have turned to virginia where that new bill mandated for a woman to receive an abortion she must undergo an procedure that some call state-sanctioned rape. now the law does not promote the procedure but they call it a

gestational exam. withlate yesterday a vote on the bill was delayed as the governor called the legislatures together to amend the language. this afternoon they announceed rye touch faintly that a deal has been reached. i'm asking the general assembly to state in this legislation that only a transabdominal or external ultrasound will be required to satisfy the requirements to determine gestational age. should a doctor determine that any form of ultrasound is necessary that will be an issue for the doctor and the patient the government will have no role in that medical decision. the bill with the new amendment quickly introduced on the house floor passed 65-32. while the amendment removed the warding mandating the transvaginal ultrasound the need for the procedure remains because in the early stages, a pregnancy, usually is not able to retrieve accurate images from

the fetus. still images are required to obtain an abortion. undergo a transvaginal ultrasound or wait until for the fetus to be seen by the external ultrasound. the bill does not mandate the procedure but the woman is still compelled to undergo it. this crazy ass bill with the new amendment will come up for a vote in this crazy ass senate on friday. joining me, irene. thanks for coming in. >> thanks, keith. >> from what you can tell is this in fact, this whole dance about allowing governor mcdonald to say i took the mean tv word out of this equation but there is still the process is still necessitated by what they're setting up here. >> honestly, to begin with, this is a procedure that is not medically necessary even if you're doing it through the abdominal wall, even if you're not doing a transvaginal

ultrasound. this is to humiliate women and try to get them to change their minds. >> intimidate them. >> bully them. but this word has caused a lot of trouble for the republican. this bill has passed in a lot of states but that word never caught on. if you do have to produce the images then it's hard to fulfill it. the bottom line, it's already trying to get the doctor to do something that is beyond what the doctor would normally have at their discretion. some clinics already do have elective ultra sounds. but shoving in the doctor to the woman. >> in the new language the governor is saying we're not going to mandate this, but the doctor will have to mandate this. the responsibility is shunted away from the state even though the state is demanding it. it's a perfect--it is a definition of a catch 22. you don't need this exam. you can't make the doctor do it but you don't have to have the results of the exam. >> currently it doesn't make sense. it's not clear what is going to

happen once the senate gets it. the point is mc mcdonald has had to be on defense. this is the man who has passed legislation that was intended to shut down abortion clinics that performed abortions in the first trimester. nobody knew that. now he has to back down and we'll see what happens in the senate. >> i was going to ask you if there was a victory contained in all this. or a positive. for years legislatures have been doing things like this. is it all because of a word or a tipping point where people just sat back and said, this is crazy? >> look at the last few weeks. we've had this susan g koman debacle. the legislation trying to take away birth control access to women. this is adding up and people are starting to realize the original language to these ultrasound bills, the confirmed consent as if it a woman doesn't understand

that the fetus could grow into a child. they're saying this is not an informed consent. this is about controlling women and that's what ties together in the past few weeks. >> is there a sense, starting with koman and the hearing that you're referencing, is there a sense up to this point women who were in favor of women's rights believed that there were compromises and nuances and that the right was going for restrictions or complications or things that any woman with her mind made up, it wouldn't matter to them anyway to a realization in the last month that it is an attempt to push things back to zero. push things back to 1925. >> when you go against cancer screenings, when you're going against birth control access suddenly you realize this is a concerted plan and these incremental things they're doing they're trying to turn back the clock for women, and also that finally republicans are being honest about how they feel about women. just in the debate about this bill the kinds of things that republican legislatures and

>> well, i don't think they have to justify it to anybody. they just do it. and they go where they see fit. we've been reporting on this since august, and they have not been working covertly in new jersey. they've gone as far as boston. in fact, they've gotten caught. >> yes, does the nypd seem to draw either literally or figuratively a line anywhere? who can investigate and where they can investigate them? >> no, we found in our reporting, in the documents that we have that the nypd feels they can investigate anybody. >> is the premise, are the students at the 16 universities some how connected to the city of new york directly or is that not even a requirement. >> i don't think that's a requirement. clearly from a documents that we've seen and the people we've interviewed who took part in these programs a requirement was that they were muslim. >> i'm going to guess that the aclu requests for self investigation is just going to be ignored by the mayor who can say what he said.

does any other law enforcement agency feel enough like its own toes have been stepped on by this that it would encourage investigating the nypd? >> well, i men, this has been brought to the attention of the justice department. congressman holt wrote a letter to the justice department and i believe approximately 34 members of congress has asked for an investigation. we are not clear if the justice department is doing anything about this. it doesn't appear to be any oversight in new york city. the mayor is essentially accountable to no one. there had been a few city council members who said we need to do something, they won't even plug in the idea to the inspector general, but it doesn't seem it will go anywhere anywhere. >> it's filled with people who are vieying to succeed the mayor. they won't rock the boat if
