[ ♪ music ♪ ] [ ♪ theme music ♪ ] >> eliot: good evening, i'm eliot spitzer, and this is "viewpoint." president obama is edging up in the polls with a boost from women voters. while the far right is pushing mitt romney to name wisconsin congressman paul ryan as his run running mate. we start with the numbers. the latest poll has president leading romney by 7% and it also among registered voters nationwide. a three-point pick up since july. breaking the cnn numbers down by

gender. men prefer the president romney by six points while women gave the president a nine. point edge over his republican opponent. in colorado, where roadside bomb campaign the past two days has obama leading romney by eight points. mr. obama was in pueblo, colorado where he told supporters to get ready for an advertising onslaught boone on. >> obama: over the next three months you'll see more negative ads more money spent than you've ever seen in your life. >> eliot: including the latest ad from the romney campaign attacking president obama's requiring contraception services in employers healthcare plans. >> eliot: the president counter that after an introduction from

georgetown law student and activist sandra fluke. fluke. >> obama: they don't have to pride it. they development have to pay for it. most ofwe're changing that. >> eliot: while the president defended his judgment, activists urged romney to rely on his his. no surprise that wall street journal announced quote ryan best exemplifies the nature and stakes of this election. the democrats would make mr. ryan's budget a target, but then they are already doing it any way. and "the weekly standard" agrees quote, it's hard to see how ryan on the ticket could hurt what would make things worse is if romney tries to run away from the ryan plan, whoever's on the ticket.

then romney will have been for the ryan plan before he turned against it. wherever he runs, and whomever he mix the cnn poll shows republicans and g.o.p. leaning towards marco rubio by 12 points to new jersey governor chris christie and ryan. but no running mate can solve romney with his tax reference. an overwhelming say 63% say romney should release tax returns beyond the years he has already made politics. for more on politics and gender in the race i'm joined by david and reef. let me start with you we've come to expect a bigger gender divide by men and women beyond a margin of error for the president. what has happened to shake this up in the past couple of days?

>> well, i think this is sort of the end of a long hot damaging summer for mitt romney. he has taken a lot of hits for bain capital. he has taken a lot of hits for not releasing his tax returns. now you have these trial balloons who his v.p. is going to be. many say you better pick one of our guys to do this. it's a combination of factors. i think look, this is turning into a base election. we had a story on our side on politico today talking about how there is only 3% to 8% of voters who are still undecided. we haven't even gotten to the fall yet. that's why you see obama in battleground states play to go women, playing up the affordable care act, which you see in polls is not popular but in talking to women voters. he's probably going to lose men in that state but if he jacks up the women turn out that will with a win out of that state.

>> eliot: white men off with mitt romney with substantial numbers but everybody else skewing to the president. is that solidifying and this is this getting beyond the reach of mitt romney because he's not making inroads to women african-americans, latinos, if he doesn't make inroads in those three voter bases, mitt romney probably can't put this together. >> it feels like mitt is still trying to convince his own base to turn out. obama does not have a base problem. he maybe wants to in 2010 women really didn't turn out. as a result you had all these republicans sweeps. you had women voting republican. mitt romney now has the situation where his own social conservative base doesn't trust him. and he has chosen so many hills to die on that alienate women such as running these ads of how your employer should be able to deny you birth control. if he picks paul ryan then we have a whole different discussion about women medicare and medicaid.

>> eliot: it's interesting. in a way what the president is doing is picking and choosing parts of the healthcare bill. and named it obama-care and embraced it and said this is something that i care about making the best of something used to critique him. saying you'll get the care that you want. contraceptive care, the ability of kids up to age 26 to be on health insurance. pre-existing conditions covered. turning a negative to a virtue saying, i dare you attack me for these things that the public really likes. i think it's a winning argument. >> look how the romney campaign is responding. just yesterday their own spokesperson came out and said, you know, if this person lived in massachusetts, they would have been covered responding to an ad that one of the super pacs is running against mitt romney. you have a pivot another pivot for mitt romney on healthcare who sort of didn't want to talk about the massachusetts plan that he implemented as governor during the primaries.

here we are in august on the eve of the convention and on the eve of his own vice presidential pick, and they're going to take their own argument that obama-care is unconstitutional off the table. it's kind of perplexing to me. >> you're making it sound like there was a plan there. i'm not so confident that andrea saul was going to reenter the debate they were running away from. >> that's the problem. >> i think you have to go there. >> saying hey pointing, citing to the plan that you've been running away from for months, that's a messaging problem. >> eliot: andrea saul should be dusting off her resumé. there is no way they can put her out there talking about things this divisive. what the president needs to do is win women by significant margins in swing states that are still swing states and this debate that we're having, that

pawtimpaul lente. i think he's too radical. and if anything we know about mitt romney. he's cautious, disciplined. not one to throw a hail mary. he's running tryouts. look how he's sending out as surrogates and look who he's sending out on sunday's show. tim pawlenty and rob portman. i don't think you send tim pawlenty out there so much, and he's not in the mix. this is a governor from the midwest, who they can run as the outside team. you pick paul ryan you got some washington there even without the medicare stuff that you have to go into. portman, ohio's portman he's important. but he has bush bag.

professor james anderson. thank you for joining us tonight. >> you're welcome. >> eliot: how does rain cause the ozone layer to disappear and that causes cancer. >> let me give just a brief background. in the late 80s we used the nasa u-2 spy plane to fly over the antarctic into the ozone layer and establish the cause of the ozone hole. it turns out if you can measure the proper species it's a very simple solution. it's chlorine and bromine that is brought in by bromide. we thought it was the extremely cold conditions over the over the over the

antarctic that created and attacked the ozone. indeed that's primarily what controls the the antarctic. the arctic is slightly warmer, and it turns out that ice crystals were not necessarily. the aerosols were all that were required to execute this confusion of none reactive chlorine to retive free radical form that attacks the ozone. that crucial understanding that anywhere in the globe that you satisfy a condition of water vapor and temperature that triggers these reactions these reactions can occur anywhere. well we thought the proper conditions only existed over the

antarctic and the arctic. then i researched the climate with the much greater climate focus than a chemistry focus. in the process of tracking down the structure of clouds over the united states that form very thin cirrus that trap infrared radiation, we discovered to our dismay and to our shock these storms were injecting water vapor deep in the stratosphere over the summer. that means that the conditions of water and temperature that execute the reactions that convert inorganic chlorine to the reactive form that attacks ozone can occur anywhere in the globe if those conditions are satisfied. these direct measurements demonstrated that, indeed the storms were injecting water to a very high altitude and they satisfied the conditions of water and temperature. so this opens up the direct

possibility of destroying ozone not over the arctic and the antarctic in the winter but in the summer. >> eliot: those are of increased frequency was of global warming. and that last condition and step i gather those storms that push the moisture in the stratosphere causes a cycle that is very dangerous to us. >> well, eliot that's a very good question. in fact, this was a complete surprise to everybody studying this issue. there is a chemistry issue about what happens when water and chlorine and bromine are mixed with sunlight and introduced to the ozone. then there is the physics of the problem that examines the mechanism by which the water is injected by these convective events. what was shocking, nobody

suspected to see water injected this deeply into the stratosphere. we don't know because we have no history of the frequency and the depth of the penetration, we were stunned to see the water in fact, is injected that high. now there is a very intense issue that is emerging about the connection between increasing carbon dioxide and it's link to the frequency and intensity of these storms. we know that there is a developing base of understanding linking carbon dioxide methane to frequentedly an intensity of storms. but quantitatively this is the issue. this is an issue of risk that we're pointing out how sensitive the system is to the presence of water vapor and how sensitive it is to the depth of the penetration of the water vapor. >> eliot: it was a good thing i didn't try to become a

scientist. i clearly would not have made it in your field of study. i did recognize the tournament free radicals. but one serious question. when you have an ozone hole over the antarctic or the arctic or one potentially opening up over the united states, it remains static. why do the holes in the ozone layer not move around the globe as the wind moves? i know this is a dumb question, but why does it remain static over one piece of the earth. >> that's not a dumb question. that's a very good question. the localization over the arctic the antarctic is created by avowry text that creates a chemical booker sitting over beaker and sits more or less over the northbound in the northern hemisphere winter. it's controlled dynamically. what we're talking about here is

more a question of fraying the fabric of you ultra violet protection. so there are two very different dynamical problems, but the chemistry is very similar between the two. it's not a matter--in fact, australia was a very good example. when the ozone hole begins to come apart during the summer, it stays intact and circumnavigates the globe and causing a huge public health problem. in the northern hem hemisphere it's more diffused and weaken fabric and we believe that is the problem here. >> eliot: thank you so much for your insight your research. i'm going to go back to my chemistry books from high school to make sure that i can understand all this. my take away, stay out of the
