north korea crisis one day after u.s. president donald trump's combative speech at the united nations also coming up a powerful earthquake strikes mexico the second in as many weeks the death toll from the seven point one magnitude tremor has been rising fast it now stands at more than two hundred including many children at a primary school in mexico city another natural disaster this one in the caribbean hurricane maria has made landfall on puerto rico it's one of the strongest hurricane to ever hit the u.s. territory. also coming up we got the best of tuesday's one of the action for you high flying shall go face their sternest test yes this season when they took on mighty fine you know. i'm serious almost got the good to have you with. yes we begin with the german
4:02 pm
elections and our interview with the german chancellor angela merkel she spoke exclusively to g.w. at the chancellor's office with just four days to go into a polling day she is expected to comfortably win a fourth term in office polls give michael's conservative c.d.u. party a double digit lead over their nearest challengers the social democrats in the interview the chancellor discussed both domestic and foreign policy now and on the topic of north korea merkel told me that she disagreed with the way u.s. president donald trump is handling the rogue states nuclear program trump has promised to destroy north korea if it launches an attack on the u.s. or its allies and i'm speaking for myself from the government i must say that we consider any type of military solution to be absolutely inappropriate and we are counting on diplomatic efforts which must be vigorously implemented. and in my opinion sanctions and to enforcing
4:03 pm
those sanctions are the right. but anything else with regard to north korea i think is wrong and that is why we care to disagree with the u.s. president. editor in chief and as poland reporter and anchor karim conducted that interview they have run over from the tabloid to join us here in studio to tell us what the interview was like let's pick up after that sound bite right there those are pretty strong words that you had in disagreement with donald trump a little indeed and i mean she was really strong opinionated there was no doubt she just did not like what donald trump said at the u.n. what did you say was the solution well she says we need to keep talking she says and this is part of our quote we just played is she believes in sanctions but she's totally against a military military threat in the way or in the in the way donald trump kind of just said that even she would she went further and said she could see herself being
4:04 pm
a mediator in this in this conflict even with the foreign minister gabriela and she said like talking and then having an agreement is better than not having anything and gave an example on iran having an end nuclear agreement with iran is better than not having it and it's you could see and you could like have the impression and feel that she was willing like the way it's going on now it's not the right path we should talk we should have an agreement we should she's ready to meet d.h. is ready to take part in these negotiations and even when you asked her it like your question which even call me when exactly it was interesting you know the answer we asked her about north korea she also gave us an insight in her thoughts about iran and she also pointed out that she totally disagrees with the president in that regard as well she really believes you know she believes in the iran deal she thinks that's the best thing we have at this point and she's totally against military threat so that was pretty strong and i also you know have you already
4:05 pm
talked to president trump and she hasn't yet but it was really in the room kind of that she doesn't like the way it dresses conflicts and it's not a very clear statement you could see it was a very clear statement that she did in our exclusive interview with her. again and again said no we should be in agreement or should be talks while she has been a champion for diplomacy since the very beginning and it also goes to show what a a role germany has taken on on the global stage now you to actually talk to all of the leading candidates now we're just a few days away from the election give us an idea i'm going to go has a big lead in the polls her party the city that you seem confident she is confident i mean you know i mean we've kind of covering since the very beginning. but i think the biggest challenge really for her and this is also true for all the other candidates despite go along to is the head of the right wing popular party the the biggest threat within this election really is the rise of this party because
4:06 pm
this will change germany this will kind of change the culture in the discussion style you know and you could be talked to quite a bit about the fifty the alternative for germany and you could feel that that. doesn't really have. really a clear idea how she can stop the sort of the rise of the alternative or for germany and even when we're asked like what should be done or why couldn't she stop them from being rising because at the end it was during her. period of chancellery she was like i'll keep on doing what i did and i will decide the same i did already decided even when it comes to the refugee decision and she said she she she will keep on doing the same path and even not trying to be affected by it and just going her way the way she's doing and at the end you can you could feel it was
4:07 pm
some time. somehow in the air but she didn't directly address that it's now she's disliking it you know even when when you go further and ask her. it might be affected because some of the c.d.u. of the party of the of america who used to elect city you are today electing a right that's a criticism that her party has moved she's moved her party so far to the left that she has room for this other party to write did you take any responsibility that some some people say some analysis and if you look and listen very closely what she says lately she is turning a little bit more in the center or becomes even say if you want to put it in this between left and right little bit more to the right when she talks about refugees because she understands that the biggest threat for many germans are you know how to handle the refugee crisis and therefore she said for example we talked about the topic which is quite
4:08 pm
a big. part in our interview and she was very clear only people we only want people to come to germany whom we need this bides i mean sure people in need you know like people flooding war so they have the right to be here but when it comes to peace. we want to come to germany we want them to stay they just this should be the people who are able to offer something to this german society and this is the shift i think in the way she talks about refugees and this is really due to the rise of a city well that even this party jeffords actually going to be in the parliament very likely unless there is a catastrophe they have to reach above five percent does she have any plan of how she's going to deal with having this party in the government she would ask a great exactly this question where she said she will keep her path that the way she's doing it now. and that's that's the way she thinks that she wasn't to be honest she wasn't so concrete in in giving suggestions or giving any idea what
4:09 pm
she's going to do and to stop it or maybe even to because of the discussion culture that's going to be changing she didn't she wasn't clear about that but what i really found interesting was that. she no way except that people are worried about the future in this global world and i mean we didn't have enough time to stress this topic but. what i understood i don't know if you agreement but it's kind of ok we just have to deal with that and it might cause the rise of the party but there is no alternative in dealing with the refugee crisis is the way we are you know so she hasn't really an answer to the problems but she says i stick to my part my military decision to sell response and other criticism isn't that she doesn't have a vision for the future of germany what did you take away from your conversation i wouldn't say that she hasn't which isn't ok she says doing she would be she will keep doing what she does and we will be probably the next chancellor and i i think
4:10 pm
she will just keep keep going on her part she will doing what she does and there won't be major changes in the political will you know what i what i notice even when we ask her about the refugees and we said like i've been to different refugee camp shelters here in germany and some of the younger refugees who live in. there are kind of frustrated because not everything is going on well there's another side to not everything is shining what's going on with the refugees in germany so this is a bureaucracy not finding the right place to live not being able to to have their family here coming from that where they used to live if it's in lebanon or jordan another challenges and here again she was very clear i was like a kind of surprised because she said like they are now here they have to be very patient we have a very we have a low on order here in germany and they have to adapt to it and the thing is even we talked about what that what if the the syrian war would be for over twenty years and she said like for now we're talking about today and then we see what's happening there she was she was thinking about now yeah i my impression is she was
4:11 pm
like a kind of being laid back because the elections are on on sunday she doesn't want to say anything which is more or less nice the effect is now according to the poor as having very high numbers i think thirty five thirty six percent shows she's like you know what she's already is saying i'm not saying something new until she's very sure that she's going to be the next chancellor so those were her words on of the newcomers who arrived here but she also had something to say about germany's the established immigrant community the turkish community here and that has been one of the biggest issues on the campaign trail as well as how should the america how should germany go about dealing with turkey what did she have to say about that he was actually pretty outspoken i haven't heard anything that aren't in so it's really worth watching the whole interview will be airing of a clip of that as well maybe we can play that clip of what she had to say on turkey . oh unfortunately looks like we don't have a clip so you're going to ok how do i so we're obviously. you know really fighting
4:12 pm
the forces who kind of try to interfere in germany she says we have the we have the on the other what we do understand is that people really try to spy on turkish people german turkish people here and we will fight that with all our you know power of the german state as it is so there is this not to be misunderstood so is no way that she didn't mention alderaan by name but no way that these powers have will have any chance really to interfere with in germany ok i want to ask both of you before we wrap up our conversation you both have been covering the michael for some time what is the secret to her success a lot of people abroad ask us that here at d w how is she been so successful for so long why does she have such a big lead in the polls. that's the question everyone everyone is asking i mean my impression after i met her is not the first meeting her is this she is she's very clear in what she's doing and she stands behind her decisions and what she's doing she's very aware of everything and that's why even if you whatever you ask her
4:13 pm
whatever critics we even had like talking about foreign policy concerning different security agreements she's very clear she's answering her questions and she's very very solid in her and all that very all that in what she's saying. she's just consequent in her thinking even like behind the scenes she came we said hi we had like one minute we did the interview and then she was very friendly saying goodbye you know it was very very strict even in that time the way she is the way she was ready but we did a selfie at the end like every did you know we did a study that i know we have been doing like with all the other candidates with it is south you have a kind of tradition to do this in the show she was ready to do it she was playful you know very quick one word answer from both of you you've interviewed all the leading candidates what was the best and if you. watch this one and then you tell us ok fair enough viewers you know let them decide and decide to write our editor in chief in a poll and our anchor and reporter jeff are idle karimov thank you very much for

4:15 pm
shocked onlookers running as a university hall crumbles to the ground dozens of buildings have toppled in mexico's capital chunks of falling debris a hazard in the quake's aftermath. emergency crews and civilians are now searching for survivors trapped under the rubble one of the most desperate rescue efforts is at a primary school where several children remain missing. a long night in search of survivors . part of this three storey primary school collapsed after the quake. crews reinforced the building to find those still trapped inside. them. it was chaos i arrived just after the quake my kids go to school in the next street and when i saw the school i panicked and i ran to get my children. on this wall the words silence a plea from searches trying to hear calls for help. keeping hope alive
4:16 pm
unconfirmed reports two girls sent out text messages from under the rubble. some relatives come to identify bodies rescuers have recovered more than twenty most of them children also at the site of the country's president he offered words of comfort. if. this earthquake is a hard test and a painful one for our country mexicans have had very difficult experiences with earthquakes in the past and we have learned how to respond to these incidents with a spirit of solidarity. to the southeast in the state of puebla more destruction it lies right near the quotes. many buildings no ruins. dozens from the region perished beneath the daybreak. people are very scared some
4:17 pm
crying and screaming i have seen people lying on the street having what looked like nervous breakdowns so. we don't know what will happen next if there will be an aftershock so it's best for us to leave because in two or three days things will be more stable. to say of quake struck last two weeks after another powerful quake in the south at least ninety people died in that trauma it also fell on the anniversary of a nine hundred eighty five quake that killed about ten thousand. let's get more on the earthquake now with dickless langer he's a seismologist with the helmholtz center for ocean research and he'll that's in northern germany mr langer thank you for joining us this was a seven point one magnitude quake give us a sense of how strong that is ok when it comes to the magnitude of
4:18 pm
the quake in. this part of the sims and so this is. my point is that mexico city is much less. ok so that's why it was felt so strongly there in the coming days can the people in this region including in that in mexico city expect more seismic activity some aftershocks. yes look at the bigger ones you know that cigar always aftershocks and it's. not it's not substantial about the socks the molly and mobile that it's the strongest aftershocks on maybe it's the best the main shock that's what would make it six five this is just a global average we don't fully do you don't fully understand respond to this awesome stuff and what was that movie of wearing so. this does it cause to make
4:19 pm
a really dramatic shower sense used by the mob isn't the spot serious or if ok and you know this area you mentioned the mexico city is built up on clay but give us an idea why is this area so prone to earthquakes and that's the whole settings not only mexico city it's the general concept of off mexico so yes that has some of the latest move that fast but of course very sebastián with mexico and listen to this one of the eggs as well for some of you don't want to be seen yesterday i spoke to one. if possible ten months notice what's more or. and so on this which inspires mom are going to have is from a very sort of muslim you are expected ok all right you started out as a seismologist with the helmholtz center for ocean research in kill thank you very
4:20 pm
much for sharing your analysis with us today. right well with rescue workers toiling around the clock many are also a looking to social media for help karl nelson has been following developments and joins us for more carla tell us what you've been seeing now i mean even as the ground was still shaking there in mexico city people taking out their smartphones filming what was going on so we really can pretty much take you to the ground and the moment that this earthquake hit and show you just how terrifying it was you saw a little clip of this video before this is the back story you're going to watch as this five story apartment building just comes tumbling to the ground that ash is coming up this was just after the earthquake shaking another scene here you can see here the window shattering and people just come streaming out of another building in mexico city the looking for safety i mean the crazy thing is that this is so scary this just came just two hours after the entire city had just held an earthquake drill and then the real thing happened so i mean imagine that just must have been so terrifying and two weeks after another major earthquake i guess i
4:21 pm
forget that civilians as we heard have been playing a big role in the rescue and recovery what more can you tell us about that if anyone has been to mexico city you know how big this city is you know thirty million people it's spread out emergency crews cannot do this alone a local t.v. station actually captured this moment here this is citizens just coming together to help it's actually a group of motorcyclists and they're forming like a makeshift transportation service bringing the injured to hospitals even taking doctors and medical supplies across mexico city right now this is pretty much the fastest way you can get around sometimes it's the only way to get around many people also of course turning to social media for help and tragically so many people are feared trapped in the rubble and we're seeing missing person posts like this one on facebook that you see the picture of the author says that this is her aunt who was living in a building that collapsed in the earthquake and she writes please help me find her she's alone she's probably scared if she doesn't like the dark and i have no way of traveling there because i live in the countryside and all the flights have been
4:22 pm
canceled of course the hope now is that as many survivors as possible can be found and recovered social media can be a good tool to help with that effort certainly heartening to see the solidarity there carol nothing from our a social media desk thank you karl. now to another natural disaster hurricane maria wreaking havoc across the eastern caribbean the storm has now made landfall in the u.s. territory of puerto rico after weakening a category four now with some images here taken from space maria is the strongest storm to hit puerto rico in living memory at least nine people have been confirmed killed after it battered the u.s. virgin islands french territory of what a loop and domenica across the region there is widespread destruction with still more to come. day breaks in puerto rico with hurricane maria pounding the island the capsule sound one was pummeled by torrential rain and powerful winds the
4:23 pm
message from your thirty's was clear this storm is a killer. we have not experienced an event of this magnitude in our modern history my administration has done everything within our power to prepare for this event and to protect the lives of everyone in the island including establishing over five hundred shelters. or the like and the other thirty spend the last days going from house to house and warning people. residents read their homes as best they could but what chance will nails and ropes really have against the force of maria and despite the government's efforts many people were reluctant to leave. the shelters a people's best chance of riding the storm out west so rico was largely spared by hurricane emma two weeks ago many people fled here to escape that storm now they
4:24 pm
are taking maria full. this is the first category four storm to hit for eighty five years as it made landfall near. wind gusts topped one hundred eighty kilometers per hour. and this is what's maria has left behind the island of dominica strewn with debris. for hours after the hurricane hit all communications were down these are the first images to reach the outside world and the first reports from on the ground speak of total destruction an aide to the dominican prime minister said most housing was significantly damaged or destroyed power and water gone he made a desperate appeal for help at least seven people were known to have been killed but the final death toll from the storm may not be clear for some time.
4:25 pm
we spoke to says an assault arrow a journalist in san juan puerto rico a little bit earlier in the day we asked her to describe the situation on the island. it's still very dangerous the damage will be catastrophic because even though it's a category four by two miles an hour it will become kind of category five so we're expecting the same kind of damage and i'm at home for the first time . in a long time covering the story. in the t.v. station but i feel like i'm in the middle of a war story. the winds are howling you can hear the growing of the wind the doors are shaking and it seems like pellets are being thrown at my windows and my concern is that i'm one of those people that live with the roof all right susan it sounds
4:26 pm
like a very frightening situation right now the message from authorities is a vacuum wait or you are going to die and we saw a report that some people have been reluctant to leave have most people evacuated their homes yes we have a lot of that. labels the government to force people to evacuate especially in these kind of circumstances it's the first time in my experience here in puerto rico where i see such organizations and people have heeded the warnings and hopefully nobody. that's our goal right now over the worst of it with the next couple of hours. now seeing the worst of this storm and i'm hoping that my. all right journalist the students will carroll in san juan susan wishing you the very best getting through this storm. and we spoke to susan just before
4:27 pm
hurricane rita made landfall in puerto rico she told us shortly after that conversation that the roof of her house was indeed ripped off by the storm we haven't been able to contact her. moving on to some other stories making news around the world the regional leader of catalonia has accused spain of totalitarianism after spanish police raided several regional government offices and arrested twelve officials spain wants to stop catalonia from hite holding an independence referendum it considers unconstitutional thousands of people have gathered outside the cuttle and government offices to protest the police operation syrian government forces have launched dozens of airstrikes on the rebel held region of it after insurgents launched a large off fence of against pro-government forces activists say for medical facilities were damaged and at least two civilians killed syria's military denies those reports and at least twelve people have died and more than ninety are missing

buildings have collapsed in the capital including a primary school where more than twenty children are confirmed dead it is mexico second big quake in as many weeks. hurricane maria has made landfall on puerto rico with one of the strongest hurricanes to ever hit the u.s. territory the storm has already caused heavy damage on islands in the eastern caribbean. and german chancellor angela merkel has told e.w. she disagrees with the way u.s. president donald trump is handling the north korea crisis in an exclusive interview she said germany was against any type of military solution trump has threatened to destroy north korea if it continues its nuclear provocation. on the wall u.n. secretary general i'm tony harris is presiding over the signing ceremony for the first ever global treaty aimed at banning nuclear weapons more than one hundred twenty nations approved the treaty at the start of july and some forty boycotted it
4:32 pm
including every country with nuclear capabilities many of those countries argue that scrapping atomic weapons that may be a nice aim but impossible to realize in practice they aren't expected to change their minds soon but the treaty supporters still call it an important step towards a nuclear free world. the ten page agreement needs more than fifty signatures to become international law here's what those signing up are agreeing to the treaty includes a comprehensive set of prohibitions on participating in any nuclear weapon activities these include undertakings not to develop test produce acquire possess stockpiles use or threaten to use nuclear weapons but whether the treaty will have any impact is yet to be seen let's put that question to go carmel cuts and over she is the director for the international organizations and nonproliferation program at the center for nonproliferation studies at thank you very much for joining us on our program now as we said around forty nuclear armed countries will not sign so how
4:33 pm
effective can this really be is it likely to ever be implemented. hi and thanks for having me well there are only a nine countries in the world that actually have nuclear weapons or are known to have nuclear weapons so they are are quite a small minority if you think about it the rest of the countries that boycotted negotiations are mostly the allies of those nuclear weapon states and as you said the nuclear arms states and a lot of their allies will not be joining the treaty today or in the very near future but those who pushed for the treaty and hugo sheeted it didn't have illusions on that front because the main idea behind this bringing up this treaty was to create a normal to prohibit to really send a message that the international community does not believe nuclear weapons are an acceptable or legitimate instrument or security so there is that. the more the more countries join even if they don't have nuclear weapons the stronger that
4:34 pm
message will be in the greater will be the pressure on those that haven't joined to sign on so this is a step in the long term process this is not meant as a kind of in naive project try to bring about nuclear disarmament tomorrow ok but does a normative prohibition as you called it make sense at this stage when we're seeing threats from a north korea for example the iran deal doesn't make sense to attempt to prohibit nuclear weapons right now. well i actually felt from many countries who supported the prohibition treaty the threats coming out of north korea and indeed out of some of the countries that have nuclear weapons only underscore the urgency of negotiating a pact like this and establishing a norm that we use the threat of use and possession of nuclear weapons is an acceptable and illegal and there is nothing in the it on deal that contradicts that and indeed if iran were to join the provision treaty it would mean that it on takes additional legally binding obligations not to pursue nuclear weapons and that that
4:35 pm
many countries view as a positive. the critics are saying that this treaty will jeopardize the treaty of the nonproliferation of nuclear weapons that will replace that now the truth is not meant to replace. treaty and in fact it is meant by those who supported it and go she did it to help implement one of the articles of the creation treaty which commits all our states parties to pursue negotiations towards nuclear disarmament they have many decades been asking nuclear weapon states to live up to that commitment and begin negotiations on nuclear disarmament but ultimately decided that they have to take ownership of that process because it is a commitment on all states parties and so this treaty is a step towards implementing the n.p.t. there are possible frictions frictions between the two on the political level but there is nothing in the ban treaty that specifically aims to replace or contradict
4:36 pm
any of the provisions of the n.p.t. . and over from the center for nonproliferation studies in vienna thank you very much. so a big merger in the steel industry is a taking shape and ben is here with more on that and the scene is set for a jobs battle zoomie german industrial giants who's in corpus teaming up with indian group tata they're merging their steel operations it's the result of a massive global steel glass the news has sent governments and unions scrambling to save jobs they're the second and third largest steel companies in europe the joint venture at this improved tata steel now expects to produce twenty one million tons of steel from nearly three dozen sites across the continent cheap steel imports from china and large production footprints have challenge europe steel industry in recent years concert restructurings have done little to help the company leaders say the merger is the only alternative going forward kind of the under soon and no other option dealt with the fundamental problem of structural overcapacity. the new

4:38 pm
no that is clearly not the case i mean take a look at the history of to some crow as the name already present trouble as a result of mergers coming from the past it was to us and it was crap it was harsh it was wrong and stall and we've seen over the past that mergers happened to address all the issues of over capacities in the steel industry in the past this now for us is the next step of a merger addressing the issue of overcapacity is the stable tobit we could amanda in europe so we think together with tata who is moral as the same cultural values as we have in our company that this merger will allow us to address the challenges in these markets a lot better than do it stand alone so if there is a looks inclined to create this number two in europe ok so it is a kind of survival strategy and as you say you hope to create number two in europe i know that the c.e.o. of tata chandrasekaran has called this merger just a few moments ago
4:39 pm
a momentous occasion tata steel is of course a major rival also of to some corp what exactly are those synergies that you're looking for. yeah we're looking to four hundred to six hundred million of synergies and you lead to achieve in the merger and the phase one we definitely see synergies in general administration but in the production side as we do it as well we definitely think on r. and d. on procurement but on better capacity utilization as well across our assets that we will then commonly share we can have a better position and realize synergies we couldn't realize each of us standalone and therefore we think with that this will have less impact on the employment than we would have if we were to can continue both standalone you just build to the perfect bridge there for me because we do hear that some four thousand jobs will be lost how do you want to handle this transitional period to work well for us
4:40 pm
well i think again four thousand in that period of time to come given the base of forty eight thousand is by far not as big as many have expected to come and again if we see work reductions we have taken in the past and we would have to address and alone i can clearly say that would be bigger numbers i think a lot of the threats which we couldn't address so far are now open on the table and now we can work out with the employer representatives across the regions what that means and how a plan will look like how we can realize this from my personal expectation i must clearly say i think this is a situation that is not good no job losses or redundancies are good but that should be handle it's something we can handle given the size of the two companies and the timeframe we have to realize it and see if their financial

frankfurt for some comment on this daniel tell us what the euro and dollars doing and also tell me is the fed finally waking up to the fact that it may have to be in this low rate era for a little longer than it was hoping for here very interesting question and one who is in the very good position right now is a donald trump or is it ms yeah well it is miss yellen because basically you know the problems that you asked and also the very weak dollar is having is mostly because of the politics of the on the tram all this war tension that we are seeing right now between the united states and north korea also an economy that is not boosting as strong as donald trump one so she doesn't have any reason to announce today high interest rates and with this we're also going to see much stronger euro and not a strong dollar coming up ok a stronger euro weak dollar daniel thank you for your analysis and time for some point to sleep. thank you ben well shall cut had been enjoying

so oxford looking pretty good here absolutely and it doesn't surprise me at all that they won last night as it is probably because i'm probably this definite because lives again having bit of european hangover this is the first time in the club's career career that they've ever played in europe and on multiple fronts and you can see last night they played four games in eleven games in eleven days and they just weren't on the level as they once made of course alex by they have a decent start to the season what needed to happen last one last night was the might say need school then the game time would have worked when the topic was exact opposite you had the scene right now out by story not one i was for doing is there a side of tape that to put there effective and that's how they got the wind might not be life safe there in disarray at the moment they just can't use the fact that they're playing so many games so not bad from alex by the third of the ten points already this season and was a cracking stop just a long way to go in the season i want to see how both teams develop their stay with us make a we have one more game to talk about truth days or early match mention gladbach got their first. to win since the opening day topping stood guard two nil and they

october fest is known around the world when did it become such a big event well there's always been quite a big festival but really in the nineteen fifties it sort of grew and grew after that and we've got some pictures actually from the nineteen fifties where you can see it is pretty massive ben what's fascinating is that people weren't wearing later hosen and done bills then they went in the normal clothes in fact some people so you know they went in there sort of cool clothes of the time and the haircut so you could see that bin laden was in an dumble thing the traditional bavarian costumes from way back when is much more recent trend really the last ten or twenty years and i think it should be said that nowadays there is nobody knows the percentage but i wouldn't be surprised if half the people who visit it are actually tourists it's not just about a beer in sausages no it's not there's lots of singing in this lots of entertainment and of course of the center of it all is the fun factor again we've
