democracy. welcome to today's "wn journal". we will start with the speaker vote. this is a rollcall with the headline, speaker vote uncertain as jordan backers hold out. at least 20 republicans can oppose on the floor, more than enough to seek -- sink the speaker bid. steve scalise is bid is on shaky ground as a republicans went behind closed doors to figure out the next steps, even after selecting the nominee during a morning conference meeting. several conservative said they will not support skelly's on the floor, even as his top arrival for the job is supporting him and encouraging others to do so.
11:33 am
patrick mchenry recessed the chamber. chip roy of texas later told reporters that would not be any votes on the house on wednesday. roy is a jordan supporter who said he opposed a quick floor vote. he wouldn't back scalese if the vote occurred the same day. let's take a look at what he had to say. [video clip] >> we have a lot of work to do. we see how dangerous it is and how it can change so quickly. we want to make sure we are sending a message that the house is open and doing the peoples business. making sure that we are standing
11:34 am
in our first resolution that we pass under speaker steve scalise would make it clear that we stand under israel. obviously, there is a lot more work to do. the conversations we have been having with my colleagues over the last few days leading up to this show that there is a resolve that we need to get back to work. if there is a lot of business to take care of. -- there is a lot of business to take care of. host: that is current majority leader steve scalise. we will go straight to the calls. willie is first. annapolis, maryland. democrat. caller: i hope they resolve this. i do not think the american people can afford a potential of a shutdown. i think it is going to be rough on the country.
11:35 am
i understand that the united states and israel have some of the best intelligence in the world. i am wondering how could somebody like hamas get a hold of intelligence. i am not too sure if this might be an inside job which may have started at mar-a-lago, which i hope it is not the case. how did they get such information. that is my biggest question. . host: what you mean an inside job in what way? caller: how do they plan an attack on israel. i understand the united states and israel. if anybody has intelligence, it is them. how could somebody, like hamas get the information. we find all of these documents and mar-a-lago were the former president had. i hate to say this. i do not like what you said about the biden administration
11:36 am
glorifying these people like hamas, calling them smart. of that is my concern. host: let's talk to ann. caller: i am calling as an american jew. i am going to say that it is possible to support israel without embracing the right wing religious extremist administration. i think calling in the more left-wing israeli politicians to form a unity government is similar to the republicans messing things up and expecting democrats to fix it for them. i feel that the problem with white winged -- right-wing
11:37 am
extremism is not just enforcement of religious creed on specific society, it also introduces irrational habits of mind to reason of debate of evidence. i fear that the unprecedented success to the israeli government is not unconnected to the unprecedented failure intelligence. all of these victories and venting abortions -- victories and banning abortions, accommodating the expense of paying attention to the serious issues of good government. i think the house republicans disarray is an example of that. host: what do you think is the solution for the israeli palestinian issue? caller: go back to 1948.
11:38 am
a west bank without an israeli settlement. they should be able to do so with both civil-rights they should be up to do that with the protection. i would turn gaza into an international -- and i would keep a zone of rubble and have the u.n. established their headquarters there to remind them of what the standards of international work for peace looks like. host: the coalition government.
11:39 am
here's the headline. israel symbols a unity coalition to steer the a war. robert is an independent and connecticut. good morning. caller: why is the speaker being delayed? why is that vote being delayed? host: it doesn't look like they got enough votes to push scilly's through. it is the washington post house are without speaker, the chamber will convene on thursday though no votes are scheduled. i also want to show you punch bowl news. effort --epic struggles to become speaker.
11:40 am
welcome to kevin mccarthy part two, but worse, may be way worse. the request for leadership seemingly impossible. only the stakes this time are higher. the time frames are shorter, the oppositions are larger and the house republican conference is angrier. you have something else to say, roberts? caller: i do not want to get something -- i do not want to say something to negative. can't they bring in the u.n.? that would be my next comment. host: align where? caller: why can't they just go in there?
11:41 am
i would suggest that they would probably have to go through the human counsel -- un counsel. i would think that would hold and fully stop the fighting on both sides were civilians are being killed. thank you. host: the second look at msnbc. wisconsin republicans talk about the need to resolve so that other issues can get done. >> steve scalise, would he need democratic votes on the floor in order to go over the top? >> it can be far less than 90 nine. if they choose not to vote for steve scalise, if you assume no democrats will vote for steve scalise, we would have to try
11:42 am
something different. my hope is my colleagues in the republican caucus would unite behind the person who won the vote in our secret ballot. if that doesn't happen we will have to get creative. the problem with that is that we waste time. we see the deteriorations of the trends. we need to rearm ourselves. we are running dangerously low on stockpiles that we need to maintain conventional and strategic returns. host: we will go back to the phones about that speaker race and also what is going on in israel with hamas. maryland, washington. go ahead. caller: i am calling in
11:43 am
reference to the situation in israel. i support israel and what they are doing. i do believe that hamas is people as isis and as evil as the nazis were during the 30's and 40's in europe. they need to be eliminated. the way the nazis gave up is to be thoroughly defeated. there are remnants around. they need to be severely defeated. unfortunately, innocent humans living in the gaza area, the cost of war are horrific. this is not brought on by israel . it was brought on by hamas. my other concern, my other concern is that perhaps there
11:44 am
are --islamic terrorists that has recently crossed the border in the last years. who knows if as we seek to help nations around the world, if they might not at some point start instituting a tax on the united states. that is one of my concerns. i have not heard that address. that is what i have to say. host: a question about when you say hamas should be eliminated. hamas controls gaza. who would you expect the israeli government to occupy gaza, govern gaza? caller: i am not sure what
11:45 am
should take place. i am not a --i'm not in position of power to do that. when nations are destroyed by war thinking back to germany and japan, it does take someone to go in with authority and a bit of money to be able to rebuild. it was difficult to rebuild germany and harder to rebuild japan. both germany and japan ended up being viable democracies. it was hard in both cases booktv .org. >> "washington journal" continues. host: we are joined by revisited brad sherman of california, a number of the foreign affairs committee, also financial services subcommittee. welcome. guest: good to be with you.
11:46 am
host: you don't have a speaker of the house. is there a role you see democrats playing in that? guest: guest: i think republicans will fail to elect a speaker in several days and we can learn from what is happening in israel in time of crisis. israel is forming a unity government. we ought to have a unity speakership. whether you would like to serve as a speaker, maybe president george w. bush, somebody. much more important than the name is we need equal revisitation on the rules committee, we need to bills brought to the floor that reflected the views of the overwhelming majority of both parties. otherwise there will be four or five of the craziest republicans controlling an important branch of government. host: do you think that is possible? could there be power-sharing
11:47 am
among democrats and republicans? guest: winston churchill said americans always do the right thing after exhausting all the other alternatives. i think it will take many weeks and then at some point publicans will realize governing from the french and tried to satisfy the last craziest member, you can satisfy hundreds of members if you just agree this is an evenly split house and we are to have an even split in how decisions are made. the israelis can do it. do you think democrats and republicans don't get along? folks in this unity government in israel make nancy pelosi and kevin mccarthy seem like dancing partners. host: let's talk about that issue commodore reaction to the attack last weekend -- that issue, your reaction to the attack last weekend? guest: horrific, the beginning of a long and terrible war.
11:48 am
hamas has been clear, they want to kill more expelled every is really from the middle east and that is their position. i would like to see peace but you cannot make peace with the people on the other side say i want to kill you, your family, and everyone you know. for many years israel has tolerated hamas. i don't think they can anymore. host: i want to show you a clip indicator response. yesterday republican representative john bacon was very critical of the biden administration's response to iran and hamas. let's take a look. [video clip] >> iran is behind this. the administration was wrong, they said they're not sure what iran's role was.
11:49 am
iran helped hamas for over a year to plan this operation. iran is connected to hezbollah in the northern part of israel and southwestern syria. i anticipate hezbollah being activated to help hamas. the perimeter of israel will sit back and say iran is behind this whole thing. i would not be surprised to see israel is a link to iran. iran organized and make this possible. over 1000 israelis have been killed, i don't think israel can ignore it. host: your response to that? guest: there is this effort to create a political division over the slightest details. iran has always supported hamas. iran is the source of 70% of
11:50 am
their funding. islamic jihad is the baby brother of. . hamas they get perhaps 100% of their funding from iran. everybody knows that. what there is disagreement with is the degree to which the iranians are involved in operational planning. morality, that hardly matters at all. this was done consistent with iranian objectives. it was applauded by iran. weather elements of the revolutionary guard corps were involved in sparring -- in spying is a moral irrelevancy. we see in israel at >> good afternoon, from chillically. we are moments away from the house reconvening today. congressman steve scalise, according to capitol hill
