candidate todd akin has until 5:00 tonight to drop out of the race. pressure is building on him from republicans to drop out of the race. i hope he stays in it! because todd akin's not alone. he is the poster boy of a republican party's war on women. no doubt about it. boy, we'll tackle that and a whole lot more here with you this morning. first, we get all of the latest, today's current news update from lisa ferguson standing by in los angeles. hi lisa. good morning. >> hi, bill. good morning everyone. mitt romney is getting a little more than he bargained for in the first few days after choosing a v.p. nominee. it didn't take long for the paul ryan hype to get overshadowed by a couple of questionable decisions forcing romney and ryan to distance themselves from some members of the republican party. for one, the duo is condemning rep kevin yoder's decision to go skinny dipping in the sea of galilee after some late-night

drinking. romney is calling the behavior reprehensible and terrible mistake. he's also quick to criticize todd akin's legitimate rape remarks saying that one is insulting, inexcusable and frankly, wrong. but it sounds like paul ryan has more in common with akin than he might like to admit. think progress points out the two partnered on the no taxpayer funding for abortion act. that is a bill that introduced the forcible rape term to america as opposed to nonforced rape apparently. they cosponsored the sanctity of human right act giving a fertilized egg the same rights as a human being. that's unconstitutional but it would ban abortions and several types of birth control if ever took effect. voters are not too happy with akin's comments. according to a new poll from survey u.s.a., 54% of missourians say he should drop out of the race for senate. but don't necessarily expect him to disappear any time soon.

pajamas still. wish i were. good morning, good morning, good morning. thank you for joining us here on the "full court press" here on current tv. your local progressive talk radio station and this hour only, blame them, don't blame me on sirius x.m. great to have you with us today. yes, the president did give us a lot to chew on yesterday at the impromptu, unannounced unscheduled little news conference in the briefing room. we'll tell you all about that in missouri increasing cries and demands on todd akin to step aside. i hope he doesn't. we'll talk about that, of course. president obama laying down the warning, didn't draw a line in the sand but he did say there is a red line he won't cross -- he won't allow assad to cross in syria and he -- an indication they're moving around or planning to use their chemical weapons. the president said that means u.s. troops will be moving in.

let's get into it with todd akin. first, let's just start. just to be sure you understand how outrageous he was sunday on a tv interview out in missouri. this is the republican party's poster boy. this is a guy they chose to be their senate candidate against claire mccaskill who is known as one of the most extreme right-wingers when it comes to social issues. he's against abortion any way any time, any how for whatever reason even for rape and the reporter asks him, the interviewer, well, what about certainly you would go along in the case of rape, no? and todd akin says no. and here's why. >> it seems to me first of all from what i understand from doctors, that's really rare. if it is a legitimate rape, the female body has ways to try to shut that whole thing down but let's assume maybe that didn't work or something.

punishment ought to be in the rapist and not attacking the child. >> bill: unbelievable. there is zero evidence of that! i mean, doctors quote-unquote. this is a guy who's on the house science committee? maybe todd akin can explain to us how does a woman's body know and how are they able to distinguish a friendly sperm from an unfriendly sperm? this is just so -- it is not just insensitive. it is just wrong. it is just -- it is just uncannily stupid! and without any evidence whatsoever. it is just wrong wrong wrong. as president obama said yesterday at our little imp promptu news conference, come on, we don't start parsing rape. >> obama: the views expressed were offensive. rape is rape. >> bill: rape is rape. so yesterday the cries started

mounting for todd akin to jump out of the race. especially from republicans right? scott brown up in massachusetts. of course, he's so afraid of elizabeth warren, he'll say anything to make him look like a moderate. john cornyn and mitch mcconnell and sean hannity all jumped in said you gotta get out of the race. the deadline is 5:00 tonight for him to get out of the race. todd akin is sticking so far sticking in there. he went on mike huckabee to say i ain't quiten. >> i feel just as strongly as ever that my background and ability to be a big asset in replacing claire mccaskill and putting some sanity back in what's going on in our government. >> bill: and he did admit -- he did finally admit that he was wrong about this a little bit. >> i also know that people do become pregnant from rape and didn't mean to imply that that wasn't the case. it does happen. and it is also terrible,

particularly the most terrible of all. >> bill: according to the latest study i saw 32,000 women a year get pregnant due to rape. >> how dumb do people think you are? when you have to go out and say i realize that women can get pregnant from being raped. how stupid are you? >> bill: absolutely. so here's a point now. he's got until 5:00 tonight to drop out. frankly, i think he will drop out because karl rove has pulled his crossroads money out of it. john cornyn said we're not going to put anymore senate committee money in there. i don't think todd akin can survive. here's what we have to understand. this isn't just todd akin. and even if he does drop out we can't let it stop here. there's only one reason that the republicans are so outraged, so angry at todd akin. it is not because of what he said. they believe this crap. this is what the republican party believes. they've been trying to do this

for years! paul ryan, remember, i told you this yesterday paul ryan cosponsored in the house of representatives with todd akin legislation that would parse rape. that would limit rape, would say women can only get federal funding -- it is only okay to have an abortion and get federal funding for it when it's forcible rape. as if there's any such thing as unforcible rape. yesterday, there were organizations, the family research council said oh, no, we still support todd akin because he is what we believe. the family research council. they still support him. they say he's a true conservative. this is the republican party's war on women! and todd akin is not alone. listen to this. this woman sharon barnes, is a member of the republican committee in missouri, right? and she says todd akin's gotta stay in the race because she said you know, very few rapes she said, result in pregnancy.

me. i thought i would come over and answer some questions. first, he talked about medicare. the difference between what he proposes what mitt romney and paul ryan are proposing. i'm sorry paul ryan and mitt romney are proposing to get the order correct. he did take some questions. one of the first questions he got was about todd akin and his remarks about legitimate rape and women's bodies just know when they've been raped and know to reject that sperm so they could never get pregnant. what an idiotic thing to say as president obama quickly jumped on. >> the views expressed were offensive. rape is rape. >> bill: rape is rape. couldn't have said it any clearer. the president said the last thing we ought to be doing is what -- by the way not just todd akin but even paul ryan have been doing which is tried to redefine rape. >> obama: the idea that we should be parsing and qualifying

akin. i think because they care more about winning that senate seat than about women's health. but at any rate, we know that, as you have first reported, todd akin is not alone in the house of representatives on a lot of these issues. his partner has been paul ryan. right? >> yeah. there's a policy that kind of underlies the type of things that akin was saying. certainly most people aren't out there saying the things he thinks publicly. but paul ryan, akin, number of other very conservative republicans are behind a couple of different bills that were out there. they were behind a bill that became -- it was a big controversy in 2011. essentially, there is an exception -- normally, you can't get an abortion under federal funding for healthcare but there is a rape exception.

and the idea behind this bill was to kind of carve that up a little bit. and say well, there's an exception for forceable rape. which is actually what akin yesterday went on the radio went on mike huckabee's show and said well, actually, that's what i meant to say was forcible rape. and we're going to give an exception for that kind of rape and then there's another category of rape that's not forcible. no one really knows -- this term isn't really defined in a legal sense. >> bill: what is it? what is it? when is rape not forcible? >> well, you know, there is a concept of statutory rape. we have a word for that. it is called statutory rape. there is a word for that and then there's rape. and this is creating another category whether it be forcible and presumably nonforcible. >> bill: ridiculous.

his partner in that again was paul ryan. >> paul ryan was one of the original cosponsors of the bill. now, eventually, because there was a pretty big outcry, they did have to amend the bill. and take that out. because it became so controversial. but this idea of slicing and dicing the concept of rape, you know, akin did it. really in -- when he talked about legitimate rape. >> bill: he's not the first one to do this. they've been trying to do it for a long time. >> exactly. it goes back to a fundamental belief that ryan holds as well. that there shouldn't be a rape exception. and it is not just -- ryan has been pretty explicit about it. but even mitt romney who if you went to his campaign, you called up his campaign spokesperson would say oh, well, he believes and the ticket believes in a

rape exception. happy to support human life amendment which wouldn't have a rape exception. and also supports the state personhood exemptions which would -- personhood amendments to state constitutions we saw one in mississippi. all over the place. which would not only provide no exceptions for abortion restrictions but also would ban a lot of forms of birth control. >> bill: and again that resolution was authored, was cosponsored in the house of representatives by todd akin and by paul ryan. >> yeah. exactly. and that would be the federal version of this to make personhood sort of the law of the land across all countries. so there's a history to this. it wasn't just 15 seconds of putting his foot in his mouth. >> bill: the first point we've learned from think progress, great work, judd is todd akin is

not some loner out there. some looney toon. todd akin is the face of the republican party and his close partner in all of these things and in all of the disgusting things he believes is paul ryan. the second thing you've reported is that todd akin may be getting condemned by scott brown and john cornyn but there are a lot of conservative republicans who have come out in support -- after making these comments, to support todd akin, right? family research council. tony perkins says he's still our guy. >> called it gotcha politics. and interestingly paul ryan is going to be -- scheduled to appear at the faith and family conference that's coming up. it is basically put on by a number of groups including the family research council. you know, there are a lot of republicans who this is the kind of thing they want to hear. and have been supporting him.

and i think, you know, as you read in "the new york times," i think that there is a lot of support maybe for not exactly the words that he said. maybe they're willing to concede that yes, this was pretty offensive the way he said it. but the policy behind it, the thought behind it, what's motivating it, there is a constituency out there for it. >> bill: i quoted "the new york times" this morning quotes sharon bans in missouri -- barnes a missourian who thinks todd akin should stay on the ticket, stay there as a candidate. she supports what he says. she agrees with him. that very few rapes result in pregnancy. very few, she says. and if at that point god has chosen to bless this person with a life, then she says, you don't kill it and she is sure that the people of missouri will recognize "what a great

conservative godly man todd akin is and they'll put his comment in its proper context." so again todd akin is just speaking for these right wing conservatives. >> you have to remember how he got this nomination. all the people who are trying to force him out yesterday now today, i'm sure it will be even more intense -- >> bill: supported it. >> they did not support him initially for the nomination. they have been supporting him in the last several weeks. but until he got that nomination, they didn't want him. they wanted sally steel and one of the other candidates. they were pretty split which was part of the reason why he ended up with it. but these folks the woman who was quoted in "the new york times," some of the other folks they were his core supporters in the primary. and so when now they're coming to him and saying hey get out. he doesn't really owe them anything. they were never -- he wasn't their guy in the first place.

it to rnc delegates next week. and another loss for voting rights advocate, the justice department has approved virginia's new voter i.d. law. virginia governor bob mcdonnell says protecting against voter fraud is critical to democracy. but out of millions of votes cast over the last 12 years we have seen just ten cases of fraud. and of course, we know laws like these routinely disenfranchise democratic voters. 37 states are considering new voter i.d. laws. all pushed through by republicans and a state judge just approved the new i.d. law in pennsylvania. mitt romney is gaining an even bigger cash advantage over the president. team obama has $127 million as of the end of july and romney is sitting on $186 million. that is thanks largely to the deep pockets of romney's super pac donors and the president's burning through his cash faster

it is what -- his ignorance. he believed that you couldn't get pregnant if it was a legitimate rape. he was trying to separate out rapes. this is not just words. he cosponsored legislation that wanted to separate rapes from -- forcible rape from other rapes to imply that if it's not forcible however you're going to describe that, you aren't really raped. and what does that mean? >> bill: notice in this 30 seconds here, he doesn't say i'm changing my policy. >> no, no. >> bill: or we should now allow -- i realize now we should allow an exception for rape. he's not changing anything at all. >> he doesn't even admit that he was wrong in substance. remember, he said you couldn't -- essentially get raped. that it was a rare occurrence. it is tens of thousands in our own country. and when you're raped.

he's not changing policies. he's been backing a human life amendment that has no exceptions for rape or incest. he's been backing the personhood amendment that only -- not only has no exceptions for rape or incest but would outlaw the birth control pills the iud in vitro fertilization and worst of all because they want to give personhood to fertilized eggs, say you have cancer and you're a woman, would you be denied the medical treatment because it could hurt the pregnancy? in other words they really -- the woman doesn't exist. he says he has compassion. well let's put his actions pull the legislation. stop passing legislation deciding whether women will live or die on your ideology. >> bill: the other misconception i think out today is that everybody -- especially all of the republican voices, right, are dumping on todd akin

as if he were alone in saying this. he's not, is he? >> no, no, no. all of the measures have been cosponsored. the human life amendment has been adopted as the party platform. they're suggesting it again this year. the personhood amendment. romney has been for. ryan cosponsored it with akin. in the united states congress. this is not words. this is actions. they haven't cared about women for political gain. they have sponsored right wing, constantly more and more extreme legislation, outlawing family planning defunding planned parenthood. no birth control funding. i mean come on. compassion for women? i hardly think so. >> bill: it didn't start with todd akin, did it? >> no. >> bill: this attempt to, as the president said yesterday to parse, to redefine to slice and dice the definition did not start with akin. it has been going on for a long time. >> absolutely. not only that, we just fought --

you're in the congress. serving with a lot of these republicans is. todd akin the only one who believes this? >> no, he's not. he expressed in religious or ridiculous words, no relation to biology or humanity what is the sentiment that's embedded in the republican agenda. i think that that is the take away here. that they can get rid of todd akin in the missouri senate race but they can't get rid of the agenda that has been a consistent part of the republican agenda, at least all of the congress and certainly before every vote that's been taken. legislative language signed on to not just by the todd akins of the world but the republican party and paul ryan on that romney/ryan ticket. they can't run away from this. it is embedded in their agenda. >> bill: this is the republican war on women. right? >> well, it is. it goes so deep.

it is obviously about healthcare choices that we make about our own bodies as women. but they couldn't even get through violence against women act that does justice to women that provides the major support and services for women who -- and others who are victims of rape. and so it goes to the heart of the republican agenda. it is not a made-up war on women. every single day in this congress and certainly throughout this election cycle we can see that it isn't just a made up war on women. it is a real war and the battle lines are drawn. and mitt romney and paul ryan stand shoulder to shoulder with todd akin and house and senate republicans. >> bill: todd akin under missouri law has no mess, no fuss until 5:00 today to drop out of the senate race. should he stay in it or should he quit the race, congresswoman? >> well, he won their nomination. and the people of missouri, the

republicans of missouri spoke and chose him to lead their fight in the senate against our incumbent senator claire mccaskill. so it is up to him to decide whether to stay or go. and in my view, it doesn't matter because you know, the words are one thing and he's apologized for those sort of. but the reality is that this was part of the republican agenda. it is part of the republican platform. the words he expressed were ill-conceived, not related to science or biology inhumane but the policies themselves go to the heart of the republican agenda. so does it matter whether he stays or goes? they can't run away from this. >> absolutely. they can't run away from it. if the public knew the entire truth of what they've been advocating come on. their position on medicaid would throw 40,000 women out into the street. people in nursing homes. i mean ryan's budget is inhumane

toward poor people, toward women. toward dealing with just healthcare basic healthcare. but it is across the board. and romney has endorsed all of those positions. >> bill: so where you see todd akin, you see paul ryan. where you see paul ryan, you see mitt romney. >> paul ryan and akin were joined at the hip on this legislation. they were cosponsors. it wasn't like ryan said i'll go along with a party line vote. he was a cosponsor. and so he can't run away from this and clearly his legislative record shows that. i'm waiting forall of the mainstream media to really dig deeply into paul ryan's legislative records. what has he cosponsored? what has he advocated apart from all of the things we know he's advocated within his budget. he's very consistent. he described himself as the most pro-life member of the

republican party and certainly his legislative agenda reflects that. but even going so far as defunding and plans to defund planned parenthood against contraception. these are basic tenants. that's not even about abortion. it is about contraception for pete's sake. paul ryan has stood in lock step with the todd akins and the rest of the very extreme republican agenda. paul ryan plays nice. he's a nice guy. he looks nice and all of those things but his agenda is not nice to women at all. >> bill: one of the points that ellie made and we never got a chance to get into it in the last segment is it is not just this todd akin statement about rape and this nonsense of legitimate rape but the war on women includes what their plans are as laid out and as approved by the republican majority on medicare, on medicaid and on trying to repeal obama care. >> and fighting the violence against women act. killing the paycheck fairness

act. fighting jobs for women. it goes on and on. it isn't one area anymore. they literally -- that's why we're using the war on women. >> whether you talk about education or healthcare and social policy, all of these have a very deep impact on women's lives, particularly women who are on their own who are raising children and so you cannot separate the agenda and the policy from the people. they're attached at the hip. >> bill: those cuts in -- which are -- first of all getting rid of medicaid which is what paul ryan does -- the cuts on medicare no matter what they say are coming even to people who are currently on the system. >> it is cuts and benefits. cuts and benefits. they're lying about the obama record. he's not cutting benefits. he was making it more efficient cutting subsidies to insurance companies. but ryan takes the $716 billion

out of benefits! >> bill: then you've got repealing obama care or the affordable care act which means no coverage for preventive care. you don't get the contraception without a co-pay and all of that kind of stuff. in all three areas those cuts adversely particularly adversely affect women. >> well, they do. i was actually with groups of senior women yesterday who realize the cuts in the ryan budget that would repeal provisions in the affordable care act in obama care, would in fact, take away their mammograms their colonoscopies their wellness exams because the savings that president obama signed on to with obama care actually go into preserving, protecting and strengthening those benefits which would all be ripped away under this budget and they do adversely impact women. women live longer. women live on their own. are incredibly connected and

dependent upon their contributions to medicare, to social security, to these things that really reinforce and strengthen their lives and their ability to take care of themselves in their old age. >> bill: so isn't it true that the reason republicans are so angry at todd akin has nothing really to do with what he said, right? it is just he let the cat out of the bag? >> well, he did. did it meow! >> bill: so now suddenly, they're exposed. >> exactly. >> bill: in front of the whole world for who they are, right. they're trying to throw him under the bus. >> they've been double talking. they've been double talking right along because you know, one minute you don't know exactly where romney is on some of the issues. we know what he signed on to. now the whole public knows how bad it is. on one issue. it gives us a chance to tell everybody the other issues they've been so extreme on.

obama care and frankly, there are so many provisions in obama care that really go to the heart of women's healthcare. whether it is about our reproductive health, it is making sure that we get preventive and wellness checks and things like that and so many women are actually without healthcare or they don't work in a job that provides healthcare. so this is really important to women. but even on -- look at the republican agenda when it comes to education. cutting things like pell grants and cutting back on student loans. it is women who take advantage of those. head start. our poor children who need that important head start. it is our nutrition programs that go to strengthen and feed families. it is one two three on down the line. and i'm -- you know, just really grateful that our candidates across the country and in our house races and senate races and certainly the president and vice president that can actually run an agenda that's about protecting families, strengthening working families and improving the economy in a responsible way.
