they are still more than one month left in the fiscal year. it marks a significant increase from 2021. that fiscal year, authorities encountered migrants nearly 2 million times a what was in a new record. fiscal year 2022, there are more than 2.4 million migrant encounters. this story adding that the growing number of migrants has exercised their legal rights to avoid deportation via humanitarian claims since the covid-19 pandemic shutdown standard processing. that was in march 2022. these new statistics and other stories relating to immigration making very are on capitol hill and the white house. it was at the white house press briefing yesterday that the press secretary there, when asked about the new numbers, gave the administration's response. being used by increasing number of migrants, venezuela, cuba? >> the way we see it is alerting city and state officials about a plan to abandon children, leaving them on the side of the street is not burden sharing. that is not the definition we see of burden sharing. it is a cold, premeditated political move. that is what they are doing, and, so, we are always happy to have conversations about ways to further improve border processing, and we could be doing more, if, again, if the republicans in congress would stop blocking our efforts to pass comprehensive immigration reform, and also historical funding for dhs, so, again, this is not what border sherry looks like.

they have used the lives of people who are fleeing persecution from communist countries. using them as a political stunt. >> the governors who are more open about and transparent, with that me acceptable? >> the president put forward on day one a comprehensive immigration reform, ways to deal with what is at stake here. ways to deal with a broken immigration system. he put that forward on day one, and what we are asking us for republicans in congress to help us come up with a solution, to look at what this president put forward on day one, and they are not doing that. instead, they are doing political stance. donald trump, about 30% of the 203,000 598 grades -- 20358 encounters, these stories include stories that on monday, the strain on democratic cities will force the administration to look at the crisis or maybe, just maybe, they will see that what is happening along our border every day, dangerous and sustainable, a problem we need to work on together to address southern republicans on the senate floor yesterday. the minority whip talked about the administration's efforts on immigration and giving his critique. here he is yesterday. have not attempted to bring immigration reform to the floor of the united states and a bill to immigration states of the u.s. senate. furthermore, the president reversed all the policies from the previous administration that affected the border when he took office. and now we have a situation at our southern border which is nothing short of appalling. if the president really had any interest in making the process at the border "safe, orderly, and humane" as he said the other day, he would be making securing our southern border priority. and it is not. unfortunately, given his record so far, i think it is more likely that we will see the scenes of chaos and human

suffering continue. start, that is how many got caught, how many did it? dave in orlando texting us this morning saying that immigration needs to have both parties work together to secure the border, not ridicule stance and political blocks, he writes in all caps, more boots on the grounds in terms of support, and amy on facebook adding fine jail employers who hire undocumented immigrants. republicans voted against the immigration plan because they like cheap labor and manipulating gullible supporters. democrats do nothing out of the fear of being called racist. nothing will change. those are some of the avenues you can reach us. if you want to call us, you can do that on social media and excess, as well. let's start with lee in georgia, republican line. go ahead. guest: one thing i think the democrats can do since they are in charge of the government right now is to streamline and

quicken the process with regard to legitimate refugee requests and become citizens of this country. i do not understand why it took someone so long to get through the process when they have all of the credentials that they would need to qualify as a welcomed u.s. citizen, and they also have refugee status based on the bad situation in cuba, etc. and i think that is another driver of that legal immigration portion of activities we see. i was a teacher for 15 years, high school, and i don't understand why dhaka cannot be applied -- daca cannot be applied to legitimate kids who came over here with their

parents who were under green card status, and they have moved up through our system, many earning a bachelor's degrees, and there it finally graduate, we tell them to leave the country. there are a couple of representatives who have put the bill forward that they called super daca or something like that, but it never seems to have a real push behind it from either party. host: ok, in georgia, that was lee. let's hear from michigan, independent line. caller: i think we have a dilemma not understanding where our borders are. there is a line that goes to the rio grande that part of it is in this country, part is in mexico. there crossing over here, i don't understand the mentality.

when you see people coming across and holding things over their head and people are drowning, there is a separation between the u.s. and mexico. mexico does not want us crossing over there. you don't see people going across the rio grande into mexico. and with cities they are forming at the border waiting to come in, i have heard stories they are coming in from everywhere into other places, and we are not seeing them walk up from the south, way south of the border to mexico anymore. they don't want that traffic. we don't want the traffic. they change their clothing when they get over here. i don't know even with the clothes clean they were wearing, maybe that gets dumped back into the rio grande. host: what do you think about this 2 million arrest figure? caller: oil, that is costing the

delaware, political onlookers, everyone who gathered tuesday at a small airport near president joe biden's home was waiting in anticipation of migrants to be flown from san antone you as part of governor desantis' message. but i tuesday, no plane arrived. they said it landed outside of new york city. president biden was in town for the un general assembly meeting. no migrants were aboard the plane. and it comes to those migrants flown to martha's vineyard, they reported this morning that those migrants there filed a class-action lawsuit against florida officials saying that the migrants complained they were given misleading information, promised housing assistant and cash assistance, which they called old place lies. migrants said they were told they were heading to boston and

matter is i just feel like i agree with the previous caller when he said that instead of sending them over here, they should try and find out why are they leaving their country. maybe they can help in that way because they are not leaving because the country has treated them very well, or if they are not being abused, they would have stayed, but i feel bad about the situation because of what happened with the blessing and sending them somewhere else, almost like they are using them for ponds, and have a one-month-old baby and to treat people like that is inhumane, and to see ted cruz and ron desantis celebrating and sending them and dropping them off at the vice president's residence i thought was disrespect old.

reporting that the border patrol has nabbed 78 people on a terrorist watch list so far this fiscal year. according to new department of homeland security data, 12 ercot in august, this -- 12 were caught in august, the second highest number to be released this year, and it is a sharp increase as the biden administration aces pressure to tighten security. 15 suspected terrorists were caught in all of fiscal year 2021, 11 in total from a 17 to 2020. 2 million arrest, as customs and border protection has reported so far this fiscal year. that is what we are asking you to respond to. members of congress also giving their thoughts on immigration related issues of the day, with representative dean phillips saying they can employ humane immigration policies.

and now i am in california. we are on a border state, and, as everybody knows, california is a largest state in the union. do you see our governor getting planes and shipping any immigrants to any other states? why isn't our democratic governor doing with the republican governors in arizona and texas are doing? when california is a large state in the union. don't you think we have a border? yes, we do, and i'm not that far from it, and we do not have all of this issues with the border on the california line. so the reason you have all this dissension in america is because republican governors play games with human lives.

tiny, tiny taste of what border communities have been enduring, literally, for years. according to the washington post, the total number of individuals from nexus and arizona have gone to new york, washington and other places, is roughly on the number of illegal immigrants to arrive at our southern border in a single day. one day. all those cities combined have had approximately one day share of our nation's illegal immigration. now the governor of new york city is the clarinet "his resources around her breaking point." at a breaking point. the border states sent to new york city less than one day worth of illegal crossers, spread out over more than one month, into sanctuary cities, and apparently, they cannot take it. the governor of florida sent

in florida, this is i believe paris, but go ahead. caller: good morning. this immigration issue, it is not really a democratic or republican issue, it is an american problem. this is one of the issues when you talk about things like isolationist. it is great and you have good foreign policy. from my experiencein jamaica, you think this is bad, it will get worse. in the caribbean, a lot of these small countries relied on sugar, inanna, all of these products that were used to enrich first world countries. they removed the subsidies and made it impossible for them to drive, and i can tell you, my wife's uncle had businesses back in jamaica. we employed hundreds of people, a few hundred acres of sugar plantation. the subsidies removed, and they

it is a week that is usually taking place amidst a lot of issues of international concern and this year is no exception. the war in ukraine is going to be dominant. certainly it will be a main focus of president biden's address later today. it has been the focus of the speakers who have already taken the podium there. i think what we can expect are what we do expect to happen every year is numerous meetings of which grand ideas and issues are discussed. answer me to try to implement a new initiative.

it is often a very mixed bag of what actually gets accomplished. there is a lot of talk and a lot of calls for immediate action and how it can't be usual business with the multiple crises the world is facing from food insecurity, climate change. it certainly serves a purpose. it often gets people, world leaders motivated to take on some of these problematic issues and to do more, to help resolve them. it is very much an open question this year. if anything is going to be resolved about ukraine and the war there particularly since president putin's announcements overnight, the new mobilization of russian troops to ukraine and

the holding of the referenda in russia occupied ukraine. i think we will hear a lot of world leaders, particularly president biden about how what putin is doing in ukraine is a violation, is an affront to the principles the united nations was founded on after world war ii. those principles for territorial integrity and sovereignty of independent countries are really under threat here, biden will say. and there are questions about how the judgment as a member of the united nations, as a member of the security council. it's going to be a very interesting day today and the rest of the week. host: if you want to call and

there is diminution of support russia is getting. non-nato countries like china and india, like south africa, these countries, these are countries which are not condemning the rushing -- russian invasion. they have not gone as far as the west would like them to in speaking out against the war. it is clear from comments that some of their leaders have made that they are losing patients, a little bit of patients with president putin. i think in light of what he announced, mobilization of up to 300,000 russian troops going into ukraine and holding these elections which the uss will be sham referenda and what looks to

be a prelude annexing more territory from ukraine. of patients seems to be wearing thin i think it's going to be very interesting to hear what world leaders have to say about the latest developments and whether or not they are marveling to speak out about what russia is doing particularly as president biden, the british, the french, the germans and all the western leaders are making a case. now is the time to stand up for the principles the united nations was founded on. host: when it comes to president biden what are we expecting for message and tone for him to deliver today? guest: the president is very clearly going to make the case again that what russia is doing

in ukraine is illegal and a violation of the u.n. charter. he is going to call on other countries to speak out against this and especially to defend the principles on which the united nations was founded. he is going to make the case that countries should do more to combat the global food security crisis we are in right now. it has been exacerbated by the war in ukraine. he is going to call for greater action to combat climate change. you know, there is any issues that are facing the world right now. yesterday the u.n. secretary general q taras -- gave a speech about the function of the world today.

we are really in dire straits, that all of humanity is really in dire straits. appeals are countries to bear down and come together to fight these various threats. i think we will hear from biden update more of the same. now is the time to speak up, not as the time to open your wallet and support ukraine and to try to combat the food shortages that are affecting so much of the world. potentially, multiple different famines about to happen just this year. next year it might be worse especially if the four -- war continues.

japan, what has happened in puerto rico. the election such as happened in sweden. and to think there are so many fronts that need to be dealt with on a global level. do you think the u.n. is really capable of handling something like this? because you have nations that have veto power over everybody else. where can you builds functionality in a system like that? guest: you are absolutely right. that is one of the biggest challenges that the united nations as a nation, as an organization faces. how do you actually bring all these countries with very different interests and often opposing interests, how do you get them together and found a response to the most pressing challenges of the day? it is one that the united nations has not often

successfully done. you know, what we have seen over the course of the last couple days has gotten underway our attempts --are attempts to bring people together. i was at a summit yesterday where there appears to be a good faith effort on the part of at least some countries. to combat these challenges but when you are faced with intransigence, eastern intransigence, western intransigence, northern or southern, it is very difficult to accomplish anything.

we are bearing witness to the inability of the u.n. to handle some of these complex issues right now. i don't know that anyone has an answer to it. it's not for lack of trying it is more simply because there are such diametrically opposed viewpoints of the way the world should work. host: how much of the work of the delegates this week is done on the side rather than on the main stage? guest: most of it is done on the side. the speeches are one thing and they are all very nice and good and it is the opportunity for leaders, for each leader to be in the spotlight for five or seven minutes that they are on

the stage. but the real work is done off camera, generally. and on the sidelines. you know, it will turn into a parking lot this week because there are so many motorcades and so much traffic around all sorts of hotels and meeting rooms, conference sites. that is where the real work gets done. it is unusual for a leaders speech to produce huge amounts of action. we'll see many headlines i'm sure about president biden's speech today, also the uranian president. people see headlines about that. but those are generally, those

are usually restatements people are already familiar with. so if there is going to be any movement, or any shift in position that often happens on the sidelines needs closed-door meetings. usually the role work and policy stuff. host: as far as president biden is concerned, who is he expecting to meet with? guest: he will not be meeting the president of iran. no expectation of that. they downplayed it, of course. the biden administration has been involved in these indirect nuclear negotiations. those have not yet borne any for it and seem to be stalemated. it doesn't look like it's

possible to get anything accomplished until probably november after the u.s. congressional midterm elections. he will be, president biden will be meeting with the new british prime minister liz truss and he will be having a reception for all the other world leaders at the national history museum here in manhattan. host: guest: those are his main defense. his arrival was delayed because he went to attend queen elizabeth's funeral. his schedule has been somewhat pushed back we will see after his speech today the highlight of those meetings what the british prime minister.

with china. they have said that their brand of government is better and it produces more development, makes their country more stable and bidens argument is that that is our best wrong. it is backwards. the economies are stalled and their people are not free. i think in general terms you will hear arguments from biden about how democracy is preferred through over -- over autocracy. host: on twitter a question, i don't see the united nations removing russia from the security council. to punish russia for the

unprovoked or in ukraine and to that i will add we heard give a speech will be here from a high-ranking official? guest: president putin will not be here in new york. his foreign minister who was a former russian ambassador to the here. i believe he is speaking later in the week. he is lower on the list of protocol for speakers. the comment, russia is a permanent member of the security council which means it has a veto and any move to change the membership will be met with the russian veto. they are in a position where they can be tossed out and punished in that way. so what the west has done is to

impose these very severe sanctions on russian officials, russian companies and going about punishing them that way. one can make the case that russia's economy has suffered because of this but one can also make the case that it hasn't suffered as much as they had hoped and as these sanctions are binding, they certainly have been a deterrent. they have been convinced putin not to escalate the situation which he has clearly done overnight with this new mobilization of troops. host: republican line, rate in new york. caller: good morning, i would like to see it addressed at the

mr. lee, let me ask you about this there is something on the website known as development goals. 17 overall year after year we talk about the u.n., the commitments they make, what are the goals and how is the body doing at feeding these commitments? guest: the u.s. has set up these goals that are intended to help the world cope with climate changes, economic instability underdeveloped countries. it is a mixed bag, the results so far. this first became an issue to get -- two decades ago when they started to put these developing

healthy. the u.n. does have these annual climate summit meetings and there is one coming up in november in egypt come over to think a lot of the attention will be placed on that upcoming meeting and while i think the climate is obviously going to be mentioned by president biden and other world leaders in their speeches, the focus of this general assembly is less on climate and more on ukraine. even though ukraine is probably going to be a transitory issue and one that while it does have global impact, the climate change issue is far more global in its impact and will be much

longer lasting. so i do expect that this is going to be a subject that comes up in many of the leaders speeches. but i think all eyes on the climate world are focused on this next summit which is going to be held several months from now host:. before we let you go a lot of things happening. what is going to be your interest, what are you paying attention to? i might suspect that it deals with president putin's speech. what would you be paying attention to? guest: in terms of the president's speech, it's going to be very interesting to hear what the rhetoric is and how strongly he comes out against what has happened just overnight. you know, we know very well already how this administration feels about the war in ukraine. but these latest developments

what have you learned since being here? guest: a lot. right now the urgency that we have has been the priority. we are working night and day and if you are doing good you don't feel it. host: you are the first haitian-american elected to congress talk about that. guest: it has been an important journey. i think the height and the climax really came after the assassination. we see killings, murder, rape so would be so the combination going on this weekend, there was no surprise that shows the urgency of us acting to help stabilize. host: there is a headline here in the paper this morning about fuel prices being connected, can you explain what is going on and give the back story there? guest: was the announcement meant came there were more
