her fellow republicans as far as your challenge for the speakership. guest: the main thing is that we think that you need to change the status quo. i think all americans -- your last caller, listening to her, they all want to see a page turned in washington, d.c. one of the things i think has been so problematic is that members cannot rank-and-file members, have been disenfranchised. everything go through the leadership but whether it is nancy pelosi or whoever is going to be the republican leader. everything is centralized as far as power, so you have a restricted amendment process here in in six years come out we have not -- commitment process. in six years, we have not had an moment process. how about the budget? you need to empower the

appropriators can either get rate of the committee and change it, which i am ok with doing that by having authorizing committees combined with the subcommittee on appropriations, or you give the appropriators time to get their job done before june 1 and actually do a budget. we have not done that in five years. i talked about process. that is my pitch cannot process to be more inclusive of members so they can represent their constituency. the other aspect is this. on the republican side, when we lost in 2020, we came close but did not get over the hump. they said we had a good election. we made progress. we cannot change our leadership. even though our leadership has been in place for six years. this year, they said, we are going to have 25 to 30 seats, which did not materialize.

they were saying since we are going to do so well we cannot make a change and now we do not do so well. it is close. they said, you cannot make a change now. are you ever going to make a status quo change? i think rank-and-file american citizens of this country want to see a change here in washington, d.c. host: you got 31 votes as far as your attempt to become speaker. what does that mean going forward should the house go into republican hands? guest: you have to get 218 votes. that is the magic number to become speaker of the house. nobody has 218 votes as i sit here talking to you today. that means it is time for republicans to have an internal discussion, a family discussion

about which direction we are going to go. i do not think he is going to get 218 votes. it is probably not going to be me, but we will have a discussion on who might be consensus pick. host: which means in theory if it is going to be mr. mccarthy you would have to reach out to fellow members of the freedom caucus and other factions within the party to gain the support. what message could he deliver to sway some of you? guest: pedro, a huge part of this is trust. he is going to have to rebuild some trust here in the next 45 days if he thinks he is going to be the speaker. that means you will have to have open dialogue and accountability. that is how you build trust. trust is a series of promises kept. mistrust is promises broken.

we need a real positive message, positive direction. i think kevin is not really -- i think he has backed away from some of the things our base wants. our base wants to say, let's have a positive message. how are we going to reduce gas prices at the pump? it cannot just be performance art. it has to be real use of leverage. there is going to be a split government. that means republicans will have control of house. you have president biden maintaining control of the executive branch, so how do you leverage when you are in the minority or split to get policy through that we think is important to reduce gas prices or provide security along the border or reduce federal government spilling -- spending

so we reduce inflationary pressure? how do you use the leverage points, which are not very many? i am not sure that mr. mccarthy has iterated how he believes he can do that, and that is a huge problem. 36 people voted against kevin yesterday, some more than 36 people voted against him yesterday because even more people came up to me yesterday. they felt compelled to vote for kevin but they appreciated my candidacy and want to see it change. host: rep. moore: -- representative marjorie taylor greene express an outsider like liz cheney, if you get support from the democratic side, she could eventually become the top of that ticket. do you think that is a possibility?

guest: i love marjorie taylor greene and she is a friend but i disagree with her on this. i do not think anybody is going to vote to facilitate liz cheney coming in. to be speaker of the house. that is a long shot. even the republicans who said they would be willing to work together with moderate democrats have actually watch that back. i have a great relationship with a number of my colleagues, with most of my colleagues. certainly with some of my colleagues on the other end of the spectrum from me. they are not interested in being speaker of the house -- in a democrat being speaker of the house. it is a red herring us are talking about what needs to happen in our conference. host: one of the things that will be on pressing terms is the debt ceiling.

what is the best approach in your mind? guest: do not grant the debt ceiling. there is never any offset and that is -- you need to start looking at a real reform and the budgetary process to make sure we are going forward with programs that need to be looked at her and you cannot continue to have a $1.5 trillion structural deficit every year and say we are going to edit to the credit card. that does not work in the short-term or long-term. an example would be looking at the fed, dealing with inflation by raising rates, whether it is 50 basis points are 100 basis points a month. whatever they are going to do, that will have an impact on chewing up on you to provide --

on our need to provide federal government payments and services because it will cause interest rates to each further at our spending. when you have a revenue shortfall, you want to keep raising it and putting it on the credit card, you are going to add to inflationary pressure and that is the short-term problem here the long-term problem is you will actually put this country in long-term front foundational -- in long-term, foundational and firm footing. it does not matter what party. host: you are a republican from arizona. how do you feel about the results of the governor's race? guest: i am not happy about that.

it is interesting to see what happened on election day. you have a problem you have a secretary of state overseeing the elections and we have the kind of problems we did again on election day. it is unfathomable that we had the same question -- problems in 2022 that we did in 2020. that is odd. but there is still some provisional ballots the need to be counted. i know katie hobbs has been declared the winner, but it is my understanding there provisional ballots that are outstanding. host: do have legitimacy -- questions about the legitimacy of the call? guest: let's count all the belts and see what happened. host: former president trump's announcement last night? guest: i am pleased.

antimissile, a missile defense system that ukraine fired at the russian rockets coming in, but they are not sure. ukraine has a lot of russian-made rockets. the crucial point is none of this would be happening every russia was not doing war crimes in ukraine, by launching cruise missiles at civilian targets. they launched over 100 missiles yesterday, all at civilian targets, which is the definition of a war crime. ukraine is doing its best to defend itself in that situation. i want to applaud nato and biden's administration for their response, making sure we get the facts before we come to conclusions. and trying to make sure we do not escalate the situation between russia and ukraine. so, i think they have handled it well. we will see, but it does not

appear that this was an intentional russian attack on poland. host: one of the things regarding ukraine that hopefully will take place, at least from the biden administration's point of view, is more funding for ukraine. do you see that materializing? guest: they are asking for $47 billion, a good part of that is humanitarian aid, because the russians are bombing civilian infrastructure and it is creating a humanitarian crisis there. some money will continue to help ukraine defend itself. there is also about $10 billion to deal with health care related issues, like covid. and the hope is we get it passed during the lame-duck session. it is important that we do that. we see everyday what russia is doing in ukraine and all ukraine wants is to be a sovereign, democratic nation. we need to continue to support the men that effort. i support the biden

administration's effort and of the over 50 countries working together to try to stop russia's invasion of ukraine. host: would you say republicans will be on board with the new funding? guest: yes, certainly on my committee. mike rogers is the ranking member on the committee, mike turner is the chairman of the intel committee, also on the committee -- there's a lot of republican support for supporting ukraine. i went to kyiv a couple of months ago, michael waltz was on the trip, he strongly supports this. so there is strong bipartisan support to continue to support ukraine. host: as far as the committee itself, should republicans gain power after the midterms? do you see the focus of the armed services committee changing or the things that they champion for perhaps going away? guest: i think it will be different. every two years it is different, particularly something shifts.

you have the house, senate and white house. if one party or the other takes it over, there is always going to be a six month period where it is like, how is this going to change? republicans have different agenda items. and there is always a sorting out as members try to figure out what is possible. and, again, i will emphasize michael rogers and i are really close on a lot of issues and we both believe in bipartisanship, we believe in our committee getting work done, passe the defense bill every year. we work in a bicameral way to get that done. we have done it for 62, going on 63 straight years, and i think that will continue to happen. host: give us a sense of the status of the nvaa -- ndaa. guest: it is the oversight bill for the pentagon that we pass every year. we have another meeting

tomorrow. i am sure by the end of the week we will have a bill with the house and senate that the democrats and republicans agree upon, and little is to pass it the first week of december. host: what do the figures look like as far as the bill is concerned? guest: you are talking about the budget aspect of it, the top line number. the appropriators have to agree on that, so we are also working with the appropriations committee as they tried to get their bills done. at the end of the day, they are the ones that decide how much money gets spent. we have something to say about the oversight and how the money is spent. so, the appropriators and authorizer's are working together to settle on that final number. host: representative smith, what are your impressions going into the possibility of becoming a member of the minority next year? guest: the biggest thing for me

is how successful this election was. the overarching theme is it was a victory for democracy. liz cheney said it best, this was a victory for team normal. you have a lot of competitive elections, you certainly had republicans and democrats giving the alternative views and a robust and very competitive campaign. you had a lot of close elections. those elections were well-run, fairly decided, and just about everybody who lost has conceded, even very close elections. after president trump and to the far right republicans' efforts to try to tear down the election system and claim every time they lose it is unfair, to see so many republicans and democrats come together and have what i would call a normal election was incredibly heartening. i'm pleased that the democrats held onto the senate.

it's hard to say were the final house numbers will be but it will certainly be a lot more than people expected. more than anything, this was a victory for democracy and it makes me very happy. host: as far as the final numbers have not come in yet, if the republicans again an advantage, what do you think this has done -- what do you think kevin mccarthy will champion if he becomes the leader? guest: i am not worried about kevin mccarthy becoming the speaker. certainly there will be policy differences, but that is normal. we'll have that happen. the undue influence of the election deniers in the republican caucus, i am worried in order to get the votes to become speaker, i am worried that concessions it will have to be made to be extreme elements of the republican party. and the number one thing i am worried about is funding the government. in 2010 when the tea party took over, 2011, we almost did not

raise the debt ceiling. we almost defrauded creditors. we have had a series of government shutdowns. and then continuing resolutions at that were short of funding the government through the appreciations process. so i am worried about whether or not we will be able to do the normal functioning of government. whatever you think the government, how much money you think the government should spend, what you think they should spend it on, we should have a debate about that, but the government must function. you cannot shut it down. continuing resolutions, government shutdowns are devastating to our national security and devastating to the men and women who serve in the military and their families, because then they do not have a budget integrates chaos and problems. so, that is my biggest concern. we will see what happens in the next couple months. but i am worried about that

undue influence of extremist elements in the republican party. we are talking about a very small number of people, i just hope they they do not have a disproportionate influence over the process. host: is it time for a change in the democratic leadership as far as the current leaders and those who should replace them? guest: let me say, i have worked with nancy for four years as chairman of the committee and eye would be very happy if she continued in that job. when i got to congress in the mid-90's, when the leadership teams were coming up, i was not blindly in support of that leadership and those who were there will tell you that. but as i have watched nancy pelosi work, there is no better legislator in terms of making sure we get things done, everybody is included. she is still doing a great job. it is up to her whether she wants to run.

protection subcommittee, i have unanimous support from the republicans to move things, so there will be a number of things that we will still, i believe, be able to do to protect consumers, their privacy, and etc.. when it comes to the internet. it is not all about huge issues, but in the meantime, i think the republicans right now, they only have about a small majority, but they will have a smaller majority, and yet, we will have trouble getting the leadership together, so i think it will take a while to settle down, after we come back in january. host: one of the issues you pushed over the last couple of weeks as reported is your interest in hearing answers from

twitter when it comes to privacy. what are your concerns? guest: i am concerned about twitter. we have seen the firing of a lot of people from the twitter staff, who have been looking into what the content has done, and we have seen mosques say that he has no interest at all as far as i can see in regulating what is going on on twitter, and it is a private company, giving the public sector and governments less control over what it does. i think we are seeing people fleeing twitter because there is no trust in mosques leadership there. host: what would you like to see, if what you say strew, because you leave a few more weeks to work with the leadership, but what would you like to see them do when it comes to the practices of twitter?

>> what we have to do, come next session of congress, is say that we want consumers to have confidence. when they go online, be it on social media or to make transactions online, that they are going to be protected, or they are rights are not going to be violated. that they are getting information that is not stolen. we will have to make sure, and i think we can do that together because consumers, republicans and democrats feel no confidence they go online that there privacy is protected, and that the information they are receiving is act it. host: what are issues of importance to you in this session before january? what do you want to see those in your side due before them?

guest: the top issue is the appropriations hill. it is very important. if you don't get it done, by december 16, that is the day that the resolution runs out, and we will not have a bonded government. we cannot go to another shutdown, so with the challenge is going to be in the not -- house and in the senate. we will have to get at least 10 votes from the republicans with an appropriations bill. that is the top priority we have right now. host: going forward, we have heard from the courts about the debt ceiling and what is taking place in exchange for the rising of the debt ceiling. what are your concerns? guest: we would like to raise

the debt ceiling. we are the only country in the world right now that says every year, we have to say we will pay the bills that have already been incurred by the government. that is what it is. people get mistaken to think we are adding to the deficit. these are funds that have already been expended. i'm hoping that we actually can move ahead. embraced -- and raise the debt ceiling. there are negotiations going on. they are a little bit fraught right now, but i am hoping we can come to in agreement. host: if republicans take power in january, they are dealing with their own election. do you think there is a need for change of the democratic side? >> we haven't heard from nancy pelosi, but i want to say, of all of the people, even all of
