he will be allowed to live in russia and travel freely in the country for one year. the one responsible for leaking information on classified nsa information on parameters said this. today. we have seen obama administration show no respect for international or domestic law, but the law is winning. i thank the russian federation for granting me asylum. jay carney said russia is jeopardizing diploma diplomatic relations with the u.s. by all allowing snowden to live there. >> we're extremely disdisappoi disdisappointed that russia would take this step, and not have snowden ex-spelled to the u.s. to face charges against

him. he should be returned to the united states as soon as possible where he will be accorded full due process and protections. >> michael: sometimes i really don't believe that jay carney believes what he's saying. that was one of those moments. and a new poll released shows that majority of americans disagree with that. 55% think that edward snowden is in fact a whistle blower, while 45% think he is a traitor. jay carney issued a veiled threat saying they're considering a.

: >> michael: joining us now from washington, d.c. one of our favorites, michael tomasky. great to have you back here. michael, does it matter that all of these lawmakers in washington are so angry about this? does it change anything between russia and the u.s.? >> i don't think it changes a thing. do you think vladimir putin cares what john mccain said? i don't think so. however anybody feels about snowden, whistle blower, traitor, or something else, one has to look at putin. he's a sackture of the u.s u.s.-russian relationship.

which was working pretty well, then putin announced his intention to come back. he came back and won the presidency, and then there were many isn'ts over th--many incids during the arab spring. >> michael: yes, that's a great point. we don't think about what putin's role is in all of this. look, edward snowden is coming here. exciting opportunity to mess with the u.s. and that is too bad. how much putin has to do with this, we'll never know. but it seemed that things were a little better than. let's stay with russia. there is news that russia will crackdown on gay rights. is russia now putting itself into a terrible diplomat again.

>> i think it is, this is putin putting into law something that he wanted. and the norms that have developed in the western developed countries and we'll have to wait to see what happens here. it's not that you're not allowed to be gay, and be an athlete in the olympics. you're not allowed--what is the phrase? ostentacious. >> michael: you can't wear the rainbow. >> whatever else you can't do when you're walking down the streets of sochi. i don't know if anybody will start boycotting the games. some might. >> michael: and runne by the wa,

rubber stamp duma has to be the name of a band somewhere. john kerry, said, quote, i think the president has a very realtime line and we hope it's going to be very, very soon. how important would this be, michael? >> it will be important internally, domestically in the united states. it will be important it in terms of state relationships with pakistan. i don't know how important it will be in terms of changing the views of pakistanis about the united states, which have been set in concrete for pretty along time. but i think it's an important development and the right thing to do. i was not as a liberal, i was not as dead set against the drones strikes as others were because al-qaeda people are out there. if we can do this somewhat surgerically, better than bombing a whole village to get it done.

>> michael: yes, listen, it's hard when your liberal friends maybe you embarrassed for being a liberal, i'm right with you on this, any time you drop a bomb and you kill 100 people to kill one person, or you kill 12 it insightincites violence. house republicans pulled a transportation and housing bill "t" for transportation, thud for sure. hall rogers, said, quote, i believe the house has made it's choice, sequestration, and it's

realistic and ill conceived discretionary cuts have to be brought to an end. what is going on in the house with this thud bill. >> thats is an amazing quote from hal rogers. what is going on is this, it's one of those things as i wrote this morning, i wish we could sit down every voting citizen of this country and explain to them what is happening here. once they saw this, they would see what a complete charade the republican party is, okay? so they pass these paul ryan budgets, as you know, as your viewers know starting in 2010. every year they pass a ryan budget. the ryan budget has the very broad categories of cuts to domestic programs that it says have to be made. it does not have dollar amounts, it's a abstraction, the ryan budget. then you get to the the appropriations budget.

and it's up to them, the appropriating sub committee to make the cuts and decides on the dollar amount. once the abstract ryan budget gets down to the concrete level of actual dollars and cents the republicans do not have enough to support the budget ryan because republicans won't support cuts that deep. >> michael: it's amazing. it's like they don't even know what they're talking about, what is brought forth from this stuff. it's incredible. it's not just the house either, michael. today there were fireworks in the senate. they voted down the thud bill, and harry reid, i quote him, down and shut up. and schumer described it this way. take a listen. >> at times working with the other side feels like the middle east peace process. there is no one to negotiate

with. >> michael: has the senate gotten just as dysfunctional as the u.s. house? >> a few weeks ago it was look okay in the senate. things happened, things went through, they passed the student loan deal, but now i don't know, this is really back to--this is definitely house-style antics, and obviously mitch mcconnell is leading this. he leaned on the six republicans who voted in committee to support this appropriations bill. some of them switched their votes, so m mcconnell is leading this, and he's leading, why? because he wants to say no to everything in general, and also because he has the challenge from the right by tea party candidate in kentucky as he's up for re-election next year, a

mess. >> michael: mess jones narrowly confirmed, senators pro talling so heidi heitkamp could come back and vote. does this call for some optimism? >> this one made me wish that i was up there, you could make a movie about this. not that anyone would want to watch a movie about the appointment of the new atf head, due the democrat stall something she could get back from her plane and vote. and everyone surrounding lis lia mckowski, and they surrounded her and counted her saying that the things said about the opposition weren't true. then they retreated from the cloakroom, she came back out and changed her vote and that's how

>> michael: the only problem with the continuing resolution is that republicans members of speaker boehner's own party, have insisted that any measure to keep funding the government would also have to completely defund obamacare. seeing how the house has voted on that 40 times and it has failed to get through the senate every single time, it looks as if the republicans have a bit of a mess on their hands. joining us now from washington to discuss the g.o.p.'s meltdown is john boehner's very colleague, favorite co-worker, congressman cohen. thank you for joining us in the war a room. >> we're both 49ther 49ers. >> michael: congressman, how does it feel on the house floor? can you see the g.o.p. coming apart from the seams.

>> they can't the farm bill or the t-had you had. when nancy pelosi was speaker, we had democratic votes, and we never failed to pass a budget. we never failed to come together and pass our legislation. on the farm bill they had to pull the bill on the floor. extremely ex-bear harassing to the speaker. they have tea party people in their caucus that they have no control over. their caucus is out of order and the speaker can't control his own caucus let alone the house. i think he was quoting somebody, and i don't remember the source, but he said, this is civic turmoil that we're experiencing, and in 2010 the public was upset

about it, the old network movie line, we're upset, and we're not going to take it any more. the house members elected i in 2010, and they're taking i ta tatantrum. >> michael: they keep getting away with it, and they keep getting re-elected and boehner keeps getting the speakership. you're part of a house that is terribly unpopular right now, but does that matter to these guys? >> well, i don't know that it does. if their home districts, districts are grown by legislatures they had a big national win in 2010, and they drew the lines for the 2012 elections in most states. some states were more progressive like california, and

those states where they have districts where they're safe. the tea party people have threatened the primary the guy from my state, for a republican he's fairly moderate and conservative. but he's been threatened with the tea party attack. they would threaten anybody, and it's the only concern they've got. as far as legislation, that's not what this republican congress is about. it's all about messaging and kicking barack obama. barack obama popular in 2014 there is a chance that democrats win backseats. so the odds of us winning the whole congress is difficult the way it's redistricted, but there is a chance. all of their game plan 2014 keeping the majority. they do it by beating down on obama. that's their message. blame him for benghazi, bring up the subjects of the irs, and the irs were after marijuana folks

and liberal groups conservative groups, some irs bureaucrat, and they were trying to do their job collecting tax dollars owed. i'm not going to say they're like somebody from germany from a long time ago, but that's what they're a lot like. >> michael: don't say it. >> i'm thinking it. >> michael: we're moving on to the new question. are we facing another government shutdown. >> we are. >> michael: we are, we're facing shutdown? >> the cr will be loaded down with something terrible that the democrats can't vote for, and they'll try to make it the democrats fault. they want budget cuts. they're going to want cuts beyond a continuing resolution, and keeping things going, and boehner will vote for it, and the democrats can't because of what they throw into it. they may think a government shut

crown is shutdown is a good thi. the debt ceiling is coming up, and the president swore he was not going to negotiate on the debt ceiling. we have to pay our debts. that's what countries do. we don't want to be a dead beat country. we pay our bills. these republicans are taking us to the cliff. they've done it before, and they'll do it again partnership. >> michael: whagain. >> michael: why don't you step out of the way and let them jump off. congressman, you traveled to russia in june as part of a delegation looking into the boston bombing. has russia giving asylum to edward snowden putting the relationship at risk? >> i think it is putting the relationship a at risk. it was mccain in particular who said we need to readdress

our feelings towards russia. this is putin russia. putin has the worst record of human rights issues since the communists. he's repressive on any type of opposition. what he has done with the riot crowd. what he has done with ethnicity and other political opponents it's unbelievable. the judicial system there is broken, and putin has made a fortune out of government as many others have. russia is not a country which is reflective of america at all, and we might need to think about the olympics. that's his proud and joy. he loves that part of the world. that's where he vacations. and some say speaker boehner said we can't punish our athletes, they've trained so

hard, but our united states policies, our united states foreign relations standing of our country standing for human rights deemed more than the athletes who train? they represent our country. and if our country is not represented properly and going into a country that is repressive, and this is thumbing their nose at america. >> michael: congressman before we let you go your personal life has been in the news a lot this year, unfairly, i think. with an exclamation point. what have you learned from the experience? forgetting the details, but what have you learned from the experience of being in the spotlight like that? >> well, you know, the press, not "the war room," but the other press is oftentimes very irresponsible. they'll look at something and try to find scandal where there is no scandal, then they won't

say, i'm sorry, i was wrong. it seems that politics is no longer issue-oriented, it's more personality driven. at some time, and its mentioned in "this town," which i recommend the book. it used to be like sports, who wins and who loses. it's now more like the kardashians they like to tear people apart. for me it was weird to think that someone my age finds a daughter, lose as daughter, it was a tough thing on me. it was no scandal. they tried to make it into something that it wasn't, they didn't say i'm sorry. the thing you have to do, your private life, hunker down. i made a tweet that was a mistake. i'm going to continue to tweet. i'm going to try to use as much social media to stay ahead of the game and give my constituents my thoughts of

but quinn." the group has raised over $1 million to elect anybody but, well, quinn. >> quinn failed to keep the hospital open. >> is he seems to be another bloomberg real estate pawn. >> she has a bad record of protecting animals in the city. >> she's the same as mayor bloomberg. >> i want someone different. someone who will represent the people. >> michael: she closes hospitals, and she doesn't like animals. we have kelli goff. thanks as always for being with us, kelli. >> it's great to be here. >> michael: quinn is the second most powerful woman in new york city, why is she not running away with this race? >> a lot of people don't fell she's moving away from policies from the most important person,

and a lot of rallying cries from her opponents is that she would be the fourth bloomberg term. >> michael: tell me about that. give me a feel for what bloomberg' popularity is like in new york right now. he's gone from wavering popularity, but i know democrats in new york who actually like bloomberg and on balance he's a good mayor. why is it that she can be so close to someone who has won three times. >> i'm not going to judge the company you keep, but i'm going to go out on a limb and saying they're white and doing well financially. >> michael: i would say on balance you're right. >> so here's the long and short of it in terms of bloomberg's popularity. this explains it. when he ran for his last term he outspent his opponent 10-1.

$100 million--whatever $100 million. >> michael: even you could do that one. >> i could, but he still only ended up winning b 4.5 points. that tells you what new yorkers think about him. no one knew who the other guy was, he could not get his name out there. president obama did not campaign for the other candidate because it was considered so unlikely he would have a shot to winning, and he almost beat the mayor. that says how large swath of new yorkers feel about mayor bloomberg. >> michael: even the rent is too damn high guy got a look at election. let's talk about quinn. did she think she would easily get the woman vote? do you think that goes into her calculous? we got them? >> well, as i explained in my

column for the "washington post" this week, i think they were counting a lot on this idea of breaking the glass ceiling, the gay community would rally around her, and women would rally around her her, because there wa lot of new yorkers were sad that hillary clinton did not become president, at least so for. but that she turned out to be so polarizing. i interviewed a woman and she said she has never seen so much anger and vitriol thrown at one candidate. they're really throwing the kitchen sink at her. i have heard the term anybody but clinton, anybody but bloomberg, but one of the things you were talking about, the poll numbers are worse for her campaign than the numbers you read is that in a run-off she

polls the same as weiner, in a run off. in new york, if no one gets 40% in the primary it goes to the top two candidates in the run-off. it looks like weiner keeps in the polls. >> michael: and it's an obviously entirely different election, but i remember growing up in new york during the cuomo election primary, and that about as ugly as anything. i don't remember anybody but in the party. let's stick with the idea of a mayor, but certainly the idea of a disgraced one. let's talk about bob filner. they voted to sue filner for the public defense bills he has racked up, we they said the city should be on the hook for the bills because the city failed to give him sexual harassment

training. i can't say it with a straight face. but this is such perfect legalese. is it the city's fault that women have been harassed bay creepy mayor? >> if there is anything that meets stupidity the his lawyer is running for it. i thought it was an onion headline, then i realized, oh wait, he's serious. it's pretty ridiculous. i don't know what there is to say about that. >> michael: you can picture them sitting around the table, and someone said, look at this, they never gave him training. he's off the hook. the light of the legal team. >> yeah, but for me this is great that they said this because my reaction was, remember he was trying to argue that he should just get a couple of weeks off, get fixed and come back. but if he's that stupid he should be disqualified from office. he's that kind of not cognizant,

supporters have been up aing two squares in cairo in tent cities fully equipped with kitchens, hospitals and their own news network. it was reiterated that the morsi supporters won't back down. >> our position has not changed. we're ready to go into details to give solutions, but only the ones that stand in constitutional grounds. the military coup is refused. >> michael: the military and interrum government has instructed them to end the sittings. many are afraid this will end in further bloodshed. john mccain and lindsey graham will visit next week at president obama's request. graham said:

>> michael: the message there reinforcing to move quickly to get the military-controlled government out and to get a new democratically controlled government in. the longer the military stays in charge the harder it will be to avoid the word "coup," especially if there is more bloodshed. callincalling it a coup would mn that the u.s. would have to cut of ooff $1.3 billion in aid. even john kerry would not refer to it as a coup but called it "restoring democracy." here to discuss it is noreen moustafa, thank you for joining us. >> thanks, michael. >> michael: if the pro morsi raids, will more be lost. >> they feel that they have one thing to hold on to, and thi its

this idea of electoral legitimacy. they're now seeing a stalemate. egyptian government has said they have plans to clear the square that has now become a threat to egypt's national security, and they're terrorizing the citizen who is live around that square. they haven't said how they're going to do it or when but they said it will be gradual. there are reports of a lot of weapons amongst those proteste protesters, so i think you'll see more violence when they move in to clear it. >> michael: hearing what you just said, and how immovable the pro morsi people are, what will it take, do you think, noreen, for the supporters to back down? >> that's the big question. they don't want to let go of their one piece of legitimacy that they're holding on to, but you're seeing the international

community mobilize to go reach an agreement. last week th the baroness of the eeu. >> michael: when are you going to be that. >> i'm working on that. but, but they went to go see morsi in his undisclosed location. they said he's doing well, healthy, following everything that is going on via newspapers and television, but something would have to come from him telling his supporters to stand down for them to really leave. the other thing that is going on, a lot of muslim brotherhood leadership has been rounded up and arrested in the past month. some people are saying, we're afraid to leave the sit-in because we're going to be arrested if we do. >> michael: that's so interesting. and so there doesn't even seem to be a solution at hand. and in true libertarian style our old friend rand paul proposed a bill that would cut off all aid to the egypt.

>> egypt is a critical ally in the united states, and stability in egypt is important for stability in the entire region. it's the libertarian short-sighted ideas to cut them off at this point. i agree with kerry even though it's a matter of semantics the military has no plans for continuing to hold on to power. they would like to move towards elections. they just have to get past this stalemate with the muslim brotherhood, first. >> michael: that seems to be job one. they're trying to do it, maybe having graham and mccain go over there will help, but it's american centric, oh my gosh, we're sending two senators, they'll fix everything. noreen moustafa, thank you for coming up on our show. had the united states not boycotted the 1980 olympics, who
