe, and the other in america. and i want you to think about the uncanny similarities to these moments, then i want to challenge you to change the course of history. you see why i believe we are living through the 1936 and 1939

on the world stage in europe, i want you to think about the actions of hitler and putin. you see, hitler was in the german army in world war i. germany lost and signed the treaty of versailles. they had to pay redemption's in the world depression. hitler was angry with his leaders. so what did he do? he ran in a democracy and won. and what is the first thing he does, he changes democracy. then he starts building a military. it goes directly against the treaty of versailles. what do the world powers of england and france do? nothing. they simply think they will keep the communists in check. what does he do as he builds his army? he takes austria. the world powers says why did you do that? he says, they are german and they want to be part of jimmy again. . he sends part of his trips to czechoslovakia. the world powers says what are you doing? they want to be part of germany, they speak german over there.

he then builds an access with italy and japan web3 want to carve up the entire world -- an axis. he then tells the world on a certain day, he will take czechoslovakia. at this moment in time the world powers say, well, we must confront him. exactly what hitler wants. elevate him on the same stage as a world power. in comes neville chamberlain. neville chamberlain walks in from the peas hitler and gives him a country, but makes him sign a piece of paper that tells the rest of the world, peace for our times. he will not attack anybody else. what did hitler see? weakness. and one year later, he invades poland. putin, he is in the kgb. he watches the soviet union

collapsed. he despises his leadership for doing it. he watches his country shrink, much like germany. so he runs in a democracy and he wins the presidency. he respects the constitution, puts his own person, medvedev, who comes back and changes the constitution. what does he do? he rebuilds his military. as he rebuilds his military, he realizes this, and military makes you strong, but dependency makes you weak. he rebuilds his military by rebuilding his economy. how does he rebuild his economy? he is not like biden. he doesn't shut down pipelines, he builds pipelines. what does he do with europe? sends his money into europe and says, you shouldn't have -- you should have global warming. you should close the coal factories. you shouldn't get natural gas from them, get it from us, it

is cleaner if you get it from us. he has a pipeline that goes through ukraine. he hits the idea. so he builds a second pipeline, nord stream 2. germany signs right up. as he builds his military back, he sees this in europe. so what does he do? he takes crimea. what does the leader of the world power at the time do, obama -- why did you take crimea? well, they speak russian, they used to be a part of russia. go ahead. you then create an axis with china, with north korea, with iran. something happens, a new president comes in with donald trump. he sits back. do you realize in those four years, it was the only time putin did not invade another country? i wonder why? , huh?

but he sees a new president, and, biden. pcs played in on the first day. what does he do, he takes hundreds of thousands of his troops and puts it right next to ukraine. he watches biden not listen to the american military and at 13 costar families to afghanistan. he watches biden side with the taliban against all allied. allies. when england and france ask him to delay the withdrawal of i've got instead so they can get their own men and women out, and you have to understand, they are there because they didn't get attacked on 9/11, they are there defendant because we were attacked on 9/11. but he sides with the taliban. so he sees disgruntlement in europe. biden says, it's ok, i am going

to go meet with him. in comes never -- neville chamberlain ii. sits with putin. putin can't build that second pipeline, not because of europe, but because of american sanctions. they leave that meeting not withdrawing one troop, but biden withdrawing the sanctions. putin saw the same thing hitler saw, weakness. so what did he do? same thing hitler did, he invaded ukraine. but the difference is, the ukrainian people understand the true america too. that we are more than an idea. they believe in freedom. and there is a reason why ukraine has to win, because the same axis they created is a part of china, and china wants to take taiwan. if there is one thing we should learn, we don't have to go to war.

why don't we just supply the weapons ahead of time so they can defend themselves? [applause] the second time in history that we are living right now. 1979, 1980 all over again. think of the similarities. when was the last time we had americans held hostage in the middle east? in iran and still in afghanistan? when was the last time we had an american military that was strong but commander-in-chief that looked weak? jimmy carter couldn't land the helicopters to get the hostages out. joe biden wouldn't listen to his military, that for the last 16 months not one american died. but he killed 13 more american

troops. when was the last time we had a president who created an energy crisis, and look to opec to solve them? jimmy carter was the first president to put solar panels in the white house. i remember -- -- i lived in bakersfield, my grandmother was in los angeles. i told my father, let's go visit grandma. my dad said, can't go. we can't get gas. our license and in an even number, and today is an all day. that was america. -- today is an odd day. that was america. today you can't get baby formula. my mother is 81 years old, one year younger than pelosi. [laughter] look, i shouldn't say that. i do not want to say that democrats' ideas are old and

their leadership. no disrespect. if you add up their age, pelosi and clyburn, they are two years older than america. but i am not saying anything. [laughter] i don't know. some people say 245 years is not that old. that a country. but i don't know. but my mom, every week -- she doesn't drive a full tank of gas, but she goes to costco to get gas, she takes a picture of the line and a picture of the price. much like what we saw in 1979. what did joe biden do on the first day? end the pipeline. but he gave one to putin. he flies to saudi arabia and ask them to produce instead of america. god has blessed this country to be energy-independent. it creates american jobs. but if you are like me, you care about the environment?

let me give you a little secret, american natural gas is 41% cleaner than russian natural gas. we should lead the world. [applause] when was the last time we had inflation like this? it has been more than 40 years. but the democrats don't believe if you have two down quarters, it is inflation, that is only doing a republican presidency. this is just like slow growth or something. it is interesting to me that the democrats in congress would rather redefine a recession instead of restore healthy economy. it wasn't just republicans like tim scott and i who wanted them if they passed let american rescue plan, that inflation would rise? even larry summers, the former treasury secretary. steve ratner, democrat under obama, he said "the original sin of an ration is the democrats

passing the american rescue plan." $2 trillion wasted. what if i asked you, could you afford to give one month's salary up? could anybody in the room say that? you couldn't, could you. but you know what biden and the democrats did, they didn't ask you, they took it from you. if you get paid on a salary, one month's salary is 8.3% of what you will get for that year. inflation is above that. you gave that and more. you give it every time you fill up at the pump, will you go to the grocery store. i don't need to know that we are two quarters in down and we are in a recession. just try to fill your pump. in walmart they don't look for that, but they actually have a place where they look to see if we are in an economic downturn -- they look at the sale of white bread. they compare it between hotdog buns, hamburger buns, and

whole-wheat. if hotdog buns, hamburger buns and whole-wheat drop, and the white bread sales go up, it's because people don't have enough to buy the hamburger buns. you with pieces of white bread now. it is a country we are living under joe biden. when was the last time -- don't upload that we are living in that type of country, ok -- when was the last family had a president that had an ethically challenged family member like billy carter. maybe hunter biden is an artist, i haven't seen it yet. [laughter] i tell you that not to make you depressed, i tell you that to inspire you. what happened in 1980? we elected ronald reagan. ronald reagan, based on a conservative simple, conservative values, that he believed in a country that was exceptional. a country that he believed in.

the value of common sense that your governor talked about. not only did he save this nation, he saved the world. ronald reagan, margaret thatcher, and the pope changed the direction of where we would go. we don't have a presidential election this time, but we have the principles and the philosophies and the examples. you know, i have one more portrait in my office. it is of washington crossing the delaware. . you have all seen that famous portrait, have you not? do you know when that took place? ask the governor, he would tell you -- christmas 1776. . there is no iphone, no camera, no place to record it except in the history of the storytellers. do any of you know who actually painted that famous painting? it wasn't even an american. it was an immigrant who lived in america and went back home to germany. he wasn't there at the occasion. his name was emmanuel.

he painted it in 1850 and 1851. do you have any idea what he painted it? because he wanted to inspire germany to have a revolution based upon the values of america. because he understood the exact same thing, that america is more than a country, america is an idea. 's talent was art, so he wanted to inspire so he painted this picture. he gets it historically incorrect, but we don't blame him. delaware looks like the rhine. but he is german, we give him a break, right? [laughter] he paints it not based upon history, but based upon storytelling. he puts 13 people. why the number 13? 13 colonies, right? but he only shows you 12 basis. now history will tell you -- he only shows you 12 faces. history will tell you that washington did not cross in a rowboat. . but he puts washington standing up in a ceremonial uniform, his hand on his chest, looking out,

so stoic. you look at the portrait, you say, oh my god. . i would follow that man anywhere. i bet he has never lost a battle in his life. but you know what history told us -- at that moment in time he had only lost. he had only been a loser. that was our first victory when we surprised the hessians. we had lost every battle up until that moment. . but i don't want you to study washington. i want you to see who is in the boat. when i look at that portrait, i picture it out there and that is the picture i see in this room. you see, the second person at rowing has a beret on. he is scottish. directly across for him and wearing the exact same cape is an african-american. down the middle, the person actually looks the strongest, in the red jacket. . it is a woman. and in the very back is a native

american. now, i cannot tell you if they were in the boat that night, but i can tell you, to a young immigrant who had lived in america for 10 years, that is who he believed was in the boat that night. now, the second to last person, he has his hand across his face. it is the hand of the 13th person that nobody sees. what the painter was saying is, here we are, not a country, but an idea. unbelievable battles with the world power button idea of the government by the people and for the people. having lost every fight before us. here is a hand. would you get in and joint ask? that is as true today as it was then. it we get on the boat together, if wrote in a cadence, there is

nothing we can overcome. it doesn't mean we will win every time but it we'll get to the other side. it is 102 days from now. i know you think the polls say and he think it will be easy, but majorities are not given, majorities are earned. we are not winning it to have the gavel, we are winning it to change the country and put us in a new direction. [applause] we are fighting to make an economy that is strong, that makes america energy-independent again. a nation that does not defund their police, they reward them and give them bonuses, like in south carolina. a future that is free, that we value citizenship. we welcome and open our doors,

but we protect our borders. and we stop the fentanyl coming from china into our nation. and just as important, a government that is accountable, which we will hold them. look, teddy roosevelt taught us to -- greatly. ronald reagan taught us the value of freedom. and donald trump taught us to put america first. [applause] you have been here a long time. i want to end with this. i am going to go on the road, as i said, to 25 states. there is not one place we are not going to play. i am going to rhode island, and i bet we win. i am going to maine, to new

hampshire, to connecticut, to florida, to nevada. just as i told you about that book, if i sat tonight and i asked you, i need you to invest with us. you say, ok, can you win the race? i say, let me tell you about the race. well, the district is 84% hispanic. you say, ooh. that is the second most hispanics eat in the country. you would ask me how did performing the presidential? well, biden won it by 13, obama by 22. you would probably say, when is the last time you held it? well, some people say it's been 100 years. truthfully, i have never known one of us to ever hold it. you would say i bet you have a good candidate, has he been elected before? no? no, "matter of fact", the candidate is an immigrant, born in mexico. her district is on the border.

her husband is a border agent. but she knows about freedom. she knows why she came to america, and she loves it. >> i don't know if you would write a check too big for me, right? but that's ok, i will try to win in the primary where it is mathematically even harder. you know what we did a month ago, we swore in the first woman born in mexico, elected to congress as a republican, named myra florez. [cheers and applause] then we got a guy in arizona. he immigrated to america when he was age 10. his father still drives --for the city in tucson. -- still drives the bus for the city in tucson. he puts the christmas tree up. on it is american flags.

his father cried the day his son filed to run for congress. 's father told the story -- when i first came here, we worked hard. my son was just 11. i had a job but on the weekends we would wash cars. he would go with me. he is an academic advisor today, married with six children. the guy looks like george clooney. keep an eye on him, he is going far as well. [applause] we will win in california and oregon and washington as long as we are in the boat together. sometimes it is probably a friend that we are better at fighting each other. let's not aim within the boat. and if you promise to work this next 102 days, i will make this promise to you, january 3, you got about one hour flight to get to d.c.. i want you all there. i want you to see nancy pelosi
