8:00 pm
the state of the news life from lady germany's foreign minister to france the iran nuclear deal that makes concerns that the united states will try to scrap it. is due to address the u.n. general assembly shortly and we'll bring that to you live also on the program. open heroism in mexico was efforts continue to find survivors in the rubble of tuesday's powerful earthquake. thousands of supporters of cats a lot independents rally in barcelona to protest against a crackdown by spanish police the national government tries to prevent catalonia from holding an unauthorized independence first. i'm phil going to welcome to the program germany's foreign minister is due to address the un general assembly shortly for that speech to you as soon as it
8:01 pm
happens. gabriela talk to the press about his concerns for the iran nuclear deal with u.s. president donald trump is described as an end barrus meant gabriele said the deal is necessary in order to prevent nuclear proliferation he also suggested that it might offer a model for resolving the current crisis with north korea since. it's almost tragic when the only functioning agreement to prevent the proliferation of nuclear weapons is in jeopardy at a time when we're seeing other countries like north korea acquiring nuclear weapons and we've got a lead in the us under the lens of north korea. and we now need these kinds of negotiations more than ever. so was this i think my gabriella was also germany's vice chancellor i will address the u.n. general assembly very shortly head of at least chief political correspondent belinda crane is the here to tell us what we can expect to move look at that very shortly i'm going to first of all welcome. let's start though with the iran nuclear
8:02 pm
deal signal gabrielle's main concerns about donald trump donald trump's view of it absolutely he is he says i think quite rightly if you jettison the iran deal now what incentive could north korea possibly have to come to the table and talk about giving up its weapons it's actually farther along in the process of acquiring nuclear weapons than iran was so why would north korea ever negotiate and pretty much everybody except possibly for donald trump but probably even including donald trump's secretary of state his foreign minister pretty much everybody says there is no military solution for north korea so it's going to come down to negotiations and why would you throw out the only possible model for what a treaty might look like yes we do seem to be in sort of uncharted international
8:03 pm
diplomatic waters here because you say don't trump is in a minority of one on this and yet he's not backing down just today he announced. this executive order giving the u.s. more power over companies trading with north korea right but that is still a diplomatic measure sanctions are a diplomatic measure he did not today announce that they've decided to do a preemptive strike against north korea and you know i think we're seeing from donald trump a pattern that has become very familiar blustery tough talk and then followed by a somewhat more moderate action the pendulum swinging back and forth. we're told that there was a pretty tough meeting yesterday between the various european foreign ministers and their iranian counterpart and rex tillerson the u.s. secretary of state to talk about iran apparently quite
8:04 pm
a tough meeting but rex tillerson attended that meeting sat down with his iranian counterpart so it's really hard to gauge how much of the u.s. rhetoric is simply only that god has said that germany will do all it can to persuade america not to abandon this deal i wonder what clout we have well you also wonder whether sitting very vocal condemnation of donald trump and sometimes rather hard political and personal terms is actually the best way to get a man who is a confirmed narcissist to come around but let's bear in mind that germany is in election campaign mode sigma gabriele knows that an appearance like the one this evening in new york when he speaks in front of the general assembly of the united nations that that also carries political weight at home so he's engaging in some
8:05 pm
tough talk of his own of course i think for that reason we will talk later when sigma gabriella takes to the stage at the united nations general assembly amongst the questions will be why isn't going to look away but we'll talk about later. we will cross to the u.n. general assembly later in the program signal gabriella begins his speech but now the u.s. president of donald trump has said that he has signed an executive order that will allow tough new economic sanctions against north korea and maybe announcements at the u.n. general assembly had a meeting with the leaders of japan and south korea to discuss the nuclear threat posed by pyongyang. a new executive order will cut off sources of revenue that fund north career's efforts to develop the deadliest weapons known to human kind the order in hand says the treasury department's authorities to target any individual or entity that conduct significant trade in goods services or technology
8:06 pm
with north korea. and more than two hundred forty people are now confirmed dead following tuesday's earthquake in mexico rescue workers are still searching for survivors amongst the rubble of collapsed buildings one of the most desperate efforts continues to center on a primary school in mexico city. as a country holds its breath these rescuers are working round the clock scouring for any sign of life the mix of colors shows the sheer scale of it soldiers police firefighters civilian volunteers they're all here the scene at what's left of this primary school is being played out nonstop on t.v. parents agony and relief shared with the nation. states that you know my children went to school here for six years from preschool to fourth grade thank god i took them out of the school and they were saved. and. the ills. the constant flow of work is arduous and incredibly delicate finding survivors is one thing getting them
8:07 pm
out safely quite another that you can see. partial collapses like this one captured life by the cameras pose a constant risk. that we can structures have complicated efforts to tunnel through to survivors with steel tubes specialist rescuers called moles have also been brought in to help by squeezing into narry spaces. you'll give me as they do it they're a very small holes and they are asked if i could get inside as far as i could to see if i could hear something. obviously. everyone here is well aware that the longer this operation goes on the more it becomes one of recovery rather than rescue. but still there are glimmers of hope. both or he say they pulled more than fifty people alive from thirty nine collapsed buildings across the city but while people have rallied together in adversity
8:08 pm
tuesday's earthquake has raised an uncomfortable question. how could these buildings suffer so much damage standards were supposed to have improved after the devastating one nine hundred eighty five quake that killed ten thousand people. many now are too scared to return to their homes fearing for the collapses thousands are camping out in shelters but unlike some in the city they can be thankful they're safe and well. the country house painter gripped by efforts to save a twelve year old girl then asked frida i asked our correspondent in mexico city kind of thing that you more about freedom and the other children possibly trapped under the rubble. what freedom is actually not her real name that is the name mexico has given her and that already shows how this little girl has become the symbol of the people who are under the rubble after this earthquake she has become
8:09 pm
not only the similar so the whole mexicans are waiting for her to be found hopefully alive and of course it has also become a political symbol for president enrique pena nieto. looks forward to two are having good news for mexicans at the polls i have to really support him during the last days here in mexico mexico city of course is one of the world's biggest population centers do we have to have a clear picture of the extent of the damage yes the major. told today that around forty to fifty buildings have collapsed here in mexico city and he also talks around about two hundred to two hundred fifty people who have lost their lives and here. earthquake days ago it is very important also
8:10 pm
to underline. that people can survive. seventy two hours after the earthquake but time is really running out because the earthquake already took place forty five hours ago so it is very tense here the atmosphere is very tense and people are really running against time and what is people been telling you about their experiences over the last two days. well lots of mexican so i have been talking talking to them already experience of the earthquake thirty two years ago back in ninety eighty five and they were telling me it was it felt exactly the same as strong as the one in ninety eighty five although this earthquake was not that strong and were really is impressive is the solidarity here even restaurants are making food for helpers. teams and they're not selling anything there is a big big solidarity
8:11 pm
a human chains and everyone is trying to have where they can have. the sitting behind you looks relatively unscathed discern a sense that parts of the city are all getting back to normal. sorry again please i didn't get the question that the scene behind you looks unscathed is mexico city getting back to normal. well they're trying to schools for example are not working because there is a very big danger that they could collapse so there are lots of pupils also at home or even helping out with the rescue teams and it is very difficult to have a good internet connection that's why i'm here and that's why we can see that the rubble behind me because we have your internet connection down there try and i will try to show it to you during the next connection we'll have. there's not a good internet connection but people are mexicans are trying to get back to
8:12 pm
normality but there is still this as i told you i hope saudi diary everyone is talking about the earthquake it's the main topic here and frieda is the main symbol catalina chinmoy in mexico city found here. now how to can maria is back open see and read gaining strength the day after devastating puerto rico the u.s. national hurricane center has issued a warning for the turks and caicos islands on the east and behind miss maria hit puerto rico as a category four storm people that are only just beginning to assess the full extent of the damage. picking up the pieces after puerto rico's storm of the century here in san juan and across the island people are just beginning to come to grips with the aftermath of maria downed power lines uprooted trees and shredded roofs litter the streets it's just some of the damage from a storm that officials say battered everything in its path. meanwhile tens of
8:13 pm
thousands remain in shelters they're still uncertain when they'll be able to return home what awaits them when they do. the storm roared ashore on wednesday morning on puerto rico's thout the eastern coast torrential rains and winds of two hundred fifty kilometers per hour destroyed homes flooded streets and knocked out power to nearly the entire island residents described the scene as the strongest storm in over eighty years neared its peak. but i feel like i'm in the middle of more story. there where. you can hear the growling of the wind the doors are sherry and it feels great pellets are being thrown at my windows. northwest now being the worst of this storm and i'm hoping that my. puerto rico literally can't afford this disaster the united states territory
8:14 pm
declared bankruptcy earlier this year and maria will likely plunge the island this is that v.w. fly from berlin we're crossing now so the united nations general assembly in new york where vice chancellor under foreign minister of germany signaled gabriele is taking the stage. of the confrontation seems to get harsher more intransigent and belligerent from day to day i'm from speech to speech as responsible politicians it is vital that we ask ourselves how we can bring about a change in direction a change of direction which will lead to more peace more stability less hunger and better prospects for everyone in the world. how do we ensure that globalization finally delivers justice for all not riches to the few
8:15 pm
one serous to how we achieve this change in direction can be found in a report a report addressed to the united nations general secretary it states we must not limit ourselves to the i crew traditional questions of peace and war and of crude. but must also work toward so the coming into quote world hunger mass misery and alarming disparities between the living conditions of rich and poor and of crow. i find this analysis from the report to the secretary general of the united nations very apt however the bitter thing about this quote is. that does not come from a report to the united nations secretary general that is of
8:16 pm
a recent nature but that it goes back forty hears this apt analysis of the global situation can be found in a report commissioned for the united nations almost forty years ago to the day it was in the pretty poor choice of the international north-south commission which began its work forty years ago in one thousand nine hundred seventy seven and the chairman of the commission was the former german chancellor believe around. essentially humanity still faced with more or less the same structural difficulties today but it seems to have become rather more difficult to change the world for the better looking around the world today it seems that a world view which puts ones own national interest fair just and
8:17 pm
is no longer engaged in a balancing of interest between the nations and countries of this world is gaining evermore ground national egger ism i believe it's worthless as a regulatory principle for our world the world of the twenty first century. for this well if you describe the world as an ai rina a kind of battleground in which everyone is fighting against everyone else and in which everyone has to assert their own interests either real own or in the alliances of convenience in this well view the law of the strongest prevails not the strength of international law. i'm convinced that we have to rise against this world view we need more international cooperation and less national egger is him not the other way round. some forty years ago
8:18 pm
the north-south commission recognized that global problems cannot be resolved through confrontation but only through often arduous aphids to identify common interests altimetry ultimately new country no nation will gain if it only strives to assert its own interests for if everyone were to do that if everyone were to only look out for their own national interests confrontations and conflicts would increase rather than global prosperity and the motto our country first not only leads to more national confrontations and less prosperity in the end that only that can only be losers our historical experience as germans is very different indeed only after we learned following two terrible world war was to see our former enemies as neighbors and partners.
8:19 pm
with whom we want to share and show their responsibility for a peaceful coexistence only since then do our own citizens in germany have a better life. we have learned that it was not germany first that made our country strong and prosperous rather it was only european and international responsibility first that gave us germans peace and prosperity. and international cooperation no one loses sovereignty rather we all gain a new sovereign entity which we could no longer have as nation states on our own into days well. that is why the european union today provides the framework for our german policies the road was often stony and argues for nothing is more difficult. then turning former enemies into friends. often the way
8:20 pm
is not popular and one needs considerable political college courage for the call for international cooperation. and for efforts to balance interests is not always popular in one's own country. however this current has finally created peace in europe after centuries of war and we germans are grateful indeed today to the courageous people and friends belgium luxembourg italy and other countries in europe for sharing the courage. after the second world war to make us their former enemies and you and lasting friends and partners. due to this experience in germany and europe we are calling for strong and functioning joint institutions first and foremost the united nations.
8:21 pm
ladies and gentlemen how urgently essentially is that we work together to create a safer world is demonstrated by the current irresponsible actions of north korea which pose a serious threat to world peace we have to send a clear message that the international community will not to accept north korea's nuclear provocations. germany welcomes the sanctions adopted by the security council and disc calling for their swift implementation at european level and even more so we have also supported the europeans going beyond that at the same time we have to make use of all diplomatic means at our disposal first of all to diffuse the situation subsequently to find a point of departure for long term solutions. the settlement of this international crisis is so important because otherwise others would be encouraged to copy in north korea if a country manages to build up
8:22 pm
a nuclear arsenal while the international community stands by and watches helplessly then other political leaders other countries will follow this example. this will result in quite a new nuclear crisis in the world and our children and grandchildren will grow up in a very dangerous world indeed that is why north korea acquiring nuclear weapons is night or a pilot trial nor a regional problem rather it is a global challenge which we have to master together. it cannot be that striving to build and you can build up a nuclear arsenal leads to success on the international stage it is therefore more important than ever that the international architecture for arms control and disarmament does not crumble existing treaties and agreements must not be called
8:23 pm
into question. that applies in particular to the agreement on iran's nuclear agreement the agreement is a way out of the impasse of a new client confrontation which would put ice regional security and have an impact far beyond the region. but only if commitments and obligations i read rigorously it here to and think we transparencies created can the urgently needed confidence grew. germany with us where within the e.c. press for your framework to ensure that the agreement is strictly implemented and that it is upheld. this is not only about iran. if this is about the credibility of the international community for which state would refrain from developing its own nuclear program if it turns out that negotiated agreements do not enjoy all and confidence in agreements with the
8:24 pm
international community are not worth the paper they're written on. how are we going to convince countries like north korea that international agreements provide them with security and in so doing make them to meet to further disarmament efforts if the only international example for such an udev of being successful the agreement with iran no longer has effect. what the world ladies and gentlemen needs most urgently is you trust. especially with regard to the implementation of the nonproliferation agreement on nuclear weapons we have a request for the united states russia and china. those countries that have nuclear weapons for these countries would be instrumental in
8:25 pm
ensuring that agreements on the nonproliferation of nuclear weapons as well as arms control and disarmament are implemented to this end the trust among them must be restored to true ladies and gentleman. speeches by the presidents of the united states are always important they're always interesting it is always worthwhile listening to them and sometimes it's even worth while reading them up after the even. i found a quote in one of these speeches which i especially liked. in this speech the president of the united states of america called for and i quote general in complete disarmament and of code every year he said in this speech billions of dollars were spent on weapons that were and i quote acquired for the purpose of making sure we never need to use them and of crude. this
8:26 pm
he went on to say was clearly not the most efficient means of assuring peace. i made. that that speech goes way back almost as far back as does the north-south report because it is the speech given by john f. kennedy in one thousand nine hundred sixty three you can see everything we need for say future has already been thought. written and sound i believe we should focus today on the boat visions of the north south commission and that of john f. kennedy and have the courage to put forward new office on designing women and arms control and confidence building. ladies and gentleman one of our task is to resolve emerging crises early on one recent example of this was the escalation of violence against the real hinges and the flows of refugees in the region we have to
8:27 pm
act as quickly as possible here in the form of both political and humanitarian support in order to alleviate the suffering and the conflict germany will again increase its aid for the region just by the international red cross. germany is committed to providing political and humanitarian support as well as to practical piece of the in many crisis regions around the world. military engagement under the auspices of the united nations is also sometimes necessary however we have to make sure. that we do not create an imbalance here. the report of the north south commission that i referred to earlier included an impressive finding the military expenditure of one half a day if only half a day would have sufficed to finance the whole middle area eradication program at that time. these days i suspect that not even half
8:28 pm
a day would be necessary to return to spend just under one point seven billion u.s. dollars each year on arms around the world in order to achieve the sustainable development goal of the united nations and to you fredricka to extreme poverty in the world by twenty thirty we would need only ten percent of that. in order to achieve the educational development goal we would lead to even less than that per year. we germans have there for tripled our funding for civilian peacekeeping measures to in the last few here. ladies and gentlemen thankfully progress has also been made for example in iraq we have to quickly consolidate the successes which have been achieved in the fight against the so-called islamic state by initiating reconstruction stabilization measures in the
8:29 pm
liberated cities and regions germany has five four decided to make available an additional two hundred fifty million heroes for the reconstruction of mosul for we cannot and must not abandon the victims of the i.a.s. trunks it is important that we help them return to their home country it is also important to strengthen a democratic and inclusive iraqi state and to ensure that the actions of an individual region do not leave it exposed to a renewed threat of destabilization or even civil war. we can only ask the kurdistan regional government in northern iraq not to trigger any new conflicts new conflict is the very last thing that this country needs. ladies and gentlemen we also have to make progress in the ukraine conflict. the minsk agreements provide a clear road map for peace in the elaboration of fridge germany played
8:30 pm
a key role in it is based on the principles of the peaceful settlement of disputes and the inviolability of borders. if the proposal put forward on deploying a un peace mission. a peacekeeping mission with blue helmets then i think we should examine this idea very carefully. certainly there is not yet sufficient consensus on what this peace mission should look like however it is worth the effort to try this idea out. to achieve a cease fire to achieve the withdrawal of heavy weapons from the conflict area and we asked the un secretary general to press for this proposal to be realized. ladies and gentleman. the north-south commission pointed out that
8:31 pm
focusing solely on questions of war and peace is not enough rather these issues are inextricably linked to the fair distribution of resources to economic and social development and to respect for universal human rights only a word in which solidarity prevails will ultimately bring us security and stability . agenda twenty thirty of the united nations shows that the international community has identified this as a common interest if we want to realize major ambitions such as peace security and justice we need strong joint institutions international institutions particularly the united nations which have to be strengthened the founders of the united nations were not naive. they had experienced the horrors of the first half of the twentieth century for that very reason they bequeath to us the un charter
8:32 pm
with its time as principles and maxims. colleagues. although the principles of the united nations are not outdated the world organization has to adapt to the challenges of our time. we therefore support the secretary general's efforts. to push ahead with food reforms within the united nations he has set the right priorities how well the reform of the united nations exceeds however is largely up to us the member states we have to watch together to give the united nations more clout and more efficiency. in my view the reform effort should not focus primarily on cutbacks. on the country . the united nations are going to need need more resources if it is to fulfill its missions and thus we must provide the united nations with the
8:33 pm
means it needs to be successful. at present however the figures tell a different story the world food program receives less than fifty percent of the funding needed to combat the world hunger crises today. and the world development program. receives a mere fifteen percent of its contributions as for voluntary non type payments today in two thousand and eleven it was to fifty percent. and the same is true for other un aid programs sometimes the picture is even more grim it can all be that those in positions of responsibility of the united nations spend more time distributing begging letters to find the necessary funding organizing effective assistance. we have to change course here
8:34 pm
we have to grant the united nations more freedom and of course. more resources in exchange for greater transparency on the use of funds germany at any rate intends to maintain its financial support for the united nations as the fourth biggest provider of assessed contributions and far beyond that for example as one of the biggest donor donors of humanitarian assistance around the world are in putting a substantial. i believe that we as member states should now adopt a further reform project which is long overdue. and that is the composition of the security council which should finally reflect the realities of today's world the world of the twenty first century for today. more states than at the time of the establishment of the united nations over seventy years ago are shown during responsibility for peace and security and are prepared to live up to this
8:35 pm
responsibility and the united nations ladies and gentlemen germany is ready and willing to shoulder additional responsibility and that is why germany seeking a seat on the un security council for the two thousand and nineteen twenty twenty term we do so with a clear contrast peace and security close to justice and human rights induces a plea in the winter we have facing and preparing ourselves for a reform of the united nations and its security council and we intend to work in partnership with all members of the united nations in africa and asia america i'm sure of. for we can only resolve the global problems if we. i don't think his on national interests alone but if we were to reach a fan peace a balance of interests among all nations yes this is an arduous process how with that we have to muster up the courage to go down this process for as severely brunt who headed the no with south commission after leaving office as chancellor once and
8:36 pm
. we said we believe that problems created by man can also be solved by man. let us work on this together i thank you for your attention. on behalf of the general so you've been listening and watching and listening to and watching germany's vice chancellor and foreign minister said my gabriele delivering an address to the united nations general assembly in new york he speech touched on that north korea iran nuclear deal the ranger refugee crisis iraq ukraine and indeed reform of the united nations let's look at this more closely now with chief political correspondent milind a crane who sat here and in new york and we have alexandra from the nominee alexander let us start with you the first portion of this speech sounded like a very gentle but very direct rebuke to donald trump.
8:37 pm
yes totally totally right that's what i thought as well. i was trying to draft a sort of concert of project and alternative plan to mr trump's message to the general assembly because he said very clearly that you know putting your country first doesn't solve any problems it can lead. to more more conflicts and less prosperity and that germany has learned over the course of its history how important it is to take international european responsibility that that's my view not very popular. and this approach. to success. i'm just picking up all. points about learning
8:38 pm
from germany history i find it quite interesting that gabriele addressed that portion of germany's history so directly i used to be a salesman and this is what we would call objection handling presumably. anticipating donald trump tweet saying i'm not going to be a lectured about this from the likes of germany and also putting out a positive example you said it seemed like a gentle rebuke to donald trump in fact he said national ego ism is a worthless as an ordering principle for the twenty first century that language is not entirely gentle he didn't name the us but clearly national ego wisdom and putting one's own country first are code words for make america great again and america first so yes i think absolutely he's trying to put that positive example out there to say look the fact is viewing international relations as a zero sum game is a recipe for lose lose for all sides and we germans used to see it that way we all
8:39 pm
know the. expression germany. that was essentially germany first and he's saying only when we learned to work with other countries with in the framework of international cooperation treaties and international law did we achieve peace and security so in fact a pretty powerful message i think coming from a german politician and statesman was wonderful moment in new york a point of agreement perhaps with donald trump. talking about the need for the united nations to reform. yes a point of agreement that the united nations has to be reformed but then of course again these agreements how it should happen because the german foreign minister was talking about the need for more resources for agencies like for example the u.n.
8:40 pm
world food program and he actually was criticizing indirectly donald trump i would say for demanding cuts to the you and budget so there was only also an agreement in terms of you know the united nations need to reform but the disagreement in how this reform should be should be working or how it should be implemented indeed another point melinda crane in germany seeking a seat on the u.n. security council was not unexpected no they've been seeking seats for quite a while it's a campaign that has never really fully gotten off the ground i think that many other countries who support they would need simply don't see this as the highest possible priority but he did also go beyond that indeed to say we need to be putting a lot more money and support into humanitarian missions into international development
8:41 pm
into achieving this is dana ball development goals and there's kind of a back story to this as well in the whole debate about how much countries should be spending on defense particularly within nato germany has consistently made the point that expenditures on development on the long term improvement of people's prospects in places like africa our expenditures that contribute to peace and security and in essence should be counted as that so that also is a message here to read between the lines or we will have more analysis and discussion of sigma gabriele's speech in the hours and days to come from linda crane thank you and in new york i found a phenomenal thank you. i don't miss chancellor angela merkel out a number of other politicians have received threatening letters written in arabic
8:42 pm
at their private addresses this comes just three days before germany holds national elections and here is one of the letters sent to the green politician hans christian through been posted it on twitter the envelopes contained white powder and razor blades police say tests on the powder have shown it to be harmless. talk more about this with fact catch i would be though she's an investigative journalist with the german broadcaster w d r a she first reported this story welcome to d.w. khatib now tell us more about the letters who receive them what was in the envelopes. what you know now is that a lot of high ranking police stations among them the most prominent tense learning about america and the ready hands prime minister has thieve of us. who see fleda's this morning inside there was a rise up late and white powder. and. letter written in
8:43 pm
arabic language they couldn't read what was inside but there were books bought and threw it on trucks. and any clues as to who sent these. it's too early to say but what we know now is that probably you somebody from the region of hakim in north run this tale yet invest in germany has sent all these let us because because they were brought to a sudden post office now it's important to remember of course that germany has their federal elections on sunday. was there any sort of pattern as to who received these letters. people from the political left and also from the conservative part of. parties in germany and i don't know.
8:44 pm
i beg pardon and so no no pattern to it of me how common is it for german politicians to receive threats of this kind something like that happens from time to time what what brought us to publish the story was that the let us was sent to the private addresses of all those politicians and those addresses usually on the disclosure nobody knows certain people are living for security reasons. and so how do you must have collected addresses off high ranking politicians all right thanks so much for that catch a catch riedel from german broadcaster w.t.r. thank you for his d.w. newsies red top stories at this hour germany's vice chancellor sigma gabriele has spoken out against nationalism in his address to the united nations general assembly providing a counterpoint to the u.s.
8:45 pm
policy of america first he said a stronger u.n. and more multilateral than that multilateralism would needed to confront challenges such as the north korean nuclear crisis. i demurred to see chris in mexico still working to rescue a twelve year old girl trapped in the rubble of a collapsed school more than two hundred thirty people and confirmed dead as a result of tuesday's earthquake. business news down possibly could be going to its biggest rival havea gate us has more on the thanks very much phillips indeed breaking news on the saga of air berlin germany as a flag carrier is reportedly in talks to buy a large chunk of air berlin it's considering a takeover of the insolvent airline subsidiary nikky as part of a bit to crave up the bankrupt company air berlin's remaining assets could go to easyjet and condor the company's board of the rector's is due to discuss the offers and make an announcement on monday and will fall off and that of course now it's on
8:46 pm
to other news we've heard many times before charitable donations sometimes don't reach those who need the corruption is hard to tackle but a new technology called block chain promises absolute transparency to know where the money is flowing a pilot project of the german government will try the system next year hoping to put an end to corruption that hurts those most in need. the democratic republic of congo is rich in natural wealth the country has an abundant supply of compering gold and diamonds but after decades of colonial rule dictatorship and war the country remains impoverished more than three quarters of the population live on less than two dollars a day. for the past four decades germany has been involved in efforts to provide the country with much needed aid. in the years twenty thirteen and twenty fourteen germany sent one hundred thirty million u.s.
8:47 pm
dollars in developmental aid to the country the money was destined for building projects including schools hospitals and power plants but concern over corruption has fueled suspicions that the money may not have been put to its intended use. now a new kind of technology has been developed to tackle the problem it involves connecting computers to a data bank via a so called block chain this enables users to monitor what others are doing any attempt to divert money sets off an alarm. for more on the subject we are now joined by peter clef month head of division for governance and natural resources at germany's k f w bank thanks very much for joining us and welcome to the w. now we know that block chain is a very complex technology sometimes difficult to explain but you could you tell us exactly how it's going to be used for development aid purposes yes
8:48 pm
sure we developed a platform called true budget and this is a block chain based like platform and. it's to improve the efficiency in the use of public funds and for development projects all all parties involved in the project can collaborate on that platform and can trick all decisions which were made on a work in approval steps now the underlying blocking technology not only makes transaction transparent but even more important it prevents active changes of actions recorded and this minimize the risk of misuse of funds early godless whether they are provided by international donors or by national budget so that means that if i am say building a school if i don't enjoy all that is sometime involved in the project i can see which supplier got the money and for what it was used to correct. that's correct
8:49 pm
normally as an international donor i try to avoid these risks of by setting up perilous structure so i don't channel my money directly into the budget of. the national budget of a partner but i pay directly as a service provider which are contracted by our partners but the associated costs of this strategy are very high for both sides and by circumventing the systems of our partner institutions the donors makes it very difficult to achieve their aim of enabling partner countries to plan and to implement investments on their own so our intention was now to find the solutions for international donors to put their money directly into the national budget without taking major risk of misuse you mentioned the costs i know that blocking technology usually requires at least high processing capacity are there any high costs associated with the technology needed
