apologizes for police violence during catalonia is disputed referendum on sunday but the big question remains will catalan leaders declare independence next week we'll have more from our reporter in barcelona. hello and welcome my name's christopher spring a thanks for joining us this year's nobel peace prize has been awarded to the international campaign to abolish nuclear weapons i can the group played a key role in the adoption of a united nations treaty in july of this year that aims to eliminate nuclear weapons the nobel committee says it on it i can for reviving efforts to ban such weapons at a time of renewed global tension. ok. members of i can the international campaign to abolish nuclear weapons celebrating at their

headquarters in geneva switzerland after hearing the announcement of their nobel prize winner is also considered an upset victory since many analysts expected the negotiators who had worked out the nuclear deal with the ran in two thousand and fifteen to win however i can had already earned a significant victory when the un adopted a symbolic nuclear treaty they had devised addressing the issue of nuclear disarmament the chair of the norwegian nobel committee had this to say when you. take a historical look it seems like there have been moments where it's been more engagement among nuclear states to end. the solomon initiative i do not believe we are in such a moment today the un under-secretary general and high representative for disarmament affairs is to me not commits to echoed those views and moving towards a wall free of nuclear weapons is really today and priority so is the

nobel peace price. very significant in terms of the timing and the situation in which we're all in the thing in today however none of the nine no nuclear powers have signed up for the new u.n. treaty pushed by icann the award also comes amid heightened tensions over north korea's nuclear development and us president donald trump criticism of a deal curbing iran's nuclear program something i can find deeply concerning it. i think that their band deal is really important and it would be really really unfortunate and a huge security risk for the world if that was ripped up especially at a time when iran is complying with the deal. so i think that treating the deal needs to remain and be supported i can has pledged to step up its campaign and do

even more until all nuclear weapons are eliminated. now while in announcing the peace prize the norwegian nobel committee also warned of the rising risk of nuclear conflict i've been talking to a leading member of i can tell when i asked him if things really are that serious. after the end of the cold war people sort of forgot about nuclear weapons of course they stayed there in fact they are aging the soldiers moving them around cleaning them keeping them ready to use at a moment's notice very demotivating. now that we have huge investments going on into all the nuclear stockpiles so basically while one hundred eighty four countries are doing great without nuclear weapons we have a minority of countries that still believe they need weapons of mass destruction to keep them safe and it's really important to have the nuclear treaty in order to show that the vast majority of states and in fact the vast majority of people also in the nuclear weapons states find nuclear weapons
11:05 pm
a par and unacceptable and now they are illegal under international law so it's important to bring attention to this leo you and i can have campaigned strongly for the treaty you just mentioned the un's treaty on prohibition of nuclear weapons adopted in july this year but yet it hasn't yet entered force because it still needs ratification least fifty countries how helpful is the nobel peace prize in the bid to get that treaty ratified. yes i transitioned quickly to this treaty because the point here is not so much the prize awarded to ike and of course we're grateful for that and and we buy by the on the receiving this prize but the whole point here is that through the boycott of the nuclear weapons days and also the boycott of countries like germany who have for the first time stayed away from my thought lateral design movement negotiations it is really important to bring attention to this treaty because as well as it's not going to have its effect which is to digitize nuclear weapons to make sure that even people like president trump or north korea's leader aware of the fact that everybody else considers nuclear

weapons unacceptable and illegal and so while the dangers are rising and and calculation miscommunication and accidents could this we really would be naive to sit back and believe that we can just trust nuclear weapons states to design their weapons themselves of course the people that don't have the nuclear weapons they have to step up to the plate and make sure that we put the pressure on the nuclear weapon states and really convince them that moment is the only way to keep us all safe and that was lee hoffman axtell the co-founder of the german branch of i can the international campaign to abolish nuclear weapons speaking to me. by turning to spain now where a top government official has apologized to the injured by police violence in catalonia last weekend some eight hundred people injured in clashes with lauren forces the region held an unauthorized independence referendum and the move may be

a sign that the tone is softening in madrid standoff with catalonia over its independence and it comes as catalans leda met with a newly formed team of mediators. if the catalan president's power struggle with spain is to end any time soon he will need the help of mediators like those he met with today. in a sign he may be listening to his guests karl last tuesday mall said he will update parliament on the current political situation on tuesday and didn't doing so he avoided breaking a constitutional ban on a station shared job from monday. i gesture of goodwill and says his party is. going well but in the couple of months the president of catalonia has a great opportunity to make the real statement he made a few days ago which is to start a dialogue. meanwhile in madrid a possible change in strategy for the first time the spanish government issued an apology of sorts for the heavy handed policing of sunday's illegal referendum.
11:08 pm
i said this very clearly before the police were following an order they were in order to avoid an illegal vote they were ordered to seize ballot boxes if there were incidents and there where and if people were injured evidently we are all sorry. but pressure is piling on cattle on leaders a spain's third largest bank agreed to move its registered offices out of the breakaway region it comes as catalonia so-called silent majority who oppose separation began finding their voice. and got what is going to get in there is the problem is not between the government the problem is between one half of the country one people and the other half of the catalan people. and on sunday the proof spanish unionist plans to take back the streets with a demonstration of their own. ok let's get the latest now from. been

who's monitoring events for us in barcelona and the mixed signals coming from barcelona today on one hand we saw in our report the original leader meeting mediators so apparently a push for some form of mediation on the other hand we're hearing that regional policymakers do appear to be working on a declaration of independence for next week so what should we believe. well that's the big question here there are indeed very mixed signals here the spanish newspaper el mundo reports and quotes a catalan lawmaker here in the parliament that they are working on independence in fact negotiating about the text and there are indeed other reports that the party of the catalan leader puts them on is actually only waiting for madrid to make a gesture to make
11:10 pm
a concession so they could start negotiating and it's hard to really know what to believe ok well you're monitoring events for us so your you'll keep us up to date on that the other thing that's interesting we've been talking for many days now about the divisions between madrid and barcelona but of course there are divisions within the region of catalonia itself you know is the entire region behind this push for independence or or how big are the divisions within catalonia itself. well the divisions are huge you can't really we don't really have reliable numbers on how many people are against and how many people full independence but that is a low for you huge number on both sides that's a fact and many people have the impression that they can't really express their opinion freely anymore because no matter which opinion they have the other side
