tv   House Speaker Election Coverage  CSPAN  October 19, 2023 12:06pm-12:35pm EDT

12:06 pm
the speaker pro tempore: pursuant to clause 12-a of rule 1, the chair declares the house in recess subject to the call of the chair.
12:07 pm
she felt this resolution would come to the floor here at noon eastern time when they gaveled in. but it appears not quite yet. we'll continue to watch here on c-span to see what happens next. do they bring this resolution to the floor? according to reporting from, emergeesting conference meeting marjorie taylor greene told tolution to empower patric mchenry will introduced at noon, an hour of
12:08 pm
debate, and vote to empower him until january. if this should come to the floor, it sounds like that is how it will work here in the house for today. your reaction to all of these developments on capitol hill. we are getting your calls. austin in california, republican. hi, austin. caller: hi. personally i am enjoying this. this is a constitutional republic. we are allowed to do this. if people are elected to position like kevin mccarthy, in my opinion, he should be removed. in my opinion. host: who should be speaker? caller: i'm supporting jim jordan. i like jim jordan. i honestly would even like patrick mchenry. host: because we have heard from
12:09 pm
conservative republicans, ralph norman, marjorie taylor greene, kevin hern from john bresnahan's reporting, says he's the republican study chair committee, he opposes this idea of gettingatrick mchenry. temporary 30uers -- powers until january. that would, some arc, give jim jordan more time to get the votes. 217 he needs. getting those republicans' opponents onboard. do you agree with that? caller: i have mixed feelings about it. honestly i would like -- i would rather have jim jordan. i don't want the government to shut down. i want stuff to get through. we have to get back to work eventually. maybe just give him temporary powers until we finally have somebody elected. what i don't like about what
12:10 pm
they are doing this time is that when kevin mccarthy was getting elected, 15 times, they would do multiple times a day. until somebody was elected. or until three or four votes a day. they are doing one. take ago break. that's why i'm starting to get annoyed. you are not trying to get somebody elected. you are just goofing off at that point. you are taking four days off. another vote. didn't get elected, another four days off. another day off. it's getting annoying. host: austin, a republican from california. ellen in flagstaff, arizona, democratic caller. caller: yes. i think if this was a poker game i think he would call this three of a kind. i think the main question we ought to be asking any of your callers is, would you be able to defy a congressional subpoena?
12:11 pm
i think jim jordan has made a mockery of the law along with clarence thomas. it started with donald trump. but the thing is, jim jordan is 500-something days into defying the subpoena. and you wouldn't be able to do that. i wouldn't be able to do that. he shouldn't even be up for vote at this point. clarence thomas, to my understanding, maybe has defied his capital gains taxes. donald trump has led an insurrection in which he told people to go down to the capitol and fight like hell or you're not going to have a country anymore. say that was political speech. when they get down there and they do fight like hell, that makes it an attack on america. and he should have been brought before the military tribunal, and they -- because he was the commander in chief, that could
12:12 pm
be done so order through the president going through congress and so on and so forth. he should have -- those charges should have been expedited on him because this is -- that was a coup. that was a coup, an attempted coup. host: understood. the story on capitol hill about what happens next in the house of representatives continues to evolve. here's chad, covering potical political for many years, tweeting out at 12:07. no planned debate on any resotion to empower mchenry as interim speaker. kim in grand rapids, minnesota, independent. hi. caller: hi. well, the republicans are going to kill themselves on this. there are so many people leaving the republican party going to independent. it's a shame. we all blame bin laden for taking down the twin towers.
12:13 pm
trump sent the troops to the capitol and destroyed the capitol. the republicans need to hire somebody that can work for the country. host: who is that? caller: robert stauber. host: tiffany in pennsylvania, democratic caller. your turn. caller: i oppose jim jordan. i'm ok with a temporary speakership. i think our best interest is put somebody like liz cheney or adam kinzinger who is willing to put party behind and the people first. that's where i stand. i am totally against having two geriatric old men running for president. i am a die-hard democrat. and i would give my vote to chris christie hands down. host: let me go back to the speaker race. your idea of adam kinzinger and liz cheney, it's not likely, under that scenario, that hypothetical, you say to your democratic party get behind those nominations.
12:14 pm
caller: absolutely. they were able to be impartial during the january 6 hearing. that's what we need. they put people before the party. that's what we need in congress right now. i do not want to see a veteran -- a senior citizen, or children in a shut down. the children are not going to get their free breakfast and lunch in skaofplt then snap benefits. they are not going to -- children won't have a stable meal. that irritates me. let's find somebody who is impartial. that is our best solution. host: all right. john bresnahan from punch bowl news, troy nlsrepublican, said he opposes the mchry resolution and still wants the former president as speaker for 100 days. mary in wyoming, michigan, republican. hear from you, mary. >> we have 222 republicans in
12:15 pm
the house in all. an there is the extreme eight, the gaetz, greenes, jordan types holding the others hostage. holding american people hostage. my republican party needs to straighten out their house stop letting the small majority rule them. i am in favor of letting mchenry have temporary power in hopes the republican party can get their act together. host: ok. go ahead. caller: jim jordan is not that person. consensus building is what gets built out of congress. finding areas of agreement, even if you can't agree on everything, what can you agree on? that's how long -- jim jordan has stated it's not one of his goals. if republicans can't get their act together, i'll be voting state democrat in the next few elections. the republicans have become extreme, disappointing. host: who is your candidate?
12:16 pm
who is a consensus candidate? caller: i would say jeffries at this point. host: a democrat. caller: yep. host: why? caller: the republicans have become too extreme. the majority are letting the extreme eight rule the party. and if they can't get their act together, you know, i'll go with the party that does have their act together. i am about -- there are times, yes, money's tight. that's typical. we all experience that cyclically in our life. you can't blame everything on one party. this party is bringing america down. it almost brings me to tears. host: mary in michigan. tim in westerville, ohio. republican. caller: yeah. i'm a veteran. i'm a school teacher. and i'm a republican.
12:17 pm
i have never seen such a mess in my life where republicans will not make deals with republicans, but they'll make deals with democrats. they have got to get it together. jim jordan is my guy. if mchenry wants it, he can have it. i'm not in favor of any partial. whatever person goes up there, they have got to be in lockstep. and they will not do it. host: ok. caller: if they can't make deals with republicans, they cross the aisle make deals with democrats, that is ridiculous. i'm totally against any deal making, especially when it's behind closed doors. if they can't make the deal on the floor, that's where i pay
12:18 pm
them to make the deal on the floor. host: ok. caller: that's where they need. host: listen to pat fallon talking to reporters on capitol hill. >> everybody in there, somebody has to question are you getting ready to get back to work? everybody raised their hand. we were elected to do this job. we are away from our families. i want to do something good for the country if we make that sacrifice. i don't think so. i'm not that cynical. >> was the conference going to vote on what to do with this resolution? >> i would like that to happen. we are discussing that now. it would be nice to know officially, unofficially officially where the conference is. the mood of the room was clear. >> bring the resolution to the floor? we are doing a side meeting. >> if you were to vote on that in conference, would you want a majority of the majority? or would you want 217? >> just a majority of the majority. again. i would support the majority of the majority.
12:19 pm
if that's what our conference wants to do, i'll support it. i do think we are going to get 212 votes from the democrats one way or the other. i don't know which way they vote. which ever way they vote they'll win the day on this matter. >> at what point are you concerned -- >> we are already concerned. i was concerned when kevin was ousted. i was alarmed then. it's very chilling. that hasn't changed. >> in conference, the effectiveness could be having said kevin mccarthy was not conservative enough. somehow dragged the house to the center. what's -- >> i think that we are splitting hairs. everybody in there is a conservative. it's a question of what position. i agree with everybody in there probably 80% of the time on the big matters. the democratic caucus i would be hard-pressed to find somebody i would agree with 20% of the time. i don't -- the point i make i only speak about what i said, which was if we lose five people
12:20 pm
in this room, we are in the minority. we have to act as a team. we have to get through this. that's why the folks i think made the mistake when they vacated the chair. that's behind us now. we can't continually be focused and obsessed and looking through the rear-view mirror. >> what's your -- >> no. lead. not kick the can down the road. fiscal matters. we have $32 trillion in tkefplt we have social security that may go bankrupt in 10 years. that's what the c.b.o. is telling us. we don't want to discuss it because the next election. the words will be twisted. we have to address these big matters. this is a big matter. constitutional law. >> is there a concern that empowering mchenry which would more than likely need the help of democrats that the republican speaker to got to his position with help from democrats? >> he made it clear he doesn't want this job.
12:21 pm
it's something thrusted upon him. i think it's unfortunate that the majority party shreting the minority party dictate. if they vote for it, it will pass. if they oppose it it will fail. i'm curious myself if it will go or not. they'll tell you. ask hakeem jeffries. this is so bizarre it's surreal. to ask the minority if a resolution will pass on the house floor when you are not in the majority. >> are there any other -- >> not that i heard. >> folks are in favor of this. did they give you any sense -- >> i understand the position. i disagree. thank you. host: republican pat fallon there talking about what's happening behind closed doors on capitol hill. republicans are huddling. he just told reporters as all of you heard that 2/3 of that
12:22 pm
conference he predicts is opposed to this resolution of giving speaker pro tempore patrick mchenry temporary powers to get the house up and running again. legislation on the floor. he said 2/3 of the conference not in favor of the idea. however, supporters of it and opponents are talking about it right now. and he also said he thinks democrats would vote for t we haven't heard from democrats yet on that. stan in new hampshire. we are taking your reactions to this story on capitol hill. the speaker election. what do you think? stan, you with us? ok, we'll go on to patricia waiting in georgia, democratic caller. caller: yes. host: hi. caller: hi. how are you doing? host: fine. what do you think about all this? caller: i think -- i would like
12:23 pm
to say i don't know why they picked him. he's one of the most divisive congressmen. he's never voted for anything. passed anything in 16 years. so why pick him? host: patricia talking about jim jordan. reminder to all of you waiting. mute your television. talk and listen through your phone. tony, new jersey, republican. caller: hi. my attitude is i'm very excited. i think our constitution is set up for these kind of things to be democratically. i think all these voices are coming together. through the years our history has shown that people do this. it doesn't always happen immediately. as a person of faith i'm trusting in them. they all are brilliant. they all have so many good ideas. and i believe they'll pull this off. soon. and i think we need to let them
12:24 pm
do their job. i think the public wants everything quick, but that's not how government always works because when you are with independent people who are a republic and they all are allowed to voice their own opinions as opposed to socialism, this is how it plays out. i think we need to give them the room and the space. i trust in my party. and i know they'll make the right decision. whether it be a temporary person or someone else. i trust that they are going to do the best for our country. we need to give them the space. host: who is your candidate, though? who would you like to see? caller: you know, originally from the beginning even before speaker mccarthy i was for jim jordan. i think he's just a stunning person. i think if i needed someone to represent me i watched him at all the hearings, he keeps his cool. he puts up with a lot of democratic opposition. he stays on course and gets the job done.
12:25 pm
very hardworking man. i wanted him initially. whatever is best for my party, whatever they decide i trust in their discretion. host: ok. if you were listening when the house came in at 12 p.m. eastern time you probably heard the house chaplain give the morning prayer. emma reports that the chaplain got a standing ovation as she walked through the gauntlet of reporters outside of the house g.o.p. conference. christian wilson quoting her in a tweet in thatrayer today, the house chaplain overwhelmed, ovwrought, or just plain over the circumstances in which we find ourselves today. kenny in gainesville, florida. republican. caller: hey, good morning. got a couple of things as a republican i'm more of a conservative than just a republican. but i'll be honest with you,
12:26 pm
it's disgusting, i'm a believer as well. the scriptures i read said the house divided it self cannot stand. that's where we are at as republicans. my biggest concern is something that i'd rather see democrats, right now, is shut themselves in that door, in that chamber, and not come out until at least they dealt with this single most issue that started this mess and that's one individual being able to bring a call of confidence against the speaker of the house, then you have the whole thing fall apart. that's the first problem that needs to be addressed. the second is, how on earth can republicans or democrats, and the democrats are more united than this, look at themselves in the mirror and see what's going on over there in israel and not take some kind of action to help one of our most staunch allies. it's disgusting whether you are a democrat, republican. independent, or whatever you are. they need to take a position on this because people are dying. and they need help.
12:27 pm
host: are you for temporary powers? caller: i think it needs to be. i'm not necessarily for it. but i think under the circumstances if they can do this long enough to -- first of all close that window of that single person vote. the other one is i would support jim jordan because i believe the main reason people don't like jim jordan is because he's tenacious, he's truthful. they don't like the fact he's truthful. that's what we need. we don't need somebody that's gray in the area. we need somebody -- i would support jim jordan completely. host: kenny's thoughts there in gainesville, florida. talking about temporary powers given to patrick mchenry who is serving in the speaker role temporarily while the party decides on -- fails to come to a consensus, that is, for 16 days now, on who they want to serve as speaker. patrick mchenry, that's the scene we have seen many times on
12:28 pm
capitol hill since kevin mccarthy was ousted. and patrick mchenry was put into this temporary position. patrick mchenry walking through the hallways. supporters chasing after him. and him saying very little. george in oak harbor, washington. democratic caller. caller: hi, thanks for taking my call. mostly i'm just amazed. they act like children. and the truth is they are in recess right now and arguing with each other like school round kids. i watch c-span a lot. we had hearings and floor debate on the opposition, the f.a.a. my congressman, rick larsen, and his counterpart, put forward a unanimous on the house floor. they put 100-plus amendments.
12:29 pm
congressman adam smith and his counterpart, the republicans put forward a national defense authorization act, and they put over 200 amendments, they, the republicans. it's just a clown show. i still watch you guys. you put on a fair, balanced program. thank you. host: ok. program noting that banks trying to appoint mchenry as a speaker. it was a big f.u. to republican voters i have ever seen. congressman republican banks' thoughts on this idea of giving temporary powers to the speaker pro tempore. kathy in sun city center, florida, let's hear from you. caller: hi, there. thank you for taking my call. first off about giving mchenry extra power, i don't think
12:30 pm
that's a good precedent. host: why not? caller: because i think -- i can visualize future chicanery within different parties to do what they want. host: all right. caller: i don't feel that -- how do i say this? i'm tired of the tail wagging the dog. host: ok. caller: i'm tired of hearing the democrats -- i have no party affiliation, frankly, right now. i'm tired of hearing that the democrats are the ones that keep sinking this. the republicans have control of the house. and don't tell me that republicans on other speaker elections get march in step and vote against the democratic party -- candidate. host: tom in mesa, arizona.
12:31 pm
democratic caller. hi. caller: good morning. thank you. god bless c-span for the coverage you give us. i was wandering -- wondering this house debacle-with the speaker has been going on a month. when you think about it, mccarthy t. took him about a week or so to get elected the first time. now we are doing this all over again. we are going on three weeks. i don't really think the republicans have anybody that is capable. you think about it, you got 270 elected officials in the house and senate from the republicans that are disciples of donald trump 90 times headed for felony charges. how can any republican voter really think that this is going to get solved? i don't have an answer. i wish i did.
12:32 pm
i guess for now put mchenry in there just to get something started. the world and the country is being held hostage by the republicans. please, please get somebody, get this thing started. host: we'll leave the conversation there. for now. we'll be back gavel-to-gavel coverage when and if the house comes back today. they are in recess subject to the call of the chair. follow all of our coverage here on c-span. download our free video mobile app. c-span now. >> c-span is your unfiltered view of government. we are funded by these television companies and more, including charter communications. >> charter is proud to be recognized as one of the best internet providers. we are just getting started. building 100,000 miles of new infrastructure to reach those who need it most.
