republicans demand plan for victory in the democrats say it is a major defeat. chuck schumer of new york urging republican senators to support the supplemental bill that includes aid for ukraine and israel. he would say that republicans would offer the republicans the first amendment to talk about the border. [video clip] >> i will put on the floor of the senate the president's bill. it will have three additions to it but none of them affect ukraine at all. one is the fentanyl that was supported by senators brown and scott. this. the flow of fentanyl coming into the united states.

second we would put in one billion for nonprofit security grants, it was 310 million last year. the amount of damage and desecration has been huge so we need an increase. and a proposal to help with the pacific islands. i will offer the republicans the first amendment on border, immigration and they can put whatever they want. we think there are good proposals that do a lot but if they think it is not enough, i will not interfere with them drawing up an amendment but it will need 60 votes like any amendment. it was the republicans who put

the border on the table. we did not. they have a responsibility if they believe it should be a part of ukraine, let them propose an amendment that can get 60 votes. host: do you agree with him or disagree on this issue of tying border security changes to a two to ukraine and israel. mitch mcconnell insisted that they need to continue ukraine's efforts in fighting russia but recently he said it should be tied to border security changes in the software by the senate majority leader was immediately rejected by mr. mcconnell. here's what he had to say. i think most americans realize that but we have to stay in ukraine. i don't know how president biden can pull it off but is going to have to work hard along with all of our democrat congressman and senators to get a bill passed and continue to help ukraine. host: the president ask of congress, it is at 111 billion dollars that includes money to back ukraine as differences over border policy proved too difficult to resolve. 12 billion to ukraine to keep the government of float with 15 billion for military support and

15 billion for refugees. that's how the money would break down. there is 60 billion in this 111 billion for ukraine. the rest remains for israel, taiwan and other provisions. this is from the washington times, since russia invaded ukraine the u.s. has provided 111 billion to ukraine which is gone directly to the battlefield. including more than 2000 stinkers antiaircraft, artillery rounds, 400,000 mortar rounds, 40,000 artillery rounds and mortar systems, remote anti-mining systems.

administration will run out of resources by the end of the year to procure more weapons and equipment and provide equipment without impacting our own military readiness. the resources we've provided for ukraine have halted russia's advances and help them achieve significant victories including taking back 50% of the territory and by revitalizing our own industrial base jumpstarting production lines in providing jobs and now it's up to congress they need to support freedom in ukraine as part of the 50 nation coalition or whether congress will ignore the lessons we've learned from history and led putin prevail. we hope congress will make the right choice.

your first name, city and state at (202) 748-8003 or join us in conversation on facebook.com/c-span or on x @c-span wj. joining us is an immigration reporter with the wall street journal. we've been discussing in our first hour, these negotiations that seem to have fallen apart on capitol hill on the senate side that would tie border security changes to eight for ukraine, israel and taiwan. what exactly did republicans want? what changes to they want in immigration policy? guest: we don't know exactly what it is they want because these negotiations are happening behind closed doors. it's a good sign as far as bipartisan negotiations but some of the things we know is one big

area that we believe republicans were able to find agreement on is the idea of changing the initial standards migrants have to meet when they are claiming asylum. they might say i fear going home and if you're persecution i'm afraid i'll get killed. used to have to clear this low bar for a credible fear. it seems both sides have agreed to raise that standard to tighten it to something called reasonable fear. you have to show more evidence and if you couldn't, you quickly get deported. that doesn't seem to be enough for republicans. they are pretty upset about the fact that there are so many migrants crossing the border every day. 8500 we are seeing. people are quickly being released and not being given that screening, just court dates three years into the future and allowed to live in the country and work because i legally until they meet those dates.

-- quasi-legally. it's a much more difficult situation to detain all these people and democrats have a firm line against detaining families and particular children. it's going to be a pretty tough sticking point for them to get through. host: for the democrat part, going beyond what you talked about, why is that a nonstarter for them? guest: i think democrats feel like major concessions on asylum policy are slamming the door on this commitment we have had since the end of world war ii to refugees. our history is that in the 1930's and 1940's, we turned away many german jews fleeing the holocaust and since then, we and other countries in europe have been dealing with the consequences of that. we tried to decide how to we

decide when someone can and should seek safety? we don't totally get a choice. someone is going to die if we send them home we need to give them a hearing. i think totally getting rid of that is a nonstarter for democrats and it's hard to figure out how to find a middle ground with republicans. they would most likely get rid of that system especially at the border. host: in this international aid package proposed by the white house, there is money for border security. why is that not enough? guest: because republicans basically don't trust the biden administration to use the money as they say they would. they said we've given you money for things like more border patrol agent's and things like that and they've felt like the biden administration has used money instead of detaining people, to actually just release

them more click from border patrol custody. the administration feels one of its big priorities is they didn't want images of chaos with -- i don't know if you remember those pictures of the trump administration of children in cages and the biden administration is prided itself and getting people out very quickly because you have unsafe conditions if they stay longer. it's become a big problem for republicans because they think that's creating an incentive for more people to come. the numbers somewhat bear that out. host: as we talked about in our first hour today, senate majority leader chuck schumer is preparing a test vote and he will put on the floor this international aid package and then he offered to republicans the first amendment, make an offer -- make changes to immigration policy in an amendment and it would make 60 void that she would need 60 votes and they rejected that. do we know the timing of this test vote? guest: we believe it could

putin to continue with his aggression. let's stand up to the terrorist in israel. when we look at the border, i've visited there at the seven southern border and i've great concerns. i believe it's important for us to come up with a package that ultimately prioritizes the american people, the safety of the american people. host: what would you like to see happen then in this debate? do you think democrats would be in support of these changes that republicans are talking about for immigration? guest: when i went to the southern border and spoke with the the border agents. they made clear to me that they still had a need for parts of the wall. it's not surly a wall that they

built along the entire border but they made clear to me that we needed to prioritize staff. they were understaffed and they share fully utilizing technology as a process and screening. i heard loud and clear and saw it firsthand and i believe we need to listen to those who are there day in and day out. we need to trick -- they are managing the situation before us. we look at provisions in hr 2 fundamentally, the framework of hr to i believe should be part of the conversation but i also must be clear that i oppose hr 2 especially e-verify and there are great concerns about what it would do for our farmers, american agriculture.

i am saying all this to say we need to continue to support this and the devil is in the details. host: on ukraine, are you confident that if aid to the country continues that they can win this war against the russians. if so, how do they do that? guest: we have to do everything to preserve democracy with ukraine. i don't know it's a bad investment when you take about 3% of the department of defense budget to cripple nearly 40 percent of putin's military capabilities. to me, that's not a bad investment. if putin continues with this level of aggression and we fail to do anything and we get to the point where we find we have to put boots on the ground, that

majority of republicans voting for standalone bill that included aid to israel and $14.3 billion of aid to israel and the same amount of cuts to irs funding, why? guest: when i put on a uniform, i was glad to serve in the u.s. air force. in other parts of the world, they were putting on their uniform as well. what i did not sign up for was to take my uniform and put it on and take might weapons that i receive the best training in the world and use that weapon against babies, children, women. i was not trained to rate women. i was not trained to pull senior citizens out of a wheelchair. and taken hostage. i was not trained to go to music festival where young people were celebrating and to shoot them dead in cold blood.

10 years before obamacare became part of the u.s. policy or i should say, the affordable care act. that's in the united states which went from 2.4 -2.7 million during the bush years. during the six years after the affordable care act came into place, the annual death rose from 2.40 7 million to 2.70 4 million which is is a 270 million increase over six years as compared to the 50,000 during the 10 years which raised the death rate to an average of 45,000 deaths per year increasing as you went along. that was nine times the rate of the bush administration. during that time, it u.s. life expectancy started to go down.

there was discussion at the time and that discussion ended as u.s. life expectancy went down as a new norm. during -- when trump came into office, there was three years of non-covid incidents and during that time, the rate of death decreased dramatically. we went from 2.81 million -2.50 one million in the last of the two years went from -- we were kind of approaching back to the 5000 deaths per year increase. we were approaching that slope again. fortunately, the covid kind of screwed everything up for everyone across the world.

be having about comprehensive immigration reform, something the house failed to want to do, to be serious on coming to the table. there are a handful of folks we are talking to behind the scenes to see what we can come to an agreement on on a larger immigration bill across the aisle. those are long-term conversations and right now but we are seeing happening in the senate is holding aid hostage because of the need and the want to end asylum as we know it, end parole. parole has been what is used to help migrants into this country, whether it was those fleeing afghanistan, whether it was ukrainians, whether it was jews during persecution, this is the necessarily tool for orderly migrations and republicans want to end it. that will show where they are on immigration and not trying to

fix the problem. host: if a deal could be struck in the senate on aid to these countries and border security provisions, if it came to the house, with the hispanic caucus vote against it? guest: guest: it depends on what is in it. we support making sure there is capacity of the ports of entry, making sure there is funding in dollars to fix the backlog on visas and family visas, making sure we are investing in migration support centers in other countries. there are other things. there are dollars we support to make sure we are combating fentanyl and the drugs from coming over. these are things democrats have supported even in the last budget. we were the ones to port more agents of the southern border. we were the ones to put money to combat the drugs coming over from ports of entry and technology.

things my republican colleagues have voted against. are there things we support? absolutely. what republicans in the senate are asking for is something that absolutely should not be on the negotiating table and that is changes to immigration policy, a completely different conversation. we are going to oppose efforts to end asylum as we know it. we will oppose efforts to end parole as we know it. we will oppose efforts to create transit bands, to reinstitute the trump -- that failed to go. there are studies that have shown there were more crossings during these times because of those policies. it did not help. we have seen the decrease in crossings when we saw more legal pathways the biden administration has implemented.

as of now i will. what speaker johnson said is correct. we have three committees investigating president biden and his wrongdoings as part of his family's criminal enterprises. we have the ways and means committee and the oversight committees all conducting investigations into different aspects of the biden family at the things he has been doing over his time serving the people in government. i think the next step, as part of this impeachment inquiry i'm is to allow those committees of jurisdiction to share that information with other members who are not on those committees. i do not serve on any of the three committees and i do look forward to reading the investigation and the work they have done. it gives members the opportunity to make a decision on their own. it is important to point out, it seems in the media the term impeachment is the one everyone is focused on. this is an impeachment inquiry.
