called the massachusetts government appointments project which put the list together before romney was even elected. so for him to say he requested groups of qualified women is a flat-out lie. romney did hire several new women but by the end of his term, the number of women in top positions was actually lower than it was when he took office. romney's going after the president nonetheless saying there are more women in poverty now than when obama took office but the president is hammering home on romney's views on fair pay. here he was yesterday in eye what. >> when young women graduate, they should get equal pay for equal work. when governor romney was asked about it, his campaign said we'll get back to you. >> in addition to women's issues and the binders a few other parts of the debates are catching on. see if this sounds familiar. >> governor romney was a little -- how can i say it? sketchy. last night.

>> bill: yeah, he'll work it. he had a good day yesterday. president obama went out to iowa and then to ohio, back on the campaign trail. having a lot of fun with some of the stuff -- lot of the talk yesterday, most of the talk, i think was about mitt romney's blunder on the binders where the women from massachusetts said he didn't come to us looking for candidates, we went to him once he wound said here are some women you -- once he won and went to him. it backfired plus it was a stupid thing to say. the president had fun with that but he had more fun with mitt romney who had stood -- who stood in front of a coal plant in massachusetts shut it down and said this stuff kills. that's why we're shutting it down. now he's out there as the champion of coal. president obama calling him mr. coal. >> obama: now he's running around talking like he's mr. coal. [ laughter ] >> bill: okay. all right. now, i gotta tell you i'm really steamed this morning about one issue that came up in the debate and part of the post-debate commentary. it has to do with libya and it has to do with mitt romney's claim. remember, this was his big -- he came charging out of the gate, right, in the debate. he was going to prove that president obama was totally out of touch. because as mitt romney said, it took him 14 days to -- took the president 14 days before he stated that what happened in libya in benghazi was an act of terror. he was wrong about that. dead wrong about that.

the very next day as president obama pointed out the very day after the attack in the rose garden president obama said it was an act of terror. but mitt romney tried to stick by his guns until candy crowley the moderator finally said mitt, you're wrong. let's move on. remember that little tense exchange with president. >> obama: saying read the transcript. >> romney: want to make sure we get that for the record because it took the president 14 days before he called the attack in benghazi an act of terror. >> obama: get the transcript. >> he did in fact call it an act of terror. >> obama: can you say that a little louder, candy? >> he did call if an act of terror. >> bill: mitt romney is embarrassed. he's proven he doesn't know what the hell he's talking about in front of the whole world. what do republicans do immediately after the debate? first, they attacked candy crowley for fact checking if you will on the spot.

or for at least telling romney get off it because you're wrong and obama is right. yesterday, by the way candy crowley was on "the view" with joy behar and all of our good friends there, she said they're wrong in trying to say that this proves that i'm biased in favor of president obama. that's not what i was doing at all. >> people are going to look at this through the prism that they look at this through. i get that. i totally understand that. it did not come to me as like i'm going to fact check this. it came to me as could we get past this? >> bill: so then the other thing they say is -- their other attack right away and all day yesterday was oh, he may have said act of terror in the rose garden but he wasn't necessarily -- how do we know he was talking about what happened in libya. he wasn't necessarily talking about what happened in benghazi.

nonsense! i would love to say b.s. right here on the air right now because that's what it is. let me tell you something, i was in the rose garden when the president made that statement. i'm here in this studio, in front of the white house press corps. we talked about what happened in benghazi that morning. reported the news. i get an e-mail from the white house saying something added to the schedule. the president is coming out in the rose garden. he's going to make a statement about what happened last night in libya. i went down to the white house. we were taken out to the rose garden. the president walked out to make a statement on libya. hillary clinton secretary of state was standing by his side. i heard the president say that. then the president and the first lady, i saw the secret service they pulled the vans up outside the rose garden. we had to leave the rose garden because the president was coming out of the oval office with the secretary of state to go to the

state department to talk to the state department, employees of the state department and to commiserate with them about losing one of their ambassadors and three other americans in benghazi. so what else was he talking about? he wasn't talking about september 11th, 2001. he wasn't talking about pan am 103. he wasn't talking about oklahoma city bombing. he was talking about benghazi. >> that's the thing that it bothers me about it. what else could he have been talking about? >> bill: dan, i want to play it again. he said here's our resolve after what happened. okay? coming out of condemning what happened and coming out of expressing his affection for and great sadness at the loss of ams am -- ambassador chris stevens here is how he wrapped up his

hats and gloves and freezing. >> bill: now having been to all three debates you've got to admit, big difference between the second presidential debate and the first one huh? >> no kidding. i mean -- in some ways, it is a pretty classic pattern isn't it of presidents don't seem to be fully engaged in the first debate then they get serious. >> bill: look at george bush. >> look at ronald reagan in his re-election campaign. >> bill: that is interesting. maybe they feel why do i have to go through this, right. so they let the first one slide and then they realize hey, this is -- this is serious stuff. there are a lot of moments in the debate, susan, a lot of phrases that will linger, perhaps. i thought the president came up with one and he had a lot of fun with it yesterday on the road out in ohio. actually, this is in his first stop in iowa. where he talked about mitt

romney's tax plan and the numbers not adding up. here is a quick clip from yesterday. >> obama: everybody here has heard of the new deal. you've heard of the fair deal. you've heard of the square deal. mitt romney's trying to sell you a sketchy deal. >> bill: sketchy deal. had a ring to it, right? >> yeah. i think that the obama campaign thinks this tax issue is a good one for them, talking about asking the wealthiest americans to pay -- to not get a tax cut letting the bush tax cuts expire for the wealthy. that's an issue that resonates with people as you look for ways to make things balanced, share the pain of trying to get this deficit down and so on. >> bill: is there any -- is it too soon to know whether there's any bounce for the president out of tuesday's debate? >> i think we know it takes a few days for people to kind of digest the debate and figure out

what they think and for it to be reflected in the poll that have a rolling average in the gallup's case -- gallup poll yesterday had romney up 6 among registered voters. that's a record lead but that doesn't factor -- among likely voters. that doesn't really factor in the effects from the debate. i think we have to wait a couple of days for that. >> bill: are you in the field with the poll? >> we're not. >> bill: to what extent -- these debates seem to me to have more impact and more importance than previous presidential debates. am i just making that up or do they really -- what is their impact? >> i think the debates this year have had a big impact partly because the race is so close in 2008, at this point, the race wasn't that close. you really needed a hail mary performance by john mccain if he was going to win the election. in this case, the election had been trending.

president obama's way. that first debate brought it right back. >> bill: evened things out. >> i think this -- vice president biden's performance got -- stopped the bleeding from the first presidential debate. in the second debate, i don't think it was quite the knockout that romney's victory was in the first debate but i think we know that president obama had a good night. and it has been helpful for him. we assume although i think we need to wait a couple of days to see what the polls show us. >> bill: the next one is monday night. what can we expect? >> well, it is on foreign policy. so that's interesting. since that's not the issue that people care about most. but libya has become a big issue and was maybe the most heated exchange -- >> bill: absolutely. >> in the debate in new york. you know i think the foreign policy debate will be as much about leadership as it is about actual differences in approaching foreign policy. >> bill: it is going to be interesting because clearly

electoral votes to take the white house. according to today's "huffington post" analysis, president obama has 217 in the bag. romney has 191 and 55 electoral votes are up for grabs. these are coming from just a handful of swing states where there are just a few undecided voters. but these are the people who could turn the election. and really the only people likely to change their vote after the debates. cnn has those voters divvied up into six categories, the millennials, long-term unemployed the catholic latino single woman and evangelicals, what matters most to these voters? things like jobs and the economy but also things like caring for the poor and women's rights. so that's why those are the types of issues we'll hear from the candidates over the next few weeks. and on the topics of women's rights romney is still refusing to say how he -- what he thinks about the lilly ledbetter fair

should say. not lies. let's just call them lies. they identified 27 myths in 38 minutes. of. >> yes. >> bill: what's really got a lot of buzz out there judd legum from think progress comes in every tuesday. never got so much reaction. just got picked up and went viral. so then they did whatever they did for paul ryan and vice presidential but volsky from think progress was in yesterday morning. i asked him what's the count? he said we're still counting. we think it is going to be a new record. they came out with yesterday 31 myths mitt romney, in 41 minutes. it is almost like everything he said -- nothing he said was true. >> it's quite extraordinary. and i've been looking at them this morning. and there were some of them that, you know, they've been correcting and they've been generous in their correction because they've even missed some things in their corrections. for example, one on healthcare,

his thing on healthcare, when he's talking about -- he said by now middle income families would have a reduction in their health insurance premiums and it's gone up. that's very sketchy anyway because it is very hard to quantify this. because some people's health premiums have gone up. some people's have gone down. it is very hard to do this. but he talked about what's come into effect with the affordable care act. but they missed something really crucial which is that now hospitals have to justify -- you know, they have to pay the premiums based on efficiency of service, not on quantity of service. this is huge. >> bill: it is huge. the other thing they missed there, i believe is the fact that there have been rebates -- insurance companies have been forced to pay -- i think it is almost a billion dollars in rebates because there is a

formula now they have to spend so much on health insurance as opposed to administration if they're spending too much on administration, they have to refund their policyholders and they have done so. >> my friend got one. >> bill: that's another check. i want to come back with perhaps the biggest lie of all. which is mitt romney saying that president obama took 14 days before he -- we've been talking about this on the show this morning. before he used the phrase -- and called what happened at benghazi an act of terror. you and i were in the rose garden on september 12 as members of the white house press corps. here is what the president said. closing his remarks i have to say, after we heard him -- he praised chris stevens he expressed his sorrow for chris stevens and his family. he condemned the violence and wrapped up with this resolve. >> obama: no act of terror will ever shake the resolve of this great nation. alter that character or eclipse

the light of the values that we stand for. >> bill: mitt romney says oh he wasn't clear -- that's not clear that he was talking about benghazi. >> okay so he had spent the entire speech talking about benghazi and so he suddenly veers away from benghazi for some inexplicable reason. >> bill: they called a statement -- called a special event, a statement by the president in the rose garden with the secretary of state to talk about benghazi and he's not talking about benghazi. >> he talked about an act of terror on the 13th also but then there's this whole weirdo thing about terror -- act of terror versus terrorism. this is very childish. apparently mitt romney didn't use the word terrorism or terror for 20 days. >> bill: think progress has reported that as well. it was like 20 days. here's what gets me. why is the media -- why don't they just laugh this off as a stupid attempt on the part of the romney campaign to try to avoid the embarrassment of romney getting it wrong.

instead, i watched network news last night on cbs, and on nbc and on both of them, they went out of their way to say romney may have a point. it is not clear he was talking about benghazi. it drives me freakin' crazy. >> i don't know why this aspect of the debate -- it is not bad for obama because it was very strong piece for him. i'm not sure why this part of the debate is actually getting all of the attention because it was actually irrelevant. it was not about substance. i would rather they focus on obama's closing statement about the 47%. >> bill: oh, yeah. >> why don't they focus on that on romney opening the door with his i care about 100% of the people and then obama's closing that is actually about substance. both of them were about substance. >> bill: yes. lies. other lies, mitt romney. he said -- he said toward the end of the debate that assault weapons are perfectly -- are already -- we don't need any new you laws because assault weapons

are illegal in this country. dead wrong. right? the assault weapons ban expired in 2004. >> this is extraordinary. they are legal. they are legal. >> bill: don't you think he ought to know that? he banned them by the way as governor of massachusetts. >> i think he does know that. he either doesn't know or he does know and it is a question of is it a lie or is it ignorance? and i don't know which. i really don't know which. >> bill: he also -- pretending, of course, now to be the champion of women. >> yes. >> bill: we talked about the binders of women which turned out to be a lie. he also said he thinks that every woman in -- every american woman should have access to contraception and yet he supported the blunt amendment which -- lost in the senate fortunately but which would have said that employers will make the decision as to whether their women employees get access to

why hasn't obama done more about gas prices. why did the secretary of energy say it is not government's role to keep gas prices down. mitt romney claimed that production under president obama, oil and gas production is down 14%. he said under president obama there's been no drilling on federal lands public lands. he also said that president obama rejected the keystone pipeline. so let's take them in order. gas price. is it the government's role? >> the questioner specifically asked if it is the energy department's role to set gas prices. the answer is no. it is the energy department's job to guard our arsenal of nuclear weapons. that's its primary purview. that's most of what its budget goes for. it is not the government's job to set gas prices. gas prices are dependent on the global price of oil. that is set on a global market by supply and demand. that's probably as it should be. nations that do control their country's gas prices such as

venezuela, huge government subsidies. it is generally not looked at as good policy. neither candidate gave an honest answer to that question. >> bill: if they say there's not much we can do about it, it sounds like they're just not doing their job? >> but it's true. >> bill: it really is true. >> it does sound like that. you have to say something. and you've gotta sound like you're doing something. but the problem with this one is secretary chu says something that -- >> bill: that happened to be true. >> that happened to be true. he's an honest man and he's a scientist and he's sorta goofy. but he's very straightforward and then the politicians in the obama administration constantly have to go around and clean up his honest messes. >> bill: gas price has always been a political football.

>> even though the government doesn't control them. government does not control the price of gas and you know, obama has addressed that on some speeches but he was a little bit too chicken to just be forthright and honest in his answer on this. >> bill: also, it might have been hard to explain you know, in a forum like that -- now here's the truth about gas prices. it is almost like it is a college course. >> it is. but i wonder -- do you think people get that? because i think people get that there is a global market. >> bill: romney's counting on -- on the fact that they don't. let's talk about oil energy production. according to mitt romney, energy production is down 14% under president obama. >> in fact, energy production has risen. we are actually now less than 50% dependent on foreign oil for the first time in over a decade. and drilling now is at its highest in the gulf since before

the gulf spill. there has actually been a dramatic -- significant increase in drilling on lands and waters and private land. significant increase on private land drilling which you know, doesn't really have anything to do with the administration but drilling and oil production overall are actually up in the united states. >> bill: victoria, i saw on cbs news last night that the 14% figure romney uses is a report from the interior department of one year. it happens to be the year of the bp oil spill where production did fall because thank god they did shut down production in the gulf until we knew what the hell was going on. but for that year it was down 14%. overall, oil production according to cbs is up 13% under obama and natural gas is up 14% production under president obama. over george w. bush and as president obama said in the debate, which was an oil man. romney keeps using that 14 pest

figure. >> exactly. and why not. if you've got the 14% for one year why not use it? >> bill: because it's a lie. >> of course. but if you've got 14% in one year. >> bill: he says it is down 14% under obama. >> it is not true. and it is a fudge and it is obfuscation and it is very unfair. but that's what he's got. he kept doing this -- you know, sort of answer my question thing of asking a question, asking a question asking a question. by the way, this was a complete breach of the rules whereby it says in one subparagraph on its own, you may not direct a question to your opponent. it says you can't do that. and he wouldn't allow the president to answer the question in his own way. which the president eventually did do. >> bill: so the third thing coral, is according to mitt romney, there may have been some drilling on private lands but no drilling on federal lands so the government has been withholding

all permits. >> there's certainly been drilling on federal lands. however, the dramatic increase in natural gas production has been largely on private lands. by private companies. that much is fair to say. that huge increase. there has certainly been drilling. major drilling on federal lands in federal waters. >> bill: in federal waters, too, right? >> a significant increase in gulf drilling which is federal waters. that's gone up since -- higher level than it was before the gulf spill. >> the president has opened up the atlantic coast from new jersey to florida. they may not be actually drilling out there yet. but they're exploring correct? >> they're not exploring. but in the five-year plan, those -- those areas could eventually be open for leasing. >> bill: right. for the first time. which i'm not so happy about. having a beach house in delaware. but anyhow.

pipeline but they had not completed the environmental process. >> to be fair, president obama actually was on track. the state department was on track to approve the pipeline last year. until environmentalists really rallied and made a huge issue of this. you remember they rallied around the white house with a pipeline around the white house. that made a big impact. >> bill: i also remember the republican governor of north dakota said we don't want it through north dakota. the republican governor of north dakota. >> didn't nebraska kick up a fuss too? >> the states through which the pipeline is going to pass, it passes through the aquifer which is a major water supply. and so what the administration has done is put off a decision until after the election and under further environmental review. so it is not rejected. >> bill: meanwhile, they did build the first link, right? from what is it? houston to -- whatever the president went out there -- >> to oklahoma.

change. which does not seem to factor into mitt romney's energy proposal or republican energy proposal generally. so you know, any economist or scientist will tell you we probably need to start doing that right now. and the biggest thing that -- >> bill: all of the above is the way to go. >> yeah. the biggest thing that president obama has done so far on energy is he's put forth a very, very aggressive increased fuel economy standards for cars so that we'll be able to drive as far as we were on a lot less gasoline. we'll use a lot less. >> bill: it is about time. victoria, every time i hear the republicans accuse president obama, he spent $90 billion on alternative energy, i think that's the figure on solar and wind and geothermal. i say yes! right? >> i know. it is said in an accusatory tone as if this is a bad thing and then, of course, solyndra -- the one or two failures but the idea

take your answer on the air. so is energy independence -- >> i hate the term energy independence. i think it emerged with dick cheney's energy task force during the bush administration and has kind of been thrown around. it's looking right now -- the u.s. is producing a lot more oil. than we thought we were going to, even five years ago. and we are on track for north america. that's the -- the combination of united states, canada and mexico. north america will probably -- could produce as much oil as it consumes sometimes within the next 20 years. part of that is that we're consuming less. as i said, we're using less fuel in our cars. so we might be able to produce the same amount that we consume. however, we won't be independent of whatever the prices will be. that in no way will shield us from high or volatile prices because prices are set on the global market. >> bill: it is an interesting

will he continue funding for head start, for example? early childhood education? do we know? >> i don't think we know. i think is the short answer. when he's been asked very specifically in debates and so forth, he tends to say things that would give one hope that he won't cut things drastically but i think anyone's guess what would happen if he were elected. >> bill: the debates -- he's for everything. energy independence, guaranteeing that all women have access to contraception. he's for -- it goes on and on whereas the reality of his position seems to contradict that. on education. for example on pell grants. he said tuesday night that he wants to continue pell grants for all students and everything and yet he supports the ryan budget which would cut pell grants. >> yeah. >> you know, i haven't read the exact line in the ryan budget on

the pell grant cut. i think the house bill that passed didn't cut pell grants because it was a mandated increase for the maximum pell grant. the question is how much money is overall available to fund students up to that maximum and it is unclear what he would do. he did say in his response to that college students' question that he would continue to -- i think he said he would let pell grants grow but it is not clear what that means. then he continued on to say and we'll have our loan program which, to my ears meant he's not going to have the obama loan program and he had in mind a change away from the subsidized loans. but i don't -- i have no inside knowledge on what that might be. >> bill: in fact, for the pell grants college grants -- college loans rather in general president obama did and he talked about that is get rid of the middle man which means that students can continue to get their loans at a good rate and more money goes to the students and less to the banks for the financial institutions.

>> right. i think that is a real achievement as far as i can tell. but it is not a huge difference. i mean pell grant budge set something on the order of -- it is in the billions. it might be as much as $15 billion. if you can get $60 million by cutting out the middle man that, will go to the students but overall, it won't radically change. >> bill: president obama also has differed from president bush's -- his education policies under arne duncan, secretary. quite different from no child left behind. one of the things i've heard at the white house and the press corps there is there are several states where they've said you know, give us a chance to get a little more flexibility in our states. republican governors and the obama administration has been working where them. working with the governors and the republican -- even republican governors seem to be happier with the obama -- we're talking k-12 here.

>> that's correct. i think that there's broad reckonognition that no child left behind which was the re-authorization of the elementary and secondary education act which was a bipartisan idea much of the ground work for that was laid during the clinton era. has perhaps had some small positive effects but not enough to justify the disruption that it's caused to an awful lot of school districts around the country. it is not surprising all states, when they were coming up against the 2014 deadline for making all students proficient were very interested in being released from some of the very strict requirements in the bill. and so the department of education did what it had to do -- i actually think if john mccain had won his department of education would have also worked out the same flexibility. >> bill: there was so much -- so many complaints about no child left behind like across the board. i think you're right.

>> right. >> bill: give ourselves some distance from that. >> i don't think no child left behind has been mentioned in either of the first -- not any of the three debates. >> bill: i haven't heard it. >> the president mentions race to the top which is a -- his spin-off on no child left behind, trying to achieve similar but different objectives. he's not mentioned that i believe it is now 33 states are -- have been released. >> bill: that many? >> first round, it was a few. and everyone expects it will be 50 before 2014. it is now about 33. that are out. >> bill: steven morgan is our guest. professor of social science at the great cornell university. now, when you look at -- focus of your most recent paper on how the united states ranks compared to other countries how are we doing? >> there are a couple of way to answer that question. the first would be to just do the very obvious thing.

how are we doing in our schools today in comparison to how we did 30 or 40 years ago. the answer there is clear. if you look at reading test scores and math test scores on comparable tests, our reading scores have held pretty steady and our math scores have gone up a little bit. very steadily. >> bill: you're talking u.s. -- u.s. then versus -- >> but i always want to get out there the first point. our schools are not declining in quality. it is not the case our students are doing worse now than they did a generation ago. they're doing at least as well. >> bill: you hear that complaint. >> you hear all sort of opinions. i do worry as someone that likes to deal with facts that what gets lost in all of that confusing discourse is, in fact, that schools are doing pretty well and about as well if not better than they were 40 years ago. >> bill: public schools. >> public schools. >> so the nation's report card, the national assessment of educational progress which does standardized tests designed by educational testing service for

9-year-olds, 13-year-olds and 17-year-olds shows consistent growth in math since early '70s and pretty stable reading. >> bill: that's good. >> but that's not what we're talking about. >> bill: how are we doing compared to western europe? >> so -- if you watch a lot of sports, you'll see the exxon mobil let's solve this campaign. i don't know how many people have seen these. i see them all the time. and you'll frequently hear reference to international comparisons in math and science. and it is true that in recent studies, the u.s. has ranked 25th in the world. on average achievement for a test given to 15-year-olds. we're consistently behind in the ranking. some asian countries that we sometimes think of as competitors like japan and korea, some smaller asian countries like singapore. we're behind english-speaking

countries like new zealand australia and our archenemy of the canadians. but if you look -- >> bill: we're behind the canadians? >> we're gaining on them though. between 2003 and 2009, we've gained a bit on the canadians. they should watch out. however, the point is that yes he we do rank 25th. if you look at the range of scores, we're a little bit behind. >> bill: science the same thing? >> science is hard to measure. we're about the same. i think maybe 17th in science. i never pay attention to science because it is tough to get a test. >> what are you, a republican? you never pay attention to science? >> that's the problem. >> bill: james inhoff. >> you walked right into that. sorry. among researchers on whether this would be a good idea. i have a second grader who does his math homework and we sit there with him and help him and my daughter is in kindergarten. she doesn't have much homework yet but she'll get some when she enters first grade. there is always a trade-off between having a longer school day versus sending the kids home to work with their parents and i think that eliminating homework would be fine if we had longer school days. more instruction occurred within schools. i'm worried that that eliminating some work at home may actually lower rates. but i think it is an open question. i think it is worth it. >> bill: for the record, i'm against doing away with homework because if i had to do it, damn it -- >> i always did my homework. i kind of enjoyed it. that's why i became a professor. my wife yelling at me for doing too much at home. >> bill: i'm not saying i enjoyed if. if i had to do it, damn it, kids today have to do it, too.

parts of the debate is when the president just said -- the math here. your plan. you want to cut $5 trillion in tax cuts and then $2 trillion more in spending and another trillion for the bush tax cuts. and it doesn't add up and if you were a businessman, you wouldn't take this sketchy deal. yesterday in ohio, the president -- he's had a lot of fun with that. i think after etch-a-sketch this is the perfect phrase. here's the president yesterday. >> obama: mitt romney is trying to sell. >> sketchy deal. [ cheers & applause ] >> obama: but we're not buying it. we know better because this is the same sketchy deal that we were sold back in the previous administration. >> bill: it is amazing. everybody says that this plan doesn't add up and mitt romney says i'm a businessman. believe me. >> that was the most extraordinary thing. after that exchange where he had virtually no defense, candy came

back and said let's just say for the sake of argument that the numbers don't add up, would you still proceed with this plan? and he didn't say well no, he said they do add up. they certainly do. they add up because i was in business. well, you know, i was struck by this exchange. >> bill: in any debate, when the debater says yes that's true because i said so. >> it's true because i say so. and here's one of the more extraordinary things about that. and we've plowed this ground before. you know, he talked about i balanced the budget in the olympics. he got $1.3 billion from taxpayers to bail out the olympics. i balanced budgets in business. i don't know how many deals that he went into -- he decries bailouts now as a candidate for president. i don't know how many deals at bain capital he took money from the government or he ran companies into the ground, for

example, the company in kansas city. where they had to get a federal bailout just to bail out the pensions. and he left -- you know, a structural deficit in massachusetts. this is not a numbers guy. it is not somebody whose math will add up. he's misleading utah. about six studies that confirm this. there's not one study that confirms it. in actuality in the specifics and he's pointing to blog posts op-eds, this is the definition of study, i should get a harvard degree. >> bill: i know it. one thing you have to give him credit for brad woodhouse -- >> just one. >> bill: he's got binders full of women. >> binders full of women. well, if that wasn't one of the more extraordinary things. another mind-boggling episode where -- you know, he could not answer the question. he could not say what he's done for equal pay for equal work. he couldn't say that he

supported the lilly ledbetter act because he doesn't. he couldn't say what legislation he would pursue to help close this gap in pay between men and women. he started talking about what he had done as governor in terms of hiring people in his cabinet. first of all just a handful of positions. but second of all, the story wasn't even true. it wasn't even true! it was a bald-faced lie. there was a project in massachusetts where -- mass pac where they went to both candidates and they said after the election they were going to bring them resumes because they were not going to allow governors to have the excuse of saying we couldn't find any qualified women. here is a pile of qualified women. that's how he got the binders. he wouldn't have gotten them otherwise. >> bill: he didn't ask for them. you brought me too many. >> and by the time -- by the time he left the governor's office, there were fewer --

favorite tv show. where you came from. >> bill: big history here. what happens now? brad? coming out of this debate. we still got one more to go. how important are these debates? >> look, i think they're important. we saw some movement that we weren't crazy about after the first debate. this next debate, i think will be important. clearly, one thing goes without saying the president was fantabulous the other night. and i think he really showed -- >> bill: totally right. >> i think he really showed why he deserves a second term. where romney was petulant and petty and rude and interrupting and, by the way not telling the truth on about every other thing he said if not everything he said about his record, his policies and the president's record. you know the president really was candid with the american people and said you know, where he wants to take the country. that's why he won the debate so

decisively. the next debate is important. but i tell you what's really important right now is the ground game. and if you look at a state like ohio where nearly a quarter of the voters have already -- have already voted and of those nearly 70% have voted for the president. so according to the polls. so the ground game is incredibly important. the national polls. we can all get spun up in them. they fluctuate. there are a lot of different ones out there. they're tracking polls daily polls. in the end this is a race in the battleground, in the battleground states. and the president still has the advantage there. >> bill: yeah. so it's ohio, it's virginia. it's -- colorado -- >> colorado, nevada, wisconsin and -- >> bill: florida still in place? >> florida north carolina, virginia, the other side like i

say, florida north carolina, virginia, are you still playing in florida north carolina, virginia? hell yeah. we got a bus heading to florida. the president will be in florida next week, the first lady was in -- the first lady was in chapel hill just the other day. the day before the debate. these are states particularly north carolina, bill, where we have a tremendous advantage on the ground. we registered over 100,000 new voters this cycle in north carolina. speaking of ground game, that decision by the supreme court the other day to stop this out-of-control secretary of state in ohio from shutting down early voting early the fact that that was defeated his effort and the lower court ruling was upheld to allow those early voting days and hours to remain open will be a big boom to us. they wanted to shut down early

his record for lies in the first debate when he told 27 lies in 38 minutes. in this second debate, he told 31 lies in 41 minutes. can't recount them all here but here a couple of the big whoppers. once again romney asserted that under president obama there's been no drilling on federal lands. that's wrong. oil production on public lands is 10.6% higher than under george w. bush. he claimed romney claimed he supports pell grants. that's wrong too. he's endorsed the ryan budget which would cut pell grants for one million students. he insisted that buying and selling assault weapons was illegal in this country. we know that's wrong. the ban on assault weapons expired in 2004. so now at least this much is easy to know. how do you know when mitt romney is lying? when his lips are moving. frank rich from "new york" magazine joins us tomorrow and
