>> michael: coming up tonight, good news on immigration, no comment on the irs scandal, and the latest on the politics of oklahoma. that's right, folks, the politics of oklahoma. i'm michael shure and this is "the war room." [♪ theme music ♪] >> michael: residents of moore, oklahoma are still reeling from the devastating impacted of that category 5 hurricane two days ago. authorities now say they have recovered all of the bodies

underneath the rubble the death toll still stands at 24. tragically that includes ten children. one was ja'nae hornsby. her aunt described her as always smiling. that morning her father has raised from his office in oklahoma city to pick up ja'nae and her little sister before the storm hit, but there was so much traffic on the highway, that before he got there the school was gone. all that was left was a pile of rubble. ja'nae was just nine years old. briarwood elementary was also demolished, but all of the students there survived that's because it had a so-called safe room. oklahoma politicians have long resisted a state-wide requirement that schools have safe rooms. but funding varies widely by

district, so installation of those rooms have been uneven across the state. that doesn't look likely to change. today governor mary mallen responded to questions. >> if someone chooses to do that, we would like to encourage it. and if people would like to donate to a sufficient room fund they can do that. >> michael: if fema is giving money to rebuild this whole city, i think they should rebuild them with safe rooms. this happened before. this is not the first time a tornado has hit moore. it's not the first time many people have been killed. as father i know i should be

shocked when people avoid simple steps to save children. we turn now from a real disaster to a largely manufactured one. irs officials were on the hot seat testifying about the investigation into agents targeting conservative groups. douglas shulman refused to admit wrongdoing or issue an apology. but today he got a little closer during a grilling from jackie speier who was recently on this show. >> do i take responsibility for the list? >> yes. >> being done -- i don't take personal responsibility for there being a list with criteria put on it but i do accept the fact that -- that this did

happen on my watch. >> so you don't take responsibility but you recognize the fact that it happened under your watch? >> i recognize that this happened on my watch and i'm very sorry that this happened while it was at the internal revenue service. >> michael: that's more than his colleague offered. she took the fifth and refused to answer questions. we'll talk more about that later in the show with chris moody. but for now let's not forget behind the flashy washington scandal is a real issue threatening our democracy. the founder of the tea party patriots patriots has been the most outspoken against the irs. there is evidence that her group has shall we call creative

accounting. the group received a million dollars donation, but never disclosed where the money came from and then another done for, raymon thompson lent the group, quote, unquote, his private jet. and this group is claiming to be a nonprofit, non-partisan organization to get tax exempt status. even some of its own members complained about the lack of transparency. marina peterson said quote . . . now that folks would be a scandal. now there is some non-scandal-related news out of washington today. the senate judiciary committee voted 13-5 to move the

immigration bill to the floor. the bill has it stands now is strong, and it actually got stronger during its time in committee with the panel approving some very good amendments. several will protect children and others will protect young adults. and they would also get more access to financial aid for college. finally the bill would require that all immigration detainees be treated humanely. so far so good. but next it needs to survive in the house. joining me now, professor at hiram university, and the chief political correspondent for politic365.com. he comes to us from atlanta, georgia. jason thanks again so much for being here. i want to ask you, how big of victory is this immigration bill for the obama administration? >> it is a wonderful victory for

the obama administration. another example of the democrats in the senate willingness to sell out constituents. this passed because there was an agreement to withdraw an amendment that would have protected same-sex partners from speeding up the immigration process. it is a victory, but comes at a cost. >> michael: jason, how members are starting to grumble about this. what does it mean if it doesn't make it through the house? >> in the big picture it will just be another stick that democrats can hit the republicans with come 2014 but in all honesty, it's not surprising. the obstructionism that we have seen on the part of the republican party and the house has been consistent. it wouldn't surprise me if a

strong necessary immigration bill died in congress because the republicans in the house just won't move. >> michael: or they won't look at that so-called autopsy of why they lost in 2012. everything they are standing in the way of is the message that america sent to them last november. if they turn this away great is what i'm saying. terrible for immigrants but further in the politics of a demise for them. the president gave the commencement speech at morehouse college this weekend and he was criticized for speaking to the students. let's take a listen to this. >> we know that too many young men in our community continue to make bad choices, and i have to say growing up, i made quite a few myself. sometimes i wrote off my own failings as just another example of the world trying to keep a

black man down. i had a tendency sometimes to make excuses for me not doing the right thing. but one of the things that all of you have learned over the last four years is there is no longer any room for excuses. whatever you have gone through it pails in comparison to the hardships previous generations endured, and if they overcame them, you can overcome them too. >> michael: is it appropriate for the president to speak to african american students that way, but not at a mixed college? >> i think it's appropriate. i think it's fine to taylor his message. look, the problem here is that barack obama is the last person on the planet who should be giving that kind of bootstrap lecture. his very presidency as been an example of the fact that no

matter how hard you work there will be those who work against you, like those in congress. you have to ban together to change the institution. the cultural poverty rhetoric it is cute, but i was disappointed he spent that kind of time on that issue. >> michael: i'm going to take a little bit of a challenge to what you are saying. he is the living embodiment of what no president has ever been able to say to the graduating morehouse class. if he is speaking to oil and gas people, he is not going to say the same thing to them as people in the wine business for example. so isn't it actually his responsibility to say look at me, i'm the president of the united states, you can do anything. people have had a harder time before you and there you go? >> i think that message is not

inherently problematic, but it speaks to a larger narrative about why african-americans and latino americans have not been successful in this country, and it has never been about effort. these were people that worked until they died. his notion that lack of black success comes from that issue is a problem. him and arnie duncan -- i think he is the last person who should be lecturing about effort when those very institutions haven't been able to do so. >> michael: that's where you get into a conversation that says wait these people are looking at

somebody who hadn't done as much as we had hoped he would have. what needs to change to see that go into another gear? >> one of the first thing he has to do is gain confidence. he has no problem talking about loving his same-sex partners, and he said that at morehouse, but he won't say these are the things i'm going to do for black people. this plus-one loan situation has been a debacle. over 6,000 students have had to leave [ inaudible ] since last fall because they can't get loans. and for him to speak to that crowd about personal responsibility and say nothing about the fact that his policies may have accounted for some people not even being there for their graduation. that's an embarrassment.

>> michael: yeah. there is still time. they also say you can always tell a morehouseman but you just can't tell him much so i think the audience probably had similar views as you jason johnson, professor of political science professor at hiram university, and the chief political correspondent for politic365.com, thank you so much. one more piece of headline news, the city of angels has a new major. eric garsetti beat out wendy greuel. voter turn out was just 19%. he replace the current mayor who is prohibited from running again because of term limits, but those are big shoes to fill. >> on july 1st, we will assume the responsibility of creating

tame compared to some other scandals hello mark sanford. weiner's reputation took an even big swing when he claimed he had been hacked. >> the answer is i did not send that tweet, my system was hacked, i was pranked it was a fairly common one, people make fun of my name. i have asked a firm to take a look at this. >> michael: it's never the crime, it's always the cover up that will get you. christine pelosi. she chairs the california democratic party women's caucus now joins us. welcome back inside "the war room." you have just come from the giant's game across the street christine, i'm touched that you left a good game but even more touched that you brought me

cracker jacks. anthony weiner. he is coming back. he is a staunch liberal. a very very smart guy. he made big mistakes. a quinnipiac poll shows him second to christine quinn with 15% of the vote. so while he is by no means a lock to win this thing, he seems to be a very serious contender. can it be that easy. >> well, i would rather vote for huma, because his wife is wonderful. and i tend to think in these family situations you look to the aggrieved partner. and if the spouse has forgiveness, who are we to second-guess the spouse. she is very accomplished on her own. so if she is comfortable with

her husband being in the race, and with herself undergoing the kind of scrutiny she is going to have to every come, i say america loves a second chance and it's up to the voters of new york to decide. we have a progressive and a woman, so it's not as if this race is hurting for either one. >> michael: yeah, that's true. he was a really strong progressive voice in the house as you remember. you spent a lot of your time teaching people how to be candidates, anthony weiner walks into your office and says christine give me one thing i need to do to get over this. what do you tell him? >> start over. begin a new relationship with the public and say this is what i'm going to do to make your life better. people care less about your past than their own future. i think the real challenge here for new york city, it is a huge xhi, one of the biggest in the

country, bigger than several states, is to say how are they going to address the income inequality and bring wall street and main street together within their own city. the other element here of course is who is going to be doing the constituency outreach, eric garsetti just won with a huge constituency. so who can draw the broadest coalition possible. elections are about the future. bill clinton taught us that. >> michael: so you look forward. are we at a point now in american political history is all you have to do is lay low for couple of years come back and all will be forgiven. >> it's a matter of priorities.

our job is to hire people to do a job for us, to make important decisions about tax policy economic policy keeping us safe, giving us a future with health care, and equality for all. that's the job we're hiring people to do, and if any elected official can focus on that i think the american people are very forgiven and we all make mistakes. >> michael: we don't want to see hypocrisy anywhere in american politics. i want to change heres to something you and i have been talking about really all year long and that is sexual assault in the military. chuck hagel announced that the dod sexual assault prevention workers are exempt from the furloughs because of sequestration. how important is that?

>> it's extremely important that they have spoken out on this issue to have a white house meeting on the topic of military sexual assault is really a milestone, and it says to the women and men who have been assaulted in the military, your commander in chief cares deeply about this issue, and i think it's very important that the secretary use whatever he is aloud under sequestration to get this done. but whether you are talking about sexual assault, or oklahoma, sequestration is hurting the american people. and we have to find a solution to this problem, and stop the sequestration, and start the common sense outreach. and all americans need first responders to be there for them. >> michael: yes, and we saw how important in oklahoma this week.

very quickly, do we see this as part of the momentum on fighting back against military sexual assault? >> between secretary hagel taking this very seriously, and others the critical mass of seven u.s. senators on the armed services committee means this will be front and senator for a long time. and i also think that the bill introduced by nancy pelosi -- >> michael: i have heard of her. >> -- to eliminate the backlog, and that will help address this issue as well. >> michael: so important. i think we need to reelect her. >> we do. and we have to give her a gavel. >> michael: that's right. you were so kind to do this that i'm going to give you the

>> at the end of the day this isn't just about programs or accounts or budgets, it's about the consequences of the choices we make for real familiar list and real children. i think and it desperately hope that we all agree that improving our education outcome is a vital national interest that we all share. the decisions we make will have a major impact on our economy. >> michael: that is education secretary, arne duncan testifying yesterday. he makes an important point. ballooning student loan debt isn't just giving graduates a zero net worth, it's putting our economy in a choke hold. graduates are not making big ticket purchases on cars or putting money away for

retirement. according to a new report there are currently more than 38 million student loan borrowers here with total outstanding debt exceeding the $1 trillion. that's a whole lot of untapped potential. with the interest rate set to double on july 1st, house republicans and senate democrats have put forward proposals to try to hold them down. joining me now to break down the competing solutions is aaron smith, cofounder and executive director of the young invincibles. he comes to us from washington, d.c. aaron we welcome you into "the war room". >> thank for having me on. >> michael: if congress fails to act on july 1st, interest on stafford loans will double. a small group of washington lawmakers have introduced plans. here is elizabeth warren's take.

>> the bank on students loan fairness act would allow students eligible for federally subsidized stafford loans to borrow at the same rate that the big banks get. >> michael: is this just a short-term fix? >> senator warren's bill i think does an invaluable service for students and families by shining light on the fact that really banks are getting a much better deal than students and families are when it comes to student loans. the banks can borrow at about .75%, and we're talking about interest rates well above that for student loans. so it's driving the conversation forward. her proposal is for a one-year solution, and i think everyone is looking for the longer-term solution that can address student loan debt which we know is out of control. you talked about the $1 trillion

mark being a real milestone and a sad milestone. we -- we need to get this problem under control. >> michael: and what about the president? does president obama have a plan, and how does it differ? >> the president's budget included a proposal to change from our current fixed rate to a market rate system which -- so the interest rate would move as interest rates in a broader economy move. that would mean you have a lower interest rate and a higher interest rate in the future. we were actually somewhat critical of some aspects of that proposal, because at the time it didn't have a cap, so for example, in the 1980s, you saw interest rates above 10%. we need to make sure students don't get stuck in a high-interest rate environment. but i think the president's

position is, you know, has been -- to be a leader on the issue, and today -- i know the white house put forth a veto threat for the house republican proposal on this which i -- i think was important in pushing the conversation forward. right now there are a lot of competing proposals out there, which is good. but we're not there yet, obviously, and july 1st is right around the corner. >> michael: it's politicians doing this we know it. that's who we send to fix these problems, but who would be opposed to there from a political standpoint? >> opposed to what part of it? >> michael: in general fixing this problem? allowing july 1st to happen. allowing these rates to double. i mean anybody who lets this go has a whole slew of special interests up against them. >> i think you make a good

point, which is that the power of students and families in a political sense has increased, and that's why we're seeing -- we saw this last year because if you remember the same thing happened last year and president obama came out in support of extending the 3.4% interest rate, and so did governor romney, and eventually congress got it done. congress is very sensitive to the needs of these middle class familiar list. the challenge is that the federal government is making about $51 billion in this year off of the student loan system. so actually changing the student loan system right now, there's a fear that it would -- you would reduce the profit in a strange way that would increase the deficit, so you do have some folks who their concern is about the deficit, but that as i think we would agree is totally backward, the point of education

is to be investing in young people so they can grow the economy, and that's how we are going to move forward as an economy. >> michael: before i let you go i want to talk about beyond the washington based fixes, there is a deeply psychological problem for graduates. it puts young people in the habit of borrowing right away. what is the dimension of the problems of this debt? >> i'm mainly concerned with actually addressing the root of the problem which is college affordability. we have the cost of college going up 5, 6, 7, 8% every year. the biggest driver is cuts at the state level to our colleges. and that starts with the states bawls, you know, parents and students can be better consumers, we need to be smart

consumers about the schools we're choosing make sure we get the best bang for our buck and finally there are innovations that we need to find in higher ed to bring down the cost of college, and so everything has to be on the table, but it's a problem that is at the core of the future of this country and the future of the american dream. >> michael: and that's not overstating it aaron smith, we thank you for coming into "the war room." coming up right here we're going to circle back to the irs, and today's non-testimony, testimony, and figure out what is next. you are watching "the war room" only on current tv. young turks is that we're honest. they know that i'm not bs'ing them with some hidden agenda, actually supporting one party or the other. when the democrats are wrong, they know that i'm going to be the first one to call them out. they can question whether i'm right, but i think that the audience gets that this guy, to the best of

♪ >> michael: the irs story continues to unfold today with the house committee on oversight and government reform grilling key players at a special hearing. for many republicans there is a secondary mission here digging up anything that could tie this to the obama administration. lois lerner who leads the irs division on tax exempt organizations invoked her right to keep her mouth shut but squeezed in a few choice words. >> i have not done anything wrong. i have not broken any laws. i have not violated any irs rules or regulations, and i have not provided false information to this or any other congressional committee. and while i would very much like to answer the committee's questions today i have been advised by my counsel to assert

my constitutional right not to testify or answer questions related to the subject matter of this hearing. >> michael: mrs. lerner and her lawyers stood up to leave. not so fast said a former prosecutor himself mr. gowdy. >> mr. issa -- mr. cummings just said we should run this like a courtroom, and i agree. she just testified. you don't get to tell your side of the story, and then not be subjected to cross-examination. she waived her right to the fifth amendment privilegish queuing an opening statement. >> i said i would like to see it run like a federal court. unfortunately this is not a federal court, and she does have the right and i think -- and we have to adhere to that. >> michael: nothing means no

respect like with all due respect. joining us now to provide us with his own special audit of the debacle is chris moody, political reporter for yahoo. thanks as always for joining us inside "the war room." the fifth amendment is invoke so witnesses can avoid implicating themselves. she says she is innocent. why then raise the fifth amendment. >> it certainly raises flags to say what is she hiding. the officials said that nothing illegal was done but they are all admitting that wrong was done. they screwed up. lerner today said i did not illegal, and i did nothing wrong as well. she didn't take time to apologize for maybe doing something that seemed appropriate, that democrats and both republicans can agree was not the way to audit or look at these 501(c)(4) applications.

>> michael: yeah, and shulman saying wrong things happened i'm sorry that hand on my watch. daryle issa said he is looking to call lerner back to testify. what is the latest on that. >> right. he didn't adjourn the committee, he recessed it basically, by giving him the opportunity to call her back. he said in an interview that he was planning to do that. during the committee they were kind of like playing elementary school recess rules where you make up the rules as you go along. i think issa wanted a few minutes to retreat to his advisors, see what his options were, and act based upon that counsel in the future. i believe he is going to call

her back the question is will she return? they can hold her in contempt but there are a lot of options here. it could be messy or a lot of fun to watch. >> michael: yeah, that's exactly right. it would be great political threer, and the idea that she would come back and just invehicle the fifth it seems to me you could just begin to invoke the fifth amendment whenever you want. you do it whether you said hello and i stole the cookie from the cookie jar, then you can start doing it. that's what it always seemed like to me so i'm eager to see what happens. let's listen to one of the more i guess outlandish examples from jim jordan of the state of ohio. >> this administration, which told us and told the american people that the attack that killed four americans in

benghazi was the work -- was caused by a video is now the same administration who expects us to believe that this scandal was just the result of two rogue agents in cincinnati. >> michael: i thought there was a rule you couldn't bring one scandal into another one, i don't know if jordan missed that memo. but are these hearings shaping up as partisan political theater? >> what is important to remember is that in washington it can oftentimes be both. it can be relevant and marred with political partisan attacks. it seems very clear from the outset that cummings and issa the two top democrat and republican on the committee are working hard to keep this as bipartisan as possible. the republicans are outraged by

what happened with the irs. and everyone is shouting now, house, senate, democrats, republicans. i mean it has gotten -- it has become less of a partisan theatrical show than i anticipated it to be but certainly you'll have guys like jim jordan who will bring in benghazi, because he is trying to tie in a malfeasance with the administration as best they can. >> michael: and aren't they trying to prove that the white house could not possibly have kept this a secret from the administration for over a year. >> certainly that's the goal.% whether they are successful in the end is obviously yet to be seen. >> michael: there's no one better, chris moody of yahoo, we thank you as always for coming on the show and sharing your experience on the hill with us. brett ehrlich work up this
