legislative approach on tht farm bill which we never took up independently. the second example is cut anything. find something you can show me you're cutting. find something that you'll see show me a path toward see dhierger of the united states. right now euf got nothing. nothing but a promise. i don't believe promises in this house. reporter: what about ukraine. mr. roy: the senate has an israel bill. reporter: they're saying they're not taking that up. mr. roy: they're choosing the inch r.s. over israel. let the senate explain that to constituents. the senate could come up with their own alternate pay-for. how about the slush fund that appropriators wan to use to back fill the limits we put in place. we have $2 billion in commerce, you could grab it today we proposed that. they're like no, no, no. better not do that. go grab the i.r.s. munch maybe

republicans could actually honor their commitment to end the expansion of the i.r.s. instead of just taking a vote, losing it and saying sorry. because that's what's republicans do. reporter: is there another vehicle for that? mr. roy: this is fundamentally part of my problem with this. if you think you're going to solve the border on ukraine, explain how you're going to get the votes. we have way too much opposition among plowns ukraine generally. we have never-ukraineers and the never-ukraineers are too many for us to rely upon for that for leverage for the border. you have to move to get 217 who are willing to accept some funding for ukraine, with transparency and accountability, which some like me would consider supporting if we got h.r. 2, border security. otherwise we're just in this holding pattern. i don't see ukraine moving any time soon to be honest. thanks, guys.

let's start with those attacks on iraq and syria. what has been your reaction to that? >> that have been quite a few attacks. we have been extremely fortunate that there have been -- there have been several dozen injuries. they sometimes evidences and sells a little later. what is most disconcerting is the soft response. we had two independent strikes on iranian facilities in syria and iraq. in my mind, 40 attacks against facilities that have not only killed people -- it warrants a

stronger response. i think it is both. most things go hand-in-hand. when you mess with defense systems that have been engaged, we also have mortar systems engaged with shorter ones. but then, someone just comes through with it. we get just enough warning to get people in shelters. host: these have been iran proxies. some candidates at the last debate were talking very explicitly about attacking iran itself. at
