thank you. >> thank you, everyone. one to thank everyone for joining us today and welcoming ambassador and former governor, nikki haley. i could not be more honored to have her here with us. [applause] at my home and having so many of you join us in welcoming her, i have been so impressed with the ambassador for so many years. as being a tremendous governor of south carolina, but also as ambassador to the united nations. such a strong leader and thrilled to host and have so many of you here with us. next, i would like to welcome a dear friend of mine. representative kimberly rice, who is cochair -- former, well,

close. >> thank you for hosting such a wonderful event for the ambassador. it is such an honor for me to be here and be a cochair for ambassador haley. she is an inspiration. she has such principles. she is just so bold and fierce and such a leader. and, such an example for our young people. she will bring pride back to this nation for our young people. just, really inspire them to be the best they can be and show them what our nation needs to be. what really drew me to her was her foreign policy experience. she knows what our country faces ahead. when she drew the ire of china, i knew i made the right choice.

>> i was born and raised in a small, rural town in south carolina. to stoplights. you cannot think about doing something wrong without somebody already telling your mom. it was a great place to grow up. when we were there, we were the only indian family in that small, southern town. we were not white enough to be white, we were not black enough to be black. they did not know who we were, what we were or why we were there. i remember when i would get eased on the playground. my mom would say, your job is not to show them how you are different. your job is to show them how you are similar.

it is amazing how our country could use my mom's advice now. even though that town did not know why you were there, my parents knew why we were there. it was never a day they did not remind me, my brothers and sister how blessed we were to live in america. my mom started business out of the living room of our home. it was a successful company. i started doing books for the business when i was 13. it was not until i got to college that i realized it was child labor. i went on to a public university. i am not an iv leader. i graduated with a degree in accounting. i am an accountant, not a lawyer. when i worked in the corporate home, i came back home for the family business. one day, i happen to be sitting with my mom telling her how hard it was to make a dollar and how easy it was for government to take it. my mom said, quit complaining, do something about it.

i did not know that you were not supposed to run against a 30 year incumbent in a primary. once i realized he was related to half the district, the only option was to win. we said, we have too many lawyers at the statehouse. i think they need a good accountant. they took a chance on me and we won. i got to work at the statehouse. a lot of bills were passed in south carolina by a voice vote. one day, they decided to pass themselves a pay raise raise -- a pay raise. i said, this is why people do not trust us. i filed a bill in said anything important enough to be debated on the floor of the house or senate should require a legislative vote on the record. what they did was they completely demoted me. they took away my seniority, they took away every committee i was on. i ran for governor. i am proud to say one of the first bills we signed into law

is now in south carolina, anything debated on the floor of the house or senate requires a legislative vote on the record. we did it on every section of the budget. [applause] i love music. on the day of the bill signing, i blasted throughout the statehouse, pat benatar's hit me with your best shot. when i became governor, south carolina was hurting. we had thousands of people on welfare. we where the but of the jokes. everybody made fun of south carolina. by the time we left, we had turned it into an economic powerhouse. we were building more bmws than anyplace in the world. we brought in mercedes-benz, five international tire companies. they were referring to us as the beast of the southeast. we said you have got to show a picture id to get on a plane, you should show picture id to

protect the integrity of the voting process. we passed one of the toughest illegal immigration laws in the country. we did a mandatory e-verify program that required our businesses to prove the people they hired were in this country legally. we announced jobs in every single county. we took our unemployment at 11%, brought it down to 4%. we took 35,000 people off welfare, we put them to work. by the time we left, we were named the friendliest state in the country, the most patriotic state in the country, and the number two state in the country people work moving to. i got the call from the united nations and said, i do not know what the u.n. does. i just know everybody hates it. right? when you get the chance to serve your country, you jump. when i got to the u.n., i wanted countries to know what america

was for and what america was against. i did not care if they did not like me. i wanted them to respect america. we pulled ourselves out of the iran deal. we passed the largest set of sanctions against the country in a generation with north korea. the most important thing we did, we took the kick me sign off of our backs and we were inspected again at the u.n. -- respected again at the u.n. [applause] >> now, i am running for president and i do not have to tell you how bad things are. you do not have to turn on the news to see it. we are $32 trillion in debt. we are having to borrow money just to make our interest payments. china owns some of that debt. i would love to say, oh, biden did that to us. that would be easy. but, i have always spoken hard

truths and i am going to do that today. our republicans did that to us, too. look at that $2.2 trillion covid stimulus bill they passed that has left 90 million americans on medicaid, 42 a million -- 42 million americans on food stamps. did republicans try to make it right? they opened up earmarks for the first time in 10 years, pushing through 7000 of them in december. one to know how they spent your money? $30 million on an honors college in vermont. $10 million to tear down a hotel in alaska. the list goes on. all while one and fixed income american families cannot pay their utility bill, 60 million americans are in credit card debt. medicare will go bankrupt in

eight years. they talk about our education and say, covid did that to our kids. no. we had problems with education before covid. pre-covid, 67% of eighth graders in our country were not proficient in reading or math. think about that. two weeks ago, it came out that 80% plus of eighth graders were not proficient in history or civics. now, this week, it comes out that 13-year-olds are scoring at the lowest levels in reading and math in decades. something has got to give. 90% of our children are still undergoing critical race theory, which if they go to school, if a little girl is going to kindergarten and she is white, they are telling her she is bad. if she is brown or black, she will never be good enough and she will always be a victim. we got biological boys playing

in girl sports. this is one of the biggest issues for women in our time.

>> you've got a northern border issue, i went to the south border. i went 400 miles down that border. you are not ready for what i saw. nouns -- mounds of clothing, shoes, paraphilia, rape areas where the women and girls had to go through. when you get up in the morning, you get your coffee and you watch the news. when these ranchers get up in the morning, they get their coffee and go see if anyone died trying to cross the fence. they pick up whatever little kids were left behind and turn them over to border patrol. i met with multiple sheriffs, they said before 7:00 a.m., they pick up whatever illegal immigrants they can catch, turn them over to border patrol. border patrol documents the man releases them until their court

date years from now. when you ask border patrol about their job, they told me, you want to know what we do? we are glorified babysitters. they do not let us do our job. 5 million illegal immigrants. we had enough in cross that border that would kill every single american last year -- fentanyl cross that border it would kill every single american last year. do not think for a second china does not know what they are doing when they send it over. then, you know all about veterans. new hampshire has a good number of them. when i was growing up, my mom always said, take care of those who take care of you. are we taking care of those that took care of us? let me tell you about our veterans.

33,000 of our heroes are homeless in america, that is shameful. one in three veterans suffers from ptsd or thoughts of suicide. we lose 22 of our heroes everyday to suicide. when they have to make a primary care doctors appointment, on average it takes them 29 days. when it hits 30, they get to go to the doctor of their choice. midway through the 29 days, they get a call to reschedule so that the clock starts all over again. that is not how you take care of those who take care of you. i will tell you, my husband is a combat veteran and plate to afghanistan -- deployed to afghanistan. everyone loves to see when families are reunited and they come safe. it is a blessed day. nobody talks about what happens when we go home.

nobody takes care of these veterans in transition. my husband came back, he could not hear loud noises. he could not be in crowds. life had moved on without him for a year. taking care of them when they get home matters. that is a lot a bad, right? you are tired to find anything good. now, i am going to tell you what told south carolina ends when i became governor. no more whining, no more complaining. now, we get to work. how do we fix it? when it comes to our economy, let's make sure that we stop all of this spending. let's go back and clawback the $500 billion of covid money that has not been spent instead of 87,000 irs agents going after middle america, let's go after

the hundreds of billions of dollars of covid fraud we know exists. if a percent of our budget is interest, quit borrowing. cut out the credit cards, republicans and mcgrath both have a spending addiction -- democrats both have a spending addiction. why is congress the only group that refuses to balance a budget? we will stop the spending, stop the borrowing, we will eliminate the earmarks and i will veto any spending bill that does not take us back to pre-covid levels. that is how we will get things back on track. [applause] >> when it comes to education, we knew in south carolina if a child could not read by third grade, they were four times less likely to graduate high school. we started holding them back. we put them in reading remediation programs. we set them up for success. let's do that for all kids who have fallen behind in this

country. parents have one job, we have one job. there is no reason a school bureaucrat should know more about your child in school -- then you do. we need to have transparency in the classroom. parents deserve to know. [applause] parents should do side which schools -- decide which schools their kids go to. every child deserves a good education. no one should be mandated based on where they are born or raised or their zip code. parents should be able to decide where they go to school. when you talk about the border, we will do what we did in south carolina and then some. we will do a national e-verify program so we know exactly who is being hired in this country. we will defund sanctuary cities once and for all. we will go back to maine in mexico, nobody wants to remain in mexico. instead of the 87,000 irs agents, we will put 25,000

border patrol and ice agents on the ground and let them do their jobs. [applause] instead of catch and release, we will go to catch and deport. that is how you stop the flow across the border. we have to do it or the sake of our safety. when it comes to our veterans, we will make sure that they can go to the doctor or hospital of their choice. we will make sure we put telemedicine in place so that when they need mental health care, they are not waiting. they get it at that moment in time. we should make sure their g.i. benefits do not have to just go to education. let them decide where it goes. we should make sure their spouses are taken care of. you do not have -- want a veteran that worries about the care of their spouse. the way we are going to fix that is, we are going to make sure every member of congress has to get there health care from the v.a.

you watch how quick they fix that. [applause] all of those domestic problems i mentioned to you, all of them could have been dealt with by congress. but, what has congress done for you lately? absolutely nothing. that is why we have to have term limits in washington, d.c. no more of them staying there forever and gaining power. that is why i think we have to have until competency tests for anyone over the age of 75. no one should be offended by that. i do not care if it is 50 and up. what i am saying is, we should know that these people who are making decisions on our national security, making decisions on our children's economic future, we need to know they are at the top of their game. we need to know they've got all of their heart and mind in it.

then, when you look at our national security, that as a whole another issue. let me tell you something. joe biden has not managed our national security well or kept us safe. let me tell you, a president kamala harris is terrifying, to think she would know how to keep america safe. let's look at our national security. did you ever think we would look at the sky to see a chinese spy balloon looking back at us? it is a total embarrassment. you've got russia invading ukraine, north korea testing ballistic missiles, china on the march. make no mistake, none of this would be happening had we not had that debacle in afghanistan. you go back and look at what happened. the idea that my husband and his military brothers and sisters had to watch us leave the air

force in the middle of the night without telling our allies who stood shoulder to shoulder with us for decades because we asked them to be there -- think about what that told our friends. think about what that told our enemies. when i was at the united nations, they made it clear our enemies -- there were two things they never wanted america to have. they never wanted us to have a strong military and the energy independent. strong militaries prevent wars. when it comes to energy, we should do and all of the above approach, no going hat and hand to saudi arabia. no more getting 30 oil from venezuela or iran. let's get smart about what we do. at the united nations, when we moved the embassy to jerusalem, we were condemned by the entire world. i was proud to issue the u.s.

veto, but i was mad. i went to my office and told my staff, i want you to put a book together, list all 193 countries, i want the second column to be the percentage of times they voted with the u.s. and against u.s. i want the third column to be how much foreign aid we give them. i took that book and gave it to president trump. he lost his mind. he is yelling out countries and i said, i am not saying you give foreign aid based on a percentage vote at the u.n. that should be one of the things we look at. quit trying to buy friends, quit paying off enemies. last year, they gave $50 billion in foreign aid. do you know who they gave it to? pakistan, that harbored terrorists that tried to kill our soldiers. iraq that sells death to america every day. send bob way -- zimbabwe.

we gave money to belarus as they hold hands with russia invading ukraine. we gave money to communist cuba, who we named a state sponsor of terrorism and who was building a spy center with china in cuba right now. the one that makes me sick to my stomach. we gave money to china. how weak do we look? when i am president, we will no longer give money to countries that hate america. now, we have got to -- i appreciate that. [applause] now, i want to talk about the national security threat that no one is talking about. the number one national security threat facing america is china. let me tell you, china is literally preparing for war with us. and everybody is asleep at the

wheel. everybody. that is not being dramatic, they are the biggest threat we have had pearl harbor. look at how they are infiltrating our country, look at the aggression they are showing abroad and tell me we should not be concerned. let's talk about it, the infiltration. you saw a spy balloon, that is how arrogant they are. they bought 400,000 acres of u.s. soil, most recently near grand forks air force base. they are sending fentanyl over left and right, they know exactly what the cartels are doing with it. you look at the fact they have infiltrated our university, giving millions of dollars to our schools so they can spread their chinese prop and. when those schools are called out to get rid of it, they rename it, do another program. lobbying, you've got chinese companies that are basically lobbying our congress.

to get what the communist chinese party once -- wants. that is domestically what they are doing. look at economically, they steal six hundred billion dollars worth of intellectual property from us every year. they came out with a fifth generation fighter jet stealing our intellectual property. we handed it to them on a silver platter. the commerce does have a list of sensitive technology that should not be sent to china. it is not a black list, so the biden administration approved 70% of the applications that were requested last year to send it over to china. then, look at the military. this is the one that is really scary. china has 2 million members in their military. we have 1.4. china has built up the largest

naval fleet in the world. they have 350 ships, they will have 400 in two years. we will not have 350 in two decades. look at everything else they are doing. when it comes to their air fleet, they have more fighter jets than us. they are now building hypersonic missiles, we barely started. what are we doing with our military? making them take gender pronoun classes. we've got some work to do with china. president xi says whoever owns the data, owns the world. that is why he started a commission that says any company that does business in china has to cooperate with the chinese military. think about our tech companies, all of your financial data, your health care data, your children's lifestyle data and now know the chinese military has it. yet, biden had a virtual meeting

yesterday with 80 countries about fentanyl? was china in the meeting? no. janet yellen says, we should be doing more business with china, that is why china welcomed her with open arms. they said she scolded china and said we should not have this win or take all approach, we should have fair rules. we are competitors. that is completely naïve. china's concept is always win or take all and they want to win. they do not believe in playing by the rules, because they never do. i saw it at the united nations, everything that comes out of their mouth is a lie. they do not see us as a competitor, they see us as an enemy and they are determined take over everything. we need to treat them like the enemy that they are. [applause] the way we do that, we build up

a strong military force. our military can do it. if we can get the bureaucracy out of the way, stop favoring certain defense companies and allow it start moving, we can do exactly what we need to do to make sure we have a strong military. we need to modernize. when it comes to everything they are doing with fentanyl, we go and say to them, we are going to end normal trade relations with you until we stop -- you stop killing americans. you watch how quickly they deal with fentanyl when we stop doing that. we start punishing them for stealing intellectual property. we make sure we do not send them any of the technology, we blacklist those things completely. we go to every university and say, either take chinese money or american money, but the days of you taking both are over and get chinese infiltration out of our universities. there should be no lobbying by any country to congress. that is what ambassadors are

for. we should eliminate all foreign lobbying, it is ludicrous we allow that to happen. punish them for stealing our intellectual property. make sure when it comes to the land that they bought, no more selling land to china and let's get back the land they already took. they do not need to have it. [applause] these are things we can do, but this gets back to why is it so important that we help ukraine? think back to the olympics. remember president xi and putin holding hands, telling the world they were now unlimited partners? remember a few weeks ago when the russian plane knocked down our american drone and xi showed back up in russia, holding hands? dictators tell us exactly what they are going to do. they are very transparent.

china said they were going to take hong kong, they did. russia said they were going to invade ukraine, we watched it. china said taiwan is next, we better believe them. russia said after ukraine, it is poland and the baltics. that will start a world war. we have to prevent that and the way you prevent that is understanding that a win for russia is a win for china. the ukrainians have shown they have the passion and will to fight. everybody gave them five days. look at how far they have come. russia taking 20% of their country, they are now down to 12%. russia has hit rock bottom, they are getting drones from iran and missiles from north korea. they have raised the draft age in russia to 65. two weeks ago, you watched the fact that this monster that putin created was this military army he paid a billion dollars for them to do his dirty work in

syria and africa and -- yes, we saw it in this ukrainian war. that monster turned on him. something amazing happens when someone who thinks they are invincible finds out that there is a crack. this is the time to put our pedal on the gas, not take our foot off the gas. we have to make sure that no on the we do not need to give money to ukraine. i do not think we should give cash to any country like that. we do not need to put troops on the ground, but we should work with our allies to make sure they have the equipment and ammunition to win. when ukraine wins this work, it will send the biggest message to china not invade taiwan. it will send a message to iran not to build a bomb, to north korea to stop testing ballistic missiles. that is why ukraine matters so much. that is why you see us doing that, because those fights for freedom, you cannot ever put those aside. that is our problem.

our goal is to get china from going into taiwan. but, we do have to address the one problem that we all have. this national self-loathing that has taken over our country, the idea they say america is bad or rotten or racist. i was elected the first female, minority governor in history. america is not racist, we are blessed. our kids need to know to love america, they need to be saying the pledge of allegiance when they start school every day. we owe that to make sure we get that back on track. do you remember when you were growing up? do you remember how simple life was? do you remember how safe it felt? it was about faith, family and country. your parents raised you to be a responsible individual. you went to school and learned

what you needed to to become successful. you went to church and found your faith and your conscience. don't you want that again? we could have that again. in order to do that, we have got to face the truth. we have to have a new, generational leader. we have got to leave the drama and chaos of the past behind us. we need to go forward, looking with a vision not for one presidential election, but for 20, 30 years out. in order to do that, it is going to take courage. couple weeks ago, i dropped my husband, michael, off at 4:00 a.m. for another deployment, a year-long deployment. i watched him and 230 other soldiers pick up the two duffel

bags of their belongings and load a bus for a country they had never been. they are going there to defend and protect our freedoms. they still believe in this amazing experiment that is america. they are still fighting. they do not care about political party stuff. they want to protect us from any people that happens. they are sacrificing their lives and families to do that. it is going to take a lot of courage. i am showing courage by running. every one of you needs to show courage. by remembering, do not complain about what you get in a general election if you do not plan this primary. it matters.

it matters. somebody asked me why i was running, and i said, my parents came here 50 years ago to an america that was strong and proud and full of opportunities. i want them to know that country again. i am doing this from -- for my husband, michael and his literary brothers and sisters. they need to know their sacrifice mean something, that we love our country. i am doing this for my daughter who just got married and i saw how hard it was for her and her husband to buy a home. i am doing this for my son, who is going to be a senior in college. i have watched him write papers on things he does not believe in just to get an a. that's not america. recently am% of americans don't think their -- recently 78% of americans don't think their kids are going to live as good of a life as we did. we can't be ok with that. i'm not ok with that. we've got a country to save.

[applause] and now we will open it up for questions. there is nothing i won't answer. so who wants to ask the first question? if you haven't melted already. yes, sir? hi, peter, nice shirt. >> as president, what would be your top three priorities to focus on in your first 100 days in office? >> as spread, what would be my top priorities my first 100 days in office. everybody always thinks the first thing you're going say what you're going to work on congress to do. but what i did as governor, what i'll do as president, you control what you can control. the first place you start is with your agencies. when i was in south carolina, i replaced every head of every

agency. and i put people at the top that knew their consumer. i wanted government to work for the people again. no longer were the people going to work for government. i also sent people into every agency that would clean house, get rid of old regulations. get rid of slowness and bureaucracy, and get rid of problem children out of those agencies. some agencies we had to tweak. some agencies we completely gutted. then i went and i told them, because i realized their budget, they were spending, because they were worried they wouldn't get the same amount of money the next year. so i started putting all their spending online. i started calling them out, because when i went to agencies, i opened up closets and you saw towers of computers. you saw towers of printers and paper that they had spent for no reason. and we started incentivizing them to give money back to the taxpayers. then they started to compete to show who was most efficient. and then we gave them benchmarks, things they had to accomplish in the first 90 days

to prove to the taxpayers they were working for them. and we kept on keeping benchmarks in the way. so agencies is the first spot. and with that, that's everything from the department of justice, our intelligence agencies, our v.a., and everything in between, you get those on track. the second thing is, presidents typically only meet with governors once a year. i will meet with our governors once a quarter, republican and democrat. because my goal is going to be, how do you bring down everything in the federal government and empower it to the states? we don't need to have the big bureaucracy in the federal government. states should have control. what i did in south carolina for south carolinians is different than what sununu would do in new hampshire, because the people are different. your industries are different. everything you do is different, right? so you go back and you empower. i'll give you an example. you give them solutions so they

can do it themselves. when i was -- i told you we had thousands of people on welfare. what i did is instead of the welfare checks for them to sit on the couch, we went to businesses, and i said, if you take this person and you train them for x number of weeks i'll pay for it. and afterwards you decide if you want to hire them. we moved 35,000 people off of welfare and put them to work. sometimes it means just connecting the dots and training them so that they can be productive members of society. we went into our prisons. we basically, i wanted to learn what happened when they got in, what they did during that, and what happened when they got out. we started doing computer skills. we taught them how to build a consume. we taught them financial planning. we gave them faith-based treatments if they wanted it. but we put equipment behind the fence, and we taught them a skill. now in south carolina, when someone leaves the fence, they've got a job to go to the next day. we have the lowest recidivism rate in the country.

[applause] we should be sending that money down to states for education, for healthcare, for benefits. that is what is going to empower every one of you and loosen everything and take away the power from the federal government. and then we'll focus on our economy. and and loosen everything and that means we'veo start building things in america again. we've got to make sure that we are not reliant on china or any other enemy. and that means if we can't build it here, then let's go to our allies. let's go to india. let's go to south korea. let's go to japan. let's go to australia. let's go to israel. all of them, we start working with companies who are -- with countries that are our friends. and that's how we'll be strong again. so that's what i would focus on the first 100 days. [applause] >> governor, what do you do about wayward federal judges?

if you're elected, you know there's going to be an injunction or many more. how can a president stop that? >> we just have to bring order back to our country. you know, it's like when you look at crime. there's no punishment, there's no accountability. we've got to make sure prosecutors understand you prosecute according to the law. you make examples of them. and we need to call out these judges that aren't following the law. there's an amazing thing. did i it very well in south carolina. when you call people out in front of everybody, and you let them know that you're watching and you let them know that the people who pay their paycheck is watching, there's an amazing thing that happens when they all the sudden become responsible and notable. i had no power using the power of my voice. it's always worked. yes, sir? >> this is more of a relaxed question. do you have any surreal anecdotes you can share about your time as ambassador to the u.n.? >> you know, i spoke to china and russia every day, because i

wanted to keep them close and know exactly what they were doing. i put a group in the u.s. mission that their job was to do nothing but watch china all the time. so if they put through a resolution, we stopped it. if they were trying to get a position, we killed it. we made sure they didn't make any progress under our watch. but i also dealt with the fact that there is a deep state. so when i came to the united nations, my very first week, you know, there's a lot that you have to do to get acclimated. and my first week in office, this person who i never met gets on the phone with the press and tells them what i'm going to do. so i was furious. i was like, who is this person? get rid of them. who it? you're not going to believe who it was. it was john kerry's sister. she worked at the u.s. mission for the united nations, and no one had ever dealt with her the way she needed to be dealt with. i told them that they needed to fire her.

they said we can't, she's here for six more months. i said you take her key card, you take her computer, and i will pay her to sit home. we made an example of john kerry's sister, and no one else stepped out of line while we were at the united nations. so we have to catch a plane, so i need to kind of wrap this up, but i want to leave you with the fact that thank you for standing in the sun for me. thank you for being willing to listen. i'll tell you this. when i ran against the longest serving legislator in a primary, people laughed at me. and i got to work, and i earned their support, and we won. when i ran for governor, i ran against an attorney general, a lieutenant governor, a very popular congressman, and a state senator. i was nikki who. i had 3% in the polls. i had the least amount of money.

and i worked south carolina like no one else, and i won. when i got to the united nations, they said i didn't have enough experience. and i got to work and took the kick me sign off of our backs. i have been underestimated in everything i've ever done. and it's a blessing. because it makes me scrappy. and it makes me work hard. no one will work harder than me in this race. remember, if you want to know the sign of a leader, look at how they campaign. look at how hard they work to get the job before you have to figure out what they're going to be, when they're in the job. no one will outsmart me in this campaign. because my eyes are on what matters. it's the reason i was in the north country. it's the reason that we've done over 30-plus events in new hampshire, 25 in iowa. and we constantly are doing things in south carolina. we're going to keep on doing it.
