c-span now your front row seat to washington anytime anywhere. host: a good thursday morning to you you can start calling it now. our question this morning comes from the headline of new york times reporter the headline is biden is on a role that any president would relish. asking is it a turning point. some white house aides -- two-year legislative record of any other modern president. president biden yesterday got some more news trending in the right direction on the economic fund and here is the headline from the wall street journal this morning inflation pace is slowing down last month. the labor department reported that the price increases have been slowing in july as the -- pulling annual u.s. inflation down slightly from its previous
1:34 pm
four decade high. this is president biden yesterday at the white house on that. >> the price of something's go up. and last month the price of other things went down by the same amount. the result? zero inflation. people were still hurting. zero inflation last month. economists look at a measure of inflation and exhort food and energy prices. they call it core inflation. it is the lowest amount years and not. when you couple that -- and months. when you couple that with last year's job -- last month's job report it underscores the kind of economy we've been building. we are seeing a stronger labor our kit and jobs are moving and americans are working and we are seeing some signs that inflation may be moderating. as it happens we can build an economy from the bottom up and middle out. the wealthy do very well and everyone has a chance. it gives everyone a chance to make our grass.
1:35 pm
host: that was president biden from the white house yesterday. asking you this morning in the wake of these budget increases -- being celebrated in the white house this week, legislation on veteran and chip production in the u.s. asking you is the president hitting a turning point in this administration asking that question at a time and these are the presidents job numbers. and numbers. this job approval at 40%. the polling average noting that when it comes to the president's handling of the economy 64% disapprove and 72% right now say the direction of the country is moving in the wrong direction. those are the latest numbers real clear politics asking you this morning do you think that this week is a turning point in the biden prentice -- presidency. republicans (202) 748-8001
1:36 pm
democrats (202) 748-8000 and independents (202) 748-8002 we will start on the line for independence. this is darrell good morning. >> how are you doing good morning. this should not be an indication of joe biden's record. we just found out that he turned his back on the lack farmers and he had black people's back we put him in office but he just turned his back on the lack farmers. they are boating -- voting for him at 40% still. and that is terrible. so like i have said in the past, we have people voting democrats -- host: that is darrell in maryland. this is -- good morning. caller: good morning. biden has done really bad and he
1:37 pm
has made things worse. right now i believe that they will get rid of biden by the 25th amendment night impeachment. and come january, it will be a real mess. when the republicans take over the house and senate they will impeach everybody and pelosi will not be there there will be some kind of republican. things will turn around and everybody will get angry. host: this issue locally good morning. caller: good morning. my question is, if there are so many jobs, why haven't we started seeing reforms. it's a lot of job so why do we see people sitting at home collecting checks? and if we did put them to work it would take down some of the debt. host: what are your thoughts on president biden?
1:38 pm
caller: president biden i think is doing -- helping a lot of people but there are some people that are not being helped like me like that lower class because we are paying a lot of taxes and i think they need to help us and seniors with rent going up their annuity and pensions are not going up so they are hurting also. but i think he is trying to please a lot of people but the people that really need help they are not getting help from people -- i do not want him to give out all this money if i have to pay it back in inflation and gas. i will opt out of receiving any of the give us more money. host: that is sheila in maryland this morning. more from the column in the new york times earlier this week asking the question we are asking you this morning. is there a turning point in the biden presidency? here is how baker sets that up in the first couple grabs.
1:39 pm
easter biden has emerged from his edible isolation to a new political world. suddenly the administration that cannot get any right that could not catch break was on a roll that any president could relish. ager legislation -- cruising to a passage -- heading in the right direction the world's most wanted terrorist killed after a two decade manhunt -- a string of congressional victories cap by a package for health, climate, and tax provisions -- compares favorably in the election record. even perhaps fdr and lbj. whether the victories of recent weeks will prove to be a decisive turning point for mr. biden's presidency or a transitory moment in an otherwise bleak administration that remains to be seen. host: that is what we are asking you is it a turning point? do you see a turning point? what are your thoughts on the biden presidency in the wake of these recent edges laid up wins.
1:40 pm
republicans (202) 748-8001 democrats (202) 748-8000 and independents (202) 748-8002 just running through some of the major legislation that has been passed or is expected to pass soon. it is the inflation reduction act that was taken up over the weekend and past -- if you're watching on c-span two hours and hours of those the house inspected to come in early tomorrow at 9:00 eastern to begin work to pass that speaker nancy pelosi says she will put that on the president's desk. she has a margin to do so if all republicans vote against the legislation. and there is the chips less act investing some 50 billion dollars in semiconductor manufacturing industry. the pact act honoring the pact that expands health care and benefits for those export exposed to burn pits. signing that into law yesterday.
1:41 pm
and the gun bipartisan control legislation and the improvement -- approval for sweden to join nato. at his previous legislation that has moved through the congress legislation that president biden has counted as wins for the administration we want to hear from you again. democrats, republicans, independents this is in an independent and maryland. go ahead. caller: good morning. first of all, the reduction in inflation act immediately -- changed it to climate change. there is no reduction information there is no reduction act. that will change. all the media change to climate because there is no such thing as that act. that was signed into law.
1:42 pm
host: i am a little confused this is what the house is moving tomorrow resellers of this include $340 million i believe is the number when it comes to climate change -- 370 million excuse me. that health care provisions -- and that changes tax policy as well that is what is moving this week is that what you wanted to talk about? i think allows a lawsuit caller this is built-in in ill adelphia. good morning. your next. caller: good morning and thank you for taking my call. i like the what the president has done look at what he inherited when he came into the white house and look at it right now. inflation has stabilized, prices are coming down slowly, some people are still hurting but gas prices are starting to come down. and then the thing with ukraine. and the resources we do not get
1:43 pm
this -- we do not give this president credit. if this was trump they would be praising him. i would like to make a comment on c-span it is funny how c-span keeps advertising republican and they have -- another country that comes up there and you cover it but you never cover democrats. i think you are being very unfair. -- you push a line of bs of bs up there. host: go ahead and keep watching c-span i'm sure you will find some events a few events we are covering today a democratic congresswoman merilyn pallone of the reform committee holding of field hearing with election experts to look into election integrity. and at 10:00 after this program this morning 10 a.m. eastern ace focus on a preview of the next
1:44 pm
congress and director of congressional budget office douglas -- will share his thoughts on what to expect if republicans take control of congress in the elections. and what the next congress will look like. those are couple of events we are airing today but i am sure you will find something like if you keep watching. this is david in indiana go ahead. caller: thank you for taking my call. i do not see it as a turning point. let's look around the rose-colored glasses and kind of see what may be that information -- the inflation went down a little bit to the lack of gas prices going down and less people are driving because of gas is still four dollars a gallon it started back two dollars a gallon for the biden administration. the job production if you go
1:45 pm
down and drill down and get service oriented companies with main impotence of that it makes people getting second jobs to afford the 44% gas price increase and all the other increases that we all are experiencing. legislation is another 90,000 irs agents -- they have curved inflation. the inflation act they came up with beautiful little names to fit these scenarios of what they are wanting to do but not doing. most of the economist say that inflation would go down and we might see something in two years and that might happen with the feds help. so i do not see it as a turning point i see it as an other -- another get up there and say what is on the card and move forward. thank you. host: on the issue of jobs in
1:46 pm
the wake of the jobs report that her than expected jobs report last friday there is some of what president biden had to say at the white house. >> 520 8000 jobs were added last month to this country's employment. 528,000 we have now nearly double what we have. we have almost 10 million jobs since i took office. that is the fastest job growth in history. today, we also have the lowest unemployment rate in america and the last 50 years. 3.5%. yes 3.5%. today there are more people working in america than for the pandemic began. in fact, there are more people working in america than at any point in american history. we are also seeing something that a few years ago that an expert said was asked -- was
1:47 pm
impossible which is american manufacturing. as i took office, we've created 642 thousand american manufacturing jobs in america. we seen the biggest and fastest job -- recovery in the -- since the 50's. some people have given up on american manufacturing the american people did -- -- did not and i did not. that's why made a make it in america phrase the cornerstone of my economic plan. today's report proves make it in america is not just a slogan it is my administration and it is a reality. host: that is president biden after the jobs report came out friday. asking you this morning if using the president has hit a turning point when it comes to his presidency. (202) 748-8001 four republicans democrats (202) 748-8000 and
1:48 pm
independents (202) 748-8002 tony in michigan go ahead. caller: good morning i'm not sure anything is a turning point anymore. it is all a mind manipulation of what reality is supposed to be. besides, i hear democrats yelling i hear republicans yelling not today as much but all signs are pitted against each other above the top. so the only turning point that can happen is when citizens realize both sides are lying to us. donald trump is a crook and hillary clinton is a crook. joe biden is a crook. he talked about adding jobs to the market but i remember him smiling and laughing in early 2000 talking about how china is not a threat as he sent our manufacturing jobs over there. these politicians lightened as every single cycle. and you cannot talk call it a
1:49 pm
turning point until you know what happens. -- 700 page bill you cannot read them overnight. in the long term, you can tell and make a determination but upfront it is not possible. the real turning point that i said that needs to occur is our understanding of what -- analytic that is and how both sides are using a in psychology into manipulating us to believe their lines. host: what is an independent to do? we are coming up on a midterm election. we are over -- close to another presidential election. caller: there is nothing that is the sad thing. this is a two-party system it is not a fair and open republic. we fight for corporate entities each time. the independents in my opinion is a person who is communing -- committing an act of political disobedience in the sense that they are not adhering to the
1:50 pm
propaganda. donald trump talked about how he wanted law and order but there the most criminal people out there. and i understand that the fbi does look suspicious because hillary should have been treated this way and joe should have been treated this way that is fair but when you do it it creates a spread of truth becomes into a believable life. the independence is slowing -- we are watching a train wreck occur. climate is horrible. our environment is polluted to the top that there's micro plastics from the top and bottom of the ocean. -- there's fertilizer in our water. we are being polled -- poisoned with gmo's -- they put these things out here and they do not give us the full information. i am frustrated i guess you can tell but as far as independents
1:51 pm
go they need to stay strong and their conscience. host: i got your point tony this is ammo. good morning. caller: i want to comment on what joe biden is doing. he is doing a good job. -- all the presidents that we have had went through the same stuff he is going through but -- i do not understand and the republicans need to cut -- we are still going to do what we have to do. continue on doing what you are doing on joe biden i am with you all the way. have a good day. host: amanda in ohio independent you are next. caller: thank you for taking my call. democratic callers it doesn't make any sense. what has bided none that is positive?
1:52 pm
we've lost eight and a half million job manufacturing jobs is 1980 where was joe biden all that time? he was obama's vice president for years where were they? they had the votes and the house and the senate and they did absolutely nothing. -- medicare for all anymore i haven't heard anything have you heard anything about bernie sanders anymore? host: what we are asking is what you think of the legislation that has passed recently there's another major bill sent to pass tomorrow. caller: when obama was a president he sequestered them. they sequestered that the air force jets -- four flyer voters -- flyovers and so forth -- it makes no sense if you want to combat inflation you have to reduce bending. it is not make sense when they are doing like the chip bill i
1:53 pm
endorsed back but it was supposed to be 56 million. -- 56 billion and it ended up being 200 billion. host: the democrats say this bill is paid for it will not add to the national debt. here is whether bill would do. it would allow america are -- medicare to negotiate prescription drug prices and extend affordable care act through 2025. that is as the 2024 presidential election and it would push $370 billion towards various efforts to combat climate change. and all of that is paid by 50% corporate minimum tax and funding to expand irs enforcement to go after those that are not paying their fair share when it comes to taxes. that is the inflation reduction act as kratz dubbed it passed in the senate by sunday.
1:54 pm
they are expected to pass it tomorrow when they come in at 9 a.m. eastern. you can watch it here on c-span. this is sandra and florida. democrat good morning. caller: good morning i am so surprised that i got through i have a lot to say and i have been watching. -- anyway for a quick note this morning, i hope that all the people that call this and claim -- this is not a turning point on biden administration i ask at some point in the future i put up donald trump's laws that he passed in the first two years and then in the next four years and have republicans call him and compare them to joe biden's two years. that is all i am saying. i want to thank you so much. that is sandra. this is less in new jersey. republican good morning. caller: good morning how are you
1:55 pm
today? host: i'm doing well. caller: ok i disapprove of everything this guy has done since he took office. i can -- the country in general. and i'm really not i'm not really republican so much i will do what is right by my country and my people. and i do not see anything that this administration has done that has brought us together in any way. it is pretty much pushed us further apart. and it is a very scary time i think for the country. host: yesterday the president signed the pact at law the efforts to extend the v.a. health -- for those exposed to toxic burn -- is that something you support? caller: yeah.
1:56 pm
our veterans fought for us and they went there for our country. our country sent them they are and they did their job. so, we need to take care of our own first. and that is the problem i have. host: so that is one of the bills that the administration has tallied this week another one is the chips plus active investing $54 billion in the semiconductor manufacturing research in the u.s. with the industry trying to compete with china is that something you support? caller: well the thing is there is that our politicians sold out in that weight many years ago and continue down that path until we find ourselves now -- we owe it almost completely to china for drugs and whatever the case may be this year what is
1:57 pm
going on as far as that stuff goes you can trace it back to all politicians for many years. so yeah, this is long overdue. host: one more for you leslie, the approval congress of the land for sweden and finland to join nato is that something that you are glad to see this congress to? caller: actually i think what they are going for with the nato thing -- i think that there's a lot of things that can be said about that. russia does not like what is going on with that. they had a deal about not putting things at their back door we did not like it when they did it to us in cuba and they are pushing it over in ukraine and whatnot i think they are pushing us towards a major world conflict that is how rc that. host: that is less in new
1:58 pm
jersey. here are comments from viewers tweeting in. jody writing about the pact act that is v.a. veterans bill. finally veterans who have been ignored by republicans have their overcome their due nothingness it is a better day for all americans. because her poop place with his -- professor -- we their people lived in close out wonderful job. >> it doesn't take much provided to take a victory lap. asking you in the wake of the legislative achievements and the wake of the jobs report last week, a report yesterday that the inflation is moving in the right direction and slowing down. you think it is all of that in a turning point in the biting presidency. (202) 748-8001 for republicans.
1:59 pm
democrats (202) 748-8000 independents (202) 748-8002 we will take this question of the top of the hour this is map out of west plains missouri republican go ahead. caller: there is no turning point for biden. what we did back there was the intention of a government agency that is all it was. you can say whatever you want about these acts and inflation reduction it will not lower inflation. it will take -- irs agents to go out to the middle ple. democrats are called and are all older women, they are older people. most of them don't work or they are out of the job market. talking about the jobs created, let's talk about the jobs created, have they got the amount of jobs lost during the shutdown back? no. he hasn't created that many jobs.
2:00 pm
it's just a fallacy. until they get back to pre-pandemic levels, before the shutdown. host: the total numbers are back above those levels now. caller: are they? host: yes sir. caller: ok. are they manufacturing? my paycheck -- my paycheck is in seeing it. the affordable care act there going to recoup some of this bread medicare will be able to negotiate drug prices. i don't get medicare. i'm a private insurer. when the affordable care act comes in, my insurance went up 75%. what i'm saying is the democrats are for the people who are out of the workplace. the middle class suffers under the democrats. i don't understand why people want to give more of their money away. i really don't. >> matt in missouri taking back to capitol hill it was yesterday during the house rules committee considering the rules for the debate on the inflation
2:01 pm
reduction act that one of the top republicans criticized the inflation reduction act on many levels including him saying it's knocking to stop inflation. [video clip] >> let's talk about what's not included, but there's nothing in this bill that will address inflation. in fact this is probably one of the most misnamed bills that's ever been brought before this body. inflation remains the number one problem our nation is facing and it is astonishing the majority would push forward a bill of this magnitude that will not help inflation. and will only make matters worse. there's also nothing in this bill that will address our current energy crisis. the policies and here are likely to make it worse. while my friends and the majority are willing to pour tens of billions of dollars into green energy boondoggles there's nothing in this bill that will lower the price of diesel or gasoline at the pump. nothing that will make it cheaper to heat homes and
2:02 pm
nothing that will ensure energy independence for america. such a failure is bad for the nation and bad for working americans all across the country. it should come as no surprise that not a single republican will vote for this bill. just is not a single republican voted for the last reconciliation bill. because we knew at the time what do we do, economist warned us than it would lead to unprecedented outbreak of excessive inflation and they were right. now economists are warning us that this pill will make inflation works and slow the economy even more. democrats would do well to take that warning seriously. mr. chairman, all the available evidence will make inflation worse not better, it will deepen and lengthen the recession we are in. we cannot tax and spend our way into lower inflation. that is compounding of the same error the majority made last year, rather than compounding
2:03 pm
that we should reject these policies and reject this bill. >> congressman tom cole, the republican from oklahoma. top of publican of the rules committee setting up on the inflation reduction act. you will hear more of that debate starting to watch c-span about 9:00 a.m. eastern tomorrow. we hope you will join us for the washington journal. sturbridge, massachusetts, independent, is this a turning point in the biden presidency? >> it is a turning point. you wanted to talk about the inflation reduction act. i would like to focus in on the irs agents, i've heard many people say that there are approximately 600 billionaires in this country, would you agree with that? host: i do not know the number of the top of my head. caller: the point i'm making is
2:04 pm
if they're only going after people that make more than half $1 million, why do they need 87,000 agents and two, i just read from the irs page that they're asking for people who want to be armed and willing to use deadly force to work 50 hours a week and be available 20 47, 365. so does that sound like an irs agent you've ever seen or does that sound like some people are building their own private army and the irs. this was from the irs page. this isn't me with some conspiracy theory. i just read it. you tell me, how does that help me? do i have to go in wearing kevlar to the irs now? is that what this is about.
2:05 pm
are they can a knock on my door in the middle of the night? this is outrageous. host: this is sharon in maryland, good morning. caller: good morning, how are you doing this morning. i was calling, president biden, he is having a good turning point right now. people have to realize there's so much going on in our country in the united states of america, we shouldn't be like this. we should do good and do what's right but what god wants us to do. as long as we keep doing negative and hate full things, things that never go right for this country, we are all children of god and we shouldn't be acting this way. if god allows us to suffer from what's going on and he made us
2:06 pm
turn every thing around we should give god praise for that. those republicans, all of them need to be out of that office because in the bible they have averse, isaiah 56, it's good to tell you all about the republicans. we need to do what's right for this country, stop letting all the businesses go to other foreign countries, when i go to the shopping mall i just see china, china. we need to do what's right because if we don't we are going to keep having these problems with weather, pestilence, disease, we are going to continue to get this. >> this is joe allen, long island new york. good morning. caller: it is nice to speak to you in person. i was taken aback when i saw the beginning of the show starting
2:07 pm
off with a new york times article. we all know the new york times is biased and it's written on monday, we have so many salient important things that are threatening our country now and of course president biden is behind all this. though he's not, his handlers are. this militarization of our government agencies to go after opponents, to come after us, we all know the irs is now a stage to attack regular people, hard-working people. these bills that you are touting for his rise in fame, they were all rejected by republicans because they are not to help people. , i just want to say this in employment, 500 thousand jobs, people are back to work, people need two or three jobs to survive. i'm a senior, i'm living on a
2:08 pm
fixed income. we are under a very dangerous time in our country where our government is placed against us instead of for us. so i just think the bias is coming out that you would focus on what good things president biden is doing well or country is collapsing under his leadership. thank you very much for listening. host: if you think this week is a turning point in the biden presidency, you can say yes or no, you can call in on the phone lines. a couple of callers have brought up the online job posting for special agents within the law enforcement branch of the internal revenue service. that is causing a stir on social media as congress prepares to pass legislation that would add new funding, here's the foxbusiness story about it. a link to the job posting for
2:09 pm
the federal agents position was criticized for its language. the key requirement for applicants is that they have to be legally allowed to carry a firearm, major duties include carrying a firearm and the willingness to use deadly force if necessary. the requirement that agents be willing to use deadly force they write through heated -- true heated criticism the same language appears for other federal law enforcement agencies such as the fbi, the irs spokesman said in a statement the investigation special agent job announcement is open on usa jobs, that's where these positions are posting where applicants are referred to in order to apply for that job. that announcement has been open since february of 2022 and continues through december 31 of this year. this is gary in brooklyn, new york. >> good morning.
2:10 pm
to me, the guy isn't doing anything. he hasn't done nothing as the president. all this talk of what he does is all lies. why don't they investigate his son, his whole family, a search his house, what he's doing. because to me he's more corrupt than the other people. he's not any better. he knew about trump in florida was going to be. all these people talking about him doing a good job, he's not doing nothing. he's the worst president we've ever had pretty even be jimmy carter. host: that's gary in new york. also rob in new york, good morning. caller: thank you for c-span.
2:11 pm
it just occurred to me this is really not what i called to say but republicans already seem to appreciate how great this country is on there's a republican president. when there's a democratic president, suddenly we are the worst country. it's so ridiculous. the senate, the house, the numbers fluctuate. when there's a republican president boy does this country go great. but when there's a democrat, it's so silly. biden is really i think doing great especially as far as international politics is concerned. i think what biden is doing in ukraine is wonderful. i think supporting and sending equipment. i believe actually of trumpet been in office and pollutant had
2:12 pm
attacked the ukraine, pollutant is probably kicking himself for not attacking the ukraine while trump was in office because i don't think trump would have done anything. he might've paid some lip service. he might've done some superficial surface things to make himself look like he's concerned about democracy in europe and in ukraine. >> let me ask you on the issue of foreign policy, we will show viewers this chart. the real clear politics, of the chart showing job approval ratings for president biden. the black line approves, the redline disapproves. you talk about foreign policy, those lines cross. he went underwater on the job approval ratings back about a year ago during the pull out from afghanistan. since then hasn't been able to recover and get back above water
2:13 pm
as they say on job approval numbers. today it's about 40% approve and 56% disapprove in this country. why do you think that is? >> the pull out from afghanistan , there was no way you could predict whether we had 300 -- we stocked 300,000 men over there in their army that folded. if it was trump in office it would've folded the same way. i want to finish with this one point if you'll allow me. democrats have to start -- i'm a liberal, not on every issue. the democrats have to stop shooting themselves in the foot when it comes to cultural issues. the republicans on the airways, a radio, tv, they are destroying us when it comes to talking
2:14 pm
about issues because i'm really a middle-of-the-road liberal. when it comes to certain issues we'd be better off not talking so much about lgbtq business. all this or transsexuals who become swimmers when there were men and they become women and they win the swim meet. but we have to get away from those issues. as important as they may be. they should not be a part of the first thing that comes out of a democrats mouth when they speak and say and our transvestite and lgbtq people -- host: got your point. on the issue of what set on the airwaves and the radio and tv as mentioned, there's a report today in the wall street journal , projected ad spending i one company -- by one company
2:15 pm
looking ahead to the 2022 election cycle excepting some $9.7 billion to be spent on ads and cable streaming services, digital ads and radio ads per that's across all the races, state and local, of the house and senate. the number factoring into the presidential cycle was 9 billion. some 700 million dollars more expected to be spent in this election cycle. looking at the projection for house races approaching $2 billion expected to be spent on house ads this cycle and for the senate closer to 2.5 billion dollars. an example of one of those ads hitting the airwaves, this is one from the american action network, the conservative group targeting democratic congresswoman cindy axne he a viable linking her to president biden ahead of the midterm
2:16 pm
elections. [video clip] >> let's talk about the economy. we are killing it on the economy. >> more like she is killing the economy. she joined biden and pelosi to spend trillions on inflation. massive waste, huge consequences, gas, groceries, life all unaffordable. now there's a liberal plan to spend even more. >> we are killing it on the economy. >> tell her to stop killing the economy. host: that is just one ad airing this cycle. we will talk a lot more about the house races in election 2022 tomorrow on this program. we will be joined by david of the political report, he's their health editor. we will be showing a lot more ads looking at a lot more races and letting you call in and ask about those who are interested in. just about 24 hours from now.
2:17 pm
