giving you a front row seat to democracy. getting calling now. more on this story from the hill. good morning to you. biden stuns allies with order while bombshell -- with border wall bombshell. explain the action the administration is taking and why now? guest: why now is certainly the question at the top of everyone's minds. what we have seen is this week the department of homeland security filed in the federal register notifying that the government would be waving a few dozen environmental and conservation regulations, allowing the government to move forward with construction of the border wall in texas along the border. this was allowed in 2019 as
10:11 am
congress appropriated funds for the border wall when former president trump was in office. the biden administration is moving forward now. they are waving these regulations, which allows them to build a several miles long wall along the border in texas. the question about now comes as president biden and his administration have faced a lot of pressure from democrats and republicans about the state of the border, concern about the influx of migrants coming across the border so the timing aligns with that, but that said, there is no good time for president biden to be trying to do this given his own constant criticism of the construction of a wall during the trump administration and given the onslaught of criticism that democrats brought against the border wall from the years trump was in office. host: president biden insisting again yesterday that border
10:12 am
walls don't work but waving some of these regulations and environment of standard you work referring to dishy you were referring -- standard you were referring to. guest: that is something republicans are seizing on, the idea that president biden, who said walls do not work, is now green lighting construction, additional construction, of the wall, so it is this tricky balance where the biden administration is acknowledging there's an issue at the border and they are tacking -- taking action to try to curtail these crossings. they are appearing to throw their weight behind an idea they had criticized. it puts his administration in a difficult position and as a result criticism from both sides of the aisle. >> we know president trump built
10:13 am
somewhere between 450 and 500 miles of border wall. how many miles are we talking about here have been authorized and where are these wells being built? are these new walls or are they fixing up old walls? >> the expectation is they will be over 20 miles of wall. this is the number that's been thrown out in the area we are talking about, which is in an area that's seen a pretty high increase in border crossings in the last couple months, so that is the idea now. officials did say on a call to reporters thursday that the new construction of wall would be built on movable structures so they may not be permanently built their. that is something to keep an eye out for. but still, as we have been saying, any amount of wall the biden administration bills will come under criticism, certainly
10:14 am
from the democrats and even some republicans, who view this as a political play. host: you mentioned the reaction on capitol hill. what about the reaction off the hill for those in texas and on both sides of the immigration debate around the country? guest: there's frustration from some of the advocacy groups that have been critical of wall construction. we have seen some of those groups. i think there's a bit of confusion and criticism we are seeing from that given president biden himself is saying walls do not work and yet his administration is moving forward with it anyway. and on the flipside of the debate, we heard from former president trump and others on his side of the debate, essentially accusing biden of going back on his word of being the guy who criticized wall construction for years and is now appearing to adapt that idea
10:15 am
for political purposes. the white house is arguing their hands are tied, this is congressional funding that was allocated. they cannot do anything but use it for the wall. but certainly that's not really that much to calm the criticism they are getting. host: and finally, this authorization happens this week. when are we expected to see the actual walls going up? how long does it take from what happened this week to putting the walls and the ground? guest: it will still take a bit of time. we are talking about a handful of months before we see this fully constructed, so it's not going to be overnight to these walls are built, but certainly i think it comes at a time when the administration is sensitive to criticism they have gotten, not just from republicans on this but from democrats.
10:16 am
earlier this, the governor of illinois wrote a letter to president biden saying the state and its resources were strained by the influx of migrants being sent up from texas and asking for additional assistance so this underscores this is an issue the white house is a hearing not just from republicans but also from democrats. this additional wall construction, while controversial, the white house argues their hands are tied with funding and they hope this maybe calms some concern. host: if you want to read more on this story, thehill.com. brett samuels at his colleagues have their stories. brett samuels is the white house reporter with the. appreciate you getting up early with us on the washington journal. guest: thanks. host: we are taking your phone calls on this action that happened this week, president
10:17 am
biden approving plans to expand the border wall along the u.s.-mexico border. (202) 748-8001 for republicans, democrats (202) 748-8000, independents (202) 748-8002, and we have that line for border state residents, (202) 748-8003. here is president biden from yesterday in the oval office being asked about border walls. [video clip] >> it was appropriated for the border wall. they would not re-appropriate the money. in the meantime, there's nothing under the law. they have to use the money for that. i cannot stop that. >> does this make the wall longer? >> no. host: that was president biden yesterday in the oval office. taking your phone calls. republicans, democrats, independents and border state
10:18 am
residents. we will start in massachusetts. good morning. caller: i have a few comments. the first comment is that all these people that came running over the border, it's basically bribery for them to vote for the democrats. you know it and everybody in the u.s. knows it. number two, his poll ratings are down to 12% or 14% of people want this guy back in office because we know he is corrupt. we know that he wants to do everything to tear down the united states, not build it up. and then the third point is, these people that are illegal, over the last couple years, if they vote in the presidential election and we don't have a country, we don't have a voting system. we are a communist country. host: that's billy
10:19 am
massachusetts. barbara in pasadena. good morning. caller: good morning. i am a democrat and i don't vote just for the democrats. i vote for the person who can do the job. i agree with biden. it's i think they -- i think it's time they follow the rules and build a wall. and we just cannot support these influx of people crossing the border. they should go back and apply to come to the united states instead of coming in the back door. host: barbara, what did you think about building walls during the trump administration? caller: well, at that time, i was not supporting it, but i think that we need to take some
10:20 am
of these expanses they have already passed in take care of ukraine because we are part of that. instead of spending money on migrants in the hotels. yeah. i work so hard and nobody is helping me. i put my kids through school without help from the government. they went to private school. we were not middle-class at the time. now we are. but we have to pay tax and we have to do our jobs. host: that's barbara in pasadena, maryland on some of the numbers on crossings over the border. approximately 50,000 migrants from venezuela crossed the u.s.-mexico border unlawfully last month in september, a record, and one unthinkable member according to preliminary
10:21 am
statistics is the all-time monthly record in crossings from venezuelans, was partially fueled -- which partially fueled the yearly high in crossings, making up a quarter of the more than 200 thousand apprehensions reported by border patrol last month. on sundays, as many as 3000 migrants from's and -- migrants from venezuela crossed the border in 24 hours. that from cbs. taking your phone calls on the immigration issue and president biden approving plans to expand the border wall. this is a longtime cholera, joe, georgia -- longtime caller, joe, georgia, republican. caller: we need to enforce the border and that is why i am strongly for jim jordan for speaker because you get him in and you will get that straightened out. he will be the best speaker in
10:22 am
history. the border is unbelievable. we have to defeat him. we already have a $33 trillion debt and that's another good thing about jim jordan. he will do something about the deficit. but we need to build a border wall and get that border under control. that is important. you do a great job with c-span. host: we will be talking about the speaker race later in the show. why jim jordan and not steve scalise, who is also throwing his hat in the ring? caller: i think jim jordan is more conservative. i have studied his career. i don't think there's a better taxpayer or small business champion in washington, in the senate or the house, then jim jordan. i think he and trump will make the best team in history. because i'm so fired up about jordan and trump, i will go out and buy some more blue-chip stock today. host: that's joe. we will probably see you on november 6? caller: you will.
10:23 am
love c-span. keep up the great work. host: that's joe. speaking of former president trump and the speaker's race, the former president endorsing jim jordan in a true social post overnight, that story making headlines ahead of the speaker vote that will be happening wednesday of next week. again, we will talk more about the race in our next segment. taking your phone calls about the border wall issue. this is rudy in bowling green, ohio, democrat. good morning. caller: good morning. it's as the son of illegal immigrants -- as the son of illegal immigrants from mexico, even i don't fully understand the full problems of immigration coming into this country but i do know that i love and care for the people in ukraine. if this is some part of a deal to get some money to ukraine to put up a little wall, fine.
10:24 am
i've much rather would have that than the expansion of russia across all of europe. that is pretty much it. host: rudy in ohio. some reaction from capitol hill. congressman garcia, a democrat, same walls are a reactionary measure rooted in anti-immigrant hate. we should not double down on building them. veronica escobar saying walls are a symbol of our broken immigration system and a lack of political will to address immigration reform. a republican florida after -- florida saying after years of finger wagging, they
10:25 am
knowledged the need of the wall. and another, better late than never. the administration has been studying if walls work and i guess they figured it out. more reaction from another republican on capitol hill. she was on fox news yesterday. [video clip] >> i feel like john mclean in the greatest christmas movie of all time, diehard. wacom to the party, powell -- welcome to the party, pal. yes what? it has. now this administration and blue states and cities across america are going to pay the price and so now we get 20 miles of border. they have to violate 26 federal laws to do that but the law has never mattered to them. part of the thing that needs to happen for all these cities and states and the white house, they have to admit they were wrong.
10:26 am
the first step to fixing the problem is admitting you were wrong and we know the trump derangement syndrome is alive and well at the white house. they need to admit he was right and they were wrong, that the border wall is effective, it is a force multiplier, the technology is helping in pushing back against the illegals coming across the border, and putting america first works. that is why people are so mad. host: a congresswoman yesterday on fox news. this is ryan on the line for border state residents out of el paso, texas. good morning. caller: you know, i just want to say, as a border state, it's important to see both parties try to work on this issue and i appreciate the president following through on this. for folks to say democrats don't care about the border, they will
10:27 am
have to take a look at actions like this that have been taken by the biden administration, and it does have implications for future election cycles, including texas. in texas, is a lot more purple than people think, and this border issue has turned especially border state voters to the republican party. hoping they can come back to the democratic party and realize these border states have a vested interest in the democratic party. so i think it has a bright picture in the future for the state of texas. perhaps they can turn purple and change the landscape of the electoral college finally. host: we played that clip of president biden in the oval office being asked about it, saying he does not think border walls work, so what about the two messages here? fast track this and waive some of the environment standards to get things built, but the day after the news breaks, saying
10:28 am
border walls don't work. caller: democrats have to learn how to walk and chew gum at the same time. the immigration thing has been a broken situation for a long time. both parties speak out the side of their neck and don't fix the issue. in this case, joe is one of the best politicians, knows exactly how to build a bipartisan coalition and get the job done and walk it back at the same time. we have seen several presidents do that, the great ones. for people to say the democrats want open borders, it's not true. now, the effectiveness of the wall, they are taking other measures. i don't disagree with what the publican congressional lady said, but i think this d for the future and has lots of electoral applications. host: thanks for the call from el paso.
10:29 am
this is washington, joanne, independent. good morning. caller: good morning. i want to say there is shame in not changing but there's no shame in changing and that is what i have to say. thank you. host: is this a change for the good? caller: yes. there's no shame in changing. but there is if you don't. host: joann amash at. james out of detroit. your next. caller: good morning, america. we have all these complainers about the immigrants but do you realize the people coming here are coming from venezuela? they have plenty of oil and everything but they cannot even afford to feed themselves. i get sick and tired of people coming to america from other countries in europe.
10:30 am
they want a better life. not oppose it. i agree we need to help them. but it's amazing to me these people are calling. immigrants came here with the idea that they want freedom and a better life for themselves but they have a problem with others having the same thing. america, get that mentality out and welcome people from all over the world. god did not create this problem. we need to help the people in the world. think about it. venezuela. host: got your point.
10:31 am
that's james in detroit. this is marcus out of chicago, republican. your next. caller: good morning. first, i am running for congress because i'm tired of this nonsense going on in my district here. the wall is not going to be the type of wall president trump it up. it will be a flexible piece of nonsense. he will not use the materials he will be allowing to be resting -- b rusting. the border states have been inundated. there are homeless everywhere here in chicago and illinois. pritzker has signed a bill as of last month allowing illegals -- because that is what they are -- and to become police officers and go through the economy and wear the badge and have a gun
10:32 am
and can arrest and kill real americans and they are not even real citizens. what is happening here is treason. joe biden, first of all, i do believe anyone voted for this person. so this new world order he is on and the democrats have encompassed that they are going to turn this country upside down and take our money, go over with clouse schwab with the wef, saying, "you are going to eat bugs. you are going to own nothing and you will be happy." the republicans won the house in 2022 into that upended a lot of their programs. if you come to chicago, they are everywhere. and we -- host: you say you are running for congress in the first congressional district. democrat jonathan jackson represents that district.
10:33 am
you are running in the republican primary? caller: he was supposed to have been taken off the ballot. this thing went to court. the chairman of the illinois election board said that this situation with jonathan jackson, when he got on the ballot in 2022 -- host: and he replaced bobby rush. caller: he did but he was nine and supposed to on the ballot -- he was not even supposed to be on the ballot. so there's a lot of criminality with jackson that came in. host: so, marcus, you are running in the republican primary. have you watched your campaign? caller: no. lost the campaign? host: launched. have you filed to run? caller: that will be done in november, when my petition will be filed, because we have to make sure we are on the ballot
10:34 am
and that is a big deal, but people are telling me that they need change here and this being a democratic stronghold, they are seeing you cannot blame the republicans for what's happening in the district. this is all democrats. and they are all signaling this. stores are closing. we lost four walmarts in the district. the police station is inundated with illegals. where is the congressperson? he wants us to think he had a job for 30 years. the people want real representation. that is why president trump will be your president in 2024. 81 million people did not vote for joe biden. that did not happen. host: do you want to say your last name since you are planning to run for congress? caller: my eight consecutive run
10:35 am
for congress. the reason being i ran as a democrat. i have been a lifeline democrat -- a lifelong democrat but this time i say enough is enough. the people are suffering under this. they have these seats held by new world order people who do not care a rat's butt for them. kharkiv that is marcus -- host: that is marcus out of chicago, illinois. one of the headlines from the chicago, pritzker presses biden for more help as migrant buses double, saying illinois stands mostly unsupported against the strain of illegal immigrants. on a call with the white house sunday, the governor and mayor warned chicago could receive as many as 1250 migrant today, writing a letter to the white house asking for more support on the issue. this was governor pritzker on
10:36 am
wednesday talking about that letter. [video clip] >> wanted to make sure there was a public statement. we know we are starting to see more buses. it is as everybody should recall because there are these border politicians, the borders of the united states have politicians who want to cause havoc in the rest of the country. they could have raised their voices. they could have advocated in a political fashion for comprehensive immigration reform but those are the very people who are opposed to a conference -- opposed to comprehensive political reform so they want to pose a challenge to the president and opposite party. i wanted to make sure everybody understands who is causing this issue for states across the
10:37 am
country. you don't see him sending anybody to idaho. you don't see him sending anybody to south dakota or wyoming or missouri, states controlled by the opposite -- by his party. instead he's sending them only to blue states. host: illinois governor jb pritzker. taking your phone calls on president biden's plans to expand border walls along the u.s.-mexico border, specifically in texas. this is the headline from the washington times. biden says he cannot stop the skepticism with environmental law waivers and an urgency to build. it's the lead story today. david, flint, michigan, democrat. what do you think? caller: good morning. glad to be on c-span and this is a good topic. i would say that guy that was talking from illinois that said he's running as a republican, i
10:38 am
don't believe a word that he said. he made up so many lies while he was talking. if i lived in illinois i would never vote for him. but i'm glad that biden is doing this. i have been writing -- i have been calling my representatives here in flint and complaining that i want them to do something to stop the flow of these immigrants. now, i am all for the immigrant, you know? i'm a left-wing person and i believe in it and i give a lot to the democratic party through the elections, but the whole south america cannot move to the united states because it's a prosperous country. we can't have the whole south america thinking they can say that their children are being threatened by gangs in their country. it's something i think they are all making up and being told to say. then they bring their whole generations into the united
10:39 am
states. we just cannot keep them coming. i am glad that -- hopefully my representative got to the president and made him put that border wall up and send those people back to their countries. they can make their own countries great. host: you say you give a lot to the democratic party. you are talking campaign donations? caller: yeah. host: how much do you think you will be giving in the 2024 election cycle between congress and the presidential race? how much you would -- how much would you estimate you would give? caller: probably about $2000. that is a lot for me. host: what is the most you have ever given in a cycle? caller: 2500. that is a lot for me. i am a retiree from general motors and that is a lot for me. you know, i don't give the bank.
10:40 am
i'm not going to give them my whole bank account but i want us to win because i want the united states to stay a democracy and i know if trump and the republicans win we are going to turn to more of a country like putin and russia, where they force their wills on us from abortion to everything else. they are going to just force it, the minority of the republican party will force the stuff on us in the united states and i don't want that. host: this david in michigan. this is gilbert, republican, good morning. gilbert, are you with us? i hear your tv. one more try for gilbert. we will stay on the line for border states. new mexico, chad out of santa fe, good morning. go ahead. caller: good morning. thanks for having me. i am apprehensive to give this
10:41 am
any sort of credit. i mean, the democrats want open borders. we pretty much know this by now. i am not really buying this is joe biden trying to protect the border. i think it's more of a stunt for him to try to get more votes. i am not believing it. donald trump wants to keep the wall strong, build the wall out. i think this is biden trying to jump on the bandwagon from here. we have lots of problems in new mexico, arizona. texas. for him to jump on the bandwagon, make it seem like he's for strong borders, and then the next day basically walking back, so i'm not denying this joe biden thing. i think when we get this new speaker, we will get the borders strong again like the trump era. i think this is feckless.
10:42 am
i think this is a stunt. democrats are an open border party in my opinion. if they want these border states to be secure, we will have to elect a republican. under the trump administration, things were strong. we should keep the border that way. host: about 30 minutes left in this first segment asking about president biden's decision to expand the border wall. it was a federal register notice that first reported at this week then the white house being asked about that decision. the federal register notice on the waivers that were made to move this border construction, waivers for environment standards and other standards as well, over two dozen waivers that had to be made. the white house press secretary face questions about this decision in the briefing room
10:43 am
yesterday. here's what she had to say. [video clip] >> the president told me a border wall does not work. if that is the case, why does the homeland security secretary say there's is a need to construct barriers? >> what you have been reporting about come about this construction, so the facts are this. this is not new. these funds were appropriated in fiscal year 2019 under republican leadership and dhs is required by law to use the funds for the appropriated purpose. this was announced in june by dhs. so we believe there are better effective ways of moving forward to secure our border. we have continuously asked for congress to act to provide our cbp, law enforcement at the
10:44 am
border, to give them the resources they need to do their jobs, and so we will continue to call on congress. we believe, and the president has been clear, when you ask him does a border wall work, he says no. he has been consistent about that. we believe we need that border technology that is modernized. that is what we want to see and that is what i can speak to. and we -- this is something we were required by law and we are complying. this is an administration that does believe in the rule of law. >> why now? these funds have been available. >> the president spoke to this. this is one of the things he was saying. he had been asking congress to reappropriate the funds. he has been for the past couple years in congress refused and we have to comply by law to get this done and that is what you are seeing happening now. >> is there a way to continue to slow walk this, delay it? >> we have to comply by law and that is what we are doing.
10:45 am
we asked congress to reappropriate the funds bear that is what we would prefer to see, not waste the funding. but they refused and now we are going forward. host: white house press secretary karine john. yesterday in the white house briefing room. phone lines for republicans, democrats, independents and border state residents. also looking for your texts, tweets and posts. this is ernest from facebook saying the president has no choice. the money has been allocated by law and he has to use it to build the wall. obviously it will not be the mess trump was formulating but he has to comply. diane saying it's a shame the money cannot be used for something that might be more effective in this age of a. there must be better methods of organizing legal and orderly entry to the country. and this is someone saying it should be completed along the entire southern border and immigration laws must be enforced, saying her mother is
10:46 am
an immigrant who did it the correct way. another, saying after all he said to the opposite, one could conclude this is a stunt. and he does not have to do this. he could do it with another executive order. border patrol says walls should work to filter areas where people are. looking for your phone calls. james is in louisiana. independent. good morning. go ahead. caller: good morning. i want to see if i can slow down and make sure i get this right. one party wants to claim itself as -- we have a president for whatever reason is actually suspending laws and regulations of this country. we are not complying with our own laws. in order to save some money that
10:47 am
was appropriated for something our president says he did not want and did not think would work. now he is doing something to ameliorate this problem, so if he does nothing, they will complain. now he does something and they are complaining. the real source, in my opinion, the root of a problem, is congress. pass the laws and then let both parties be compliant with the law that we put in place. let's do what we need to do to be able to help our neighbors and to be able to take care of ourselves because all states are not equal. they do not have the same resources. and if we do need to accept some of these people, some states have more resources than others to deal with this. we cannot take everybody. host: that's james in louisiana.
10:48 am
back to texas, gilbert, republican. good morning. go ahead. caller: good morning. i'm calling from dallas. i'm a republican. host: and what are your thoughts on this move by the biden administration this week? caller: it means that trump was right. it means it is the right thing. it is the right thing to do. everybody protects everything of value. every bank, every office, every house has gates. so why should the united states have sony walls to protect us from people that want to cause harm bringing drugs or whatever it is, whatever they are coming to do, to do us harm? it should be preventative lee
10:49 am
stopped and -- preventively stopped and the wall is the right thing to do and i support biden trying to continue what is the right thing to do. host: gilbert in texas. to pennsylvania, harold, democrat. good morning. caller: good morning. i think biden is doing the right thing. they will not cost the united states and the money -- united states any money because mexico is going to pay for. host: before you go, want to ask you about president biden's comments on his first day in office. this is what president biden said his first day in office when it came to halting border wall construction, about undoing with the trumpet minise was doing along the border. he said nati has a right and duty to s its borders
10:50 am
and protect its people against threats but building a massive wall tans e entire southern bder is not a serious policy solution. verts attention away fromt genuine thre homand security, saying my administration is committed to making a comprehensive and humane immigration system that operates consistently with our nationalalues. it will be my policy that no more tax favored -- more taxpayer dollars will be diverted to build a border wall. do you remember when he did that? caller: i do. and i also remember when trump said mexico is going to pay for the wall, so put the wall up and let mexico pay for. thank you. host: harold and pennsylvania will stay in pennsylvania. harold to harry in pittsburgh, republican. good morning. caller: this is funny in a sort of way. all these blue states and
10:51 am
sanctuary cities were all right with this when it was down in texas. now it's in their state and they are crying about it. there was something on tv. i don't know how many people protesting this, saying they are ruining our lives. this proves who the real racist is. he has a history of being a racist. as far as this goes, get their phone number. maybe they could take four or five in. the guy giving $2000 a year for democrats, maybe he ought to use some of his money to give people a place to live, take care of them the way you are supposed to if you are all for it. host: to prince george, virginia. this is bradley, independent. good morning. caller: good morning, john. thank you for taking my call. it's been a long time.
10:52 am
i think this is great if the will of the people at this time is for this project. i'm wondering if, at the winter governor's board meeting, if, perhaps, the president is invited, perhaps they could speak on perhaps creating may be tax code where the supporters for -- excuse me -- the construction of the border wall could pay additional taxes, donate their tax dollars to this cause. that is just a thought. and i am hopeful that this will be a great opportunity for, you know, i guess i.t. development and even ai usage, perhaps, so
10:53 am
when they construct these walls, they will build them 100 meters off the actual border and have sensors to where, perhaps, you know, they wilct mement of humans -- human sized ppl to make border patrol's job much easier getting toward threats, i suppose. anyway, those were my thoughts, john. i am sorry they came out all discombobulated. host: on a topic you bring up, a congressman of texas was on this program. one of the issues he brought up was about moving the barriers away from the border, talking about having more room to be able to know when people are crossing a legally. when you are talking about 100 meters away, are you talking about in the united states or are you talking about into
10:54 am
mexico and putting our walls into mexican territory? caller: absolutely not. of course off the actual physical american border. and ideally 100 meters off you will have warning signs saying you are now in american territory and then 80 meters and 50 meters and 30 meters off -- or yards, i should say, but, you know, remind the people that are trying to enter america illegally that they are in fact are already in our territory and they should reconsider their course of action. host: thanks for the call. talk to you down the road. prince george, virginia. this is bruce in kingston, new york, line for democrats. good morning. caller: good morning, everyone. i have a whole scramble of
10:55 am
things to say. first and foremost, in regard to the blue cities being inundated with immigration, overwhelmed, i think they should have a question -- they should have a lawsuit against the texas governor firm doing where they are doing indiscriminately. it's clearly a political ploy. and i agree with the distribution of incoming immigration. i live in new york and new york in the 1850's had a similar problem and if anybody wants to look at history you will see this recurring again but there are republicans who have no comprehension. i can tell you c-span has never had a republican on with a conference a program on how to solve what's going on. all they do is raise money off of it. in fact, when trump to get out of office, you had private people raising money for the wall, which ended up in court because they stole the money.
